Abstract

Purpose

This paper examines the drivers of brain gain by investigating the motivations of migrants who plan to return and contribute to their home country. It focuses on highly skilled Sudanese migrants in Japan, including a group of “plan-to-return” migrants (P-group), who intend to gain knowledge abroad that they will use to contribute to their homeland upon their return.

Design/methodology/approach

The participants are 24 highly skilled Sudanese migrants in Japan, 10 of whom are part of the P-group. To understand their motivation to contribute to their home country, the study applies the qualitative life course approach, using Elder's four life course themes: lives in time and space, the timing of lives, linked lives and human agency.

Findings

The P-group is characterised by a high level of motivation for self-development, which motivates them to study abroad. The analysis finds that the P-group's drive to contribute had been nurtured by a spirit of mutual aid in Sudanese society, which emphasises Islamic values and social ties. Religious norms, personal interactions and emotional ties to Sudan are especially influential on the P-group's motivation to contribute to their home society.

Originality/value

This study identifies drivers that lead to brain gain. Whereas previous studies have noted the relationship between return intentions and willingness to contribute to the home countries; they have not investigated influences on motivations to contribute. The results suggest that Sudan might already possess a system for local human resource development to encourage brain gain.

Abstract

Purpose

Motivations and access to resources for venturing differ between men and women. In developing countries, there has been an increase in businesses that do not have a specific location and persist in informality. This research aimed to evaluate, from a gender perspective, the moderating effect of the decision not to have a place in the relationship between human capital (education, experience and type of entrepreneurship) and business informality.

Design/methodology/approach

Using the National Household Survey 2014–2018, a sample of 50,313 Peruvian entrepreneurs was obtained − 23,314 women and 27,002 men – who have been in business for over three years. The data were analysed with logistic regression.

Findings

The results showed a moderating effect of entrepreneurship without a settled location on the relationship between education and informality in the case of women. And, for men, the moderating impact falls on the education, experience and reason for venturing that influences the formality of their businesses.

Originality/value

The problem of business informality of established companies with more than 42 months of operation is analysed. The moderating effect of the decision not to have a specific location on the relationship between human capital and informality is explored. This work extends business informality studies in Latin America developing countries, incorporating a gender perspective.

Las motivaciones y el acceso a recursos para emprender son diferentes entre hombres y mujeres. En países en desarrollo, se han incrementado los negocios que no disponen de un local específico y persisten en la informalidad. El objetivo de esta investigación fue evaluar, desde una perspectiva de género, el efecto moderador de la decisión de no disponer de un lugar específico en la relación existente entre el capital humano (educación, experiencia y tipo de emprendimiento) y la informalidad empresarial.

Diseño/metodología/enfoque

Se utilizó la Encuesta Nacional de Hogares 2014–2018, donde se obtuvo una muestra de 50.316 microempresas peruanas −23.314 lideradas por mujeres y 27.002 lideradas por hombres— con más de tres años de operación. Los datos fueron analizados con la técnica de regresión logística.

Hallazgos

Los resultados mostraron un efecto moderador de los negocios sin local específico sobre la relación entre la educación y la informalidad en el caso de las mujeres. Y, para los hombres, el efecto moderador recayó sobre la educación, experiencia y el tipo de emprendimiento que influye sobre la formalidad de sus negocios.

Originalidad/valor

Se analiza la problemática de la informalidad en las empresas establecidas con más de 42 meses de operación. Se explora el efecto moderador en la decisión de no tener un local específico en la relación entre capital humano e informalidad. Este estudio amplía los estudios de informalidad empresarial en países en desarrollo de América Latina, incorporando una perspectiva de género.

Abstract

Purpose

Knowledge management (KM) is widely adopted by organisations to improve their performance and make informed decisions. Prior research has confirmed that Information Systems (IS) play a critical role in effective KM. The purpose of this study is to examine the existing literature on the role of cloud-based KM systems (C-KMS) in small- and medium-sized enterprise (SMEs) by understanding its impact on the five KM processes: knowledge acquisition, creation, storage, sharing and usage.

Design/methodology/approach

This study conducted a systematic literature review by examining 133 journal articles and 24 conference papers from 2010 to 2021 on the role of cloud computing in KM for SMEs.

Findings

This study revealed that there are numerous empirical analyses on KM processes and tools in SMEs; however, only few studies demonstrate how the whole gamut of KM processes can adopt cloud computing in SMEs. Therefore, SMEs are ineffective at KM with limited IS intervention. This paper offers a proposition on how C-KMS can impact all five KM process, thereby increasing its effectiveness of KM in SMEs. This study analysed the benefits of C-KMS that brings to SMEs in terms of availability, scalability, reliability, security and cost.

Research limitations/implications

This systematic review is restricted to certain databases (ScienceDirect, Sage journals, Scopus and Emerald Insight) and specific IS conference proceedings to source articles. The selection of search criteria and time frame is based on this study’s assessment and choice. This study adds value to our understanding of the role of KM in SMEs, and it reinforces the role of cloud computing in effectively managing knowledge in SMEs. The proposal of C-KMS for the enhancement of KM has significant implications for SMEs to effectively use knowledge for their survival and superior performance.

Practical implications

This study suggests three practical implications. First, adopting and using C-KMS provide a strong foundation to manage knowledge for SMEs in a cost-effective way. Second, C-KMS improves the effectiveness of KM by increasing availability of knowledge artifacts, which in turn aids SMEs’ growth. Third, C-KMS is useful to codify SME’s knowledge, and accordingly supports employees to acquire and use knowledge based on their requirements.

Social implications

This study discussed C-KMS with contemporary social issues, such as the COVID-19 pandemic challenges for SMEs and demonstrated how C-KMS can support SMEs to handle such crises by managing knowledge effectively.

Originality/value

This research highlights the importance of the implementation of a C-KMS for the enhancement of KM in SMEs. The review provides empirical evidence on the challenges faced by SMEs regarding KM, as they often only have enough resources to focus on a single KM process, predominantly knowledge sharing. Consequently, a holistic approach to KM cannot be realised by SMEs. In this context, the findings of this study offer theoretical and practical insights into the role of cloud computing by addressing the challenges of KM in SMEs.

Abstract

Purpose

The study aimed to assess whether transgender women, who were students at a university in London, England, faced hiring discrimination when seeking employment.

Design/methodology/approach

Three comparable university classmates—a cisgender woman, a cisgender man and a transgender woman—studying Engineering applied to the same job openings. Similarly, another set of three university classmates—a cisgender woman, a cisgender man and a transgender woman—studying Social Work applied to the same job openings. The degree of discrimination was quantified by calculating the difference in the number of interview invitations received by each group.

Findings

When three comparable university classmates apply for the same job openings, the rate of interview invitations differs based on gender identity. For cisgender women, the invitation rate is 31.3%, while for cisgender men, it stands at 35.1%. However, for transgender women, the rate drops significantly to 10.4%. Additionally, transgender women face further challenges in male-dominated sectors (STEM), where their chance of being invited for a job interview is even lower compared to those in female-dominated sectors, with a reduction of 8.7 percentage points. The study also reveals that firms with written equality policies on gender identity diversity show a 25.7 percentage point increase in invitation rates for transgender women compared to firms without such policies. Furthermore, the research highlights that negative beliefs among job recruiters regarding various aspects of transgender women, including their gender identity status, disclosure, job performance, vocational relationships and turnover, contribute to their exclusion from job interviews. Moreover, for transgender women who do receive interview invitations, these tend to be for lower-paid jobs compared to those received by cisgender women (by 20%) and cisgender men (by 21.3%). This wage sorting into lower-paid vacancies suggests a penalty in terms of lower returns on education, which could drive wage and income differences.

Practical implications

Transgender women received a higher number of job interview invitations when firms had written equality policies on gender identity diversity. This outcome can help policymakers identify actions to reduce the exclusion of transgender people from the labour market.

Originality/value

The study gathers information from job recruiters to quantify the roots of hiring discrimination against transgender women. It also enables an examination of whether workplaces' written equality policies on gender identity diversity are related to transgender women’s invitations to job interviews.

Abstract

Purpose

In this research, we explore the dynamics among measures of income inequality in the USA, male and female unemployment rates, and growth in government transfer using time series data.

Design/methodology/approach

This research adopts a macro-econometric approach to estimate a structural VAR model using time series data.

Findings

Our structural impulse responses found that growth in government transfer increases unemployment rates for both males and females. Female income inequality declines with increased government transfer. When the female income ratio rises, we observe that government transfer outlays fall over the forecast horizon. Variance decomposition finds that growth in government transfers is impacted by the male unemployment rate relatively more than the female unemployment rate. This research, therefore, suggests gender-specific government transfers to reduce income inequality. This, in effect, may reduce government transfer outlays over time.

Originality/value

This research investigates the dynamics among income inequality, government transfer, and unemployment rates. There is a dearth of research articles that adopt a macro-econometric in this area.

Abstract

Purpose

Segmentation theory argues that the labor market is composed of a variety of non-competing segments between which rewards to human capital are determined by institutional structures. This paper presents new evidence on sector-wise earning differential for both male and female samples to assess the implications of segmentation theory.

Design/methodology/approach

Primary data is collected through simple random sampling technique with a survey questionnaire from 954 employed individuals of Southern Punjab, the less developed region of Pakistan. OAXACA decomposition technique is adopted to estimate earning differential.

Findings

Empirical estimates of OAXACA decomposition reveal that the extent of discrimination between public and private sector is greater in case of females than in male samples. Education and region are crucial factors behind sector-wise earning differential for both male and female samples. Job characteristics are more valued than occupation to explain sector-wise earning differential. Occupation largely contributes to explain public–private sector earning differential in male sample than in female sample. Moreover, job security is highly valued by females than males.

Originality/value

Segmentation of the institutional structure in a developing economy is empirically verified by using primary data due to non-availability of data on some variables from secondary data sources. This study attempts to explore the key factors of public–private sector wage differential for male and female samples separately due to the differences in their preferences for work and earning functions.

Abstract

Purpose

This study aims to contribute to the literature by examining the gender gap effects of childcare restrictions. Specifically, not using professional childcare services due to issues like access, quality or costs. Additionally, we explore the long-run consequences of extended work interruptions for childcare.

Design/methodology/approach

Using a specialized cross-sectional module from the 2018 Spanish Labor Force Survey, we estimated a set of linear regression models to capture the short and long run effects of childcare restrictions in labor market outcomes.

Findings

We identify substantial gender gaps in labor force, employment, full-time employment and hours worked among parents facing childcare constraints. In contrast, parents without such restrictions experience much lower gender gaps. The long-run analysis reveals that mainly career breaks lasting 2 years or more significantly diminish the labor supply and employment rates of mothers.

Originality/value

Our study goes beyond examining the effects of childcare restrictions on mothers’ labor market behavior and explicitly studies the gender disparities related to these restrictions. Moreover, our database includes information on work flexibility for childcare, allowing us to explore whether such flexibility can help mitigate these gender gaps. Additionally, we assess the long-term effects of work interruptions due to childcare responsibilities on women’s labor outcomes.

Abstract

Purpose

This study aims at estimating the gender wage gap in Ecuador, and its evolution over the last decade and a half, exploring its heterogeneity through different working conditions (formal/informal, full employment/underemployment, short term/long term and tenure/no tenure) and workers personal characteristics (education level; age and children).

Design/methodology/approach

Propensity score matching (PSM) and coarsened exact matching (CEM) are used to examine the gender pay inequality of wage earners in Ecuador, using the National Employment, Unemployment and Underemployment Survey (ENEMDU) data set from 2007 to 2022.

Findings

Results show a persistent gender pay gap, evidencing a significant heterogeneity through the different dimensions taken into account, in terms of working conditions and workers personal characteristics. The evolution of the pay gap during the years analyzed hardly shows any reduction of differences in earnings between men and women; on the contrary, women exposure to precarious and unregulated jobs seems to be increasing wage inequality.

Practical implications

The results make the case for active policies oriented not only at containing the negative effects of the traditional division of labor within the family but also at improving labor law enforcement, mitigating informality and workers rapid turnover.

Originality/value

This study is one of the few that use matching techniques to study the gender wage gap and the first in Ecuador; the time span taken into account is larger than previous studies, allowing a medium-long run perspective across different economic phases.

Abstract

Purpose

We investigate whether women are more likely than men to choose to pursue a competency-based labour market integration programme, rather than the time-based labour market integration programme. We further investigate whether women with existing but uncertified skills are even more likely to pursue a competency-based labour market integration programme.

Design/methodology/approach

We test our hypotheses using ordinary least squares applied to linear probability models. We discuss the relative advantages of this methodology. We show the robustness of our results through multiple specifications and estimation methods. Finally, we discuss the reasons preventing us from granting our results a causal interpretation and discuss how they are surmountable in future research.

Findings

Women are significantly more likely to enrol into competency-based programmes, relative to time-based. Women with existing but uncertified skills are significantly more likely to enrol into competency-based programmes, whereas women without skills or with college degrees are not significantly different from the baseline. Our findings are robust to various specifications, and we include a comprehensive set of fixed-effect vectors, addressing industrial, occupational and time-varying state specificities.

Research limitations/implications

First, our empirical test of hypothesis H2 is hindered by the construction of the “some college or associate’s degree” variable in RAPIDS data. “Some college” is very different from an associate’s degree. Second we had to choose between omitted variable bias and selection bias. Because of the demonstrated importance of the occupation and industry variables in existing literature, we included those variables at the risk of selection bias. Occupation and industry fixed effects reduce, but do not eliminate, omitted variable bias. Finally, the third limitation of this paper is external validity. Registered Apprenticeship programmes are quite idiosyncratic to the United States.

Social implications

The rollout and expansion of CBRA may thus be an avenue through policymakers may reduce the gender training gap. This may in turn give more women access to the labour market and allow more women to benefit from the “wage premia” of Registered Apprenticeship completion on the labour market (Lou and Hawley, 2019).

Originality/value

This article is the first that applies econometric methods to investigate women’s choices of labour market integration programmes, using Registered Apprenticeship as a case study. We discuss the implications of our findings, highlighting how competency-based programmes may be an approach to better serving more diverse populations in Registered Apprenticeship.

Abstract

Purpose

Gender equality is an important issue targeted all around the world, see, for example, the Gender Equality Strategy articulated by the European Union (EU). These goals were hindered by COVID-19, which caused a well-documented she-cession: females were hit harder than males. This paper shows that a “sisterhood behaviour” can mitigate the effects of the she-cession: female decision-makers were more likely to favour other females in recruitment and retention.

Design/methodology/approach

Motivated by theories from psychology and industrial demography, we hypothesise a so-called sisterhood effect or homophily: female decision-makers are more likely to favour other females in recruitment and retention. We use firm-level survey data from 19 European countries collected before and during the first wave of the COVID-19 pandemic, and we apply a difference-in-differences methodology to test the hypothesised sisterhood behaviour.

Findings

Our study finds that in firms where the top manager was a woman, gender discrimination was less likely or even not at all presented, i.e. COVID-19 did not decrease the proportion of female employees.

Practical implications

The results suggest that promoting gender equality in leadership dimensions can also moderate discrimination at the level of the employees. Therefore, in a wider context, gender equality goals are interrelated.

Originality/value

To the best of the author’s knowledge, this paper is the first attempt to analyse the existence of the theories mentioned before in a manager – employee relationship using firm-level data from the COVID-19 period.
