Abstract

Purpose

This study aims to improve understanding of how coastal maritime transport system of Vancouver Island would be disrupted in disaster events, and the strategies could be used to address such risks. Any transport disruption at the maritime leg of the supply chain can affect the needs of vulnerable residents and thus, the supply of many goods to coastal communities.

Design/methodology/approach

This case study focuses on the disruption that can be expected to occur for ferries that serves coastal communities of Vancouver Island in Canada. A landslide scenario in the Fraser River (which connects coastal communities) is developed, and interviews and focus groups are used to gain understanding of the vulnerability and resilience of shipping.

Findings

The findings show that the maritime leg of the supply chain for the coastal communities of Vancouver Island is resilient to a landslide disruption of ferries. Besides, there would be no impact on the operability of tugs and barges. This study also offers suggestions for creating the conditions for increasing resilience of maritime supply chains to any such disruption.

Research limitations/implications

A research gap exists with respect to minimizing disruption in maritime supply chains, mainly in regard to lessening the impact on the vulnerable residents of coastal communities. This study contributes to filling this gap in the literature.

Practical implications

The findings have significant implications for maritime service providers and for people working on disaster preparedness, emergency response and recovery.

Originality/value

Studies which focus on alleviating the impact of disruptions in the maritime supply chains and the mitigation strategies for coastal communities are scarce in the literature.

Abstract

Purpose

The purpose of this paper is to assess the risk due to climate induced disasters in coastal regions. Coastal areas, being economically attractive and ecologically fragile, need altogether different development approaches. The paper also explores the applicability of stakeholder theory for managing coastal regions in a sustainable manner. This paper should help policymakers when making their decisions to maintain coastal regions’ prosperity.

Design/methodology/approach

The paper opted for an exploratory study using secondary information available at various levels. This paper presents the case study of the coastal region of Gujarat. It starts by evaluating the present status of the coastal resources and their degradation. It then assesses the risk due to climate induced coastal hazards. It has critically reviewed the policy response towards coastal issues and problems. The applicability of stakeholder approach had been tested for coastal management.

Findings

The paper has identified that in an absence of stakeholder approach, the current planning strategies have failed to deal with coastal issues and problems. The coastal region needs a special attention for sustaining its development. An integrated regional framework for coastal development is required which encompasses trade‐off among various sectors. The region needs a long‐term regional land use planning, which can facilitate the disaster resilience and adaptation strategies for local communities. Finally adopting a stakeholder approach is recommended, to improve the ecological productivity and biodiversity of the coastal region.

Research limitations/implications

The research has important policy implications for the state of Gujarat and infers that the stakeholder approach is the most appropriate approach for planning the development of the coastal region.

Practical implications

The paper has direct policy implications for the government of Gujarat and Government of India. Coastal planning needs a systematic approach to have an integrated development. The use of stakeholder approach can solve many issues and problems of coastal conflicts. Such an approach is very important for the protection and sustainable development of the coastal region. This also has colossal relevance for any developing countries preparing coastal region development plans.

Social implications

The suggestions incorporated in the paper have also looked into the consideration of environmental conservation and protection of rights to livelihood for marginalized groups such as fishing communities.

Originality/value

The use of stakeholder theory for public sector planning is a new approach in a research. The paper has delved into the requirement of stakeholder approach in coastal planning for developing the coastal economy and conserving the coastal environment.

Purpose

Public open spaces (POS) in cities are often measured as a strength to enhance cities’ sustainability with a contribution to the three pillars: economic, social and environmental. Nevertheless, the importance of POS for disaster resilience is less recognised and remains under-rehearsed in the urban planning context. Within this context, this research paper aims to investigate the methods and approaches of using POS to enhance the coastal cities’ resilience to tsunamis through planning and designing interventions.

Design/methodology/approach

This study used the grounded theory as the research strategy. Accordingly, data collection involved 72 unstructured interviews covering a wide variety of participants related to the field of study including tsunami-affected communities, disaster resilience experts, urban planners, sociologists and coastal planners, in the context of Sri Lanka. The grounded theory coding procedure is used to analyse the data that includes transcripts, notes, maps and documents.

Findings

The analysis reveals that there is a significant potential to use POS to enhance the coastal cities’ resilience to tsunamis as an emergency evacuation directing point, as a primary place for emergency rescue, as an agent for temporary sheltering, as a facilitator for tsunami disaster mitigation and as a mediator to provide tsunami awareness. Finally, the findings propose five guiding factors for planning POS to enhance coastal cities’ disaster resilience to Tsunamis.

Originality/value

This paper introduces an innovative and unique approach for future urban planners and design professionals, to plan and design POS with a new direction towards disaster resilience while ensuring sustainability.

Abstract

Purpose

The Hyogo Framework for Action focussed disaster risk reduction (DRR) on land-use planning, with international agencies, research organisations and national governments recognising the importance of DRR through hazard informed land-use planning. This paper aims to examine the roles of planners in reducing hazard risk through settlement design, land-use plans and legislation, and identify shortcomings and constraints towards achieving Disaster Risk Reduction.

Design/methodology/approach

The paper uses community-based research from Australia, Thailand and Indonesia to discuss land-use planning in local governance frameworks following major disasters, including cyclone, flood and tsunami.

Findings

This paper shows that land-use planning systems are still primarily geared toward promoting and facilitating development and have not evolved sufficiently to take account of DRR and climate change.

Social implications

Land-use planning frameworks for hazard-resilient communities remain disconnected from the emergency management and disaster risk reduction systems. The goal to create disaster-resilient communities through the land-use planning systems requires a fundamental change to the way in which planning is conceptualised and practised. Social equity is also a huge issue where investment focuses on urban development.

Originality/value

The study contributes to an understanding of the opportunities and constraints for land-use planning to enhance climate change adaptation and disaster risk reduction through legislation, policies, regional and local statutory planning schemes, enforceable planning and development controls and building codes.

Abstract

Purpose

This study aims to evaluate the coastal disaster resilience and the disaster management framework of Sri Lanka, by conducting a case study in a few coastal areas in the district of Matara which were majorly affected in 2004 by the Indian Ocean Tsunami. Although it has been 15 years since the disaster struck the country, Sri Lanka is still struggling in building back better. This reveals the need to strengthen the action plan toward coastal disaster management by identifying the barriers and challenges that still exist in policies and frameworks, the use of technology in evacuation planning, implementation of evacuation plans and capacity building of the community.

Design/methodology/approach

This study was conducted through structured and in-depth interviews among the general public and government officials targeting the eventual outcome as to ascertain barriers incorporated with the disaster management framework and then possible improvements to the framework were identified and suggested.

Findings

The findings showed that the practice of an administrative-oriented disaster management framework was a key element in creating a welfare-oriented community that is still building back better in Matara, which was one of the worst affected cities in the country during the 2004 Tsunami.

Originality/value

This paper facilitates resilience development by identifying the overall development of the system after 2004. The required modifications needed to strengthen the system have thereby been identified through the developed output which was produced by analyzing the barriers and challenges.

Abstract

Purpose

Safe-to-fail (SF) is an emerging resilient design approach that has the potential to minimize the severity of flood damages. The purpose of this study is to explore the SF design strategies to reduce flood disaster damages in US coastal cities. Therefore, this study addresses two research questions: identifying the most suitable SF criteria and flood solution alternatives for coastal cities from industry professionals’ perspective; and investigating the controlling factors that influence the AEC students’ interest to learn about SF concepts through the curricula.

Design/methodology/approach

This study used the analytical hierarchy process to evaluate the SF criteria and flood solutions where data were collected through surveying 29 Department of Transportation professionals from different states. In addition, the study adopted a quantitative methodology by surveying 55 versed participants who reside in a coastal area and have coastal flood experiences. The data analysis included ordinal probit regression and descriptive analysis.

Findings

The results suggest that robustness is the highest weighted criterion for implementing SF design in coastal cities. The results demonstrated that ecosystem restoration is the highest-ranked SF flood solution followed by green infrastructure. Moreover, the results highlighted that age, duration spent in the program and prior knowledge of SF are significantly related to AEC students’ interest to learn this concept.

Originality/value

SF design anticipates failures while designing infrastructures thus minimizing failure consequences due to flood disasters. The findings can facilitate the implementation of the SF design concept during the construction of new infrastructures in coastal cities as well as educate the future workforces to contribute to developing resilient built environments.

Purpose

Environmental threats of immediate risk in areas such as coastal zones (CZ) have aroused new trends of citizenship and participatory democracy. The purpose of this paper is to analyse elements within those trends, such as environmental culture, socio‐political context, dynamics of social associative movement and integration of local knowledge. It also aims to contribute to an overview of the opportunities and barriers found in considering socio‐cultural and educational challenges in CZ.

Design/methodology/approach

In this analysis, case studies of integrated coastal management occurring worldwide were selected and reviewed, considering several nuances of socio‐economic and political contexts of CZ. Experiences of public response to coastal catastrophes such the Prestige oil spill in Spain, are also described.

Findings

Whether implementing sustainable coastal management through either balanced systems (between large and small‐scale strategies) or through largely bottom‐up approaches, participation is detected as one of the main factors for a successful integrated approach. Principles such as participatory governance and social justice should be adopted in initial phases of sustainable management processes and preferably involve all of the implied actors of CZ.

Originality/value

The literature reviewed highlighted specific factors that have empirically contributed to participatory sustainability of CZ, integrating three dimensions of citizenship: education, society's dynamics and culture.

Purpose

The purpose of this paper is to assess the resilience of tourism businesses in a coastal city in the USA to coastal hazards and severe weather events. The researchers developed a framework for assessing the resilience of coastal tourism businesses and demonstrated the applicability of the framework using the case study of Virginia Beach.

Design/methodology/approach

Researchers conducted structured, face-to-face interviews with tourism business owners and managers, using an instrument based on an assessment framework with five components: vulnerability, business planning and operations, preparation and recovery planning, communications and workforce. In total, 32 participants representing 42 businesses in the accommodations, restaurants, retail and activities sectors at the Virginia Beach Oceanfront were interviewed.

Findings

Many participants did not feel highly vulnerable due to structural mitigation efforts taken by the city. Larger businesses undertook more strategic planning, preparedness and recovery planning. All businesses had effective ways of communicating with staff and customers, and through membership in local organizations, had access to resources. While not all businesses prioritized training for employees, they recognized the importance of providing support for staff during severe weather events.

Originality/value

As one of the few studies on tourism resilience in the USA, this study highlights the variability of resilience among tourism businesses within a destination.

Abstract

Purpose

This paper aims to discuss issues related to disaster mitigation planning provisions in Bangladesh, one of the most disaster‐prone countries in Asia. It seeks to concentrate on the issues related to the role of local groups in establishing cyclone shelters.

Design/methodology/approach

In February 2008, a field study was conducted in the Southwest coastal region of Bangladesh. Combining the most recent empirical data, the location of cyclone shelters and the social supremacy structure are explored in this paper. Vulnerability due to infrastructure is defined here on the basis of available infrastructural facilities i.e. cyclone shelters, by using catchment area analysis in the geographical information system (GIS) software ArcGIS. The paper bases its argument on the assumption that the location of an infrastructure item like a cyclone shelter is dependent on the influential and motivational power of local elites and not on the necessity of the deprived people. Vulnerability, from this perspective, is interpreted in this study as a result of socio‐political supremacy in establishing cyclone shelters in coastal regions of Bangladesh.

Findings

The results indicate that locally supreme groups are located the closest to the cyclone shelter and may control local‐level disaster mitigation planning.

Research limitations/implications

The paper outlines the “social supremacy” concept based on one rural union and the communication rationalities of the general people. Both describe the ways of identification, the social spectrum of public interests as well as the decision‐making process in rural Bangladesh.

Originality/value

The paper contains valuable information regarding rural society and its socio‐political structure as well as planning problems in coastal Bangladesh.

Abstract

Purpose

This paper aims to provide a framework for building resilience to coastal hazards with reference to Asian nations at the local, intra-regional and inter-regional levels. This framework provides a roadmap that will enable higher education institutions in the region to play a significant role in educating and training new leaders for disaster risk reduction (DRR) and in working directly with local communities to implement plans.

Design/methodology/approach

Events such as the 2004 tsunami highlighted the transboundary nature of coastal hazard and the importance of regional cooperation. A framework for inter- and intra-regional cooperation was developed through focus groups organised with community participants in five Asian nations exposed to coastal risks: Sri Lanka, Maldives, Myanmar, Indonesia and the Philippines.

Findings

Different stakeholders assessed inter- and intra-regional cooperation at different levels as a means to provide a baseline scenario to develop a capacity-building roadmap for such cooperation. The discussions organised through structured face-to-face encounters considered cooperation at different scales: international, regional, national and local. The framework key areas were developed and included knowledge databases, data and resource sharing and exchange education programmes.

Originality/value

Multi-hazard early warning for more resilient coastal communities is increasingly complex in view of the discourse related to the wider economic and social environments. The research proposes a framework for inter- and intra-regional cooperation at different scales; from local to regional and to the inter-continental dimensions and even through a bottom-up approach, together with the experts’ and managing authorities’ top-down positions.
