Abstract

Purpose

This study looked at the potential applications of geographic information systems (GIS) and remote sensing (RS) for inclusive community development and participation, sustainable tourism, and rural community-based natural resource management (CBNRM) in sub-Saharan Africa and other rural areas worldwide.

Design/methodology/approach

To evaluate resource management systems for rural tourism and the environment in Africa and abroad. The study makes use of reviews of relevant literature and documents, and while linking applications for sustainable tourism and local community empowerment with CBNRM and GIS, vital content was manually analyzed.

Findings

The study shows a potential affinity between agricultural and tourism businesses that GIS in line with the CBNRM conception can strengthen. In many rural and underdeveloped regions of the continent, this highlights the need for a credible and varied tourism strategy to develop and empower the relevant communities.

Originality/value

Most agricultural communities in Africa are located in low-income regions. Such areas are rich in natural wildlife and have popular tourist destinations. A mix of regional community development initiatives can be built using GIS, sustainable tourism, CBNRM, and community-based tourism (CBT).

Abstract

Purpose

Intersectionality addresses complex avenues of oppression that emanate at the intersections of one’s identities. However, the intersectional framework assumes static identities, which are increasingly being acknowledged for their fluidity. This research explored the extent of the fluidity of social identities to draw implications for the application of the framework in research.

Design/methodology/approach

27 participants from a post-graduate elective course on diversity and inclusion identified their significant social identities, and submitted a write-up using hermeneutic phenomenology in which the participants shared their lived experiences of the fluidity of their social identities in different spaces they occupy or find themselves in.

Findings

Fluidity-triggering stimuli in different environments and their associations with identity-related motives were uncovered using thematic analysis. Stimuli operating at micro-, meso- and macro-levels rationally explained identity fluidity. However, in addition to types, intensity and frequency of stimuli, psychological factors, such as identity status, were decisive in determining the degree of generalization of stimuli across individuals and spaces that significantly influenced identity fluidity.

Originality/value

This research explored the extent of the fluidity of social identities to draw implications for the application of the intersectional framework in research. The findings contribute to future research by identifying limitations of the intersectional framework based on the fluidity of social identities arising from environmental stimuli that operate at micro-, meso- and macro-levels, and the extent of psychological generalization of these stimuli across spaces.

Abstract

Purpose

This study aims to document the incidence and causes of deaths in custody in Senegal from 2017 to 2019 and to describe the demographic and criminal justice characteristics of decedents.

Design/methodology/approach

The authors examined medical records and death reports relating to all deaths occurring between January 1, 2017 and December 31, 2019 during a period of incarceration in Senegal.

Findings

Among the estimated 83,568 people incarcerated in Senegal during the study period, 83 deaths were recorded in custody; 24 in 2017, 32 in 2018 and 27 in 2019. This resulted in a rate of 1.0 deaths per 1,000 incarcerated people. Of the 83 decedents identified, 79 (95%) were males. Similar proportions of decedents were serving custodial sentences (n = 44; 53%) and awaiting trial (n = 39; 47%) at the time of death. Most deaths were recorded as being because of natural causes (n = 67; 81%); the most common causes recorded were cardiovascular disease (n = 22; 27%), cancer (n = 12; 15%) and infectious diseases (n = 11; 13%). Two people (2.4%) died by suicide, and one (1.2%) died as a result of interpersonal violence. Most deaths (n = 59; 71%) occurred in hospitals, 14 (17%) occurred in prisons and 7 (8%) occurred in prison health centers.

Originality/value

The authors observed a higher rate of death and a markedly lower proportion of deaths in custody in Senegal because of suicide and violence, when compared with similar studies from high-income countries. The findings of this study point to a need for greater investment in screening, health care and health promotion in custodial settings to reduce potentially preventable deaths among people in custody in Senegal.

Abstract

Purpose

Contradictory sustainability priorities and perspectives among supply chain actors in greening transportation can be challenging. Several of these contradictions can be described as paradoxes (i.e. interests that are logical in themselves, but become irrational when perceived together). The aim of this study is to increase the understanding of paradoxical tensions hampering the greening of transportation in transport buyer–supplier dyads.

Design/methodology/approach

A case study method targeting greening transportation in two transport buyer–supplier dyads was applied, followed by an analysis with a point-of-departure in paradox theory.

Findings

Tensions related to performing, belonging, learning and organizing paradoxes in greening transportation were identified. These tensions arise as a consequence of actions, perspectives and other tensions, within three identified loci in individual companies and in dyads.

Research limitations/implications

By identifying examples of tensions through the lens of paradoxes in a particular setting, this study provides an increased understanding of why the transition toward green transportation goes slow, despite the high ambitions of involved actors. The suggested framework provides a novel contribution to the literature that further increases the understanding of tensions, by providing additional insights into where tensions arise and how actions, perspectives and tensions in one place of a locus spectrum can disseminate along that spectrum.

Originality/value

This study is original because it applies paradox theory and the four categories of performing, belonging, learning and organizing within the field of greening transportation, and in particular as a lens to study interactions between different actors.

Abstract

Purpose

Tracing the development of a parallel-engaged pedagogy of care that extended and adapted the critical and transformative pedagogies of Freire, De Sousa Santos and hooks to the South African context. The development of this transformative pedagogy addresses the local conditions of an architectural design studio at a postcolonial, post-Apartheid and post “Fees must Fall” protests South African university. This pedagogy used practice-based design research to build a more conscious, critical and careful design practice in both students and educators.

Design/methodology/approach

The pedagogy was developed through participatory action research, over five years, from 2019 to 2023 including two years of the COVID-19 pandemic. Parallel and active engagement of students and educators within a nurturing and caring environment evolved from year to year, through a conscious and critical reflection on the process. Student surveys, reflective essays and focus groups unearth the impact of the parallel-engaged pedagogy of care.

Findings

The parallel-engaged pedagogy of care was shown to support and scaffold students becoming more conscious, critical and careful in their design practices validating diverse lived experiences as generative for design and important for social justice and transformative equity.

Research limitations/implications

The parallel-engaged pedagogy of care is part of a global shift to more transformative pedagogies that address student diversity and decoloniality.

Originality/value

Through dismantling traditional hierarchical teaching modes, the pedagogy is more student-led, agile and adaptable. Through centring and demonstrating care in the pedagogy, students are encouraged to develop both self-care and care in their design practice. This is especially critical in the South African context where the cultural capital of the institution, with its roots in colonial and Apartheid education differs from that of the majority of students of colour.

Abstract

Purpose

This study compared approaches to school closures in four Latin American countries (Bolivia, Colombia, Ecuador, Peru), describing the impact on the health and educational wellbeing of school-age children and youth, and evaluating their approaches in regard to continuing education through the pandemic.

Design/methodology/approach

We collected 75 publicly available documents including scientific and gray literature (government documents and news releases), that referred to school closures and their impact on children’s health and wellbeing. We did thematic analyses using open, axial, and selective coding and applied the latest Health Promoting Schools standards and indicators to the findings.

Findings

Results showed that countries followed epidemiological reasons for prioritizing school closures while adopting some policies that abide by Health Promoting School principles. While they emphasized the need to reopen schools so that instruction could continue, school closures were among the longest in the world. The most significant impacts on wellbeing identified in the four countries were related to food security and mental health.

Research limitations/implications

This study focused on a particular set of documents, and it may not capture the full spectrum of relevant information in different contexts or regions.

Practical implications

By comparing school closures approaches among four Latin American countries, this study highlights the importance of context-specific interventions. In a post-pandemic era, lessons learned from these experiences should help foster more resilient and inclusive educational systems and explore the paths forward for following the new Health Promoting Schools framework in the region.

Originality/value

Cross-country qualitative analyses on this topic are rare. This study adds to the knowledge base by eliciting lessons for future health education research and policy efforts.

Abstract

Purpose

In this reflective essay, the authors explore how thinking with the notions of implication and complicity may encourage or hinder efforts to engage teachers in problematizing victim-perpetrator binaries in conflict-affected societies.

Design/methodology/approach

This reflective essay draws on lessons learned from the authors’ long-time work with teachers in Cyprus and Israel. The authors suggest that the concept of implication provides a productive framework for thinking about teachers’ professional responsibilities in more complex and nuanced ways.

Findings

The reflections of the two authors highlight the challenges and possibilities of overcoming essentialist categories of “victims” and “perpetrators” in conflict-affected societies.

Originality/value

This essay shows the (im)possibilities of transforming the prevailing binaries in communities experiencing political conflict.

Abstract

Purpose

Publicly available datasets in the USA present data suppression issues that limit the ability to investigate entrepreneurial subgroups like military veterans, which account for about one in ten entrepreneurs in the USA. Thus, despite public desire to support veteran entrepreneurs (“vetrepreneurs”), there is a limited descriptive understanding on the relationship between veteran business owner demographics, such as gender and race, and their business survival and growth. We address this limited understanding in this article by providing descriptive evidence on veteran-owned business survival and growth, emphasizing variation across race and gender.

Design/methodology/approach

We use limited-access longitudinal microdata to provide descriptive evidence on the survival and growth of veteran-owned firms across race and gender.

Findings

Findings indicate statistically significant variation across demographic subgroups’ business survival and employment growth. For example, veteran-owned firms have high women ownership rates, greater employment, revenues and payrolls, but also lower employment and revenue growth. More generally we provide descriptive evidence that military experience or the military community help women overcome the gender gap in small business survival.

Originality/value

This type of descriptive research is common among entrepreneurial researchers, however, peer-reviewed research specific to US veterans is very limited. These descriptive results are useful for policymakers and for spurring future policy research related to veteran entrepreneurs.

Abstract

Purpose

Although legislation and regulations form an important foundation for recordkeeping and for accountability, questions of transparency and openness must be addressed in a wider context. Oliver and Foscarini have argued for the importance of recognising differing cultures and the ways in which they value records and recordkeeping. In addition to reporting mechanisms and relationships, accountability must encompass a culture and a mindset which is transparent, responsive and focused on self-improvement. This paper aims to apply a dual interpretation of accountability in the context of Irish public sector recordkeeping to identify shortcomings and suggest potential remedies with a view to improving the accountability of Irish recordkeeping itself, and the extent to which it contributes to wider accountability in society.

Design/methodology/approach

This paper assesses accountability in Irish public sector recordkeeping using a model suggested by Mark Bovens, which views accountability as both a mechanism and a virtue. The model emphasises that both interpretations are necessary but that mechanisms (laws, regulations and checklists) on their own cannot be sufficient to satisfy accountability requirements. As noted by Onora O’Neill, the aim of accountability should not be checklists or artificial metrics, but the nurturing of behaviours and cultures which make public institutions more deserving of our trust. Reference will be made to Irish legislation, to records management policies in government departments, to relevant annual reports and to current practice with regard to appraisal and other recordkeeping functions to measure Irish public sector recordkeeping against Bovens' model.

Findings

This paper suggests that Irish public sector recordkeeping has a range of shortcomings under both the narrow (mechanism) and broad (virtue) interpretations of accountability. Lack of reporting requirements and oversight mechanisms in existing legislation allows for major gaps in public sector recordkeeping, facilitating a lack of accountability in the citizen–state relationship. Meanwhile, an absence of records management policies and an overall lack of appreciation of the value of records leads to opaque practices and a lack of transparency. The recordkeeping profession itself adopts processes and practices, which are not aligned with the concept of accountability as a virtue, and which do not reflect a commitment to transparency and meeting the legitimate interests of stakeholders. This paper suggests changes in relevant legislation but also suggests that these must be accompanied by a more open and responsive working culture within the recordkeeping profession.

Originality/value

By applying Bovens’ dual concept of accountability, this paper provides a new and more comprehensive assessment of public sector recordkeeping in Ireland, which can equally be applied in other contexts. It identifies ways in which revised legislation can contribute to greater accountability, but emphasises that regulations must be accompanied by a culture of transparency and responsiveness, and that recordkeepers have a crucial role to play in terms of their own commitment to transparency and professional accountability.

Purpose

Public opinion regarding autonomous vehicles (AV) heavily influences how quickly the technology will be implemented and adopted in the future. However, there is a dearth of empirical evaluations in the literature about riders' perceptions toward service characteristics of shared autonomous vehicles (SAVs) and their attitudes toward developing AVs. Therefore, the aim of this study is to identify attitudes, views and concerns regarding a self-driving demonstration called RAPID (Rideshare, Automation and Payment Integration Demonstration) incorporated with an already-existing on-demand ridesharing service in Arlington, Texas.

Design/methodology/approach

This study developed a ridership survey to collect data from those who had experience using the service at least once during the service deployment. As the RAPID service operations were restricted to the areas near the University of Texas at Arlington (UTA) campus, sample population of this study is highly skewed with all participants being affiliated with UTA.

Findings

Findings indicated that survey respondents positively perceived the service features, including comfort, boarding the vehicles, ride safety, booking and scheduling, vehicle speed, climate control and service cost. To complement the survey results, the authors conducted interviews and a focus group study and used conventional content analysis to gain more in-depth insights about RAPID service operations from the perspectives of users and non-users in the post-implementation period. The results indicated that geographic accessibility, service availability and trip cost were the primary concerns of the focus group participants.

Originality/value

This study offers critical insights into individual attitudes and perceptions toward shared AVs (SAVs) that will assist local, state and federal transit authorities and planners in formulating policies and transportation strategies to target SAV ridership when the service is more widespread.
