Abstract

Under-reporting of an occupational accident is commonly found at both organisational and individual levels. It interferes with the reality of health and safety in organisations and countries. It also hinders the ability to identify trends, recognise priorities, improve strategies, and allocation of resources for accident prevention. This study examined the reasons for the under-reporting of occupational accidents at the organisation level in the Nigerian construction industry. A review of the literature was conducted on the under-reporting of occupational accidents. Thereafter, a field survey with questionnaires was distributed to solicit information from the Nigerian construction professionals in the Federal Capital Territory, Abuja, Nigeria. 300 questionnaires were distributed, and 235 responses were received and analysed with Microsoft Excel and SPSS software by applied relative importance index and ranked. The study found that among the top-ranked reasons for under-reporting of occupational accidents by the organisation is to maintain a reputation. It is therefore important to increase awareness on the reporting of occupational accidents and its importance in accident prevention programmes by the regulatory bodies. Also, more collaborative efforts, standards, and policies should be put in place by the governments for ensuring reporting and record-keeping of accidents in the Nigerian construction industry. Records of dangerous incidents are the key indicator for the organisation for the improvement in the prevention of hazards. The study, therefore, concludes that there should be proper recording and surveillance of occupational accidents, hazards, and their related background causes in reaction to quick and complex variations in work-life.

Abstract

Economists and sociologists have proposed arguments for why there can exist wage penalties for work involving helping and caring for others, penalties borne disproportionately by women. Evidence on wage penalties is neither abundant nor compelling. We examine wage differentials associated with caring jobs using multiple years of Current Population Survey (CPS) earnings files matched to O*NET job descriptors that provide continuous measures of “assisting & caring” and “concern” for others across all occupations. This approach differs from prior studies that assume occupations either do or do not require a high level of caring. Cross-section and longitudinal analyses are used to examine wage differences associated with the level of caring, conditioned on worker, location, and job attributes. Wage level estimates suggest substantive caring penalties, particularly among men. Longitudinal estimates based on wage changes among job switchers indicate smaller wage penalties, our preferred estimate being a 2% wage penalty resulting from a one standard deviation increase in our caring index. We find little difference in caring wage gaps across the earnings distribution. Measuring mean levels of caring across the U.S. labor market over nearly thirty years, we find a steady upward trend, but overall changes are small and there is no evidence of convergence between women and men.

Abstract

Employee involvement (EI) is a major part of high-performance work systems (HPWS) that have successfully transformed a large number of organizations and have become standard practice in many new organizations. Despite the proven benefits of EI, however, it is still not as widely utilized as it could be even when accounting for industry and organization differences in its applicability. We suggest that EI implementation is limited in part by the change management challenges it presents. We review the recent research on EI and HPWS, and suggest ways in which change research and theory can inform our understanding of why EI practices have fallen short of their potential and how they can be effectively implemented.

Abstract

This study investigates the effects of a broad-based policy change that altered maternal employment, family income, and other family characteristics on drug-related crime among youth. Specifically, we exploit differences in the implementation of welfare reform in the United States across states and over time in the attempt to identify causal effects of welfare reform on youth arrests for drug-related crimes between 1990 and 2005, the period during which welfare reform unfolded. We use monthly arrest data from the U.S. Federal Bureau of Investigation’s Uniform Crime Reports to estimate the effects of welfare reform implementation on drug-related arrests among 15- to 17-year-old teens exposed to welfare reform. The findings, based on numerous different model specifications, suggest that welfare reform had no statistically significant effect on teen drug arrests. Most estimates were positive and suggestive of a small (3%) increase in arrests.

Abstract

Previous literature shows that activation requirements for welfare recipients reduce welfare participation. However, the effect of mandatory activation on welfare entry and exit rates has not been fully examined. In this article, we use a rich set of register data that covers the entire population of Stockholm to study how the introduction of activation programs aimed at unemployed welfare recipients in various city districts affects the probability of individuals entering and exiting social assistance (SA). Our results show that mandatory activation has no overall average effects on SA entry or SA exit. However, we do find a significant negative effect of mandatory activation on the SA entry rate for young individuals and for unmarried individuals without children. For unmarried individuals without children, we find a positive but statistically insignificant effect on the probability to leave SA. Thus, individuals with fewer family responsibilities seem to be more responsive to the reform.

Most research on worker participation treats it as an establishment-level phenomenon even though it is seldom used on an establishment-wide basis. This paper, however, examines how three forms of incentive compensation are used at the job level, and it assesses the potential ramifications for inequality. I find that the use of incentive compensation reflects the gender composition, unionization, and functional role of jobs. Jobs with many full-time women, for instance, are less likely to use group incentives and profit sharing because they are less likely to play central or managerial roles in establishments. This suggests that incentive compensation may increase inequality.

Abstract

Recent evidence on the impact of the crisis on developed countries shows that changes in income inequality and poverty have been relatively small in spite of the macroeconomic heterogeneity of the recession across different economies. However, when evaluating individual perceptions linked to the crisis any changes in the chances to scale up or lose ground in the income ladder are also crucial. Our aim in this paper is to analyze to what extent the recession has had an impact on individual equivalent incomes and, in particular, on the prevalence of downward mobility in two developed countries where job losses have been large. We find that income losses have increased, particularly in Spain, and while age and education are key determinants of the probability of experiencing an income loss in both countries, the presence of children only increases the probability of an income loss in Spain.

Abstract

Nationally, the welfare caseload declined by more than 50% between 1994 and 2000. Considerable research has been devoted to understanding what caused this decline. Much of the literature examining these changes has modeled the total caseload (the stock) directly. Klerman and Haider (forthcoming) model the underlying flows and show analytically and empirically that previous methods are likely to be biased because they ignore important dynamics. However, due to their focus on the bias of the stock models, they present only limited results concerning the robustness of their findings and utilize only a single measure of economic conditions, the unemployment rate. This paper examines the robustness of the basic stock-flow model developed in Klerman and Haider (forthcoming), considering both richer dynamic specifications and richer measures of economic condition. We find that more complex dynamic specifications do not change the substantive conclusions, but richer measures of the economy do. While a model that only includes the unemployment rate attributes about half of the California caseload decline between 1995 and 1998 to the economy, models that incorporate richer measures of the economy attribute more than 90% of the decline to the economy.
