Abstract

I study state dependence in social assistance receipt in Germany using annual survey data from the German Socio-Economic Panel for the years 1995–2011. There is considerable observed state dependence, with an average persistence rate in benefits of 68 per cent comparing to an average entry rate of just above 3 per cent. To identify a possible structural component, I estimate a series of dynamic random-effects probit models that control for observed and unobserved heterogeneity and endogeneity of initial conditions. I find evidence of substantial structural state dependence in benefit receipt. Estimates suggest that benefit receipt one year ago is associated with an increase in the likelihood of benefit receipt today by a factor of 3.4. This corresponds to an average partial effect of 13 percentage points. Average predicted entry and persistence rates and the absolute level of structural state dependence are higher in Eastern Germany than in Western Germany. I find only little evidence for time variation in state dependence around the years of the Hartz reforms.

This paper presents a valuable idea about the need for the coordination of China's social assistance programs.

Abstract

Purpose

To clarify the core characteristics of Nordic activation policies in the context of typologies of European activation governance.

Design/methodology/approach

The paper analyses activation governance in the light of the basic values and beliefs behind the formation of the Nordic social protection systems in the mid‐20th century. Recent model‐building efforts see the Nordic countries as being close to a “universalistic” and egalitarian type of activation policy that does not systematically submit citizens to work requirements. The authors ask whether this model captures the actual scope and contents of Nordic activation governance.

Findings

The Nordic countries‐based relatively generous income security systems on a strong work ethic and ambitions to maximise labour market participation of the working‐age population. Citizens's rights to income security were generally linked to the fulfilment of work requirements. Although this active governance of unemployed citizens eroded in the 1970s and 1980s all the Nordic countries revived it after 1990. Largely reflecting the dual structure of the income protection system, Nordic active approaches to activation are not egalitarian.

Research limitations/implications

Nordic countries are currently implementing major administrative reforms in social protection, possibly creating more unified and egalitarian governance of activation. Future research needs to assess the impact of these reforms.

Originality/value

The article presents an analysis of activation policies that so far has been missing from comparative research and that will be of particular value for non‐Nordic readers who may have received a biased view of Nordic activation policies.

Abstract

Purpose

Poverty transitions can be explained by two opposing theories: the traditional sociological approach that focusses on social stratification and individualisation theory, which emphasises on life course risks for all strata. Both perspectives have been investigated extensively for income poverty while neglecting other important poverty indicators, such as deprivation or the receipt of social assistance. The purpose of this paper is to focus on the latter to investigate the impact of social stratification (e.g. social class), life course risks (e.g. health problems), and their interactions on the probability of social assistance entry for Germany.

Design/methodology/approach

The analysis utilises survey data containing a sample of first-time social assistance entrants and a sample of the residential population. Applying case-control methodology, logistic regression is conducted to model the impact of social stratification determinants, life course risks, and their interactions on the probability of social assistance entry.

Findings

Social stratification determinants, particularly social class, have a significant effect. However, their effect is weaker than the effect of life course risks. Contrary to the prediction of individualisation theory, the poverty-triggering impact of life course risks varies substantially by social stratum. The combination of both theories yields high predictive power.

Originality/value

This paper is the first to comprehensively test social stratification and individualisation theory with respect to social assistance receipt as a poverty indicator. It is the first paper that investigates the entire population at risk of social assistance entry in Germany.

Purpose

The purpose of this paper is to analyse Czech’s activation reforms enacted since 2006 which culminated in 2010-2012 as radical workfare-like reforms. It also aims to explain which factors have influenced their development.

Design/methodology/approach

The paper is the case study of activation reforms in one country interpreted within the theoretical framework of the “activation models” and discussion of the factors influencing activation reforms. The design and implementation of the reforms of activation policies are in focus. Institutional analysis is combined with secondary statistical data and survey data.

Findings

The author distinguish three phases of the activation reforms: the initial phase of activation (work first), the radical phase (workfare) and the failure of radical workfare as the final phase. The key argument is that the main factors leading to the radical workfare version of activation were the political factors combined with institutional factors, particularly, the specific model of policy making (the so-called “compost model”). Ironically, this model which has enabled fast and radical workfare-like reforms was also the main reason why the reforms failed.

Originality/value

The paper is innovative since it explains the specific features of the activation reforms in the Czech Republic, distinguishing workfare from other models of activation, and identifying the factors which have played a role in shaping these features. The in-depth case study of one country provides the evidence on the role of the specific factors and helps the author to understand the motives, the design and the implementation of activation reforms in their mutual relationships. The specific role of the institutional legacy in the new circumstances is emphasized.

Abstract

Purpose

Social policy tries to foster (re)integration into the labour market and social inclusion via specific programmes. The purpose of this article is to expand knowledge about the common experiences of people in such schemes.

Design/methodology/approach

A total of four group discussions were conducted in four different Austrian cities. The added collective dimension is at least as important to the understanding of the felt experience of labour activation recipients as their individualised views.

Findings

Collectively, activation is not something that is experienced as promoting lasting inclusion; rather, participants express a common line of argument towards a situation of “permanent entry”. Activation programmes allow for a certain form of support but do that in a specific and restricted way.

Research limitations/implications

The authors could only obtain an explorative analysis by contrasting four discussions which rely only on the opinion of participants and not of caseworkers.

Practical implications

One has to define how to implement activation policies in reality so that they do not foster “permanent entry” which becomes a societal norm for specific groups.

Social implications

Social policy needs to be discussed including the perspective of participants in reforms.

Originality/value

The paper contributes to the debate on inclusion and exclusion. Instead of the dominant logic of achieving social inclusion via activation, it treats the issue of “permanent entry” to programmes.

Abstract

Globally, Denmark stands out in terms of achieving high employment rates, containing unemployment and providing a labour market model combining flexibility, security and activation with a strong role for the social partners. The Danish labour market institutions and policies are seen as the catalyst for the transformation from industrial economy to a globalised, post-industrial and knowledge-based economy in which socio-economic equality and workforce security go hand in hand with competitiveness and the adaptability of business. In the 2000s, this mutual relationship came to be known as the Danish flexicurity model. Meanwhile, as a policy blueprint, ‘flexicurity’ has never really influenced Danish politics, and the reforms implemented since the 2000s have deviated from the premises of the model. This paper critically assesses the Danish model and its institutional components. It tracks the emergence of the Danish collective bargaining model as well as the flexicurity model. It scrutinises the challenges and performance of the current Danish labour market institutions and policies in a comparative perspective and discusses the extent to which the Danish experiences can and should be imitated abroad.

Abstract

Purpose

Similar to the recent emergence of food banks in other affluent nations, the genesis and ultimate entrenchment of food banks in Canada has been tightly intertwined with the dismantling of the welfare state. Through an examination of Canadian data, the authors elucidate the implications of entrenching voluntary, extra-governmental, charitable food assistance programs as an adjunct to publicly funded social assistance programs. The paper aims to discuss these issues.

Design/methodology/approach

Publicly available food bank reports, population health survey data, and the results of a study of low-income families in Toronto are reviewed to examine the food security status of social assistance recipients and their use of food banks.

Findings

In 2012, 70 percent of households in Canada who were reliant on social assistance were food insecure. Social assistance recipients comprise at least half of food bank clientele and have done so for as long as this information has been tracked, but the assistance provided by food banks appears insufficient to alter households’ food insecurity. Although food banks currently distribute over 200 million pounds of food annually, the scale of their operations pales in comparison to the food needs of those who seek their help.

Originality/value

In the 30 years since food banks began in Canada, there has been considerable research into this response, as well as extensive population monitoring of food insecurity. Canada provides an informative case study of an affluent country's long-term dependency on charitable food assistance and the impact this has on the food insecurity of those reliant on social assistance programs.

Abstract

Previous literature shows that activation requirements for welfare recipients reduce welfare participation. However, the effect of mandatory activation on welfare entry and exit rates has not been fully examined. In this article, we use a rich set of register data that covers the entire population of Stockholm to study how the introduction of activation programs aimed at unemployed welfare recipients in various city districts affects the probability of individuals entering and exiting social assistance (SA). Our results show that mandatory activation has no overall average effects on SA entry or SA exit. However, we do find a significant negative effect of mandatory activation on the SA entry rate for young individuals and for unmarried individuals without children. For unmarried individuals without children, we find a positive but statistically insignificant effect on the probability to leave SA. Thus, individuals with fewer family responsibilities seem to be more responsive to the reform.

Abstract

Purpose

The present article deals with the topic of migrants’ exclusion from welfare benefits in European host countries from the angle of the research on the so-called “welfare chauvinism” (Andersen and Bjørklund 1990, p. 212). More specifically, it explores the political justifications behind welfare chauvinism in the policy debate surrounding some recent chauvinist-oriented social policies. Drawing on that, the article develops a theoretical argument to generate expectations about how politicians use different types of justifications. The fundamental proposition is that the chauvinistic arguments used are shaped by the different types of social programs, i.e. either universal or means-tested programs.

Design/methodology/approach

Qualitative content analysis of several selected parliamentary debates in the period 2017–2019 in Austria is carried out. In order to improve the efficiency of the research, the author relies on MAXQDA, an advanced piece of software for qualitative data analysis, to code the qualitative data and analyze them. The author prefers this to other similar programs as it is considered a valid and reliable tool within the academic research world.

Findings

The article points out that programs design works as an explanatory factor to highlight variations of welfare chauvinist arguments.

Originality/value

It develops for the first time a theoretical argument explaining the presence and variation of welfare chauvinist arguments based on social programs design.
