Abstract

Purpose

Vertical lift (VL) assets are vital and expensive resources in humanitarian missions. What and where supplies are needed evolves in short time following a disaster. The purpose of this paper is to offer analysis to understand the range of capabilities of these assets.

Design/methodology/approach

The authors use scenario analysis to investigate the tradeoff between two key capabilities of VL, agility and speed. The authors do this by generating loads and distances randomly, based on historical data. In post hoc analysis, based on different factors, the authors investigate the impact of configuration of Expeditionary Strike Force (ESG) on providing disaster relief.

Findings

The authors find the most effective deployment of VL in a HADR mission is in supplying essentials to victims in a focused region. Delivering sustainment requirements leads to substantial shortfall for survival needs. If the configuration of the ESGs were changed for HADR, it would better-meet the demand.

Research limitations/implications

Cargo capacity is modeled assuming every aircraft type was equal, in terms of mean and variance of cargo-capacity utilization. Detailed information on cargo-bay configurations was beyond the scope of our model and data. However, this means the benefit of standardizing cargo load-outs and the variability associated with randomized load-outs may be understated in the results.

Practical implications

The analysis presents decision-makers with projections of VL asset performance in the early stages of disaster relief, to assist in planning and contingency planning.

Originality/value

This research deals exclusively with the most critical but expensive capabilities for HADR: VL. The in-depth analysis illustrates the limitations and benefits of this capability.

Abstract

Purpose

The purpose of this research is to understand whether an organization knows if it is ready to respond to a disaster and whether it has the capabilities to deliver relief. Our initial motivation was to identify unique resources possessed by the United States Navy (USN) and United States Marine Corps (USMC) due to their unique and critical capabilities for humanitarian operations. The recent frequency of disasters around the world suggests these events will continue to create demand for relief capabilities. For this reason we need to understand readiness metrics not just for USN and USMC but for humanitarian organizations (Hos) in general.

Design/methodology/approach

We survey relevant literature for understanding how HOs define and develop readiness metrics and associated factors. We studied documents including peer-reviewed scholarly articles, government documents, white papers, research papers and Department of Defense (DoD) briefings. We study literature that is significantly written for DoD, one, the vast experience of USN and USMC and two, the lessons learned have been documented. The literature offers substantial information on what readiness means and why it is important. This documented information is critical because it is known to the researchers in humanitarian operations that data is hard to come by.

Findings

The framework for readiness proposed at the end of this article is context the emergency responder probably uses in an informal fashion. The validation of readiness framework, we find exists in the supporting literature we review.

Originality/value

The understanding of readiness metrics for humanitarian operations for the organizations we study may offer insight into other HOs. The insights we gain may not be pivotal or counterintuitive to the conclusions based on commonsense. However, they are supported by the literature review. We formalize the concept based on conclusions of a set of diverse set of researchers and practitioners such as academic scholars, DoD personnel and government officials involved in humanitarian missions, USAID representatives that are repeatedly tasked for being ready, military and government officers from host and foreign countries and many more.

Abstract

Purpose

The purpose of this paper is to show how data analytics can be used to identify areas of potential cost savings for category managers of installation-level services. Using integrated solid waste management (ISWM) as a test case, the authors also examine the impact of small business set-asides on price and contractor performance.

Design/methodology/approach

The authors use data analytics, specifically sequential regression, the Wilcoxon rank-sum test and ordered logistic regression to investigate the influence of service- and contracting-related variables on price and contractor performance.

Findings

The authors find that service- and contracting-related variables influence price. Specifically, they identify that a service-related variable, number of containers, significantly affects price, and that two contracting-related variables, one type of small business set-aside and the number of offers received, also significantly affect price. The authors quantify the price premiums paid for using various types of small business set-asides.

Research limitations/implications

Although the findings were significant, the authors believe that the robustness of the conclusions could be enhanced if the Air Force captured more data. Additional observations would increase the generalizability of the results.

Practical implications

This empirical experiment demonstrates that detailed analyses are required to gain insights into services’ price drivers to craft more appropriate category management strategies for installation-level services.

Originality/value

This empirical study shows how historical data can be used to assess price drivers of installation-level services. It is also one of the first to quantify the impact that small business set-asides have on price.

Abstract

Purpose

The purpose of this paper is to present a model for selecting specific assets to be used in relief and disaster response missions based on the capabilities of, and contributions to, the demanded need for humanitarian assistance and disaster relief. During past disasters, the US Navy (USN) has responded with whatever ships were in the area regardless of their contribution to the need. The authors use data from the USN that has been gathered in other studies as an illustration of how the model may be applied to allocate the most useful vessels at the lowest cost.

Design/methodology/approach

A simple optimization model is used that utilizes scored capabilities as well as the estimated costs associated with US Naval vessels that will allocate the most useful assets at the lowest economic cost.

Findings

The model selects the most effective assets while minimizing the estimated economic cost. The US Naval assets that contribute the most effective humanitarian assistance and disaster response capability at the lowest cost are amphibious ships, leased commercial vessels and ready reserve force cargo ships.

Originality/value

This research fills a critical gap in the literature as there is no research that takes into account national Navy capability and proposes a solution to find those assets that are most mission and cost effective. As the USN looks for ways to cut costs while meeting mission priorities it will be necessary to determine which ship classes and types contribute the most while saving cost. The model introduced in this research provides insight into where investments should be made to meet strategic goals.

Abstract

Purpose

The purpose of this paper is to quantify elements that make fresh produce supply chains (FPSCs) vulnerable to disruptions and to quantify the benefits of different disruption-management strategies.

Design/methodology/approach

This paper develops a mathematical model of a disruption in a FPSC and analyzes the relationships among variables.

Findings

The model determines the optimal safety stock as a function of the perishability of the produce, the length of time it takes to find the contamination, the level of demand during the disruption, and the amount of produce that can be rerouted. Applying the model to the 2006 E. coli spinach contamination reveals that the drop in customer demand for fresh spinach plays the largest role in Dole losing sales.

Research limitations/implications

The model includes several parameters that may be difficult to estimate. Future models can incorporate uncertainty that is inherent in supply chain disruptions.

Practical implications

The model in this paper can help a supply chain (SC) manager explore the trade-offs of different disruption-management strategies. For example, a SC manager can determine the value of holding additional safety stock vs trying to improve traceability in the SC.

Originality/value

This paper quantifies and models insights delivered in the qualitative analyses of FPSC disruptions. The theoretical contributions include an analysis of the interaction among safety stock, levels of demand, communication, and traceability parameters in order to help SC managers evaluate different strategies to mitigate the effects of contaminated produce.

Abstract

Purpose

In an increasingly budget-constrained environment, the Department of Defense (DoD) must maximize the value of fiscal resources obligated on service contracts. Over half of DoD procurement spending between 2008 and 2012 was obligated on service contracts (GAO, 2013). Many services are common across the enterprise and recurring in nature; however, they are treated as unique and procured individually at the base level, year after year, rather than collectively in accordance with a larger, enterprise-wide category management strategy. The purpose of this paper is to focus on creating a methodology that treats common, recurring service requirements in a more strategic manner.

Design/methodology/approach

The authors develop a standardized, repeatable methodology that uses relevant cost drivers to analyze service requirements to identify more efficient procurement strategies. Furthermore, they create a clustering continuum to organize services based on proximity between the customer-supplier bases. This paper uses a commercial business mapping software to analyze cost driver data, produce visualizations and illustrate strategic opportunities for category management initiatives. DoD requirements for Integrated Solid Waste Management (ISWM) within the Los Angeles area are evaluated using the software and methodology to demonstrate a model for practical application.

Findings

The authors find that commercial software can be used to cluster requiring activities needing common, recurring services. This standardized, repeatable method can be applied to any category of services with any number of cost drivers. By identifying optimal requiring activity clusters, procurement agencies can more effectively implement category management strategies for service requirements.

Research limitations/implications

The initial approach of this paper was to develop a macro-level, one-size-fits-all model to centralize procurement. The authors found this approach inadequate as they tried to group service requirements of wildly differing characteristics. They experienced other significant limiting factors related to data availability and data collection.

Social implications

Clustering common and recurring DoD service requirements would result in standardized levels of service at all installations. The demand savings from clustering would promote the implementation of best practices for that service requirement across the DoD, which would eliminate non-value-added activities currently performed at some installations, or gold-plating of requirements, which is also likely occurring.

Originality/value

This paper is the first to use an analytics-based methodology to cluster common, recurring public services. It is the first method that offers a standardized, repeatable approach to implementing category management of service requirements to achieve cost savings.

Abstract

Purpose

The study discusses a rationale for a new type of capability called supply chain immunity that is required to address slow-moving, persistent and dispersed pandemics similar to COVID-19 in the future. The authors’ work on the COVID-19 emergency response suggests flaws in the medical and healthcare supply chain systems, due to reliance on overseas manufacturing and insufficient strategic stockpile.

Design/methodology/approach

In seeking to understand the characteristics of supply chain immunity and how it is related to the need for a renewed strategic national stockpile, the authors adopted an inductive observational approach of engaged scholarship, based on their team’s extensive involvement in the national COVID-19 healthcare response during March–June 2020.

Findings

The study analysis, based on visibility, velocity and global independence, establishes a new type of supply chain immunity, along with the requirements for development of this capability. The framework for immunity proposed in this article provides general guidelines that an emergency responder would probably use in an informal fashion. The immunity framework is validated through references to current work on COVID-19 supply chain preparedness.

Originality/value

The understanding of readiness for pandemic operations using the metaphor of supply chain immunity is unique. It contains important observations on the development of capabilities – specifically, the outcome of an aligned medical and supply chain intelligence, a clinical standards organization and a materials management monitoring system. The authors’ insights are supported not only by literature but also due to direct engagement with academic scholars, Department of Defense (DoD) personnel, supply risk platforms and government officials involved in the COVID-19 pandemic response.

In this empirical study, we conducted a web-based survey to collect primary data on management practices in services acquisition in the U. S. Navy and studied such areas as contract characteristics, management approaches, and program management issues. The paper presents summary results of our survey, implications of current management practices, and recommendations useful for improving services acquisition in the Navy.

Abstract

Purpose

Both the military and non-military organizations (NMO) bring assets, skills, and capabilities to a humanitarian crisis, however, their capabilities and competencies are very diverse. Identification of the specific competencies and capabilities that are core to these types of organizations can enable better planning by both military and NMOs, allowing them to achieve greater effectiveness and efficiency in the humanitarian response. The purpose of this paper is to explore the core capabilities of the military and NMOs engaged in humanitarian operations.

Design/methodology/approach

The work builds on existing literature on the core competency of the corporation. The authors extend the concept of the ability to identify, cultivate, and exploit the core capabilities in the private sector to the organizations that want to respond efficiently and effectively to disasters. The authors develop a core competencies test for such organizations.

Findings

The research identifies the competencies and capabilities that are core to the US military and NMOs for humanitarian assistance and disaster relief. By identifying such abilities the authors establish a vein of research for exploring the role of such organizations to facilitate greater understanding among academics, policy makers, and decision makers in public administration, public health, and international aid.

Originality/value

Existing literature in humanitarian logistics does not adequately address identification of those competencies and capabilities that are core to the military organizations and NMOs and are most needed during the operational life cycle of a humanitarian crisis. In addition to identifying them, the authors compare the core capabilities of the military and NMO.

Abstract

Purpose

This paper aims to determine how forensic accounting contributes to fraud detection and prevention and answer the following research questions: What are the standard techniques for fraud detection and prevention; and What are the significant challenges that hinder the application of forensic accounting in fraud prevention and detection?

Design/methodology/approach

The authors use the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) method to carry out a systematic literature review (SLR) to identify and assess the existing literature on forensic accounting.

Findings

There exists a positive correlation between forensic accounting and fraud detection and prevention. Moreover, in both the empirical and non-empirical findings, the authors note that fraud is complex, and in carrying out fraud investigations, one must be aware of its complexity.

Practical implications

Although drug counterfeiting is a sector where forensic accountants have paid less attention, it is a rapidly expanding fraud area. This paper finds that to detect fraud at an early stage, one must increase consumer understanding of basic forensic accounting techniques by implementing accurate supply chain monitoring systems and inventory management controls and conducting adequate and effective regulatory, honest and legitimate customs inspections.

Social implications

The major factors that restrict forensic accounting are a lack of awareness and education. Hence, it is essential to incorporate forensic accounting in undergraduate and post-graduate courses.

Originality/value

From the existing literature, it has been observed that very few studies have been conducted in this field using the PRISMA and SLR techniques. Also, the authors carried out a holistic study that focuses on three different areas – fraud detection, fraud prevention and the challenges in forensic accounting.
