Abstract

The trajectory of François Perroux across the Vichy regime poses about all possible range of methodological issues to the historian of ideas: individual versus collective biography, ideational versus ideological reading, internal versus external analysis, etc. The chapter outlines key elements about Perroux’s trajectory showing the entanglements and boundaries of science and politics in the transition from democratic to authoritarian rule and vice versa. A particular emphasis on uncertainties and adjustments shows, against the tendency to a teleological explanation induced by a linear interpretation of his career, that different paths were considered by Perroux, but that his choices were nevertheless constrained by the forces of both the scientific and political fields.

Abstract

This paper constructs real wage series for nineteenth-century Algeria and Tunisia, and compares them with existing Egyptian and Syrian series. Archival sources are used for price and nominal wage data. Following Allen (2001), nominal wages are deflated with a consumer price index. The series are tested for robustness. Real wages were initially dispersed, but converged to similar levels by the end of the period. There is no evidence of a broad-based improvement in living standards over the period, with real wage series declining in Algeria, and stagnating in Egypt, Tunisia and Syria. The findings paint a less optimistic picture of living standards compared to other measures like GDP per capita and compared to some of the historical literature. Data for the Maghreb are scarce, and more work will need to be done on finding more wage and price observations.

Abstract

Purpose — This chapter describes how incoherent government policies implemented in the first two decades (1970–1990) following the official recognition of Information science (IS) as an academic discipline within the broader interdiscipline of Information and Communication Sciences (ICS), shaped the current landscape of IS in France. This led to a narrow conception of IS often reduced to a technical specialty solving the problem of information explosion by setting up bibliographic databases, document indexing and delivery services.

Design/methodology/approach — The approach is historical and comparative. The author relies on earlier accounts by previous French authors and performs a comparison with the situation of IS in Anglophone countries (United States mostly).

Findings — The historical narrow conception of IS is now outdated. IS neither plays the role of gatekeeper anymore to scientific and technical information nor to information access since the generalisation of Internet search engines. Its scientific community in France lacks identity and is fast dwindling. Also, its problematics are not properly identified.

Research limitations/implications — Field work involving interviews of French figures and archival research could not be carried out in the limited time and means available. This needs to be done in the future.

Practical implications — This chapter should stimulate more comparative approach on the way Library & Information Science (LIS) is structured in other countries. Although the French situation appears unique in that IS is embedded within an interdiscipline (ICS) and does not exist autonomously, other similarities could be found in other countries where IS has had a similar trajectory and lessons could be learned.

Social implications — This chapter may serve as a stepping stone for future research on the historical foundations and epistemology of IS in France and elsewhere. It should also help disseminate to the LIS community at large how the French IS landscape has been evolving, since most French scholars publish in French, language has indeed been a barrier to disseminating their research worldwide.

Originality/value — There has not been a recent and comprehensive study which has looked at the peculiarities of the French IS landscape but also at the commonalities it shares with the situation of IS in other countries with respect to how the field originated and how it has evolved.

Abstract

In the fifteenth and the seventeenth centuries, the administrative organisation of the French state was based on the offices. Significant modifications took place during this period, from the transformation of offices as lifetime ownership in 1467 to the constitution of the casual parties in 1522 and to the ratification of the edict of annual right in 1604. Because of the state's need for financing, in particular the wars in which it is involved, the nature of offices is changed during that period of time. One of the most important impacts of those modifications is the occurrence of a commodification process of the state apparatuses. This paper highlights also the fact that the state's finances are being financialised along with the development of the state. The French case is thus characterised by a unique symbiotic relationship between the commodification of state apparatuses, the financialisation of the state's finances, and the institutional changes. This relationship is grasped through the theoretical framework of the regulation school of thoughts and is analysed based on archival work.

Abstract

The archives of François Perroux deposited at IMEC bear witness to the fact that he has devoted, beyond his scientific production, great energy to the most material aspects of research: setting up and maintaining networks to publicize his work and that of other economists, either directly or through the institutes and the journals he headed; organize seminars and symposiums; take care of relations with colleagues and the press; create collections and journals; and so on.

In this chapter, we concentrate our attention on the archives relating to the management of the institutes, those attesting to the lines and themes of the producer’s research, and those concerning his important correspondence.

Thanks to the archives deposited at IMEC, it is possible to follow the development of the theoretical work of François Perroux by contextualizing it. They also show the itinerary of a Christian intellectual, whose attachment to social Catholicism constitutes a guiding thread and is reflected in all his activities. Finally, the archives illuminate his substantial role in the institutionalization of research in economics in the France of the twentieth century.

Abstract

The landscape of European cities is by no means homogeneous. Nonetheless, the same type of conflict has repeatedly occurred in different places in the last few years: From Seville to Vienna, from Cologne to St. Petersburg, planned high-rise buildings for inner city districts have provoked fervent arguments and debates. Whether and how European cities should integrate more high-rise buildings is a highly controversial question. This chapter focuses on strategies of vertical construction and related debates about the cityscape in both Paris and Vienna. By studying the urban constellations of Paris and Vienna, it can be shown that what may look comparable at first glance is the outcome of highly different strategies and histories.

Although both cities define themselves to a wide degree with reference to historic structures, the image of tall buildings varies drastically in these cities, which correlates with these cities’ diverse histories and hence experiences with high-rise buildings. Path dependencies and the ways individual cities receive international trends are crucial to understanding processes of urbanization. Based on in-depth interviews with various urban actors and other relevant qualitative data, this chapter aims to demonstrate that a city’s high-rise strategy cannot be attributed to any single factor; rather, it is the result of a complex interplay between various aspects and actors, which crucially includes present and past struggles over cityscapes and therefore over urban spaces.
