Abstract

Purpose

A synthetic indicator (SI) is developed to measure the sustainability of tourist destinations according to four proposed dimensions of sustainable development: social, economic, environmental and political. Its purpose is to determine the most appropriate indicators for each type of tourist destination, i.e. which variables should be considered in each territory according to its typology (environmental, social, economic and tourism). To test the usefulness and employability of the SI, it has been applied in the Algarve (Portugal). Three destinations were analysed in this region: Albufeira, Faro and Lagos, all three good examples of the well-known sun and beach tourism model.

Design/methodology/approach

The SI is the result of a system of indicators. To reach the final result, a multi-criteria calculation has been used in which the most important variables that fit the territorial reality analysed have been included, based on an exhaustive analysis of more than 2,000 indicators proposed by various scientific studies and international organisations such as the United Nations World Tourism Organization. The results of this analysis have been weighted according to the opinion of the population. A survey of more than 1,800 questionnaires was carried out in tourist destinations with high seasonality and dependence on tourism in the Algarve, Portugal. Finally, the SI has been aligned with the Sustainable Development Goals (SDGs).

Findings

The level of sustainability and the level of social concern regarding tourism activity were defined. In the Algarve, tourism is transforming the landscape and the local economy, and overcrowding is perceived as an economic activity that negatively affects sustainability. The concerns of the resident population about the impacts of tourism have served to identify priority strategies to improve the level of sustainability of the destinations. The three territories analysed present different problems and therefore require different strategies for action, mainly of a local public nature. The final result indicates the level of sustainability of the destination, which allows specific actions for improvement in the short, medium and long term to be generated.

Practical implications

The results made it possible to develop lines of action aimed at improving the sustainable management of each tourist destination analysed. Involving the local population allows the residents of the destination to be part of tourism policies, assuming a bottom-up strategy. This research provides answers to destinations seeking to implement sustainable tourism, offering tourism sector managers tools for correct decision-making.

Originality/value

This research presents a SI based on a system of indicators adjusted to the needs of the territory to be analysed, takes into account the opinion of the local population as a weighting factor and is in line with the 17 SDGs.

Objetivo

Se desarrolla un indicador sintético (IS) para medir la sostenibilidad de los destinos turísticos según las cuatro dimensiones propuestas para el desarrollo sostenible: social, económica, medioambiental y política. Su objetivo es determinar los indicadores más adecuados para cada tipo de destino turístico, es decir, qué variables deben considerarse en cada territorio según su tipología (ambiental, social, económica y turística). Para comprobar la utilidad y empleabilidad del IS, se ha aplicado en el Algarve (Portugal). En esta región se analizaron tres destinos: Albufeira, Faro y Lagos, los tres buenos ejemplos del conocido modelo de turismo de sol y playa.

Metodología

El IS es el resultado de un sistema de indicadores. Para llegar al resultado final se ha utilizado un cálculo multicriterio en el que se han incluido las variables más importantes que se ajustan a la realidad territorial analizada, a partir de un análisis exhaustivo de más de dos mil indicadores propuestos por diversos estudios científicos y organismos internacionales como la OMC. Los resultados de este análisis se han ponderado según la opinión de la población. Se ha realizado una encuesta de más de 1.800 cuestionarios en destinos turísticos con alta estacionalidad y dependencia del turismo en el Algarve – Portugal. Por último, el IS se ha alineado con los Objetivos de Desarrollo Sostenible.

Resultados

Se definió el nivel de sostenibilidad y el nivel de preocupación social respecto a la actividad turística. En el Algarve, el turismo está transformando el paisaje y la economía local, y la masificación se percibe como una actividad económica que afecta negativamente a la sostenibilidad. La preocupación de la población residente por los impactos del turismo ha servido para identificar las estrategias prioritarias para mejorar el nivel de sostenibilidad de los destinos. Los tres territorios analizados presentan problemas diferentes y, por tanto, requieren estrategias de actuación distintas, principalmente de carácter público local. El resultado final indica el nivel de sostenibilidad del destino, lo que permite generar acciones específicas de mejora a corto, medio y largo plazo.

Implicaciones practices

Los resultados permitieron desarrollar líneas de actuación dirigidas a mejorar la gestión sostenible de cada destino turístico analizado. Involucrar a la población local permite que los residentes del destino formen parte de las políticas turísticas, asumiendo una estrategia ascendente. Esta investigación aporta respuestas a los destinos que buscan implementar un turismo sostenible, ofreciendo a los gestores del sector turístico herramientas para una correcta toma de decisiones.

Originalidad/valor

Abstract

Purpose

It is claimed that port supply chain integration (PSCI), thanks to its attributes, holds a potential to trigger a port to strategically sustain performance- and competitiveness-measures through strengthening and/or reinforcing an array of port sustainability aspects. This paper aims to empirically investigate the existent influence of PSCI on economic and environmental pillars of port sustainability.

Design/methodology/approach

Based on a resource-based view, this paper hypothesises that PSCI has a certain impact on port “economic” sustainability (PECS) and port “environmental” sustainability (PENS). Measures of PSCI, PECS and PENS are refined and validated using data collected from the maritime logistics industry in Egypt, and structural equation modelling is employed to test the hypothetical relationships.

Findings

The results indicate that a port having adopted an integrative strategy into supply chains could enhance its cost and operational efficiency, financial and investment situation, while offering high-quality services to its customers. Similarly, PSCI is emphatically correlated with water and air pollution management, energy efficiency and green port management practices.

Research limitations/implications

Having identified the acute potential of PSCI for sustainable development in maritime logistics and supply chains, this line of research allows port operators and/or authorities to better understand strategic options with which they are able to improve their sustainability practices. This paper is, however, limited only to two dimensions of sustainability by not exploring the “social” aspect of port sustainability due to data-related issues.

Originality/value

This line of research could be regarded as an extended application from other industrial sectors to the port industry in a way to empirically examine the inclusive relationship of PSCI with economic and environmental parameters. The findings from this research make a due contribution to the field of port sustainability in general and Egyptian ports in particular.

Abstract

Purpose

This study aims to analyse how and to what extent stakeholder interaction for sustainability is implemented in organisations and the linkages to the overarching interaction efforts.

Design/methodology/approach

This study was conducted in the context of seaports. To examine interaction activities with stakeholders for sustainability and how they are implemented, the study uses content analysis of sustainability reports.

Findings

The results show that the majority of ports recognise the importance of stakeholder interaction to create value and guide organisational sustainability; however, it is implemented to varying levels and degrees, which affects the form and extent of the overarching interaction efforts. The paper proposes four categories of implementing stakeholder interaction, showing the linkages to the number of stakeholder groups involved, sustainability dimensions covered and interaction approaches used.

Originality/value

This paper contributes to sustainability, stakeholder and management literature by highlighting different levels of implementation of stakeholder interaction for sustainability and its linkages to overarching efforts that may affect the sustainable development of an organisation. The results of this study provide a better understanding of stakeholder interaction within organisational sustainability approaches and implementation in sustainability-oriented business models. As organisations seek to increase their sustainability performance, these insights may be useful for both academia and practice.

Abstract

Purpose

This paper presents a sustainability assessment model to holistically guide sustainable construction and green retrofitting of affordable housing from the Ghanaian perspective.

Design/methodology/approach

A comprehensive review was carried out, which yielded 16 sustainability indicators. Then, a questionnaire survey was conducted among respondents in the Ghanaian housing sector. Forty-seven valid responses were received and analysed using fuzzy synthetic evaluation (FSE) technique.

Findings

A four-index model was developed that includes: Housing and Transportation (H + T) index, household-satisfaction index, efficient stakeholder-management index and quality-related index. These indices account for 25.3%, 26.3%, 23.6% and 24.9% of sustainability attainment in affordable housing, respectively. Accordingly, household-satisfaction has the greatest contribution to sustainability attainment in affordable housing.

Research limitations/implications

Due to challenges in obtaining responses to the questionnaire, the study was conducted with relatively small number of responses.

Originality/value

The model serves as a tool that could be used to objectively and comprehensively assess sustainability performance in affordable housing. Besides, it could be used as a baseline to calibrate future projects and for benchmarking success levels of comparable housing projects. Finally, the estimated indices are applicable in decision making for optimum resource allocation for sustainable low-cost housing in the Ghanaian perspective.

Abstract

Purpose

The aim of this paper is to propose a methodology based on the use of a simple and accessible database, such as Corine Land Cover (CLC), for providing an in depth evaluation of environmental sustainability. This evaluation has been carried out through the analysis of factors such as landscape and habitat composition, the level of biodiversity, the degree of anthropisation and soil sealing and the arable land availability.

Design/methodology/approach

Starting from the analysis of some of the existing approaches for the evaluation of environmental sustainability, this paper presents a GIS approach, based on the use of the Corine Land Cover (CLC), and other sources of geographical data, aimed at producing several thematic Environmental Sustainability Indicators, and one synthetic index.

Findings

The proposed methodology was found to enable a satisfactory assessment of the environmental state, at territorial scale, starting from an easy accessible land use data set. The adopted approach is tailored by the CLC, but can easily be adapted to other land cover/land use classification systems. The applications presented in this paper have been applied to a relatively small area, and other tests should be performed across Europe for a better evaluation of the methodology. However, the results obtained from the Emilia‐Romagna case study, showed a realistic and coherent picture of the environmental status in the area. Similarly to other successful sustainability indexes and/or indicators, the main advantage of the LUSI is the possibility of synthesizing, as a single value, the environmental sustainability of a given territory.

Originality/value

The application of the proposed methodology relies essentially on land use data and can be easily executed in batch mode, using simple models or script in a GIS environment. Contrary to other environmental sustainability indicators, where the land use data are only a sub‐set of the data required, LUSI core data set is represented by the Corine Land Cover, or other equivalent geographical database.

Abstract

Recently many European countries have incurred crises in public finance despite the fact that EU institutions have pushed the national governments toward the sustainability of public finance with compulsory and voluntary rules regarding fiscal governance. This paper investigates the relations between the quality of fiscal governance and the financial virtuosity of national fiscal policy. We proposed a general framework for analyzing the fiscal governance issue and we empirically tested the correlation between the dimensions of fiscal governance and the budgetary performance of EU countries. The results showed a positive correlation between the quality of fiscal governance in the EU countries and financial surplus in the period concerned. However further investigations are needed and an effort should be made to collect uniform data on fiscal governance in the European Union.

Abstract

Purpose

The purpose of this paper is to bring together an overview of the basic definitions and functions that indicators and indices have in sustainability and environmental debates. Indicators and indices are widely and increasingly used within environmental and sustainability debates; they provide “evidence” to demonstrate policy effects; they are used for communication of state and condition and to benchmark performance. However, the statistical basis of many indicators and indices is not well defined; so in one sense, they are simple arithmetic rather than inferential tools. This special issue opens up further debate around the creation and utility of indicators and indices and discusses some of the research challenges, including a sound statistical and inferential framework for indicator development.

Design/methodology/approach

This short paper brings together an overview of the basic definitions and functions that indicators and indices have in sustainability and environmental debates.

Findings

The paper summarises very broadly the rationale for and construction of indicators and indices. It also highlights areas where further work is required to ensure that the indicators are not simply arithmetic summaries but are generalisable.

Originality/value

This paper and the papers of this issue seek to enhance the debate concerning the development of reliable and robust indicators.

Abstract

Purpose

Sustainable construction re-engineers the conventional project lifecycle to integrate sustainability solutions. The additional sustainability requirements introduce new layers of complexity, challenges and risks that if unaddressed, can derail the gains in sustainable construction projects. This study developed a multidimensional risk assessment model for sustainable construction projects in the United Arab Emirates (UAE).

Design/methodology/approach

The research activities a comprised comprehensive literature review to shortlist relevant risks, an analysis of the probability – impact rating of the shortlisted risks – and the development of a risk assessment model for SC projects in the UAE. The model is developed based on the multicriteria framework and mathematical formulation of the fuzzy synthetic evaluation approach.

Findings

The developed model quantified the overall risk level in sustainable construction projects to be 3.71 on a 5-point Likert scale, indicating that investment in SC projects in the UAE is risky and should be carefully managed. The developed model further revealed that each of the risk groups, comprising management (3.82), technical (3.78), stakeholder (3.68), regulatory (3.66), material (3.53) and economic risks (3.502), presents a significant threat to realizing outcomes typical of SC projects.

Originality/value

This study developed a multidimensional risk assessment model capable of objectively quantifying the overall risk level and provides decision support to project teams to improve risk management in sustainable construction projects.

Abstract

Purpose

The purpose of this paper is to identify the key facilitating factors for smart sustainable practices (SSP) and develop a project evaluation model (PEM) for SSP implementation in Nigeria and Hong Kong. SSP is coined from the integration of digital technologies such as Building Information Modelling (BIM) to facilitate sustainability practices.

Design/methodology/approach

The study employed a quantitative research design approach using empirical questionnaire surveys to solicit the opinions of 69 and 97 construction practitioners in Nigeria and Hong Kong. Purposive and snowball sampling techniques were used to identify the potential survey respondents. The fuzzy synthetic evaluation technique was used to develop the PEMs.

Findings

The findings revealed that adequate technical expertise of the SSP processes is critical in enhancing its implementation in Hong Kong and Nigeria; as well as the provision of training programs for specialists in smart and sustainable initiatives. Meanwhile, the study's findings advocated that for an SSP-enabled construction project, its project performance is mainly influenced by the client's satisfaction level and the early involvement of the project teams.

Research limitations/implications

The study's results are limited to the Nigeria and Hong Kong construction industries.

Practical implications

Construction stakeholders such as the clients, developers, contractors can utilize the PEMs to determine and track SSP initiatives implementation in building projects in a reliable and practical way.

Originality/value

No tool has been developed for evaluating SSP initiatives at the project level in the construction industry. Using case studies of Hong Kong and Nigeria, PEM indices were developed to measure and track SSP implementation in construction projects.

Purpose

Green supplier selection is one of the crucial activities in green supply chain management. However, limited studies have addressed the vagueness and complexities during the selection process, particularly in multi-criterion decision-making (MCDM) circumstances. Hence, the purpose of this paper is to develop a group decision model using a modified fuzzy MCDM approach for green supplier selection under a complex situation.

Design/methodology/approach

The proposed study develops a framework for sorting decisions in green supplier selection by using the hesitant fuzzy qualitative flexible multiple attributes method (QUALIFLEX). The synthetic consistent or inconsistent indexes were used to calculate all alternative suppliers by normalizing the hesitant fuzzy decision matrix.

Findings

The proposed framework has been successfully applied and illustrated in the case example of CB02 contract section in Hong Kong–Zhuhai–Macau Bridge project. The results show various complicated decision-making scenarios can be addressed through the proposed approach. The synthetic (in)consistent indexes are able to calculate all alternative suppliers by normalizing the hesitant fuzzy decision matrix.

Originality/value

The research contributes to improving accuracy and reliability decision-making processes for green supplier selection, especially under vagueness and complex situations in megaprojects.
