Abstract

Purpose

Some communities in the USA are remarkably better at responding to civic challenges than others. These communities are more competent at marshaling their resources – material and human – in service of their own needs. The authors’ purpose in this paper is to enhance their collective understanding of ideas related to community-driven change and to describe the development of a civic capacity index (CCI), a measure of a community's capacity to respond to civic challenges and disruptions like COVID-19.

Design/methodology/approach

The authors used a concept mapping process (akin to grounded theory) to develop the CCI. Using this process, a panel of 34 scholars and practitioners of civic leadership and civic engagement worked together to create measurable descriptors of civic capacity.

Findings

The CCI measures dynamic processes related to collective leadership, inclusion of diverse voices, how institutions and coalitions address shared challenges and collaboration among community members. Sample data from several states show the CCI's scales to have high internal reliabilities and to correlate strongly with validation scales such as collective efficacy, social justice and community connectedness. Confirmatory factor analyses support a bifactor model of a general CCI factor and six CCI scales.

Practical implications

With the help of the CCI, civic actors can take advantage of existing civic capacity, understand where it is lacking and build resilience for the future.

Originality/value

To date, most scholars have used qualitative research to determine the elements of civic capacity. The authors wanted to know what civic capacity looks like in sufficient detail to assess the extent to which it is present or not in a community. Other efforts to quantify or assess civic capacity or related ideas are less comprehensive or lack the specificity to provide guidance for building and mobilizing it in communities. This work enhances our understanding of leadership in the civic arena, a little understood aspect of leadership studies.

Abstract

Purpose

This study aims to illustrate how collaborative platforms may leverage active community for climate change adaptation to implement biodiversity preservation policies.

Design/methodology/approach

This study adopts the Dynamic Performance Governance methodological framework to analyze the causal relationships affecting biodiversity preservation policy outcomes.

Findings

Active community reduces harmful factors for biodiversity (i.e. biological threats and anthropogenic pressure), limiting the risk of extinction of perennial plants. Stakeholders’ prior knowledge is an enabling condition of climate adaptation processes as it triggers the adoption of prescriptions and cultural changes in a community.

Practical implications

The study provides methodological guidance to define measures to deliver material information to support environmental performance governance. It elaborates an inventory of short- and long-term performance indicators integrating natural-science targets into accounting measures that can support policymakers operating in other contexts to implement climate change adaptation policies.

Social implications

As a response to the study findings, social implications provide insights into how active community in collaborative platforms for climate change may support stakeholders to address natural resources imbalances, define strategies to share the burden among them and intervene on multiple policy domains (e.g. financial, environmental and social).

Originality/value

Climate change adaptation challenges are conceptualized as “super wicked problems,” and the collaborative platforms designed to address them are rendered as complex adaptive systems. This makes the paper go beyond traditional environmental governance, demonstrating that stakeholders’ interactions within collaborative platforms harness active community specialized knowledge.

Abstract

Leading change oftentimes comes down to creating the conditions to shift the status quo of an organization, community, or nation. In the case of the pan-African movement, this is about a shift of the status quo continentally. We look back and learn how these changes took place, we study the impacts, the moves that allowed people to emerge differently, to lead effective change. The outcomes of leading this effective change often point to a shift in the status quo. That shift in how people organize and led change gets written in history books. In this scenario, we have the unique opportunity to examine these cases as emergent, hearing firsthand accounts of those individuals, people, organizations, and communities that are shaping the movements. This is that account of how leadership is conceptualized, redefined, and practiced by emerging actors across the continent today.

“Action without thought is empty; thought without action is blind” (Kwame Nkrumah). Nkrumah's sentiments describe a practice of leadership that is intentional and disrupts arbitrary borders and dividers to build a strong pan-African movement. Emerging actors today are leading change on the African continent by shaping a new vision and framework for African leadership. By understanding their stories, we deepen understanding of this framework.

In this chapter, we will share the stories of three individuals (chapter co-authors) who are exercising leadership at the intersections of grassroots organizing and political engagement, and in doing so, who are seeking to shift the status quo. Each practice-based account offers insight and firsthand accounting of how a rising generation is redefining leadership at local, regional, and transnational levels.

After describing the contrasting characteristics of the green niche model and the government-led model of environmental change, the article analyzes the emerging challenges for each type of change.The distinct sources for profitability and future innovation suggests diversity within the sustainability movement and two very different processes of translating environmental values into entrepreneurial practice.

Abstract

South Africa is a developing country with an education system that remains in crisis, despite three decades of democracy. The vestiges of South Africa's oppressive past continues to plague a system where repeated efforts at top-down transformation and curriculum renewal have failed to create the change required (Roodt, 2018). Extensive country-wide research attests to persistent inequalities linked to poverty, unemployment, and poor educational outcomes, effectively trapping disadvantaged communities in downward spirals (World Bank, 2018). As in most other countries, evidence-informed practice (EIP) has been widely discussed and advocated for in South Africa, with the matric (school leavers') results resurging the conversation annually. Unfortunately, as is the case in many developing countries, it is well documented that the actual implementation of EIP is not as widespread as desired.

This chapter reviews and analyzes the use of EIP in South Africa through an exploration of the various spaces where EIP is reported to occur within the broader education landscape. Examples of teacher and school level EIP innovations, led by a wide variety of actors within the system, are evident – this despite the pervasive lack of resources, support, and effective leadership within the formal education system. Through reflecting on these ‘pockets of hope,’ which were found to exist not only within, but also outside and alongside the system, we hope to gather insights and initiate debate on how the uptake of EIP might be better informed and facilitated within the broader South African public education system.

Abstract

Purpose

The purpose of this paper is to describe and make sense of the confluence of theoretical and practical preoccupations that contribute to the current interest in place management.

Design/methodology/approach

The paper presents an overview and interpretation of trends that have led both policy‐makers and academics to an interest in the management and development of places. It demonstrates how various streams of thought coalesce into five key concepts: participation, distinctiveness, knowledge, relationships and values – that provide, at their meeting point, a cross‐disciplinary conceptual framework for place management and development.

Findings

The field of place management is located – both strategically and challengingly – at the crux of key contemporary policy issues in development and governance. There is a need to draw together insights across disciplines into a conceptual framework that will help both practitioners and academics make sense of the challenges we face.

Research limitations/implications

Understanding where we have come from helps them to chart where we are going. There is opportunity to build a new a theoretical and policy framework around place management that articulates why and how place is important in the context of larger development and governance debates.

Originality/value

As a big‐picture overview of a cutting‐edge space, this paper is intended to help both practitioners and academics position their work in its broader context.

Abstract

Purpose: This paper presents an exploratory analysis of minority stress and resiliency processes among parents in LGBTQ families. The paper examines two unique minority stress processes – (1) parents experiencing sexual and/or gender minority stress due to the stigmatization of their own identities as individuals and (2) parents sharing the gender minority stress faced by their transgender and gender expansive (TGE) child, and in the context of their parent–child relationship.

Methodology: Between 2017 and 2018 in-depth, in-person qualitative interviews on the topics of gender, stress, and resilience were conducted with 12 parents in LGBTQ families. Audio recordings were transcribed and then open coded using ATLAS.ti qualitative data analysis software. Analyses of data were informed by critical intersectional theories that locate gender and sexuality within structures of social and racial oppression.

Findings: Interview data indicate that minority stress is experienced by parents experiencing sexual and/or gender minority stress due to the stigmatization of their own identities, as well as among parents sharing the gender minority stress faced by their TGE child in the context of their parent–child relationship. Parents described community resilience and minority coping through interpersonal, community, and institutional support. This paper provides evidence that sexual and gender minority stressors are enhanced and resiliency factors are reduced among those experiencing racism and economic disadvantage.

Research limitations: This is an exploratory study conducted with a small sample of parents in a specific geographic area.

Originality/Value: These data provide initial evidence to support further analyses of the dyadic minority stressors within parent–child relationships in LGBTQ families

Abstract

This paper analyses how disaster risk management paradigms have gradually developed since the 1960s, shaped by practical experience of-and the debate about-the rising number of disasters, growing urbanization, and changing climatic conditions. In this context, climate change is shown as driving an urban pro-poor adaptation agenda, which could allow current shortcomings in urban risk reduction to be overcome. However, as past lessons in disaster risk management are rarely considered, any potential for improvement remains untapped. Possible ways of rectifying this situation are discussed, and a comprehensive framework for the reduction of both disaster and climate risks is presented.

Abstract

Purpose

This paper aims to explore how the implementation of community-driven approaches to improve the living conditions of the urban poor can also have positive co-benefits for resilience to climate change, by addressing the underlying drivers of physical, social and economic vulnerability.

Design/methodology/approach

The paper applies a case study approach, drawing from the documented experiences of organised urban poor groups in Asian countries already actively participating in collective settlement upgrading, building networks and financial resources for further action.

Findings

The findings show that while certain actions might not be taken with climate change adaptation specifically in mind, these development activities also contribute to broader resilience to climate change, by reducing exposure to risk and addressing other drivers of vulnerability. The findings also show that partnerships between low income communities and other urban stakeholders, including local government, and innovative financial mechanisms managed by communities, can lead to scaled-up action to address development and adaptation deficits. This can lead the way for transformation in socio-political systems.

Practical implications

The approaches applied by organised urban poor groups in Asia show that community-level actions can make a positive contribution to building their resilience to climate change, and with local government support and partnership, it could lead to scaled-up actions, through a bottom-up approach to multi-level governance.

Originality/value

This paper considers how community-driven actions can build resilience to climate change, and it argues that adaptation and development should be considered together.

Abstract

Purpose – This conceptual chapter explores the effects of neoliberal development practices for people with disabilities in developing countries with special reference to postcolonial India. I examine the governmental strategy that operates through and on communities, analyzing how global political economy tends to localize disability and development responses. Deconstructing the assemblage of neoliberal development practices, this chapter problematizes this development orthodoxy from a disability lens in the context of a disability self-help group (SHG) project in rural south India.

Findings – In promoting government through community, SHG projects not only overlook structural, material, intersectional, and political processes of disablement but also attempt to reconfigure the cultural notions of community and personhood in the interest of market. The case of disability SHGs elucidates how emancipatory pedagogies and frameworks, when depoliticized and co-opted, can have detrimental effects for people with disabilities in the global south. Simultaneously, highlighting the counter politics and disability agency illuminates the modes of disabled people's resistance in the everyday and the institution.

Practical and social implications – Advancing philosophical and practical insights on inclusion, my hope is that this exercise will inform disability scholars, policy makers, educators, and allies of disability rights movements with a critical lens to question and find alternatives to the neoliberal world order.

Originality/value of the chapter – It contributes a Southern epistemological and empirical perspective to disability studies, which is currently dominated by Northern frameworks. It offers a multilayered understanding of rural disability and development in the context of neoliberalism, the knowledge of which is nonexistent.
