Abstract

Summary

In this second part of the book, I transition from the theoretical to the applied, or from thinking Southern green criminology to doing Southern green criminology. In this chapter, I apply the theoretical bases I presented in the first part of the book to the most encompassing environmental issue of our times: climate change. I show how a Southern green approach to climate change can contribute in important ways to understanding the ecological discrimination that is part of climate change in Colombia. A Southern green criminology can also help expand the repertoire of responses to climate change. I use my research of the Colombian Río Negro Basin to exemplify how the South confronts heightened risks of climate change that are the result of ecologically discriminatory practices. Inspired by the practices of the rural inhabitants of the Río Negro Basin region, I propose going back to traditional Southern practices to mitigate and adapt to climate change.

Abstract

Purpose

A synthetic indicator (SI) is developed to measure the sustainability of tourist destinations according to four proposed dimensions of sustainable development: social, economic, environmental and political. Its purpose is to determine the most appropriate indicators for each type of tourist destination, i.e. which variables should be considered in each territory according to its typology (environmental, social, economic and tourism). To test the usefulness and employability of the SI, it has been applied in the Algarve (Portugal). Three destinations were analysed in this region: Albufeira, Faro and Lagos, all three good examples of the well-known sun and beach tourism model.

Design/methodology/approach

The SI is the result of a system of indicators. To reach the final result, a multi-criteria calculation has been used in which the most important variables that fit the territorial reality analysed have been included, based on an exhaustive analysis of more than 2,000 indicators proposed by various scientific studies and international organisations such as the United Nations World Tourism Organization. The results of this analysis have been weighted according to the opinion of the population. A survey of more than 1,800 questionnaires was carried out in tourist destinations with high seasonality and dependence on tourism in the Algarve, Portugal. Finally, the SI has been aligned with the Sustainable Development Goals (SDGs).

Findings

The level of sustainability and the level of social concern regarding tourism activity were defined. In the Algarve, tourism is transforming the landscape and the local economy, and overcrowding is perceived as an economic activity that negatively affects sustainability. The concerns of the resident population about the impacts of tourism have served to identify priority strategies to improve the level of sustainability of the destinations. The three territories analysed present different problems and therefore require different strategies for action, mainly of a local public nature. The final result indicates the level of sustainability of the destination, which allows specific actions for improvement in the short, medium and long term to be generated.

Practical implications

The results made it possible to develop lines of action aimed at improving the sustainable management of each tourist destination analysed. Involving the local population allows the residents of the destination to be part of tourism policies, assuming a bottom-up strategy. This research provides answers to destinations seeking to implement sustainable tourism, offering tourism sector managers tools for correct decision-making.

Originality/value

This research presents a SI based on a system of indicators adjusted to the needs of the territory to be analysed, takes into account the opinion of the local population as a weighting factor and is in line with the 17 SDGs.

本文根据为可持续发展提出的四个方面:社会、经济、环境和政治, 开发了一个综合指标(SI)来衡量旅游目的地的可持续性。其目的是为每一类旅游目的地确定最合适的指标, 即根据每个地区的类型 (环境、社会、经济和旅游), 应考虑哪些变量。为了测试IS的有用性和可用性, 它被应用于阿尔加维 (葡萄牙) 。在这个地区, 有三个目的地。阿尔布费拉 (Albufeira)、法鲁 (Faro) 和拉各斯 (Lagos), 这三个地方都是著名的阳光和海滩旅游模式的例子。

方法

Objetivo

Se desarrolla un indicador sintético (IS) para medir la sostenibilidad de los destinos turísticos según las cuatro dimensiones propuestas para el desarrollo sostenible: social, económica, medioambiental y política. Su objetivo es determinar los indicadores más adecuados para cada tipo de destino turístico, es decir, qué variables deben considerarse en cada territorio según su tipología (ambiental, social, económica y turística). Para comprobar la utilidad y empleabilidad del IS, se ha aplicado en el Algarve (Portugal). En esta región se analizaron tres destinos: Albufeira, Faro y Lagos, los tres buenos ejemplos del conocido modelo de turismo de sol y playa.

Metodología

El IS es el resultado de un sistema de indicadores. Para llegar al resultado final se ha utilizado un cálculo multicriterio en el que se han incluido las variables más importantes que se ajustan a la realidad territorial analizada, a partir de un análisis exhaustivo de más de dos mil indicadores propuestos por diversos estudios científicos y organismos internacionales como la OMC. Los resultados de este análisis se han ponderado según la opinión de la población. Se ha realizado una encuesta de más de 1.800 cuestionarios en destinos turísticos con alta estacionalidad y dependencia del turismo en el Algarve – Portugal. Por último, el IS se ha alineado con los Objetivos de Desarrollo Sostenible.

Resultados

Se definió el nivel de sostenibilidad y el nivel de preocupación social respecto a la actividad turística. En el Algarve, el turismo está transformando el paisaje y la economía local, y la masificación se percibe como una actividad económica que afecta negativamente a la sostenibilidad. La preocupación de la población residente por los impactos del turismo ha servido para identificar las estrategias prioritarias para mejorar el nivel de sostenibilidad de los destinos. Los tres territorios analizados presentan problemas diferentes y, por tanto, requieren estrategias de actuación distintas, principalmente de carácter público local. El resultado final indica el nivel de sostenibilidad del destino, lo que permite generar acciones específicas de mejora a corto, medio y largo plazo.

Implicaciones practices

Los resultados permitieron desarrollar líneas de actuación dirigidas a mejorar la gestión sostenible de cada destino turístico analizado. Involucrar a la población local permite que los residentes del destino formen parte de las políticas turísticas, asumiendo una estrategia ascendente. Esta investigación aporta respuestas a los destinos que buscan implementar un turismo sostenible, ofreciendo a los gestores del sector turístico herramientas para una correcta toma de decisiones.

Originalidad/valor

Abstract

Purpose

In the era of new technological revolution, seeking to survive and guarantee business sustainability in their digital internationalization, enterprises choose to become environmentally oriented. The need for new green business models has become evident in recent years, and enterprises offer green services in creative and eco-friendly ways. However, does the display of a green label on hotels' websites really promote the eco-conscious tourists' online booking intention? This study aims to examine the impact of the perceived label on the online sustainable hotel booking intention of the eco-conscious tourists, using the foundations of signal theory.

Design/methodology/approach

This study adopted a structural equation model to integrate several constructs with a sample of 349 validated responses.

Findings

The empirical results highlight, the importance of the green label perception on the eco-conscious tourists' booking intention of online sustainable hotel and the role that green trust and green perceived risk play as a mediating variable between the perception of the exposed label and the booking intention. Indeed, when booking a sustainable hotel online, the tourists may be sensitive to the exposure of a green label. Therefore, this signal decreases the perceived risk of unsustainability and ultimately increases the trust in hotel's sustainability.

Research limitations/implications

The first limitation is related to the sample employed in this study. Given that most of the participants were residents of France, the results of this study may not be generalized to the entire population. Secondly, a range of other factors can affect the eco-conscious tourists' intentions to book online a hotel with green label, such as their attitude, social media influence, tourists' satisfaction, etc. Indeed, other variables and/or signals could be adopted to study online booking intention in the pandemic era.

Practical implications

In light of these results, theoretical and managerial implications are discussed. The findings make an important contribution to SMEs sustainability and internationalization by exploring new ties. This study considers how SMEs and specifically hotels start following green practices (e.g. adoption of an eco-label) relevant to their international environment where they operate and in response to global pressures. SMEs can survive better in the highly competitive global environment where they need to employ more green practices, however, managers should consider how green trust and green perceived risk can affect customer behavior. It also adds to the existing literature by dealing with customer perceptions about the green label of sustainable hotels and its subsequent effect on booking intention.

Originality/value

This study had shown the importance of the display of green label on the eco-conscious tourist's online booking intention.

Purpose

Since the publication of the 1987 Brundtland Report, discussions about sustainable development have been nothing short of a buzz among politicians and academics. This chapter takes stock of an emerging strand of the sustainable city literature that recognizes local political dynamics, conflicts of interest, and power struggles.

Approach

The review is organized into three sections. The first section reviews how past studies have utilized sustainable urban development as an opportunity for advancing theories of urban politics, highlighting recent developments in the growth machine, regulatory state, and risk society theses. The second section examines a range of studies that place the questions of scale, unit, and boundary at the center of inquiry. The third section draws together a body of research that interrogates different meanings of sustainability.

Implications

The first section discusses the extent to which social and political processes in the sustainability age exhibit a pattern consistent with established theoretical accounts. The second section focuses on studies that address how urban sustainable development has brought challenges to existing configurations of spatial relations. These studies pose important methodological and epistemological questions for studying environmental politics. In the third section, the focus is placed on political implications of urban sustainable development, which is subject to multiple interpretations.

Originality

This chapter ends with a review of an emerging thesis – strategic urbanism, which draws attention to the patterns of change in urban politics. Much of the contributions to this thesis are based on urban sustainability politics in recent years.

This paper documents the EU integration process using the uneven and combined development framework. Because capitalist social relations are territorially defined and politically built, unevenness between countries is not unconnected with that within countries and both involve antagonism between capital and labor. This is manifest in the ‘state form’ of the EU and its anti-democratic tendencies: public institutions at the community level play a major role in reinforcing unevenness in favour of leading countries, in both the productive and financial spheres.

Purpose

The chapter aims at representing the results of a case study with concern to the economic and environmental crisis triggered by Ilva in Taranto.

Design/methodology/approach

The case study design follows an ethnographic approach. The analysis is based on the collection of some qualitative interviews and documentation related to the environmental conflict engendered by the Ilva of Taranto, which has been the largest steel mill in Europe since the 1990s.

Findings

The analysis of the empirical data shows some interesting insights about (a) the growing contradictions in time of crisis in the relationship between the ‘the four pillars’ of sustainability (economy, social justice and society, environment, culture); (b) the importance of the social pillar in playing a key role in the management of local conflicts and in stimulating change within social and economic organizations; (c) the difficulty to promote sustainable policies through a multilevel governance approach able to synthesize the complexity of the scenarios emerging at the local, regional, national and European levels, in order to create an alternative way of development.

Originality/value

The ethnographic approach is useful to analyse in depth the core of the environmental conflict and the divergent developmental scenarios expressed by the different categories of actors.

Abstract

Purpose

The purpose of this study is to determine whether the Ottoman Empire’s net interest payments and foreign debt were sustainable or not in terms of their burden on budget revenues, using the method of historical econometric analysis.

Design/methodology/approach

In this study, the period between 1847 and 1882 of the Ottoman Empire is analyzed for sustainability analysis. Within the framework of the study, unit root tests and econometric analysis methods frequently used in the literature were used to analyze the sustainability of public debt. In the econometric analysis, in addition to various unit root tests, current econometric analysis methods, in particular Fourier expansion, were also used.

Findings

The results of econometric analyses showed that the burden of interest payments and foreign debt on the budget of the Ottoman state was unsustainable. This situation clearly shows the reason for the official bankruptcy of the Ottoman Empire, which was declared in 1875.

Practical implications

Although this study reveals the bankruptcy process of an important structure such as the Ottoman Empire in the historical process through econometric analyses, it also gives a very important message to today’s states. Accordingly, today’s state policies and decision-making mechanisms should take these results into account and strive to make the burden of public interest payments sustainable. It is believed that the study will shed light on the public finance policies of today’s states by drawing lessons from the collapse process of the Ottoman state.

Originality/value

Unlike the historical assessments in the literature on the decline of the Ottoman Empire, this study presents a cliometric approach by applying current econometric analysis techniques to past historical data. The study explains the unsustainability of the Ottoman Empire’s interest payments and external debt burden in the period under consideration in a way that, to the best of the authors’ knowledge, has not been done before.
