Abstract
This paper investigates the effect of reducing inequality in household education, health and access to credit on pro-poor growth in Cameroon using the 2001 and 2007 Cameroon household consumption surveys. Results indicate that education and access to credit registered relative pro-poor growth driven by a fall in inequality. However, health failed to record pro-poor growth due to an increase in health-inequality at the bottom of the welfare distribution. In addition, equalizing education, health and access to credit among households, would increase average growth in household spending and pro-poor growth.

Abstract
Cameroon’s contemporary legislative and institutional frameworks for disaster risk management (DRM) encapsulate the concept of Civil Protection (CP). Diverse disaster risk profile and high incidence/frequency of co-occurring natural and human-induced hazards are intimately linked to increasing vulnerability and fragile economy, transforming hazards into emergencies, crises and disasters, with dire livelihood consequences. To curb growing disaster risks, the Cameroon government instituted basic legislative and institutional frameworks for DRM, through top-down hierarchical, and ex post decision-making processes. Existing frameworks combine multi-hazard, multi-stakeholder and multidisciplinary/agency approaches. Inertia, limited foresight and proactiveness, innovation capacity and limited stakeholder involvement have rendered DRM ineffective. Existing DRM instruments are vague and not explicit. DRM lags behind a rapidly evolving disaster risk profile, and implementation is scattered across ministries/agencies, rendering cross-sectoral cooperation and coordination difficult. Although Cameroon is a signatory to many international disaster risk reduction (DRR)/DRM frameworks, and frequently participates in international DRR/DRM events, implementation of international agreements leaves much to be desired. The Directorate of Civil Protection – Cameroon’s sole legislative DRM institution is marred by bureaucracy, centralisation and insufficient power to perform. There is an urgent need to overhaul existing legislation and institutional frameworks for effective DRM in Cameroon.

Abstract
Inequality is an essential factor for the alleviation of poverty. In Cameroon, most of the households derive their livelihoods from non-wage income and a better understanding of how different variables affect income inequality is a way to reduce those inequalities and improve social welfare. Studies carried out so far barely make out the determinants among non-wage earners. This study sets out to identify these determinants, using the regression-based decomposition technique and data obtained from the 2005 Employment and Informal Sector Survey (EISS) undertaken by the National Statistic Institute (INS) in Cameroon. Results show that the total inequality of an hourly active income ensues from the ratio of age/experience and unobserved individual heterogeneity among non-wage earners.

Abstract
This chapter presents a case of the adoption of the Bologna Process (BP) outside the boundaries of the European Higher Education Area (EHEA) – in Cameroon. The adoption of the BP lines of action has triggered higher education (HE) reforms in Cameroon including reforms to enhance graduate employability. In Cameroon, graduate employability is promoted through ‘professionalisation’ of degree programmes – which seeks to prepare students with employment-ready skills and competences capable of adapting to the fast and highly competitive global economy either as job seekers or job creators. With the use of policy documents, existing literature and interviews with policymakers and university officials, this chapter examines the framing of employability from the perspective of social justice and neoliberal discourses. The analysis highlights the idea that while the overall goal is to promote social justice by enhancing the employability skills of all graduates to gain employment through a diverse set of employability pathways, some of the pathways are dominated by neoliberal ideologists discussed in this chapter via mode of governance, commodifying training and commodifying access. The different focuses and operationalisation of social justice and neoliberalism reveal tension as social justice emphasises training for all while neoliberalism emphasises training only for those students with the purchasing power.

Abstract
Academic freedom is seen as the freedom of teachers, students, and academic institutions to pursue knowledge wherever it may lead, without undue or unreasonable interference (Nelson, 2010). This chapter looks at this concept of academic freedom and argues that the centralized system of education in Cameroon constitutes an abating factor for academic freedom. That is, emphasis is placed on the health of academic freedom noting that colonialism, politics, religion, undemocratic and corrupt government, as well as the control of social media and civil liberties play a significant part in stifling academic freedom. Information is drawn from the literature in the field, recent research, and current events in the country. This chapter describes the challenges and variables at work that have led to the decline of academic freedom in the country, revealing the fact that educators who carry out research, teach or communicate ideas or facts that are inconvenient to the parents, faith organizations, and the ruling political party find themselves likely to be fired from their jobs, targeted for public defamation, and even detained in maximum security jails. It further points out that academic freedom is important to the development of a country and a country which does not allow freedom risks promoting bad, irrational, and toxic ideas (Sayer, 2017). Since the right to academic freedom is under attack, there is a danger of stifling original, beneficial, and innovative ideas from researchers, and Cameroon misses out on the benefits of the academic freedom.

Abstract
Purpose
The chapter looks for the conditions of a contribution of microcredit to poverty alleviation.
Methodology/approach
It uses socioeconomical hypotheses for defining a direct and fast positive effect of microcredit on the income of the poorest. The contribution raises ten issues or conditions at a micro, meso and macro level.
Findings
It is not often that these ten conditions are all completely met. So, the impact of microcredit is generally low as regards the alleviation of poverty. The problems to achieve them are linked to the specificities of the clients and of the prevailing institutions in various sub-Saharan Africa countries.
Originality/value
The chapter clearly identifies the limits of microcredit and their reasons.

Abstract
Increasing evidence from high-income countries has revealed the positive impacts of creative entrepreneurship on the local economy, and these have attracted substantial attention in recent years. Creative industries are considered as the seedbeds for innovation; they are highly innovative and productive and are seen as drivers of economic development and social change. Creative industries are distinctive in that they have several transaction networks and income streams. Although creative industries are generating increasing interest in the minds of researchers and policy-makers in developed countries, the institutional and economic settings in Cameroon and other developing nations may not be so conducive to creative industries. The available evidence is insufficient to understand their performance and sustainability, let alone to estimate their contribution to the rest of the economy. This chapter demonstrates how the creative industries could contribute to the economic and social development of a nation. The chapter further explores the current situation of creative industries in Cameroon, with a focus on the artists of popular and folk music, the challenges they are facing, and provides ways forward.

Abstract
Surging global natural disasters provide incentive for risk-reducing policies and strategies. In this light, the African Union (AU) engaged a multi-stakeholder policy formulation process between 2002 and 2006, to develop a continent-wide disaster risk reduction (DRR) strategy. Drawing from secondary data, this chapter assesses the process and applies qualitative analysis instruments to critically assess the AU’s disaster policy. Linkages to the 2005 international Hyogo Framework for Action (HFA) are also highlighted. The analysis reveals that Africa’s policy formulation process was belated for over a decade, with respect to international expectations. The formulation process was however largely African owned and led, culminating in a strategy document that reflected African contextual reality at the time, and aligned well with HFA fundamental goals. The applied multi-stakeholder approach enhanced a spirit of participation across levels and was central to the largely successful policy formulation process. However, targeted policy outcomes were not explicit, and poorly formulated indicators marred short- and long-term policy evaluation. Based on these results, we conclude that the African-wide DRR policy formulation processes were belated but participatory, systematic and very successful. Belated policy formulation reflects an initial inertia on the African continent, justified by past negative policy experiences and the desire to succeed. A replication of this policy formulation approach in Africa is recommended, albeit exercising more caution on policy timing, the elaboration of better monitoring and evaluation instruments and criteria. Participation should further embrace modern, risk-free (anti-COVID-19-friendly) information and communication technologies.
