Abstract

Purpose

The purpose of this paper is to update the Global Model of Public Mental Health (GMPMH) in light of the WHO QualityRights project.

Design/methodology/approach

Being able to refer to international conventions and human rights standards is a key component of a genuine global approach that is supportive of individuals and communities in their quest for recovery and full citizenship. The GMPMH was inspired by the ecological approach in health promotion programs, adding to that approach the individuals as agents of mental health policies and legislation transformation. The GMPMH integrates recovery- and citizenship-oriented psychiatric practices through the Ottawa Charter for Health Promotion (WHO, 1986).

Findings

Updating the GMPMH through the WHO QualityRights Toolkit highlights the need for a new form of governance body, namely the Civic Forum, which is inclusive of local communities and persons in recovery. People with mental health disabilities, intellectual disabilities, and substance use conditions can be “included in the community” (UN Convention on the Rights of Persons with Disabilities, Article 19) only if the community is informed and welcoming, for instance through a Civic Forum and its organizing Local Council of Mental Health.

Research limitations/implications

Transition from social marginalization to full citizenship represents a daunting challenge in public mental health care. An approach that focuses primarily on individuals is not sufficient in creating access to valued roles those individuals will be able to occupy in community settings. Instead, public intervention and debate are required to promote and monitor the bond of citizenship that connects people to their communities.

Originality/value

The GMPMH is the result of a conceptual cross-breeding between recovery and health promotion (WHO, 1986). The GMPMH is an offspring of the ecological approach in health promotion programs, adding to that approach individuals as agents of mental health transformation. It refers to international conventions and human rights standards as a central component of a genuine global approach. A community-based participatory research design is well suited, which includes a Civic Forum for local communities to become involved and supportive of service users in their quality and human rights assessments.

Abstract

Northern Ireland (NI) has pervasively been a fragile and often disputed city-regional nation. Despite NI's slim majority in favour of remaining in the European Union, de facto Brexit, post-pandemic challenges and the Northern Ireland Protocol (NIP) have revealed a dilemma: people of all political hues have started to question aspects of their own citizenship. Consequently, this chapter suggests an innovative approach called ‘Algorithmic Nations’ to better articulate its emerging/complex citizenship regimes for this divided and post-conflict society in which identity borders and devolution may be facilitated through blockchain technology. This chapter assesses implications of this dilemma for a city-regionalised nation enmeshed within the UK, Ireland and Europe: NI through Belfast, its main metropolitan hub. The chapter explores digital citizenship in NI by applying ‘Algorithmic Nations’ framework particularly relating to intertwined (1) cross-bordering, (2) critical awareness, (3) digital activism and (4) post-pandemic realities and concludes with three dilemmas and how ‘Algorithmic Nations’ framing could better integrate NI's digital citizenship.

Abstract

The value of the liberal arts and humanities has increasingly been called into question on multiple fronts. Attempts to bridge the practical and liberal arts through forms of civic professionalism have been gaining traction in larger spheres of influence. This article outlines the results of a deliberative civic engagement forum (n = 42) that created a space for community members from business, education, and non-profit sectors at the National Conference on Service and Volunteerism, to consider the role civic leadership education and development has in liberal arts and humanities programs. The forum was intentionally designed to have participants consider the role of the liberal arts and humanities in redefining the purposes and process of democratic engagement through a lens of civic leadership education and development. This forum was able to gather a group of people from sectors that do not normally speak to the intersection of leadership education and the liberal arts.

Abstract

Purpose

The purpose of this paper is to review the literature on UK older people’s forums. Forums seek to influence statutory responses to ageing, and enable older people to speak up on matters important to them. The review examined three facets of forums: their membership, structures, and effectiveness.

Design/methodology/approach

Methods included searching databases, internet, and specialist libraries for materials relating to older people’s forums. Key points were extracted and source material described but not subject to quality appraisal. Relevant non-UK studies are included to draw contrast and comparisons.

Findings

Several studies and reports have explored forum members’ socio-demographic profiles, motivations and triggers for joining and the two-way rewards of participation. However, membership remains a minority activity, with only a small percentage of members actively engaged and the review highlights gaps in the literature on widening participation. Both statutory and voluntary sectors have supported forum development and sustainability. There is little data on formal structures but some exploration of the informal communications and behaviours that sustain them has been undertaken. Forums are viewed as effective but resource intensive. The size and representativeness of the membership, strength of influence and deployment of members’ expertise are all identified as potential contributors to effectiveness.

Research limitations/implications

Some material may not have been accessible and there is potential bias by greater inclusion of journal published materials than other possible sources. Material was not quality appraised, and research literature and self-reporting by forums are presented alongside each other.

Practical implications

Practitioners should familiarise themselves with current older people’s organisations locally to ensure that consultations are broad and reach different groups. While partnerships with voluntary sector health and care providers are encouraged some of these groups may not wish to represent all older people. Wider reach may provide multiple perspectives. Help in kind as well as financial resources may be welcomed by older people’s groups, such as meeting spaces, assistance with administration, and briefings that are accessible. Offering to meet with older people’s forums to discuss matters regularly may provide insight into experiences of services and changing needs earlier than professional feedback. Dismissing older people’s forums as made up of the “usual suspects” is likely to be unfair and unhelpful to building up positive relationships.

Originality/value

The review provides a preliminary assessment of the size and scope of research and grey literature on UK older people’s forums, synthesising points of similarity and difference and identifying clear gaps in the evidence.

Abstract

Purpose

Some communities in the USA are remarkably better at responding to civic challenges than others. These communities are more competent at marshaling their resources – material and human – in service of their own needs. The authors’ purpose in this paper is to enhance their collective understanding of ideas related to community-driven change and to describe the development of a civic capacity index (CCI), a measure of a community's capacity to respond to civic challenges and disruptions like COVID-19.

Design/methodology/approach

The authors used a concept mapping process (akin to grounded theory) to develop the CCI. Using this process, a panel of 34 scholars and practitioners of civic leadership and civic engagement worked together to create measurable descriptors of civic capacity.

Findings

The CCI measures dynamic processes related to collective leadership, inclusion of diverse voices, how institutions and coalitions address shared challenges and collaboration among community members. Sample data from several states show the CCI's scales to have high internal reliabilities and to correlate strongly with validation scales such as collective efficacy, social justice and community connectedness. Confirmatory factor analyses support a bifactor model of a general CCI factor and six CCI scales.

Practical implications

With the help of the CCI, civic actors can take advantage of existing civic capacity, understand where it is lacking and build resilience for the future.

Originality/value

To date, most scholars have used qualitative research to determine the elements of civic capacity. The authors wanted to know what civic capacity looks like in sufficient detail to assess the extent to which it is present or not in a community. Other efforts to quantify or assess civic capacity or related ideas are less comprehensive or lack the specificity to provide guidance for building and mobilizing it in communities. This work enhances our understanding of leadership in the civic arena, a little understood aspect of leadership studies.

Abstract

Purpose

This study aims to examine how 20 local governments in Canada and the USA operationalize the government–citizen trust relationship through the administration of social media by answering two questions: Can local governments use social media to increase citizen trust? and if local governments can use social media, what can be learned about the administration of social media that results in an increase in citizen trust of government?

Design/methodology/approach

Based on a normative belief that increasing the trustworthiness of government is a desired outcome, the working proposition is that social media may offer a low-barrier method for engaging citizens and supporting trust-based relationships, if social media programs are administered in a way that operationalizes this objective. Using content analysis of data collected from interview transcripts and documentary sources, this exploratory, process-oriented study emphasizes the social, organizational and functional contexts of social media and social media as records.

Findings

The study found that most cities had extensive programs featuring multiple accounts on a number of common platforms. The cities maintained tight control over content, account creation and employee and audience participation to ensure compliance with federal and provincial or state legislation and to mitigate technology and content-based risks. The cities used social media to broadcast information, respond to service requests and provide issue management. Social media results were measured sporadically on an ad hoc basis for operational purposes and only two cities had dedicated procedures in place for managing social media as records. Contrary to previous research, this study indicates that fiduciary trust relationships do require trust by the agent (i.e. institution) and the principal (i.e. citizen).

Research limitations/implications

To increase generalizability, an effort was made to select cities that were demographically and geographically diverse by selecting a range of population sizes and locations. However, selection was skewed towards cities with well-developed social media programs, and as a result, over half of the cities were national, provincial or state capitals or larger population centres. While these cities experienced economic advantages, the participants in the study identified challenges around resourcing and capacity, and their responses are expected to be of value to cities operating under similar constraints. Additionally, this study represents a point in time, as social media use at the local governments continued to expand and evolve during and after the data collection period.

Practical implications

This paper identifies three scenarios where social media content from local government accounts should be managed as records, including: the documentation of incidents, the on-going collection of city content from high-profile accounts and the “on demand” collection of citizens’ content where cities have asked for citizen input on topics or issues.

Social implications

This study provides an in-depth characterization of social media administration and use by 20 local governments in Canada and the USA. Considering the progress made by cities in e-government using their websites as a base, cities can develop greater capacity for open government, meaning wider participation by citizens in the decisions that affect them on a daily basis. To achieve goals of transparency, accountability and civic participation, cities will need to develop capacity around social media measurement, reporting and procedures for managing social media as records.

Originality/value

In providing a detailed and complete description of social media use in 20 cities in two countries, this study moves beyond a compliance- and requirement-driven approach to consider the larger question of government–citizen trust and the relevance of records within this relationship.

Small Claims Court Television Shows offer spectators an opportunity to re-envision their relationship to legal and civic judgment. Through presenting racial and regional judges, these shows re-imagine legal judgment as a necessary and inclusive component of everyday citizenship. Reflecting Reality TV, Tabloid TV Talk Shows, and the History of African-American representation on television, shows like Judge Mathis and Judge Judy demonstrate the contradictions inherent in racial representations on television. By showing the ways in which television performance reflects the performative aspect of legal discourse already operating upon us, the judges use stupidity as a way to pedagogically energize a lower class, disenfranchised viewership into newly rehearsing their roles as active citizens.

Abstract

This article examines the effect of party composition of government on the centralization of budgeting institutions in Hungary, Poland, the Czech Republic and Bulgaria in 1989-1999, and assesses the impact of the centralization of budgeting institutions on the capacity of these countries to meet the fiscal deficit requirement for the European Economic and Monetary Union (EMU) membership. The article finds that centralization of budgeting institutions through delegation to a strong finance minister and/or prime minister is likely to occur in one-party governments or coalition governments composed of parties which expect to fight repeated elections together, with effective punishment mechanisms. The article finds that countries with centralized budgeting institutions are likely to be more capable of meeting the EMU deficit requirement than countries with decentralized institutions.

Three main challenges for public management are identified in this chapter: achieving higher efficiency in the internal operations; building and managing public networks for improving the effectiveness of policy making and service delivery; engaging mini-publics to co-create public outcomes and public values. The chapter highlights that these challenges happen in different domains: within the public organization; across public networks at the inter-organizational level; within open governance arenas, platforms and ecosystems in the civic/community domain. For each domain some key actors with whom engage in processes of public value co-creation are illustrated. The result is a conceptual map for public managers to better understand the nature of modern public management and to design processes of public value co-creation.
