Abstract

Purpose

A synthetic indicator (SI) is developed to measure the sustainability of tourist destinations according to four proposed dimensions of sustainable development: social, economic, environmental and political. Its purpose is to determine the most appropriate indicators for each type of tourist destination, i.e. which variables should be considered in each territory according to its typology (environmental, social, economic and tourism). To test the usefulness and employability of the SI, it has been applied in the Algarve (Portugal). Three destinations were analysed in this region: Albufeira, Faro and Lagos, all three good examples of the well-known sun and beach tourism model.

Design/methodology/approach

The SI is the result of a system of indicators. To reach the final result, a multi-criteria calculation has been used in which the most important variables that fit the territorial reality analysed have been included, based on an exhaustive analysis of more than 2,000 indicators proposed by various scientific studies and international organisations such as the United Nations World Tourism Organization. The results of this analysis have been weighted according to the opinion of the population. A survey of more than 1,800 questionnaires was carried out in tourist destinations with high seasonality and dependence on tourism in the Algarve, Portugal. Finally, the SI has been aligned with the Sustainable Development Goals (SDGs).

Findings

The level of sustainability and the level of social concern regarding tourism activity were defined. In the Algarve, tourism is transforming the landscape and the local economy, and overcrowding is perceived as an economic activity that negatively affects sustainability. The concerns of the resident population about the impacts of tourism have served to identify priority strategies to improve the level of sustainability of the destinations. The three territories analysed present different problems and therefore require different strategies for action, mainly of a local public nature. The final result indicates the level of sustainability of the destination, which allows specific actions for improvement in the short, medium and long term to be generated.

Practical implications

The results made it possible to develop lines of action aimed at improving the sustainable management of each tourist destination analysed. Involving the local population allows the residents of the destination to be part of tourism policies, assuming a bottom-up strategy. This research provides answers to destinations seeking to implement sustainable tourism, offering tourism sector managers tools for correct decision-making.

Originality/value

This research presents a SI based on a system of indicators adjusted to the needs of the territory to be analysed, takes into account the opinion of the local population as a weighting factor and is in line with the 17 SDGs.

Objetivo

Se desarrolla un indicador sintético (IS) para medir la sostenibilidad de los destinos turísticos según las cuatro dimensiones propuestas para el desarrollo sostenible: social, económica, medioambiental y política. Su objetivo es determinar los indicadores más adecuados para cada tipo de destino turístico, es decir, qué variables deben considerarse en cada territorio según su tipología (ambiental, social, económica y turística). Para comprobar la utilidad y empleabilidad del IS, se ha aplicado en el Algarve (Portugal). En esta región se analizaron tres destinos: Albufeira, Faro y Lagos, los tres buenos ejemplos del conocido modelo de turismo de sol y playa.

Metodología

El IS es el resultado de un sistema de indicadores. Para llegar al resultado final se ha utilizado un cálculo multicriterio en el que se han incluido las variables más importantes que se ajustan a la realidad territorial analizada, a partir de un análisis exhaustivo de más de dos mil indicadores propuestos por diversos estudios científicos y organismos internacionales como la OMC. Los resultados de este análisis se han ponderado según la opinión de la población. Se ha realizado una encuesta de más de 1.800 cuestionarios en destinos turísticos con alta estacionalidad y dependencia del turismo en el Algarve – Portugal. Por último, el IS se ha alineado con los Objetivos de Desarrollo Sostenible.

Resultados

Se definió el nivel de sostenibilidad y el nivel de preocupación social respecto a la actividad turística. En el Algarve, el turismo está transformando el paisaje y la economía local, y la masificación se percibe como una actividad económica que afecta negativamente a la sostenibilidad. La preocupación de la población residente por los impactos del turismo ha servido para identificar las estrategias prioritarias para mejorar el nivel de sostenibilidad de los destinos. Los tres territorios analizados presentan problemas diferentes y, por tanto, requieren estrategias de actuación distintas, principalmente de carácter público local. El resultado final indica el nivel de sostenibilidad del destino, lo que permite generar acciones específicas de mejora a corto, medio y largo plazo.

Implicaciones practices

Los resultados permitieron desarrollar líneas de actuación dirigidas a mejorar la gestión sostenible de cada destino turístico analizado. Involucrar a la población local permite que los residentes del destino formen parte de las políticas turísticas, asumiendo una estrategia ascendente. Esta investigación aporta respuestas a los destinos que buscan implementar un turismo sostenible, ofreciendo a los gestores del sector turístico herramientas para una correcta toma de decisiones.

Originalidad/valor

sta investigación presenta un indicador sintético basado en un sistema de indicadores ajustado a las necesidades del territorio a analizar, tiene en cuenta la opinión de la población local como factor de ponderación y se ajusta a los 17 ODS.

Abstract

Purpose

Destinations wishing to exploit their natural resources, such as wetlands, for tourism development are wise to reach consensus among their community’s stakeholders on the policies and practices needed to sustainably manage tourism development and activities in their fragile natural environments. Drawing from an old adage that you cannot manage what you do not measure, one of the most important challenges facing policymakers and destination managers is the measurement of tourism to determine if it is meeting its desired objectives. This paper aims to focus on producing a system for monitoring the performance of tourism development on sustainable tourism practices.

Design/methodology/approach

The proposed system is based upon a qualitative study using the Delphi method involving stakeholders from different areas of expertise in rural economic development and natural resource management.

Findings

After three rounds in the Delphi stage, the participants reached consensus on the following set of 69 indicators: Environmental (8 sub-components and 19 indicators), Socio-cultural (7 sub-components and 24 indicators) and Economic (8 sub-components and 26 indicators) for sustainable tourism development performance in the wetland areas.

Originality/value

The provided scale in this manuscript will allow the planners/managers to assess the sustainable tourism development in their area in an easy and reliable way.

湿地旅游可持续发展绩效的综合指标

旅游目的地希望开发自然资源(如湿地)来促进旅游业发展, 对这样的目的地而言, 与社区利益相关者在关于当地脆弱的自然环境中开展可持续旅游活动所需的政策措施的议题上达成共识, 是明智的。如老话所讲, 你不能管理你不衡量的东西。决策者和目的地管理者面临的最重要的挑战之一, 就是衡量旅游业发展是否达到了预期目标。本文旨在建立一个可持续旅游实践中的旅游发展绩效监测系统。

该系统是基于定性研究提出的, 采用德尔菲法, 涉及农村经济发展和自然资源管理不同领域的利益相关者。

在德尔菲阶段进行了3轮征询后, 参与者就以下湿地地区STDP的69项指标达成了共识:环境指标(8个分项和19个指标)、社会文化指标(7个分项和24个指标)和经济指标(8个分项和26个指标)。

此量表从整体的视角让规划者/管理者得以以简单可靠的方式评估旅游发展的可持续性, 同时基于其灵活性和基于实地收集数据的性质, 可以适应湿地地区任何旅游开发的特征,在发达国家和发展中国家都是如此。

Desempeño del desarrollo del turismo sostenible en los humedales: propuesta de un índice compuesto

Objetivo (limitado a 100 palabras)

Parece sensato que los destinos que deseen explotar sus recursos naturales, como los humedales, para el desarrollo del turismo, lleguen a un consenso entre los grupos de interés de su comunidad sobre las políticas y prácticas necesarias para gestionar de manera sostenible el desarrollo y las actividades turísticas en sus frágiles entornos naturales. Partiendo del viejo refrán de que no se puede gestionar lo que no se mide, uno de los retos más importantes a los que se enfrentan los responsables políticos y los gestores de destinos turísticos es la medición del turismo para determinar si cumple con los objetivos deseados. Este trabajo se centró en el desarrollo de un sistema de control del desempeño del desarrollo turístico en prácticas de turismo sostenible.

Diseño/metodología/enfoque (limitado a 100 palabras)

El sistema propuesto se basa en un estudio cualitativo que utiliza el método Delphi en el que participan grupos de interés de diferentes ámbitos de especialización en el desarrollo económico rural y la gestión de los recursos naturales.

Resultados (limitado a 100 palabras)

Después de tres rondas en la etapa Delphi, los participantes llegaron a un consenso sobre el siguiente conjunto de 69 indicadores: ambientales (8 subcomponentes y 19 indicadores), socioculturales (7 subcomponentes y 24 indicadores) y económicos (8 subcomponentes y 26 indicadores) para la STDP en los humedales.

Originalidad/interés (limitado a 100 palabras)

La escala propuesta implica una visión holística que permitirá a los planificadores y administradores evaluar su sostenibilidad de manera fácil y fiable. Además, basándose en su flexibilidad y su carácter de recogida de datos sobre el terreno, puede adaptarse a las características de cualquier desarrollo turístico de los humedales, tanto en los países desarrollados como en los países en vías de desarrollo de forma simultánea.

Abstract

Purpose

This study aims to examine the similarity of opinions regarding the stakeholder’s perception about the importance of the different aspects considered when measuring the sustainability of a tourism destination (through the assignment of weights to a previously established system of indicators). Besides, the use of stakeholder analysis networks is validated as a means to understand the different perceptions.

Design/methodology/approach

A combination of techniques is used. The stakeholders have been identified using a snowball sample. The network analysis examines the relationships. A power measure based on resource dependency theories is proposed. Possible tensions, as results of different perceptions among individual stakeholders in the context of the measurement of sustainability, are examined using a degree of similarity of opinions based on the Euclidean distance.

Findings

Although a large number of stakeholders communicate quite frequently to carry out their activities and believe that they greatly share viewpoints regarding sustainability, the social network analysis reveals that there are significant diversities of opinion. The power indicator and the degree of similarity measure proposed are found to be useful tools for studying the similarities of opinions among the stakeholders.

Practical implications

This approach is applied to sustainability governance conditions. Democratic processes are enhanced to measure sustainability. Directions to improve the sustainability of a tourist destination can be provided by achieving a consensus about sustainability policies. The conclusions about the similarities and differences among the perceptions of different stakeholders can be considered in decision-making processes about sustainability.

Originality/value

No previous studies have identified and analyzed the stakeholder network from the perspectives of measurement of sustainability of a tourism destination and the degree of similarity of their opinions.

Objetivo

Este estudio tiene como objetivo examinar la similitud de opiniones en relación a la percepción de los grupos de interés acerca de la importancia de los diferentes aspectos considerados a la hora de medir la sostenibilidad de un destino turístico (mediante la asignación de ponderaciones a un sistema de indicadores previamente establecido). Además, se valida el uso del análisis de redes sociales de los actores como herramienta para comprender las diferentes percepciones.

Hallazgos

Utilizando el análisis de redes sociales, el estudio concluye que, aunque un gran número de grupos de interés se comunican con bastante frecuencia para llevar a cabo sus actividades y creen que comparten en gran medida sus puntos de vista sobre la sostenibilidad, existen importantes diversidades de opinión. Además, se constata que el indicador de poder y la medida de grado de similitud propuestos son herramientas útiles para estudiar las similitudes de opiniones entre los actores.

Diseño / metodología / enfoque

En este artículo se utiliza una combinación de técnicas. Los actores se han identificado mediante la técnica de bola de nieve. Un análisis de redes sociales examina las relaciones. Se propone una medida de poder basada en teorías de dependencia de recursos. Se analiza si puede haber diferencias como resultado de las diferentes percepciones entre los grupos de interés individuales en el contexto de la medición de la sostenibilidad, utilizando un grado de similitud de opiniones basado en la distancia euclidiana.

Implicaciones prácticas

Éste es un enfoque aplicado a las condiciones de gobernanza de la sostenibilidad de un destino turístico, al potenciar los procesos democráticos para medirla y al brindar orientaciones para mejorarla, logrando un consenso sobre sus políticas. Se analiza las similitudes y diferencias entre las percepciones de diferentes grupos de interés, que podrían ser consideradas en los procesos de toma de decisiones sobre la sostenibilidad.

Originalidad / valor

Ningún estudio previo ha identificado y analizado la red de grupos de interés desde las perspectivas de medición de la sostenibilidad de un destino turístico, y el grado de similitud de sus opiniones.

Abstract

We present a critical literature review debating Brazilian research on social and environmental accounting (SEA). The aim of this study is to understand the role of politics in the construction of hegemonies in SEA research in Brazil. In particular, we examine the role of hegemony in relation to the co-option of SEA literature and sustainability in the Brazilian context by the logic of development for economic growth in emerging economies. The methodological approach adopts a post-structural perspective that reflects Laclau and Mouffe’s discourse theory. The study employs a hermeneutical, rhetorical approach to understand and classify 352 Brazilian research articles on SEA. We employ Brown and Fraser’s (2006) categorizations of SEA literature to help in our analysis: the business case, the stakeholder–accountability approach, and the critical case. We argue that the business case is prominent in Brazilian studies. Second-stage analysis suggests that the major themes under discussion include measurement, consulting, and descriptive approach. We argue that these themes illustrate the degree of influence of the hegemonic politics relevant to emerging economics, as these themes predominantly concern economic growth and a capitalist context. This paper discusses trends and practices in the Brazilian literature on SEA and argues that the focus means that SEA avoids critical debates of the role of capitalist logics in an emerging economy concerning sustainability. We urge the Brazilian academy to understand the implications of its reifying agenda and engage, counter-hegemonically, in a social and political agenda beyond the hegemonic support of a particular set of capitalist interests.

As destinations emerge from the crisis, a sustainability-focused recovery approach is necessary; thus, there is need to design action plans that are capable of managing the environmental impacts caused by cruise tourism and identify citical issues and priorities for sustainable tourism management in the post-COVID-19 era. This article presents a detailed overview of key issues facing cruise tourism in Mahahual – Costa Maya, the second most important port of entry/cruise destination in Mexico and areas of opportunity to cope with or manage change, both positive and negative. Areas of discussion include: local attitudes towards cruise tourism, government policies currently in place or in consideration that may impact cruise tourism, social or environmental projects that cruise companies should support in or around the host destination to foster sustainability after the pandemic. The analysis is based on desk-research, local stakeholder feedback/input, site visits and an evaluation of the destination's policies and practices against a selected number of indicators from Global Sustainable Tourism Council – GSTC's Criteria for Destinations (GSTC-D). Issues identified include: fear of rapid and uncontrolled growth of tourism before the pandemic (both cruise tourism and stay-over tourism), pollution and the loss of ecosystems/environmental degradation, disappointment due to low economic spill – lack of benefits from cruise tourism and limited public services and infrastructure (water and electricity, sewage treatment, garbage etc.). The researcher recommends regular and timely collection, recording, monitoring and public reporting of data about residents' aspirations, issues and satisfaction with destination management.

This chapter reviews Colombia's unique environmental and social features and Colombia's realities in the third decade of the twenty-first century. It is crucial to understand the country's recent past and to take its structural and historic struggles into account when building sustainable futures.

This chapter also reports the findings of a primary data research study using futures scenario methodologies. The study participants represent different stakeholders' visions of four alternative futures regarding the climate crisis and massive biodiversity loss and social and economic crises.

This chapter's empirical study identifies Colombia's constraints to building a future that is just, inclusive and centred on nature. In addition, we describe in detail the structural changes needed for Colombia to achieve the best possible future scenario (socioeconomic prosperity and resilience to climate change). Finally, this chapter offers conclusions and recommendations.

Abstract

Previously disregarded factors are now included in development theory and practice. A narrow understanding of capital has had profound effects on development as well as on tourism policy and governance. In this framework, purpose-designed tourism for development has been the exception. Contemporary ideas of other forms of capital playing a key role in a broader concept of development are examined, specifically the central function of human and social-institutional capital. Human capital is seen in the light of capabilities, attributes, and knowledge possessed by individuals. Social-institutional capital may empower individuals as it refers to the value of trust and cooperation deriving from formal and informal sets of behavioral rules. This chapter clarifies the foundations of tourism as an instrument for development if tourism policy and governance are designed and implemented within an adequate framework.

Abstract

The evolution of tourism must be framed into policies that aim a development model perspective for the destinations, based on the analysis of economic, political, and social indicators. Therefore, emerging destinations, located in territories with low population density, should be a target of a careful strategy policy, considering the characteristics of the region. In particular, the disaster caused by the pandemic context (i.e., COVID-19) implied profound changes in tourism thinking, planning, and development of regions in Portugal and throughout the world. The present chapter proposes the creation of a tourism monitoring system for Arouca (Portugal), a territory classified as Low-Density Territory, with specific characteristics. The monitoring will involve the planning and management of database, at the disposal of all stakeholders, ensuring that the tourism flows in analysis do not get overwhelmed, allowing the discussion of opportunities and threats for the territory, based on the partnership between the population, public and private sector, adjusted to the social, cultural, economic, and environment perception. Will also be considered the perspective of the local community from Arouca's region, the main actors from the territory such as Geopark Association of Arouca and the City Council, according to the surveys used as data basis of this study, along with statistics analysis.
