Abstract

Agricultural and food systems in the Mekong Region are undergoing transformations because of increasing engagement in international trade, alongside economic growth, dietary change and urbanisation. Food systems approaches are often used to understand these kinds of transformation processes, with particular strengths in linking social, economic and environmental dimensions of food at multiple scales. We argue that while the food systems approach strives to provide a comprehensive understanding of food production, consumption and environmental drivers, it is less well equipped to shed light on the role of actors, knowledge and power in transformation processes and on the divergent impacts and outcomes of these processes for different actors. We suggest that an approach that uses food systems as heuristics but complements it with attention to actors, knowledge and power improves our understanding of transformations such as those underway in the Mekong Region. The key transformations in the region include the emergence of regional food markets and vertically integrated supply chains that control increasing share of the market, increase in contract farming particularly in the peripheries of the region, replacement of crops cultivated for human consumption with corn grown for animal feed. These transformations are increasingly marginalising small-scale farmers, while at the same time, many other farmers increasingly pursue non-agricultural livelihoods. Food consumption is also changing, with integrated supply chains controlling substantial part of the mass market. Our analysis highlights that theoretical innovations grounded in political economy, agrarian change, development studies and rural livelihoods can help to increase theoretical depth of inquiries to accommodate the increasingly global dimensions of food. As a result, we map out a future research agenda to unpack the dynamic food system interactions and to unveil the social, economic and environmental impacts of these rapid transformations. We identify policy and managerial implications coupled with sustainable pathways for change.

Abstract

Purpose

In order to improve access to resources for smallholder farmers, efforts are being made to promote contract farming in Ghana. This is seen as a strategy to increase agricultural productivity of farmers, give better market access and guarantee adequate supply of raw materials to agro-based industries. However, the challenge is whether contract farming leads to improvement in food security status of farmers. The study therefore seeks to explore to what extent farmers' food security status is influenced by their participation in contract farming activities.

Design/methodology/approach

Using Cragg's double-hurdle model to analyse participation in contract farming, the authors control for selection bias using propensity score matching applied to a data set of 336 observations to examine the impact of contract farming on the food security levels of rice farmers in Ghana.

Findings

The results of this study show that yield of paddy and the wealth of the farmer are the main factors that influence the quantity of paddy rice to be contracted in contract farming arrangements. This study also finds that participation in contract farming will increase food security by 109%. In conclusion, contract farming has a significant positive impact on the farmers' food security status.

Originality/value

Agricultural policies and rural development initiatives supporting the promotion and expansion of contract farming should be pursued to persuade more farmers to produce under contract farming agreements.

Abstract

The chapter examines the current macro-governance of agri-food in a contemporary sense, taking changes in the UK and more broadly Europe. It first outlines a recent ongoing period of what is called ‘Disruptive Governance’. This emerged in the UK, the USA and indeed Brazil after the prolonged fiscal and financial crisis which brought about economic austerity in these countries over the past two decades. This relatively new disruptive phase, has now become more engrained into wider political and institutional structures and cultures, and indeed re-enforced earlier neo-liberal rounds of political articulation. Whilst there are far wider in effects than with agri-food systems, it is having a profound effect upon the stability and security of current food and farming systems. The chapter then explores the unfolding implications for agri-food in terms of policy changes, further market concentration and further financialisation. At a regional scale, we look at how these macro governance and regulatory forces are impacting in contrasting regional contexts: the UK, Wales and rural North West England (Cheshire and Shropshire). Finally, in conclusion, we ask to what extent these conditions are indeed tempered by longer-running and alternative radical shifts in agro-food systems, and the degree to which these can become mainstreamed. What do these trends suggest for sustainable food transitions and the further application and appropriateness of regime theory and governance?

Purpose

The purpose of this paper it to explore the future of Europe's food and drink manufacturing sector

Design/methodology/approach

Using mainly secondary sources, the paper identifies trends and drivers of change, explores possible alternative futures through scenarios, and considers policy implications.

Findings

Europe's food sector is undergoing dramatic change and future policies will be increasingly geared towards preventing non‐communicable diseases resulting from poor diet while ensuring the safety of food and feed. This will require a radical shift away from the productionist paradigm of the past, with emphasis in the future being placed on the impact of food on health and the environment.

Research limitations/implications

The paper is based mainly on existing sources.

Originality/value

Provides a broad overview of the wide range of issues facing the food and drink manufacturing sector.

Purpose

The study assessed welfare of migrant and non-migrant labourers on cocoa farms in Ghana, using multidimensional poverty index (MPI) with four dimensions (education, health, dietary diversity, living standards) and 21 indicators. Specifically, we examined and compared non-monetary welfare of migrant and non-migrant labourers on cocoa farms in Ghana by adopting MPI approach. Also, we explored the factors affecting labourers' welfare.

Design/methodology/approach

A sample of 400 labourers was used. Qualitative and quantitative data were used. Quantile regression was used to investigate factors affecting labourers' deprivation in the different domains of non-monetary welfare.

Findings

Labourers on cocoa farms are generally deprived in all the welfare indicators. Apart from having low education, labourers were underfed and lived under poor conditions. Though both migrants and non-migrants were multidimensionally poor, welfare of the later was higher than the former. Welfare of migrants and non-migrants on cocoa farms are influenced by similar factors: secondary occupation, income, credit accessibility, nature of contract and distance to social amenities.

Research limitations/implications

For migrants, permanent status improves welfare. To improve labourers' welfare for enhanced productivity, cocoa farmers should provide permanent/long-term contracts for labourers and government should provide social amenities in cocoa-producing communities.

Originality/value

Most previous welfare studies focused on farmers, with little attention paid to welfare of labourers on cocoa farms. We examined and compared the factors that affect migrant and non-migrant labourers' welfare on cocoa farms in Ghana. Moreover, we adopted the MPI (non-monetary) approach to assess labourers' welfare, instead of the expenditure and income approaches prevalent in literature.

Abstract

Purpose

This chapter examines changes in smallholder agriculture in terms of processes of de-agrarianization in a rapidly changing regional economy of Costa Rica long characterized by small-scale commercial coffee farming.

Methodology

The study is based on multiple periods (1990–1991, 1993, 2006, 2010–2012) of ethnographic research on household economic strategies among farming families in two districts in the canton of Pérez Zeledón, Costa Rica.

Findings

Though occupational multiplicity and non-farm-based livelihoods are on the rise, smallholder agriculture continues to play a substantial role in the livelihood strategies of both young and old and in the regional economy, not in spite of these trends, but because an expanding business sector and an increase in non-farm employment opportunities are creating a demand for agricultural produce and providing new opportunities for smallholders to diversify agricultural production, stabilize their incomes and maintain a significant presence in the regional economy. Specific historic conditions and state policies have been important factors in shaping rural economic change, livelihood strategies and smallholder agriculture in this region.

Research limitations

Sample sizes are relatively small and some data on children’s economic activities were obtained second hand from siblings and/or parents.

Implications

This research has implications for policy makers, planners and social activists interested in agrarian change.

Originality/value

This research provides an important longitudinal lens on the economic strategies of farming households, processes of de-agrarianization and the persistence of small-scale family farmers in today’s world.

Abstract

An analysis of patterns of food consumption in Romania is undertaken with the UK used as a benchmark when appropriate. The period of transition in Romania towards a more market‐oriented economy has involved substantial changes in patterns of food consumption and significant year‐to‐year variation. The decline in real incomes provides an interesting validation of Engel’s law on the relationships between household income and food expenditure. There is evidence that Romanian diet is deteriorating relative to modern nutrition guidelines; possible policy responses are discussed.

Abstract

Purpose

Moringa (Moringa oleifera) is a highly nutritious, fast-growing crop that has emerged in Western markets as a “superfood” and as a “smart crop” for income generation potential among small-scale farmers. As such, moringa has been widely promoted by agricultural development practitioners in low-income countries and by emerging businesses aimed at achieving nutritional and social impact. However, the intrinsic nutritional and agronomic strengths of moringa are not enough to warrant its widespread promotion without first evaluating its economic potential to farmers.

Design/methodology/approach

A Land Use System (LUS) analysis modeling tool was employed to test the economic performance of two sets of moringa production practices in Kenya. Data were collected during in-depth interviews and field visits with farmers in Meru that supply a local market, and in Shimba Hills that supply an organic export market.

Findings

Results suggest that current production practices over an 12-years assessment period generate a Net Present Value (NPV) of US$8,049 [ha-1] in Meru and a negative NPV of US$697 [ha-1] in Shimba Hills; with average daily returns to family labor of these two production systems of roughly 1.6 times and 0.13 times the prevailing local wage rate, respectively. These differences were attributed to a higher farmgate prices and greater yields in Meru. The analysis tool was then used to predict the effects of changes in farming practices, e.g. if farmers in Meru switched to intensive bed cultivation NPV is estimated to increase by ∼650%.

Research limitations/implications

This study demonstrates the importance of examining the economic performance of agricultural production systems intended to increase the benefits to small-scale farmers.

Originality/value

Our study is the first to assess moringa's economic performance within two production systems in Kenya – a local farmers' cooperative in Meru, and a group of farmers contracted by an export company.
