Abstract
Universities are considered as learning institutions and their output is knowledge. Their main objectives are to promote knowledge and to integrate three main roles: (1) teaching and learning toward an award; (2) research and publication; and (3) activities centred toward work-based learning. Researchers generally categorize knowledge in three dimensions, cognitive, functional and social competence which are clearly consistent with the French paradigm- savoir, savoir faire, and savoir être. Delamare Le Deist and Winterton (2007) acknowledged that knowledge, that is, understanding is captured by cognitive competence, skills are captured by functional competence and behavioral and attitudinal competencies are captured by social competencies. This chapter describes some basic concepts of social competence in the tertiary education and examines the relationship that exists among knowledge, knowledge management, and social competence. Achieving personal goals and at the same time maintaining positive relationship over time and across situations is one of the main definition of social competence, as brought forward by Rubin and Rose-krasner (1992). Social competence also embraces all the social, emotional and cognitive knowledge and skills individuals require to achieve their goals and to be effective in their relations with others (Kostlenik et al., 2014).

Abstract
Purpose
As part of the EFOP-3.3.3-VEKOP-16–2016-00001 “Museum and Library Development for All” project, a national representative digital literacy survey was conducted in Hungary's public libraries at the end of 2019. The aim of the present study is to provide a deeper analysis of the data collected during the survey to answer the question of the role of gender and age in the development of digital skills amongst librarians working in public libraries. This study was designed to answer the following four research questions: Are there levels of proficiency defined by DigComp 2.1 that are more specific to men or more specific to women? Are there areas of competence and competences that are clearly perceived as stronger or weaker for men or women? Are there areas of competence that are clearly influenced by age and others that are not or only moderately influenced by age? Which competences are clearly age-related, and which are not or only slightly affected by age?
Design/methodology/approach
The main target group of the study were library professionals working in county libraries. The survey, based on the DigComp 2.1 (Gomez et al., 2017) framework, was conducted using an online questionnaire in the form of a self-assessment and explored four levels of digital literacy. A 30-question questionnaire was completed by 1,868 respondents. The sampling procedure was essentially stratified sampling. The large number of respondents and the sampling procedure combined with the representativeness of the sample meant that the results of the survey can be considered as generalisable to the whole Hungarian public library sector.
Findings
Of the five competency areas assessed by the DigComp framework, librarians were found to be most competent in information and data literacy, and least competent in content development, according to the proportion of those with basic skills. 32 percent of women and 22 percent of men working in libraries rated their digital skills as basic, and both groups were weak or less weak in the same skills, with a few exceptions. At the intermediate level, there is a predominance of women. In the information and communication competency areas and in the content development and integrating and re-elaborating digital content in the content creation area, a high proportion of women consider their digital skills to be medium. Relatively few men rate their own competence in these areas as average. They are most likely to have advanced and highly specialised skills. The advanced level in DigComp2.1 implies, in addition to strong digital skills, the willingness and ability to help others, while the highly specialised level requires innovative and creative use of digital technology and knowledge transfer. These top two skill levels are more common amongst men. 34 per cent of men and 27 per cent of women have advanced skills, while 13 per cent of men and 6 per cent of women have highly specialised’s level. The age of librarians has only a minimal influence in certain areas of competence and for certain competences. Skills in the information and data literacy competency area are less age sensitive. For the data management competency, which requires more technological skills, a stronger correlation between age and skill levels is observed, especially for basic and highly specialised skills. In the communication competence area, the youngest age group of librarians has the highest percentage of advanced and the lowest percentage of basic level. The proportion of advanced learners decreases steadily as age groups progress and the proportion of basic learners increases at a similar steady rate. The effect of age on the content creation is much more modest than expected. Age clearly has an impact on the safety competence area. As age increases, the proportion of those at advanced level decreases and the proportion at basic level increases. Age also has a significant effect on the problem-solving competence area. One in two librarians in the 50 and 60s have only basic level skills, compared to one in four in the youngest age group and one in three in the 40s.
Originality/value
Using the DigComp 2.1 framework, a digital competence survey of a whole professional group of library professionals working in public libraries in Hungary was carried out. The study provides new insights into the impact of gender and age as variables on digital competence.

Purpose
The purpose of this paper is to investigate self-competence—the ability to act responsibly on one's own—and likely nonlinear wage returns across different levels of self-competence as part of training curricula.
Design/methodology/approach
The authors identify the teaching of self-competence at the occupational level by applying machine-learning methods to the texts of occupational training curricula. Defining three levels of self-competence (high, medium, and low) and using individual labor market data, the authors examine nonlinearities in wage returns to different levels of self-competence.
Findings
The authors find nonlinear returns to teaching self-competence: a medium level of self-competence taught in an occupation has the largest wage returns compared to low or high levels. However, in occupations with a high cognitive requirement profile, a high level of self-competence generates positive wage returns.
Originality/value
This paper first adds to research on the importance of teaching noncognitive skills for economic outcomes, which recently—in addition to personality traits research—has primarily focused on social skills by introducing self-competence as another largely unexplored but important noncognitive skill. Second, the paper studies not only average but also nonlinear wage returns, showing that the right level of self-competence is crucial, i.e. neither teaching too little nor too much self-competence provides favorable returns because of trade-offs with other skills (e.g. technical or professional skills). Third, the paper also examines complementarities between cognitive skills and noncognitive skills, again pointing toward nonlinear returns, i.e. only in occupations with a high cognitive requirement profile, high levels of self-competence generate positive wage returns.

The purpose of this study is to address one of the main issues in Russia’s efforts to enhance tourism competitiveness: to educate a qualified workforce at the university level.
Design/methodology/approach
A survey of tourism professionals was conducted to assess importance and performance toward a set of hospitality- and tourism management-related skills and competences. An importance-performance analysis was performed to identify relative strengths and weaknesses.
Findings
Russian professionals need improved competences with respect to sustainable management, marketing and research skills.
Research limitations/implications
The study is limited to surveying professionals in the western part of Russia (St Petersburg, Moscow, Krasnodar and Sochi). Nevertheless, its implications for curriculum reform and development should be considered in the whole country.
Practical implications
The study identifies specific areas for Russian universities to address and focus on in their curriculum reform and development efforts.
Social implications
Better education at universities enhances students’ employability at the time that supports tourism firms to perform better. Both together help to boost tourism destination competitiveness and sustainability, favoring progress and socio-economic development.
Originality/value
Few studies have addressed human resource development in Russia. This study investigates the need for developing skills and competences in hospitality and tourism in Russia. This country has a significant potential for tourism development. Other countries with a developing tourism sector should benefit from the results of this study.

Abstract
Purpose
The purpose of this study is to identify specific qualifications and competences required within the field of logistics and supply chain management from the perspective of lifelong learning and hierarchical level. It also reveals a hierarchy level-specific job profile for logistics and supply chain management jobs based on the European Framework for Key Competences and the German Federal Employment Agency.
Design/methodology/approach
A review of the literature on competences and skills in the field of logistics is combined with an analysis of 832 job postings by means of content analyses and thematic mapping.
Findings
The academic literature discusses more than 280 skills and competences related to the job profile of logistics and supply chain managers. The majority of these skills represent social skills. Analyses of job postings show significant differences in the required portfolio of skills and competences depending on the hierarchical level of the position. Contrary to the literature, job postings include more cognitive competences and meta-competences than social skills.
Originality/value
The first contribution of this research is that competences were examined from the perspective of lifelong learning, revealing how this is applied in the field of logistics. The second is that this conceptual framework can be utilised to compare skills and competences between different hierarchical levels. The third contribution refers to identifying a set of skills and competences different to what had been presented in the literature.

Purpose
In recent years, the rise of big data has led to an obvious shift in the competence profile expected from the controller and management accountant (MA). Among others, business analytics competences and information technology skills are considered a “must have” capability for the controlling and MA profession. As it still remains unclear if these requirements can be fulfilled by today’s employees, the purpose of this study is to examine the supply of business analytics competences in the current competence profiles of controlling professionals in an attempt to answer the question whether or not a skills gap exists.
Design/methodology/approach
Based on a set of 2,331 member profiles of German controlling professionals extracted from the business social network XING, a text analytics approach is conducted to discover patterns out of the semi-structured data. In doing so, the second purpose of this study is to encourage researchers and practitioners to integrate and advance big data analytics as a method of inquiry into their research process.
Findings
Apart from the mediating role of gender, company size and other variables, the results indicate that the current competence profiles of the controller do not comply with the recent requirements towards business analytics competences. However, the answer to the question whether a skills gap exist must be made cautiously by taking into account the specific organizational context such as level of IT adoption or the degree of job specialization.
Research limitations/implications
Guided by the resource-based view of the firm, organizational theory and social cognitive theory, an explanatory model is developed that helps to explain the apparent skills gap, and thus, to enhance the understanding towards the rationales behind the observed findings. One major limitation to be mentioned is that the data sample integrated into this study is restricted to member profiles of German controlling professionals from foremost large companies.
Originality/value
The insights provided in this study extend the ongoing debate in accounting literature and business media on the skills changes of the controlling and MA profession in the big data era. The originality of this study lies in its explicit attempt to integrate recent advances in data analytics to explore the self-reported competence supplies of controlling professionals based on a comprehensive set of semi-structured data. A theoretically founded explanatory model is proposed that integrates empirically validated findings from extant research across various disciplines.

Purpose
The purpose of this paper is to investigate the potential of already existing skills and competence ontologies to benefit European transparency tools and especially the implementation of the European Qualification Framework. Furthermore, it asks whether any of them could serve as a starting point to develop an International Standard Classification of Skills and Competences to supplement ISCED and ISCO.
Design/methodology/approach
This contribution contains a comparative analyses of three systems providing ontologies of skills and competences – DISCO, O*NET and Taxonomy_DB – under terminological and pragmatic aspects.
Findings
The analysis identifies O*NET as the most promising candidate to serve European transparency instruments and the EQF. Furthermore, it demonstrates that the development of an International Standard Classification of Skills and Competences, that is suitable for statistical purposes as well as appropriate for practical applications in human resource management and in the area of education, would have to integrate very diverging demands, which so far are being best met by O*NET and DISCO.
Research/limitations/implications
The depth of the analysis is not sufficient to serve as an exhaustive guideline to design an International Standard Classification of Skills and Competences.
Practical implications
The paper shows the potential of a future International Standard Classification of Skills and Competences for the EQF, for European transparency tools, and for statistical purposes.
Originality/value
This article brings a new topic, namely ontologies for skills and competences, into the European debate about competences and their visibility and validation.

Abstract
In this paper, the author analyses the different patterns of learning one can find in the organisations of two contrasting economic fields representing different contexts for learning. The analysis concentrates on two different occupational groups at the medium skills level: specialists in the IT sector and skilled workers in the timber and furniture (T&F) sector. One of them belongs to the “new” and another to the “old” economy. He explains some of the reasons for the emergence of different patterns of learning and consequences they might have on the development of the organisations and individual workers. Also treats workplace learning as a means to overcome the gaps between the skills and competences “required by the job” and the competence workers have. The author tries to argue that learning, competence development and identification in cases of IT specialists and skilled workers in the T&F sector with one's work is mutually closely connected, and “space of work values” determined by the identification patterns can be a factor as facilitating as well as limiting the learning and competence development in these cases.

Abstract
Purpose
Since every community of practice generates, seeks, retrieves and uses information resources and sources related to the cognitive structure being researched or studied and the tasks being performed, the need arises to undertake studies focused on real user communities, which in the case of this paper is the group of translators. This paper aims to investigate this issue.
Design/methodology/approach
In this arena of application, it is important to remember that translators are not only information users, but also information processors and producers. Thus, their documentary competence has to evolve in three dimensions: the informational, the methodological and the strategic. The conceptual model proposed in the paper is based on information literacy (INFOLIT) standards and also the authors' knowledge of translation practice and the competencies it demands, where INFOLIT plays a starring role. This paper is part of a broader research currently in progress, whose main goal is to provide translators and interpreters with a solid instruction in information literacy.
Findings
The paper introduces a model for information literacy specifically intended to develop the information competence of this community of users, it reveals that the model is a gathering of skills, competences, knowledge and values, and it is based on the cooperation between the authors' expert knowledge of information science and professional translation practice.
Originality/value
This paper puts forward the first proposal for information literacy applied to translation training.

Abstract
Purpose
This paper aims to explore structural and systemic influences in the development of competence models and qualifications systems at sectoral and national levels across Europe, considering the influences of different socio‐economic models of skill formation on the processes of design and provision of qualifications.
Design/methodology/approach
The paper is based on a meta analysis of three European projects that used literature review, documentary analysis and interviews with practitioners and policy makers.
Findings
The main methodological and practical challenges posed by varieties of competence and qualifications to inter‐country comparability of qualifications are shown to be related to different socio‐economic models of skill formation.
Research limitations/implications
The research is limited to 13 countries and four sectors but these were carefully selected to maximise coverage of European diversity with respect to competence models, training regimes and approaches to qualifications. There is clearly a need for further research involving more countries and sectors.
Practical implications
The paper offers recommendations for improving the potential of the European Qualifications Framework to promote comparability of qualifications and hence mobility of labour. These recommendations will be of interest to policy makers and practitioners involved in using the EQF and similar instruments.
Originality/value
This is the first systematic attempt to explore the methodological and practical difficulties of establishing comparability between qualifications.
