Abstract

Purpose

This paper assesses the drop-out rate among disadvantaged students within vocational education and training. The purpose of this paper is to examine the probability of dropping out after school-based training for child welfare clients – a particularly disadvantaged group of youth. Child welfare clients’ drop-out rate is compared with students from a representative sample of their peers.

Design/methodology/approach

Average marginal effects were calculated from multinomial logistic regression models. Data were from public registries (n=10,535).

Findings

The results show that differences in observed characteristics cannot explain differences in drop-out rates between child welfare clients and the majority peers. It is argued that this drop-out rate is likely a result of employers favoring apprenticeship applicants who are similar to them or that child welfare clients lack networks, which previous research has identified as crucial in finding an apprenticeship.

Practical implications

The results suggest a need for action targeting disadvantaged youths in the transition that follows school-based training.

Originality/value

The paper adds to the very scarce literature on transition from school-based learning to apprenticeships.

Abstract

Purpose – Young people exhibiting serious behavior problems represent an enormous challenge for municipal child welfare services in Norway. In working with these youngsters, it is vital to create opportunities for them to participate in the decisions affecting their lives. The study aims to explore the dilemmas involving issues of participation on the one side and protection on the other: it is one where the child welfare worker is being required, on the one hand, to provide youths with an opportunity to participate in decisions affecting them while at the same time being required to protect those youths in their care from harming themselves in various ways. These two concerns of participation and protection are spelled out specifically in Article 12 of the UN Convention on the Rights of Children of which Norway is a signatory.

Methodology – This study draws from a qualitative reanalysis of interview data from a 15-year longitudinal study of 85 child welfare clients in Norway. They were followed up at three points in time: first when they became clients (age 14–15), next when they were young adults (age 20), and finally when they were 30 years old. All of these 85 informants had initially come to the attention of child protection authorities owing to the severity of their behavior problems.

Findings – The chapter describes how these young people experienced both participation and protection of the child welfare services at the time they were provided and later on when they had become adults. One important finding of the study is that, as adults, their opinions had changed and they then believed that the protection usually in the form of guardianship earlier provided to them as youngsters had been beneficial to them.

Abstract

This paper explores a major pathway that lead people into the ranks of the homeless, the mental health and the justice systems ‐ abuse as a child followed by time in the care of the state. The focus is on Australia with particular emphasis on the Australian state of Victoria as a case example and on the child welfare systems which produce these outcomes. The author argues that child welfare analyses are usually too narrow in their focus. The paper examines the history of the development of child welfare systems in Australia since white settlement in the various colonies in the late eighteenth and early nineteenth centuries. The author demonstrates some of the wide variety of factors that produce the many negative child welfare outcomes. The original focus of child welfare systems in Australia were largely on social control of the street behaviours of children and the perceived immoral behaviour of their parents, especially their mothers. The developing systems further featured parsimonious service provision, limited visions for the future of the children, and exploitation of their labour. Swings to and from institutional and foster care as the key program responses were usually based on inadequacies of previous systems, the perceived need to control costs, and the perceived inadequacies of the non‐government service providers, rather than careful analysis of and response to the needs of children. Service redevelopment and especially reliance on family support in the late twentieth century has occurred while the traditional issues and problems, including abuse of children in care, remain current and unresolved. The development of managerialist public service practices in recent decades has added to the traditional isolation and lack of integration of the various child welfare components and actively hindered the development of an integrated system. An emphasis on minimal intervention, together with the other factors, has produced a situation in which children are frequently left at risk by the very systems supposed to protect them. The author concludes that not only do the lessons and mistakes of history need to be heeded, but that the principles, programs and management practices of child welfare need to be seen in combination as the factors which set child welfare clients on the road to homelessness or mental health and justice facilities.

Abstract

Purpose

The purpose of this paper is to discuss ways of equipping the child welfare (CW) workforce to improve the well-being of children through graduate education and post-MSW training.

Design/methodology/approach

This paper analyses the barriers to providing mental health (MH) services to vulnerable children and families and discusses three evidence-based ways of overcoming them.

Findings

Child and family social workers need to do more than case management if they are to influence the well-being of the children and families they seek to help. A variety of methods is necessary to implement this changed role and three initiatives – Partnering for Success, Motivational Interviewing for Child Welfare Trainees and Training Adoption-Competent Welfare Professionals – show promising results. CW workers can learn to implement evidence-informed MH practices with high fidelity.

Research limitations/implications

None of the studies are controlled studies.

Practical implications

The paper offers innovative ideas about workforce implications and implementation strategies.

Social implications

Abused and neglected children’s well-being is deserving of more effective methods.

Originality/value

The paper provides details of three innovative evidence-based projects – national models in the USA – concerned with promoting children’s well-being.

Abstract

Purpose

The purpose of this paper is to examine the experiences of Latino clients following a naturalistic cultural adaptation made to SafeCare, an evidence-based home visiting intervention designed to address specific linguistic and cultural issues affecting the Latino community during implementation in San Diego County, California.

Design/methodology/approach

Hierarchical linear models examined whether Latino clients experienced differences in perceptions of SafeCare delivery, working relationship with the home visitor and satisfaction with services when compared with non-Latino clients and whether language of service delivery and provider-client ethnic match were related to Latino clients’ experiences of the intervention.

Findings

Overall, across several different dimensions, there was no decrement in experience with SafeCare for Latino clients compared to non-Latino ones, implying that adaptations made locally adequately engaged Latino and Spanish-speaking clients in services without compromising perceived adherence to the programme model.

Research limitations/implications

Because this was a non-experimental study, conclusions could not be drawn as to whether the locally adapted SafeCare would fare better in Latino client ratings than SafeCare unadapted. However, the findings are important because they contradict concerns that EBPs may not be relevant to diverse client groups, and support the idea that when adaptations are made, it is possible to maintain adherence at the same level of adherence as when the programme is delivered in its non-adapted form.

Originality/value

The study explicitly documents and generates knowledge around an organic adaptation made in a community to an evidence-based intervention for a client group about whom there has been documented concern regarding the relevance of and engagement in services.

Volume 14 of Sociological Studies of Children and Youth (SSCY) is comprised of empirical research and theoretical papers within three areas, namely children's well-being, children and youth peer cultures, and the rights of children and youth. In this volume, the term “children” is used inclusively to encompass those from infancy through the transition to adulthood. These empirical studies include children's voices and experiences from four continents and a range of methodological and theoretical orientations. Additionally, a clear connection to social policy is made in many of these studies. Altogether, these studies highlight how structure and culture both limit and enable the life chances of children, how children interpret and construct their social relations and environments, and finally, how children view themselves as well as how others view the rights of children.

Abstract

Purpose – Mobility of youth in multiple foster care placements contributes to diminished life chances and outcomes. Foster care youth mobility during care results in numerous school changes within one academic year which hinders educational achievement. This qualitative study examines a group of Latino alumni of foster care and their experiences related to housing and education.

Methodology – Interviews with 25 young Latino adults ranging in age from 18 to 22 examined foster care placement, transitions to independence, and experiences after foster care. Researchers used a semi-structured interview guide, and tape-recorded interviews transcribed and coded for emergent themes.

Findings – Results suggest that as youth experience school mobility, social capital aids in promoting positive educational experiences. This research emphasizes the importance of positive social capital for Latino foster care youth and their educational achievement, evidenced in both adult and peer social networks. Few studies have examined Latino foster care youth experiences, and currently there are no studies that address educational experiences of these youth.

Abstract

In this chapter, I examine stories that foster care youth tell to legislatures, courts, policymakers, and the public to influence policy decisions. The stories told by these children are analogized to victim truth testimony, analyzed as a therapeutic, procedural, and developmental process, and examined as a catalyst for systemic accountability and change. Youth stories take different forms and appear in different media: testimony in legislatures, courts, research surveys or studies; opinion editorials and interviews in newspapers or blog posts; digital stories on YouTube; and artistic expression. Lawyers often serve as conduits for youth storytelling, translating their clients’ stories to the public. Organized advocacy by youth also informs and animates policy development. One recent example fosters youth organizing to promote “normalcy” in child welfare practices in Florida, and in related federal legislation.

Abstract

Purpose

The purpose of this paper is to examine the association of bullying perpetration and victimization to non-suicidal self-harm and suicidal ideation among 93 boys from residential programs. Parental warmth was also examined as a moderator in these associations.

Design/methodology/approach

Participants completed questionnaires on their bullying involvement, parental warmth, non-suicidal self-harm, and suicidal ideation.

Findings

The findings revealed that bullying perpetration and victimization were both associated positively with non-suicidal self-harm and suicidal ideation, while parental warmth was related negatively to non-suicidal self-harm and suicidal ideation. In addition, the association between victimization and non-suicidal self-harm was stronger at lower levels of parental warmth, while these patterns were weaker at higher levels of parental warmth. Similar patterns were found for victimization and suicidal ideation.

Originality/value

The results indicate the significance of examining non-suicidal self-harm and suicidal ideation in relation to bullying involvement among adolescents from residential programs as well as the important role of parents in mitigating the negative effects associated with bullying perpetration and victimization.

Abstract

Purpose

The purpose of this paper is to compare rates of bullying and victimization between 50 adolescents in residential programs and 50 control adolescents in regular public schools. Individual (i.e. peer attachment) and contextual predictors (i.e. parenting styles, school belongingness) were also examined, and investigated in relation to bullying involvement.

Design/methodology/approach

Participants were matched based on ethnicity, gender (all male), and parents’ income. They completed questionnaires on their bullying involvement, peer attachment, perceived parenting styles of their parents, and school belongingness.

Findings

The findings revealed that adolescents from residential programs had higher rates of bullying and victimization, experienced more permissive parenting styles, had lower peer attachment, and poorer school belongingness when compared to control adolescents. The positive relationship between permissive parenting and bullying was stronger for boys from residential programs. In addition, peer attachment and school belongingness were more negatively related to bullying among control boys. Similar patterns were found for victimization. Differences were also found concerning the relationship of the individual and contextual predictors to adolescents’ bullying and victimization across the two groups.

Originality/value

These results underscore the importance of studying bullying and victimization among adolescents in secure settings, particularly residential programs.
