Abstract
Purpose
This study aimed to analyze the strategies and challenges related to technology transfer (TT) in technology transfer offices (TTOs), specifically regarding actions to offer technologies in their portfolios.
Design/methodology/approach
The qualitative research used a multiple case study based on interviews with TTO managers from seven Brazilian public Science and Technology Institutions (STIs): University of São Paulo (USP), State University of Campinas (UNICAMP), Paulista State University (UNESP), Federal University of Minas Gerais (UFMG), Federal University of Paraná (UFPR), Federal Technological University of Paraná (UTFPR) and Oswaldo Cruz Foundation (FIOCRUZ).
Findings
STIs that invest more resources in their portfolio’s active offering and marketing are more successful in TT than STIs with a passive strategy. Although this active strategy has grown in importance, there is a disparity among Brazilian TTOs as some are still passive in commercializing their intellectual property. This research also highlights the need for clear policies to overcome obstacles related to legal uncertainty for researchers who wish to undertake projects as entrepreneurs using the intellectual property of STIs.
Research limitations/implications
The results of this study cannot be generalized since its conclusions are limited to the studied institutions. However, the outcomes indicate some interesting matters for managers of STIs, public policymakers and TT researchers.
Originality/value
Literature on marketing and innovation related to TT between research institutions and companies in developing countries is still limited. Thus, this research contributes to generating knowledge in the field and improving TTOs.

Abstract
Purpose
This study aims to evaluate the dementia assessment and diagnosis care provided to adults with intellectual disability. The authors selected recommendations from the National Institute for Health and Care Excellence (NICE) standards which could be evidenced in clinical notes and aimed to identify characteristics which may be associated with improved adherence to these recommendations.
Design/methodology/approach
The study population was adults with an intellectual disability who were diagnosed with dementia between January 2019 and December 2022 by a UK-based intellectual disability service. Data to demonstrate adherence to selected recommendations and demographic and clinical characteristics were extracted from electronic patient records.
Findings
The authors identified 41 individuals. A mean of six of the eight recommendations were adhered to. There was low adherence with structural imaging to support dementia subtype diagnosis (9 individuals, 22%). This may be linked with the low percentage of people diagnosed with vascular dementia (1 individual, 2%) despite a national figure of 20%. No demographic or clinical characteristics were associated with level of adherence recorded. The authors found incomplete recording of diagnostic clinical coding in electronic patient records. This may disadvantage this population, as they cannot be readily identified for post diagnostic support or resource allocation.
Originality/value
To the best of the authors’ knowledge, this is the first study to examine adherence to these NICE guidelines in this population.

Abstract
Purpose
The purpose of this study is to investigate the current research data management practices among researchers in Ghana and their impact on data reuse and collaborative research. The study aims to identify the methods used by researchers to store and preserve their research data, as well as to determine the extent to which researchers share their data with others.
Design/methodology/approach
The study uses a mixed-method research strategy to blend qualitative and quantitative data and is conducted at two public and two private universities in Ghana.
Findings
The study revealed that researchers in Ghana currently store and preserve their research data using personal devices, such as laptops, CDs and external flash drives, rather than keeping the data in university data repositories. They also do not share their research data with others, which negatively affects collaborative research. The current practice of storing data on personal devices and not sharing data with others hinders collaborative research. The study recommends that universities in Ghana revise their research policy documents to address RDM-related issues such as data storage, data preservation, data sharing and data reuse.
Research limitations/implications
The study was conducted at two public and two private universities in Ghana, but the findings were placed in a wider context through appropriate references.
Practical implications
This study emphasises the need for sound research data management procedures to support research collaboration and data reuse in Ghana. Universities should provide incentives to academics to disclose their data to encourage data sharing and collaboration.
Social implications
The government and management of universities should consciously invest in the needed technologies and equipment to implement research data management in their universities.
Originality/value
This study looks at how researchers in Ghana manage their research data and how it affects data reuse and collaborative research.

Abstract
Purpose
As in the private sector, public organizational information systems (IS) development is commonly carried out through projects. One of the alternatives followed by governmental organizations to perform their projects is outsourcing (by hiring other public institutions that have expertise in the IS area of the projects to be developed). However, limited research has been conducted on project success regarding these government-to-government (G2G) contexts. Since achieving success is crucial for public management, this paper proposes a model for Success Management of IS projects in G2G context.
Design/methodology/approach
The research method was design science research (DSR). In the evaluation step of the DSR, IS projects in a G2G environment were the object of case studies.
Findings
This work presents in detail how Success Management activities can be integrated into the processes and process groups of the Project Management Institute's project management guide. The authors also suggest tools and techniques to be used in each Success Management activity.
Practical implications
Managing success, particularly addressing success criteria and success factors, can help managers focus their efforts on what will really impact the success of a project. In the context of IS projects in G2G contexts, this contributes to decreasing waste and increasing the chances of providing better services to citizens.
Originality/value
This work contributes to theory by providing a new model for IS G2G projects that integrates Success Management and project management processes.

Abstract
Purpose
The purpose of this study is to assess the awareness and preparedness level of the chief librarians (CLs) of the universities of Punjab and the Federal area in Pakistan concerning censorship. The study also aims to identify the preferred sources the respondents use to update their knowledge about censorship.
Design/methodology/approach
The research work is based on the survey method. A questionnaire was used to collect data from the CLs of 105 universities. The collected data was analysed descriptively.
Findings
The major findings of the study are that there is a dire need to improve the awareness level of the university library CLs regarding censorship. It was also found that a majority of the CLs do have not any formal written policy to handle censorship issues. However, religion was the main cause of censorship in a majority of cases. The study also indicated that social media was the most preferred source CLs use to update their knowledge.
Research limitations/implications
The current study covers only the CLs of universities of Punjab and the Federal area. Therefore, its findings cannot be generalized to all the library professionals of Pakistan.
Practical implications
The study will help to understand the awareness level of CLs about censorship-related issues and provide an opportunity for university authorities to arrange training programs for the CLs to enhance their capabilities to deal with censorship issues.
Originality/value
The study will provide awareness and preparedness status of CLs regarding censorship issues.

Abstract
Purpose
Due to the financial disturbances created by the COVID-19 pandemic and the burden on the government exchequer, it is expected to see a rise in the knowledge base of the research corpus so far as the government's fiscal sustainability is concerned. Therefore, the present research examines a systematic quantitative analysis of public debt sustainability research by applying a bibliometric approach. Research also analyzes journals, institutions, countries and authors contributing to public debt sustainability.
Design/methodology/approach
This paper scrutinizes the published scientific research on public debt sustainability based on the dataset of 535 articles from 1991 to 2021 obtained from the Scopus database. Biblioshiny (R-based application) and VoSviewer software were used to perform bibliometric analysis through Performance analysis and science mapping techniques. The authors combined co-citation analysis (CCA), bibliometric analysis, keyword co-occurrence analysis (KCA) and a conceptual thematic map of the most cited articles to find the intellectual structure.
Findings
The research identified three dominating clusters, e.g. fiscal sustainability and policy rules, empirical sustainability testing and debt and growth dynamics. Another finding was that most articles were analytical and empirical and few descriptive articles were found. Owing to the empirical nature of the domain, the issues concerning public debt sustainability have continued to change over the past decades for different economies, reflecting the complexity and diversity of economic structures of different economies at different times.
Originality/value
The insight of this article provides academicians and researchers with a more refined comprehension of the conceptual and intellectual structure of the research corpus. The present research complements the existing literature review studies by pushing the research towards emerging or less developed issues such as financial and debt crises.

Abstract
Purpose
The present research aims to understand the performance disclosure levels provided by Italian healthcare organisations (HCOs). The authors conducted this study to assess the transparency of HCOs' performance reporting processes by examining the amount and the type of information disclosed in Annual Performance Reports (APRs).
Design/methodology/approach
The present study uses a qualitative research methodology based on manual content analysis. The APRs of a sample of 171 Italian public HCOs were analysed.
Findings
Results evidence that the APRs provide a sufficient level of disclosure of performance information, putting high attention on the epidemiological conditions; however, the APRs do not present a strong information function for stakeholders' decision-making purposes. The Italian HCOs APRs are not easily understandable because the APRs are not very concise and present information mainly in discursive terms with limited graphic support.
Originality/value
To the best of the authors' knowledge, this is the first research investigating both the extent and type of performance information reported by Italian HCOs in the APRs, considering the particular contextual conditions caused by the most significant challenge the healthcare (HC) sector has faced in recent years: the epidemiological crisis of the coronavirus disease 2019 (COVID-19). The study also explores whether APRs are currently used by HCOs as a merely regulatory requirement or as an information tool for accountability and decision-making purposes.

Abstract
Purpose
This study aims to investigate the facilitating conditions (FCs) and how these FC affect institutional repository (IR) sustainability practices in public universities in Nigeria.
Design/methodology/approach
A survey research design was adopted in this study. The study population comprised 542 librarians from public universities that have IRs across Nigeria. A sample size of 230 librarians was determined using Taro Yamane’s formula. A multi-stage sampling technique was used to select the respondents in three stages, which were purposive, stratified and purposive sampling. A structured, validated questionnaire was used for data collection. Data were analyzed using descriptive and inferential (simple and multiple regression) statistics at a 5% level of significance.
Findings
The result revealed that the availability of FCs (ßeta = 0.459, t(211) = 7.719, p = 0.000) has a positive and significant influence on IR sustainability in public university libraries in Nigeria. The F-test (1, 223) value of 59.582 shows that there is sufficient evidence to substantiate the model’s usefulness in explaining IR sustainability. The R2 (0.211) indicates that 21.1% of the variation in IR sustainability is explained by the availability of FCs in public university libraries in Nigeria. The finding suggests that the availability of FCs is a vital predictor of IR sustainability in public university libraries in Nigeria. The result also depicts that out of the eight parameters that measure the availability of FCs, it was current awareness of IR that had a positive and significant influence on IR sustainability.
Originality/value
This study concluded that ICT skills and FCs are contributory factors to IR sustainability practices by librarians in public university libraries in Nigeria. It was recommended that university administrators formulate policies that promote the sustainability of IR and provide adequate funds to support IR sustainability. Furthermore, the library management in public university libraries in Nigeria should drive content recruitment and create awareness of the IRs among students and faculty to ensure continued use.

Abstract
Purpose
This study investigates the effect of intellectual capital (IC) and its components on the technical efficiency of Indian commercial banks after controlling the influence of bank-specific and macroeconomic variables.
Design/methodology/approach
The study selects a sample of 37 listed Indian commercial banks from 2005 to 2019 and uses the two-step data envelopment analysis (DEA) approach. Banks' technical efficiency scores are first estimated, while the relationship between IC and technical efficiency is examined in the second stage using the panel data Tobit model.
Findings
This study's findings suggest a fluctuating trend in the technical efficiency of Indian banks. Notably, from 2015 onwards, a declining technical efficiency trend is observed for all banks. However, private-sector banks outperform public-sector banks in terms of technical efficiency. This study's regression analysis indicates a positive relationship between IC and banks' technical efficiency scores. Further, by decomposing IC into its components like human capital, structural capital and capital employed, the study's findings show that human capital and structural capital enhance banks' technical efficiency. Notably, capital employed reduces technical efficiency. Moreover, bank size, diversification, capitalization, net interest margin and the country's growth rate significantly drive Indian banks' efficiency. In contrast, their operating cost ratio and the country's inflation negatively influence the same.
Originality/value
This study makes a novel endeavor to examine the IC and bank's technical efficiency nexus in the Indian context, encompassing a period of landmark banking reforms.

Purpose
Joint research is pointed out by the literature as a potentially virtuous cooperation scheme to generate learning in the public sphere and beneficial effects in society. The purpose of this study, based on the Argentine experience in the COVID-19 pandemic, is to analyze the network of capacities, relationships and effects generated, over time, by a series of projects financed by the State in 2010, to clarify the link between learning effects and social effects.
Design/methodology/approach
A qualitative methodology focused on the multiple case study method was used. Each case covers joint R&D projects financed 10 years ago by the state that subsequently led to different solutions for COVID-19.
Findings
The work identifies a public learning process that integrates both industry’s contributions and the intellectual dimension of economic benefits and their translation into specific capabilities; conceptualizes the capacities accumulation process as a multiplier of social effects (direct and indirect) that emerge as knowledge is reused; identifies the articulation between different schemes as a condition for learning effects and social effects to manifest over time.
Originality/value
An aspect not studied in the literature is addressed, the relationship between the learning process induced by joint research, in terms of capabilities, and the social effects specifically generated over time. This is taking place in a context, such as the COVID-19 pandemic, where calls from the scientific and academic community to promote science–industry cooperation are multiplying.
