Abstract

Purpose

This study investigates the role of “soft” factors of total quality management – in terms of empowerment and engagement of employees – in facilitating or hindering organizational performance of the university technology transfer offices.

Design/methodology/approach

The authors developed an Ordinary Least Squares (OLS), multiple regression model to test if empowerment and engagement affect organizational performance of the university technology transfer offices.

Findings

The authors found that “soft” factors of total quality management – in terms of empowerment and engagement – facilitate the improvement of organizational performance in university technology transfer offices.

Practical implications

The authors’ analysis shows that soft total quality management practices create the conditions for improving organizational performance. This study provides practical implications by showing that, in the evaluation of the technology transfer office, not only the “hard” variables (e.g. number of employees and employee experience) but also the “soft” one (e.g. empowerment and engagement) matter. Therefore, university technology transfer managers or university technology transfer delegates should take actions to promote not only empowering employees but also create a climate conducive to employees' engagement in the university technology transfer offices.

Originality/value

With regards to the differences in organizational performances of university technology transfer offices, several studies have focused their attention on technology transfer professionals in technology transfer offices, but only a few of them have examined the “soft side” of total quality management. Thus, this study examines the organizational goals of technology transfer offices through “soft” factors of total quality management in terms of empowerment and engagement employees.

Abstract

Purpose

The purpose of this paper is to examine how important technology transfer offices (TTOs) – which in Portuguese are called “industrial property support offices” or GAPIs – are in terms of fostering patent applications and technology transfer in countries characterized by low performance records in these activities.

Design/methodology/approach

Among the existing 23 Portuguese GAPIs, only eight agreed to provide answers to a semi-structured questionnaire survey. Content analysis was performed on the data collected using NVivo software.

Findings

The results show that GAPIs play an important role in the innovation life-cycle, speeding up the transfer of knowledge and technology to society. The regulation of intellectual property (IP) ownership and royalty sharing with inventors was identified as a major result, strengthening entrepreneurial universities’ role. In addition, after the GAPIs were created, networks were formed that facilitate the sharing of knowledge and experience and promote the development of further collaborative partnerships.

Practical implications

This study’s results offer new insights into how GAPIs contribute to socio-economic growth by fostering more entrepreneurial universities and increasing the transfer of technology to society. In addition, these offices promote the creation of networks between GAPIs, enabling them to leverage universities’ potential for participation in socio-economic development.

Originality/value

No previous research has focused on GAPIs/TTOs’ point of view regarding policies that enhance IP and technology/knowledge transfer.

Abstract

Purpose

Successful knowledge and technology transfer (KTT) is necessary to ensure the competitiveness and growth of national innovation systems. In this regard, technology transfer offices (TTOs) are becoming indispensable in their capacity as intermediaries between science, policy, industry, and the public. The purpose of this paper is to examine the strategies and operations of particularly productive transfer offices in five different countries in order to account for the high levels of transfer activity.

Design/methodology/approach

To this end, the authors interviewed 34 senior KTT managers in these offices. The collected protocols were analysed in three phases. First, the authors extracted and organised the key characteristics of the transfer practices by applying rigorous method of open-end, qualitative content analysis. The authors then enhanced the thus gathered descriptive statistics and ultimately developed a transfer office typology by building on the concept of attribute space.

Findings

The analysis suggests two ideal types of transfer offices, distinguishable in terms of their intertwined characteristics such as their goals, practices, sources of income, and positions within their associated organisations. While the primarily state-funded common good type would seek benefits to the public, the self-financed entrepreneurial type would pursue commercial success. The former would therefore create opportunities for disseminating knowledge and strengthening the local innovation ecosystem, while the latter would scout for promising ideas and cultivate relationships with industry.

Originality/value

The goal was to uncover the individual characteristics of the offices under study, and the relationships between these characteristics, that can help explain these offices’ exceptional productivity. This study is the first to propose a TTO typology, which can support interorganisational and international transfer collaboration. The findings provide empirical evidence for the theoretical Quadruple Helix model of the innovation system and have implications for research and practice.

Abstract

Purpose

This paper aims to examine the degree to which individual technology transfer officers' heuristics and biases, as well as peer technology transfer institutions' practices, influence the technology commercialization decision‐making process.

Design/methodology/approach

A qualitative method was used to gather data from technology transfer officers (TTO) regarding how they make commercialization decisions. Responses were examined in the context of rational choice theory and institutional theory in an attempt to discern whether common decision‐making practices are shared among officers from different institutions.

Findings

The subjects shared relatively few common organizational and professional decision‐making practices. The sample was relatively evenly divided by TTO with an individual heuristic bias and those with a rational approach to decision making. Individual heuristics influenced all subjects to varying degrees.

Research limitations/implications

The TTO plays a central role in the technology commercialization process yet the paper found little evidence that professional practice and standards were integrated into decision‐making processes. Further research examining why this is the case, and examining if there is a relationship to outcome success, is warranted.

Practical implications

Managers need to better understand and monitor how decisions are made within individual offices. Technology transfer directors should conduct a process audit to determine the extent decision‐making processes are internally or externally defined, and then implement best practice where appropriate.

Originality/value

Very few studies examine how TTO make commercialization decisions, and fewer examine this phenomenon in the context of both a rational choice and institutional theory framework.

We used the preceding definition to introduce our original article on resources in technology transfer that appeared in the fall 1994 issue of this publication. The emphasis is on technology transfer as a process, a series of interconnected events along a spectrum, leading from the discovery of a technology with potential value conceived in one institution up through its ultimate use by another institution. Naturally the process is frequently not a smooth one. Obstacles arise at many points along the way. These include such problems as lack of funding (by either or both parties to the process), lack of a champion to promote the technology (again in either or both parties to the process), cultural barriers within organizations, including the “not invented here” syndrome, impatience on the part of management to see quick results when it may not be possible to produce them, and lack of good information upon which to base decisions about the discovery, acquisition, adaptation, and use of technology. Clearly the technology transfer process is often expensive, protracted, and difficult.

Purpose

The purpose of this paper is to explore the involvement of technology transfer officers in the development of university start‐ups from a psychological ownership perspective.

Design/methodology/approach

A three‐year qualitative study of three university start‐ups was conducted using a longitudinal, case study and theory building design, whereby the theoretical perspective of psychological ownership was linked to the data during the analysis stage.

Findings

When university start‐ups are running low on funds, technology transfer officers develop psychological ownership for the start‐up through the investment of the self and control routes (Pierce et al., 2001, 2003).

Originality/value

There is a paucity of empirical studies that examine psychological ownership in new venture creation. This study shows technology transfer officers develop psychological ownership for the university start‐up they are working with and contributes to both the psychological ownership and entrepreneurship literatures.

Abstract

With respect to university technology transfer, the purpose of this paper is to examine the literature focused on the relationship between university research faculty and technology transfer office staff. We attempt to provide greater understanding of how research faculty’s personal values and research universities’ organization values may differ and why. Faculty researchers and tech transfer office (TTO) staff are perceived to be virtuous agents. When both are meeting each other’s needs, a “love” relationship exists. However, when these needs are not met, a “hate” relationship exists that is replete with doubt and uncertainty. This doubt and uncertainty creates tension and subsequent conflicts. There are many accounts where faculty researchers have not followed university policies and expectations, often violating policy and ethical standards. Likewise, faculty report numerous examples of how TTO staff members’ negligence in servicing their attempts to be good institutional citizens have failed them. This paper explores this love/hate relationship and reveals numerous conflicts that call into question ethical concerns. It also provides a set of recommendations for reducing and potentially alleviating these concerns. Literature review. Results from a thorough review of the literature on the relationship between faculty and university TTOs reveals that perceived job insecurity is the primary reason that some research faculty members as well as some TTO staff, unethically violate their university policy to disclose invention disclosures and select to not provide full services, respectively. One way to alleviate the conflict between faculty’s personal values regarding their inventions and university’s organizational values is to enact measures that build trust and reduce insecurity among faculty members and TTO staff. In this paper, we not only examine this faculty/TTO staff ethical conflicts, but we offer a set of recommendations that we believe will reduce the likelihood of unethical behavior while encouraging greater institutional commitment and trust.

Abstract

Purpose

Universities concerned with third mission activities are engines that increase regional competitiveness since their primary role in the knowledge-based economy is to stimulate innovation by transferring new knowledge and technologies to industry and society. The purpose of this paper is to show how IC can be mobilized by university technology transfer offices (TTOs) due to the correlation between efficient university technology transfer and intellectual capital (IC), thus contributing to the third stage of IC research.

Design/methodology/approach

The application of the Maturity Model developed by Secundo et al. (2016) is expanded by collecting data from 18 universities in the European countries to illustrate how IC can be used as a strategy and solution to the barriers faced by TTOs.

Findings

TTOs with increased access to and utilization of IC tend to have higher maturity levels. This new application of the Maturity Model, proves that IC can be utilized to manage and improve the efficiency of TTOs.

Research limitations/implications

An indication of the level of access that TTOs have to university IC is given leading to recommendations to improve university technology transfer. Future research should include a wider sample of universities to increase the validation of the Maturity Model and to prove it as a suitable and strategic approach for IC management at TTOs.

Practical implications

Knowing which IC components are essential for the efficiency of TTOs, and which IC needs greater utilization, will provide insights into policy and practical interventions to improve their efficiency, resulting in increasing universities’ competitiveness.

Originality/value

A new approach and perspective on utilizing IC to improve university technology transfer to contribute to the third stage of IC research calling for more practice-oriented research.

Learning outcomes:

The paper aims to understand the process of transfer of agricultural technology, which comprises incubation of the technology business, valuation, evaluation, licensing and commercialization, to examine various dimensions of the process of technology transfer and the effectiveness of transfer object use criteria, to explore ways of sustaining incubation and commercialization through an autonomous unit responsible for technology transfer, to peruse the role of agribusiness incubators in creating an effective agri-entrepreneurship eco-system and to study the factors that promote or inhibit the sustainability of business incubators in an academic or research institution setting.

Case overview/synopsis:

An innovative technology for production of liquid bio-fertilizers was developed and nurtured to market levels by Anand Agricultural University (AAU), a State Agricultural University in Gujarat. The technology for production of liquid bio-fertilizers, developed during 2009-2010 to 2013-2014 was licensed to some of the state public and private sector undertakings under the World Bank-financed National Agricultural Innovation Project (NAIP) implemented through Indian Council of Agricultural Research (ICAR). For commercializing the technologies from the University, a Business Planning and Development (BPD) Unit was set up at AAU along the lines of a technology transfer office, under the aegis of NAIP during later part of 2009. The NAIP funding from World Bank for BPD Units ceased in June 2014 with closure of the project. With funding no more available, Rajababu V. Vyas, a research scientist at the Microbiology and Bio-fertilizer Department of the University and Head of the BPD Unit, had serious concerns about the BPD unit’s sustainability, as well as sustaining the process of technology transfer from the University.

Complexity academic level:

Anand Agricultural University (AAU), a state-run university in Gujarat, developed and incubated a technology to produce liquid biofertilizer, licensed the technology and marketed its product through a few state-run and private fertilizer firms. The technology was developed between 2009/2010 and 2013/2014 as part of the National Agricultural Innovation Project of the Indian Council of Agricultural Research with funds from the World Bank. A unit to incubate agri-businesses, referred to as Business Planning and Development Unit (BPDU), was set up in late 2009 to expedite the process of technology transfer from AAU to agribusiness firms. Rajababu V. Vyas, a research scientist at the Microbiology and Bio-fertilizer Department of the university, was concerned about the unit’s sustainability, because funding from the World Bank had ceased from June 2014, and wondered how to sustain the transfer of technology from the laboratory to the field in the light of the data available to him.

Abstract

University–industry technology transfer is growing at a rapid rate in China, involving both multinational and domestic companies. This chapter describes unique characteristics of Chinese National Technology Transfer Centers (NTTCs) and examines whether they can function as an effective policy instrument in promoting the commercialization of university research findings. Our qualitative and quantitative study finds that NTTCs are not by themselves an effective policy tool in accelerating the commercialization of university inventions. We found that universities without NTTCs can achieve the same or even greater success than those with NTTCs. We suggest that Chinese universities should mimic the Western approach by providing an attractive reward system and autonomy to technology management programs that stimulate their efforts in marketing patented technology.
