Abstract

Purpose

This research aims to develop a model that may be used to determine the effective adaptive measures to implement in a system affected by climate change.

Design/methodology/approach

The three primary dimensions of the model were individually investigated and then the linkages among them were developed. Specifically, the nature of climate change was examined and the issues emerging from the changes were analyzed. Next, an intensive study of system vulnerabilities was conducted, and the third factor in the model, risk, is then explored. Afterwards, the conceptual framework, which is the foundation of the climate change vulnerability risk model, was devised and the model created.

Findings

The model is a three‐dimensional matrix with the nature of climate change, vulnerabilities, and risks as its chief dimensions. It identifies the four natures of climate change, namely: variability, intensity, frequency, and quantity and the vulnerability types to be socio‐economic, biophysical, technological, and institutional. Meanwhile, risks are classified as income, biodiversity, health, mortality, and infrastructure risks.

Research limitations/implications

The research is the first phase of a three‐stage study on the linkages among climate change, vulnerability, and risks. It is the development stage of the framework that exemplifies the interrelationships among these variables and is the basis of the statistical and econometric analyses in the later stages.

Originality/value

The climate change vulnerability risk model was developed to act as an analytical guide in understanding the effects of climate change to systems. The model may be used to determine the effective adaptive measures to apply in the system, through a comparative analysis of the variables in the matrix.

Abstract

Purpose

The purpose of this paper is to measure the capacities and identify the vulnerabilities of the communities to contribute to their flood disaster risk management.

Design/methodology/approach

Questionnaire-style surveys and interviews in the four target communities and 25 critical facilities have been used. Their flood experience is also collected to explore the practical risk management solutions and preserve those as their local assets.

Findings

Findings show the capacity gaps among the target communities. For instance, the relatively populated urbanized communities tend to have high capacities. On the other hand, the not-so-populated farmer-based communities have low capacities, tending to focus more on droughts than floods, and lack scientific information. This research also identifies vulnerability groups and critical facility locations on the map with narratives.

Originality/value

The findings enable the communities to clarify their updated capacities, examine the vulnerabilities, identify the risks with possible hazard information and guide them to cope with flood risk to protect them with self, mutual and public help. This study can contribute to other industrial parks/estates in Thailand and anywhere in the world as an insightful reference to build resilient industrial complex areas.

Abstract

Purpose

The purpose of this paper was to develop an integrated framework for assessing the flood risk and climate adaptation capacity of an urban area and its critical infrastructures to help address flood risk management issues and identify climate adaptation strategies.

Design/methodology/approach

Using the January 2011 flood in the core suburbs of Brisbane City, Queensland, Australia, various spatial analytical tools (i.e. digital elevation modeling and urban morphological characterization with 3D analysis, spatial analysis with fuzzy logic, proximity analysis, line statistics, quadrat analysis, collect events analysis, spatial autocorrelation techniques with global Moran’s I and local Moran’s I, inverse distance weight method, and hot spot analysis) were implemented to transform and standardize hazard, vulnerability, and exposure indicating variables. The issue on the sufficiency of indicating variables was addressed using the topological cluster analysis of a two-dimension self-organizing neural network (SONN) structured with 100 neurons and trained by 200 epochs. Furthermore, the suitability of flood risk modeling was addressed by aggregating the indicating variables with weighted overlay and modified fuzzy gamma overlay operations using the Bayesian joint conditional probability weights. Variable weights were assigned to address the limitations of normative (equal weights) and deductive (expert judgment) approaches. Applying geographic information system (GIS) and appropriate equations, the flood risk and climate adaptation capacity indices of the study area were calculated and corresponding maps were generated.

Findings

The analyses showed that on the average, 36 (approximately 813 ha) and 14 per cent (approximately 316 ha) of the study area were exposed to very high flood risk and low adaptation capacity, respectively. In total, 93 per cent of the study area revealed negative adaptation capacity metrics (i.e. minimum of −23 to <0), which implies that the socio-economic resources in the area are not enough to increase climate resilience of the urban community (i.e. Brisbane City) and its critical infrastructures.

Research limitations/implications

While the framework in this study was obtained through a robust approach, the following are the research limitations and recommended for further examination: analyzing and incorporating the impacts of economic growth; population growth; technological advancement; climate and environmental disturbances; and climate change; and applying the framework in assessing the risks to natural environments such as in agricultural areas, forest protection and production areas, biodiversity conservation areas, natural heritage sites, watersheds or river basins, parks and recreation areas, coastal regions, etc.

Practical implications

This study provides a tool for high level analyses and identifies adaptation strategies to enable urban communities and critical infrastructure industries to better prepare and mitigate future flood events. The disaster risk reduction measures and climate adaptation strategies to increase urban community and critical infrastructure resilience were identified in this study. These include mitigation on areas of low flood risk or very high climate adaptation capacity; mitigation to preparedness on areas of moderate flood risk and high climate adaptation capacity; mitigation to response on areas of high flood risk and moderate climate adaptation capacity; and mitigation to recovery on areas of very high flood risk and low climate adaptation capacity. The implications of integrating disaster risk reduction and climate adaptation strategies were further examined.

Originality/value

The newly developed spatially explicit analytical technique, identified in this study as the Flood Risk-Adaptation Capacity Index-Adaptation Strategies (FRACIAS) Linkage/Integrated Model, allows the integration of flood risk and climate adaptation assessments which had been treated separately in the past. By applying the FRACIAS linkage/integrated model in the context of flood risk and climate adaptation capacity assessments, the authors established a framework for enhancing measures and adaptation strategies to increase urban community and critical infrastructure resilience to flood risk and climate-related events.

Abstract

Since the late 1980s, social theorists championed for the birth of a new era, in which societies were increasingly exposed to growing global risks. The presence of increasing risks including natural disasters, technological errors, terrorist attacks, nuclear wars and environmental degradation suggests that human beings are becoming increasingly vulnerable. Therefore, an understanding of vulnerability is crucial. Vulnerability is often considered as the potential to suffer from physical attacks. This approach, however, has limited capacity to explain many forms of suffering including not only physical aspects, but also mental, social, economic, political and social dimensions. This chapter draws on the vulnerability literature to present an overarching framework for the book. It starts with an outline of the concept origins, then discusses its relationship with the risk society thesis before forming conceptualisation. The chapter then points out the key similarities and differences between vulnerability and other concepts such as risk, disaster, poverty, security and resilience. The authors rework an existing “security” framework to develop a new definition of the concept of vulnerability. Finally, the authors look into the root causes and the formation of vulnerability within social systems.

Abstract

Purpose

The aim of this research is to evaluate the vulnerability of earthen heritage when facing climate change, by focusing on Tchogha Zanbil site as a case study – an outstanding example of an earthen site that recurrently faces extreme climatic events. Moreover, the adaptive capacity of traditional knowledge and ancient systems is also evaluated, in order to contribute for future climate change adaptation planning.

Design/methodology/approach

The vulnerability of cultural heritage to climate change was considered as the degree to which an identified cultural heritage value was susceptible to, or would be adversely affected by, the effects of climate change, including climate variability and extreme temperatures. In order to establish a vulnerability assessment, this paper will assess different definitions regarding vulnerability, exposure and sensitivity, crossing it with indicators of physical parameters, in order to propose an adaptive capacity for the site, based on ancient traditional knowledge.

Findings

Nonetheless, the entailed research helped establish a framework that contributes to outline the vulnerability and the potential for adaptive capacity of World Heritage properties, especially earthen sites located in regions exposed to rising climate change impact.

Research limitations/implications

The research faced some limitations regarding access to data and to site visits, due to COVID-19 restrictions that were in place.

Originality/value

This research presents a methodological assessment of climate change risk in Tchogha Zanbil, a World Heritage earthen site in Iran, representative of a property highly exposed to risk and vulnerability.

Abstract

Purpose

The purpose of this paper is to explore and critique the conceptual and terminological shift – particularly from “vulnerability” to “adult at risk” – in adult safeguarding under the Care Act 2014 and the Social Services and Well-being (Wales) Act 2014.

Design/methodology/approach

The paper compares the notion of the vulnerable adult in safeguarding, with the notion of an adult at risk under the Care Act 2014 and the Social Services and Well-being (Wales) Act 2014 and questions to what extent such a shift addresses existing criticisms of “vulnerability”.

Findings

The paper criticises the notion of the “vulnerable adult” for perpetuating the stigma associated with an impairment or disability, and for the types of legal and policy responses deemed appropriate under such an understanding of vulnerability. While efforts to replace the term “vulnerable adult” with “adult at risk” are, to some extent, to be welcomed, “adult at risk” under the legislation relies on the same characteristics for which the “vulnerable adult” has been criticised. Nevertheless, the safeguarding provisions under the two Acts have made some strides forward in comparison to their legal and policy predecessors and the notion of the “vulnerable adult”.

Originality/value

This paper’s originality and value lie in its scrutiny of the notion of “vulnerability” in adult safeguarding, in comparison to the newer terminology of an “adult at risk”, whilst also suggesting that in important respects – in relation to the interventions deemed appropriate where an adult is perceived to be at risk – the two pieces of legislation are a marked improvement on their predecessors. It also offers some thoughts as to how criticisms of the new legislation may be overcome.

Abstract

This chapter aims to provide an overview of the ethical framework and decision-making in clinical dementia research, and to analyze and discuss the ethical challenges and issues that can arise when conducting clinical dementia research.

Informed consent is the most scrutinized and controversial aspect of clinical research ethics. In clinical dementia research, assessing decision-making capacity may be challenging as the nature and progress of each disease influences decision-making capacity in diverse ways. Persons with dementia represent a vulnerable population deserving special attention when developing, implementing, and evaluating the informed consent process. In this chapter, particular attention will be given to vulnerability categories and how these influence decision-making capacity. Ethical frameworks with a pragmatic contour and implication are needed to protect vulnerable patients from potential harms and ensure their optimal participation in clinical dementia research.

In addition, this chapter analyses important ethical challenges and issues in clinical dementia research. If handled thoughtfully, they would not pose insuperable barriers to research. But if they are ignored, they could slow the research process, alienate potential study subjects and cause harm to research participants. Ethical considerations in research involving persons with dementia primarily concern the representation of the interests of the participants with dementia and protection of their vulnerabilities and rights.

A core set of ethical questions and recommendations are drawn to aid researchers, institutional review boards and potential research participants in the process of participating in clinical dementia research.

Abstract

Purpose

The purpose of this study results and recommendations will have a paramount significance for policymakers, policy advocates, development planners and practitioners who may be in need of such information for reconsideration, evaluation and inclusion into their respective development and humanitarian programming and operational strategies. Above all, the study result has further provided the local community with viable adaptation strategies to climate-induced changes in the study area.

Design/methodology/approach

This study was conducted to measure the livelihood vulnerability of Borana pastoralists to climate change and variability in southern Ethiopia. Pastoralists’ households were sampled using multistage sampling techniques. A total of 27 socio-economic and biophysical indicators were used to reflect vulnerability components: adaptive capacity, exposure and sensitivity. Principal component analysis was used to develop weights for indicators and to produce livelihood vulnerability index to classify households according to their level of vulnerability. Ordinal logistic regression was used to identify the determinants of vulnerability to climate-induced stresses.

Findings

The results showed that 24.4% of households were highly vulnerable, 60.3% were moderately vulnerable and 15.3% of households were less vulnerable to climate-induced stresses. Factor estimates of the logistic model further revealed that early warning information, bush encroachment, coping strategy, temperature, drought frequency, provision of humanitarian services and food shortage during the normal season of the year have a significant influence on vulnerability in the study area.

Social implications

The study’s results and recommendations will be of great significance to policymakers, development planners, and practitioners who require such information for reconsideration, evaluation, and inclusion in their respective development and humanitarian program and operational strategies. Most importantly, the study’s findings have provided the local community with practical adaptation strategies to climate-induced changes in the study area.

Originality/value

The study explored pastoralist perception of climate change and variability and measured the livelihood vulnerability of pastoralists’ households to climate change and variability and finally investigated viable adaptation and coping strategies in the study area.

Abstract

Purpose

People living with a disability (PWD) are often a marginalized vulnerable group who are economically and socially disadvantaged. This paper aims to explore the implementation of new social and financial policy reforms aimed at transforming the disability sector. Using the capabilities approach, the authors explore the experience of carers and evaluate how this sector may have become more exposed and vulnerable as a consequence of the new policy.

Design/methodology/approach

This is a qualitative study with two rounds of semi-structured interviews; at initial-phase (n = 18) and post-phase (n = 14). Thematic analysis was applied to the capabilities and vulnerabilities framework to categorize and analyze the interview data.

Findings

The findings show that there are many ways PWD and carers are experiencing increased levels of vulnerability because of their capabilities. There is evidence of increased vulnerability in the intersections between PWD/carers’ inherent nature, the disruption to vital social relationships and conflicting values and interests of stakeholders and the complexity of situational policy changes.

Practical implications

Practical implications developed from the findings include identifying ways the government can improve its social marketing communication strategies. They also highlight the importance of building effective social support networks and provide guidelines for measuring capacity building to address some of the underlying factors leading to vulnerability.

Originality/value

This paper introduces into social marketing, the three-factor vulnerability framework, which conceptualizes the nature of vulnerability, and examines and evaluates the intersections of these factors in relation to the capabilities approach.

Abstract

Purpose

This paper aims to present the “Vulnerability Sourcebook” methodology, a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning. The Vulnerability Sourcebook has been developed for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and has been applied in more than twenty countries worldwide.

Design/methodology/approach

It is based on a participative development of so-called climate impact chains, which are an analytical concept to better understand, systemise and prioritise the climate factors as well as environmental and socio-economic factors that drive climate related threats, vulnerabilities and risks in a specific system. Impact chains serve as the backbone for an operational climate vulnerability assessment with indicators based on quantitative approaches (data, models) combined with expert assessments. In this paper, the authors present the concept and applications of the original Vulnerability Sourcebook, published in 2015, which was based on the IPCC AR4 concept of climate vulnerability. In Section 6 of this paper, the authors report how this concept has been adapted to the current IPCC AR5 concept of climate risks.

Findings

The application of the Sourcebook is demonstrated in three case studies in Bolivia, Pakistan and Burundi. The results indicate that particularly the participative development of impact chains helped with generating a common picture on climate vulnerabilities and commitment for adaptation planning within a region. The mixed methods approach (considering quantitative and qualitative information) allows for a flexible application in different contexts. Challenges are mainly the availability of climate (change) and socio-economic data, as well as the transparency of value-based decisions in the process.

Originality/value

The Vulnerability Sourcebook offers a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning.
