Abstract

Purpose

This study examines whether open Wi-Fi systems in Austin, Texas, have much effect in expanding digital inclusion. These systems were hailed a decade ago as means to provide low-cost access to disadvantaged groups, but these claims were also met with some skepticism.

Methodology/approach

This study uses secondary data analysis of a survey conducted by the City of Austin to assess what groups in the city are using the Internet. It uses descriptive statistics to get a sense of who is using the systems and then logistic regression models to see which factors lead to use of open Wi-Fi.

Findings

The users of these systems may not have the resources to afford home broadband in many instances, but these systems are largely used by people with highly educated parents and comfort with computing. The Internet users are largely representative of Austin.

Practical implications

Simply offering Internet services via Wi-Fi is likely ineffective in expanding Internet use among disadvantaged populations.

Social implications

Organizations who are interested in expanding Internet access to disadvantaged communities may want to consider how issues of social support may or may not be addressed by a project.

Originality/value

This study attempts to apply Pierre Bourdieu’s concept of multiple forms of capital to a quantitative study using secondary data by constructing an index from existing survey items.

Abstract

COVID-19 has influenced the way we utilise the radio spectrum in terms of increasing data rates, the localisation of usage, and the transfer of traffic from urban to rural areas. Most regulators have shown sympathy towards operator requirements, stipulating a range of mitigation actions including allowing technology neutrality and temporary assignments. Internationally, the ITU-R suspended all physical meetings and launched a new global network resiliency platform named ‘REG4COVID’ to share experiences including those related to spectrum management.

It is argued in this chapter that the pandemic has supported the calls for additional unlicensed spectrum for Wi-Fi in the 6 GHz and accelerated the rollout of 5G. Moreover, despite of increasing use of streaming, it is quite difficult to assume that traditional linear TV will be replaced, at least in the near future for a variety of reasons. The pandemic has also raised the question as to whether an innovative assignment model could be used to assign the spectrum instead of auctions, and whether, in some countries where temporary assignments were made, frequencies are kept unutilised or reserved. Concerning international spectrum management, it is expected that WRC-23 will be held on time though there will be some implications for issues such as the regulatory time-limits for bringing into use satellite networks frequency assignments. Finally, it is argued that the pandemic has also demonstrated the importance of flexibility and agility in national spectrum management, and placed spectrum managers in a new position where they were forced to be proactive instead of their traditional reactive role.

Abstract

Purpose – What role did economic experiments play in creating value in the commercial market for wireless Internet access? Rosenberg (1992, p. 181) defines such experiments broadly, “to include experimentation with new forms of economic organization as well as the better-known historical experiments that have been responsible for new products and new manufacturing technologies.”

Design/methodology/approach – The chapter provides an overview of the experience of a number of firms, focusing on the period between the late 1990s and early part of the 21st century, when the technology first blossomed in commercial markets. The chapter uses the experience of Lucent and Intel as primary illustrations of key concepts, and the chapter discusses how the framework generalizes beyond the experience of these two firms.

Findings – The distinction between directed and undirected experiments helps understand events in the evolution of Wi-Fi's value. They also bring new perspective to an extensive debate in communications policy about the best way to assign and allocate spectrum, focusing on the importance of the regulatory decision to provide space in which experiments can take place.

Originality/value – This framework has value for business history of the commercial Internet. This lens stresses the importance of preserving discretion to move business away from applications with low value, namely, away from allocations that used a conceptualization of the technology founded on a poor-use case, which later lessons showed had lower value than alternatives.

The impact of mitigating flood occurrence in the rural and urban areas has become crucial as it has affected government policies for countries that are prone to flood disaster. Efforts and funds have been put up to a higher level of capabilities to ensure that coping and managing flood disaster could be resolved. Several initiatives made in managing flood are: effectively monitoring the potential at-risk inundated area, improving the river water irrigation and drainage and undertaking the environmental pollution. This chapter basically focusses more on the improvement of flood monitoring system device at the potential flood area. The approach of ubiquitous mobile SCADA offers a low-cost, portable, and small in size flood monitoring system device with easily accessible data. An easy web monitoring of environment surrounding anywhere and at any time offers a real-time data updated with a very minimum delay of each and every environment data required. There are several sensors like ultrasonic, sound, temperature and humidity, water drop and vibration sensors are equipped together with one small monitoring system platform. The alert of water level condition is notified through a beeping buzzer and light LED notation of various colors of green, yellow and red, which notify any increase of water exceeded. The platform is powered by a rechargeable battery that allows the platform to be mobile and portable. Hence, flood monitoring system platform promotes a low-cost, easy-to-handle and ubiquitous data updated device for a better monitoring system platform.

Abstract

The present chapter explores the topic of death in the context of contemporary New Delhi, India. Building upon what I chose to call an ‘expanded ethnography’, it explores the multiple ways in which sensory, visual and digital mediations and tools can help researchers address such an existentially delicate topic. Building on a mix of online visual ethnography (of computer screens and smartphones), of bodily/sensory practices, of sound recording and image-making, my research focussed on retirement homes and shelters amidst a bulging Indian metropolis. I engaged with subjects who, because of personal choices or family difficulties, have ended up finishing their lives in solitude amidst a city forced to co-live with the presence of death. Alternating between photographic portraits, filmic observations and moments of playful exchanges in front of a camera (with me as one of the objects portrayed) my method capitalizes upon the integration (and problematisation) of bodily (sensory and affective) as well as digital techniques. All together these different mediations have granted me access to different layers of connection to the topic of death in Delhi and also to my ageing guides/interlocutors.

Abstract

Cities and the tourism industry are closely related. Cities are destinations that serve for the welfare of the people and the tourists visiting the city. The tourism sector, on the other hand, uses the environmental and sociocultural resources of the cities, ensures that these resources are transferred to the future by protecting them, and contributes to the economic development of the cities by creating employment. Several urban models have been created within this framework to make urban tourism viable. Eco-city tourism is one of these urban design concepts. Eco-city tourism aims to protect cities from sociocultural, economic, and environmental factors while promoting their growth. Eco-city tourism, which includes a number of practices such as prevention of pollution, protection of biological diversity, consumption of renewable energy, production of local products, employment, and protection of cultural values, is easily implement in cities in an integrated manner with smart technological systems. Smart building and smart energy systems for energy saving, mobile applications, Wi-Fi, big data, Internet of Things (IoT), and cloud computing are among the smart technological systems used in the tourism sector.
