Abstract

Purpose

The purpose of this paper is to update the Global Model of Public Mental Health (GMPMH) in light of the WHO QualityRights project.

Design/methodology/approach

Being able to refer to international conventions and human rights standards is a key component of a genuine global approach that is supportive of individuals and communities in their quest for recovery and full citizenship. The GMPMH was inspired by the ecological approach in health promotion programs, adding to that approach the individuals as agents of mental health policies and legislation transformation. The GMPMH integrates recovery- and citizenship-oriented psychiatric practices through the Ottawa Charter for Health Promotion (WHO, 1986).

Findings

Updating the GMPMH through the WHO QualityRights Toolkit highlights the need for a new form of governance body, namely the Civic Forum, which is inclusive of local communities and persons in recovery. People with mental health disabilities, intellectual disabilities, and substance use conditions can be “included in the community” (UN Convention on the Rights of Persons with Disabilities, Article 19) only if the community is informed and welcoming, for instance through a Civic Forum and its organizing Local Council of Mental Health.

Research limitations/implications

Transition from social marginalization to full citizenship represents a daunting challenge in public mental health care. An approach that focuses primarily on individuals is not sufficient in creating access to valued roles those individuals will be able to occupy in community settings. Instead, public intervention and debate are required to promote and monitor the bond of citizenship that connects people to their communities.

Originality/value

The GMPMH is the result of a conceptual cross-breeding between recovery and health promotion (WHO, 1986). The GMPMH is an offspring of the ecological approach in health promotion programs, adding to that approach individuals as agents of mental health transformation. It refers to international conventions and human rights standards as a central component of a genuine global approach. A community-based participatory research design is well suited, which includes a Civic Forum for local communities to become involved and supportive of service users in their quality and human rights assessments.

Abstract

Purpose

Engagement in meaningful occupations and being included as full citizens of the community, is essential in everyday life, and may be of considerable relevance for recovery and quality of life. However, persons with co-occurring substance use and mental health problems experience extensive obstacles to engagement in occupations and citizenship. The relationship between objective measures of occupational status and subjective experiences of occupational meaningfulness, citizenship and recovery, is scarcely researched in the context of co-occurring problems. As such, the purpose of this study is to examine associations between occupational status, occupational meaningfulness, citizenship and recovery and quality of life and to examine the roles of occupational meaningfulness and citizenship as possible mediators between occupational status and recovery and quality of life.

Design/methodology/approach

The study used a cross-sectional design with a sample of 104 residents at supported housing sites across six Norwegian cities.

Findings

Linear regression analyzes indicated that occupational status was significantly associated with the citizenship domains caring for others and community participation and with the quality of life measure positive affect. Occupational meaningfulness and citizenship were significantly associated with different domains of recovery and quality of life. Furthermore, mediation analyzes showed that the relationship between occupational status and recovery and quality of life was mediated by caring for others and community participation.

Originality/value

The results suggest that emphasizing opportunities for occupational meaningfulness and citizenship in practice may have positive implications for recovery among persons with co-occurring problems.

Abstract

Purpose

Varying stakeholders have highlighted how recovery-oriented mental health services such as youth mental health services have traditionally focused on supporting individual resources to promote recovery (e.g., agency) to the exclusion of addressing structural issues that influence recovery (e.g. poverty). One response to this criticism has been work helping people with mental health problems recover a sense of citizenship and sense of belonging in their communities. Work on citizenship has yet to influence youth mental healthcare in Canada’s provinces and territories. This paper aims to highlight ways that youth mental healthcare can better help youth recover a sense of citizenship.

Design/methodology/approach

The arguments described in this paper were established through discussion and consensus among authors based on clinical experience in youth mental health and an understanding of Canada’s healthcare policy landscape, including current best practices as well as guidelines for recovery-oriented care by the Mental Health Commission of Canada.

Findings

Here, this study proposes several recommendations that can help young with mental health problems recover their sense of citizenship at the social, systems and service levels. These include addressing the social determinants of health; developing a citizenship-based system of care; addressing identity-related disparities; employing youth community health workers within services; adapting and delivering citizenship-based interventions; and connecting youth in care to civic-oriented organizations.

Originality/value

This paper provides the first discussion of how the concept of citizenship can be applied to youth mental health in Canada in multiple ways. The authors hope that this work provides momentum for adopting policies and practices that can help youth in Canada recover a sense of citizenship following a mental health crisis.

Abstract

Purpose

The purpose of this paper is to investigate Keyes’ (2007) model of mental health, the presence (flourishing) or absence (languishing) of social, emotional and psychological wellbeing, in the context of drug and alcohol misuse and the frequency and pattern of community participation (engaging in society).

Design/methodology/approach

Participants were 1,815 individuals (70 per cent male) who entered residential substance misuse treatment provided by The Salvation Army. Questionnaires were completed at intake assessments with The Salvation Army staff. The data were compared with population norms of community participation utilising t-tests, while multiple linear regression was used to examine continuous mental health.

Findings

Although participants have lower levels of community participation compared to Australian population norms, those participants who were experiencing flourishing mental health had higher rates of community participation than Australian norms. Keeping in touch with friends and family was the most common form of participation. Informal social connectedness and civic engagement were the strongest predictors of mental health over and above more traditional substance use outcomes such as cravings.

Originality/value

This is one of the first studies to describe the relationships between community participation, substance use and mental health in participants seeking treatment for substance misuse. Despite having a drug or alcohol addiction requiring treatment, those participants with flourishing mental health have higher levels of community participation than community norms. Furthermore, community participation predicts mental health. This offers promise for interventions that increase community participation but further research using longitudinal designs is needed to replicate and clarify the direction of these relationships.

Abstract

The research is based on the analysis of recent experiences of participative processes in the reuse and maintenance of contexts considered as “urban waste,” focusing on their role in smart sustainable development processes. The recognition of discarded urban spaces/buildings as regeneration opportunities opens up new perspectives on the communities’ commitments and responsibilities, in new governance models. These experiences, better known as “commons,” highlight the active role of communities in establishing new unconventional forms of value creation and production based on circular processes and interdependences between city and communities. Circularization and synergies are the fundamental precondition for smart sustainable development. Assuming the Historic Urban Landscape (HUL) approach as general framework, the phenomenon of commons represents an opportunity to make it operational through an integrated methodology based on the recovery of the environment built according to an inclusive and hybrid approach, configured by culture and shared with local communities. In this perspective, this contribution proposes an evaluation framework not only to monitor the results and impacts produced by these experiences, but also to stimulate and improve awareness, self-learning and self-evaluation processes of the actors involved in regeneration processes toward a smart sustainable development.

Abstract

Purpose

Since 4 September 2010, the greater Christchurch region has endured a series of destructive earthquakes. As a result, food resilience, as a component of community resilience, has become highly relevant. This paper aims to explore the role of social entrepreneurs and the local food system in building community resilience.

Design/methodology/approach

Using a quasi-case study method, four social enterprise food initiatives are presented to illustrate conceptually how these local food systems contribute to community resilience in the post-earthquake context in Christchurch.

Findings

The results suggest that a generation of social entrepreneurs have emerged, giving rise to networked local food system initiatives that share the common goals of building multiple and unique forms of capital (human, social, natural, financial and physical). In doing so, they have contributed to creating conditions that support community resilience as both a process and an outcome in post-earthquake Christchurch.

Research limitations/implications

This research included only four enterprises as the case study, all located in central Christchurch. As such, the results are indicative and may not represent those found in other contexts.

Practical implications

The research suggests that social entrepreneurs make a significant contribution to both enhancing food security and building community resilience post-disaster. How policy infrastructure can empower and enable entrepreneurs’ post-disaster warrants further consideration.

Social implications

Collectively, the four enterprises included in the research were found to have created local solutions in response to local problems. This embeddedness with and responsiveness to the community is a characteristic of resilient communities.

Originality/value

Post-earthquake Christchurch is a living laboratory in relation to understanding community resilience. The processes by which it is occurring, how it is sustained over time and the shapes it will take in the future in such a dynamic environment are not yet understood. This paper contributes to understanding local food systems as part of this process.

Abstract

Purpose

The chapter aims to evaluate the efficacy of stakeholder participation in the solid waste management system of Mauritius in view of providing a possible mechanism to attain the goals of a sustainable waste management framework.

Methodology

The study employs qualitative indicators, namely, User Inclusivity and Producer Inclusivity of the Wasteaware Benchmark Indicators. Secondary data are used to conduct a critical and comprehensive analysis of the sub-indicators falling under each of the two main indicators to determine the overall compliance level with respect to stakeholder engagement of the waste management sector of Mauritius.

Findings

The results of the study show a LOW/MEDIUM compliance level for both User Inclusivity and Provider Inclusivity indicators, which indicates that improvement is required in the stakeholder engagement mechanism in Mauritius. The main weaknesses identified comprise of lack of an adequate legal framework with clear definition of waste types with regards to segregation, especially for non-hazardous wastes, low efficiency of sustainable waste management awareness campaigns and lack of inclusion of the informal sector. The main strengths identified consist of a proper bidding mechanism in place and a good level of equity in the provision of waste management services with respect to comingled waste collection. Suggested improvement areas include a revamping of the existing legal framework related to waste management to cater for higher inclusivity of all stakeholders together with including sustainable waste management topics in the formal education curriculum.

Originality

The User Inclusivity and Producer Inclusivity indicators were previously applied only to cities to measure the level of stakeholder participation, but this study has demonstrated that these indicators can also be adopted on a nation-wide level to evaluate stakeholder engagement. The use of these indicators together with secondary data presents a less time-consuming method to assess stakeholder participation in the waste sector, which can be particularly useful for Small Island Developing States.

Abstract

Between September 4, 2010 and mid-2013 a severe earthquake sequence struck Christchurch, the second largest city in New Zealand, causing multiple fatalities and the destruction of much of the central business district. Large areas of suburban residential housing were condemned with the prospect that entire neighbourhoods would be abandoned for several decades if not permanently. The recovery and rebuilding process was immediately placed high on central and local government agendas since Christchurch and the surrounding Canterbury region were and continue to be seen as crucial to the security and stability of the national economy. Programmes for recovery developed initially relied principally on one-off funding packages and strategies from central government, local government recovery plans and the settlement of commercial insurance claims. There remains, however, the spectre of Christchurch as a city of demolition sites and vacant lots for the best part of a decade if not longer. Furthermore, although local and national Civil Defence and Emergency Management systems were activated during the most severe seismic events the response operations did not always reach those in need as promptly as was expected. Residents in a number of communities and neighbourhoods are now conscious that when disaster strikes they are still likely to have to fend for themselves. This chapter documents and evaluates two specific “gap-filling” responses to the Christchurch earthquakes over a three-year period. The first response considered is a community-based project called “Greening the Rubble” which took root in October 2010 as the prospect of a central city of vacant lots and car parks worried a number of volunteers into action to temporarily cheer up empty public and private sites with pocket parks, native plant displays and cultural interventions. The second initiative scrutinised, the “Mt Pleasant Community Response Plan 2012–2013,” is one of the first community-based emergency response plans to emerge that has sought to complement official civil defence planning arrangements. Both responses are discussed in detail in the context of constantly changing and evolving hazardscapes and socio-economic and political conditions.
