Purpose – The purpose of this article is to investigate one core research question: How can health information technology (HIT) be assessed in a national health care system context?

Design/methodology – We examine this question by taking a systematic approach within a national care system, in which the purpose of HIT is to contribute to a common national health care system's goal: to promote population health in an efficient way. Based on this approach we first develop a framework and our criteria of assessment, and then using Taiwan as a case study, demonstrate how one can apply this framework to assess a national system's HIT. The five criteria we developed are how well does the HIT (1) provide accessible and accurate public health and health care information to the population; (2) collect and provide population health and health care data for government and researchers to analyze population health and processes and outcomes of health care services; (3) provide accessible and timely information that helps to improve provision of cost-effective health care at an institutional level and promotes system-wide efficiency; (4) minimize transaction and administrative costs of the health care system; and (5) establish channels for population participation in governance while also protecting individual privacy.

Findings – The results indicate that Taiwan has high levels of achievement in two criteria while falling short in the other three. Major lessons we learned from this study are that HIT exists to serve a health care system, and the national health care system context dictates how one assesses its HIT.

Originality/value – There is a large body of literature published on the implementation of HIT and its impact on the quality and cost of health care delivery. The vast majority of the literature, however, is focused on a micro institutional level such as a hospital or a bit higher up, on an HMO or health insurance firm. Few have gone further to evaluate the implementation of HIT and its impact on a national health care system. The lack of such research motivated this study. The major contributions of this study are (i) to develop a framework that follows systems thinking principles and (ii) propose a process through which a nation can identify its objectives for HIT and systematically assess its national HIT system. Using Taiwan's national health care system as a case study, this paper demonstrated how it can be done.

Consumption taxes are an integral part of government revenue in countries around the world and are often subject to consumer evasion. The rapid rise of electronic commerce has exacerbated this problem as cross-border selling over the internet has enabled foreign businesses to sell and avoid collection and remittance of tax on their sales.

In this paper, we search for the solution to this problem through the analysis of three tax collection models: vendor, financial institution, and internet service provider (ISP). In addition, we examine administrative tools that enable more effective collection as well as inducements for taxpayers or collection agents to carry out their responsibility.

We conclude that the ISP collection model is not feasible at this time. On the other hand, we find that the vendor model, when supplemented with appropriate administrative tools and inducements, and the financial institution model, both represent viable options for policymakers to consider.

Democracy requires free speech, but the channels for free speech and communication vary across time and place. With reference to ongoing democratization processes, or to potential ruptures inside of authoritarian regimes, the role of mass communication, both by means of the conventional press and the internet, is an unavoidable topic of study.

The chapter examines the specificities of the internet as a “public sphere” for processes of regime transition, notably its transnational character, its potential for informal communication, its interactive character, the networking capacity it creates, and its medium-term political socialization potential. It also covers new censorship strategies designed by states to limit the freedom of the internet.

The role of the internet in fostering democratization in four African cases (Tunisia, Egypt, Angola, and Zimbabwe) is then studied, namely by considering material infrastructures, underlying socio-cultural conditions, and the efforts made by governments to curb its political effects.

The conclusion discusses the potential of the internet for fostering the breakup of authoritarian regimes and subsequent democratization processes, with reference to the African cases studied.

The Covid-19 pandemic has quickly transformed the notions of crises and of living in a VUCA (volatile, uncertain, complex, and ambiguous) world into a lived experience. This chapter offers a perspective on how New Zealand businesses experienced and reacted to Covid-19 related management from a distance and with a mindset that was informed by the government’s focus on health and well-being and “being kind.” This exploratory findings from a sample of New Zealand exporters show that technology-supported management of digital distance and trust, infused with a partner-specific exhibition of empathy, fostered successful business relationships during these challenging times.

In the telecommunication industry we observe trends such as unbundling, convergence, and new business models. To accelerate innovation, mobile telecommunication companies are more and more working together with companies from other industrial sectors (such as media and IT). The Cyclic Innovation Model helps to understand all those activities in this rather chaotic business environment. This particularly applies to mobile telecommunication companies that are developing mobile data innovations (such as Lucio). All those innovations are steps along a transition path towards a wireless future.

The COVID-19 pandemic has disrupted the ‘real’ world and substantially impacted the virtual world and thus the Internet ecosystem. It has caused a significant exogenous shock that offers a wealth of natural experiments and produced new data about broadband, clouds, and the Internet in times of crisis. In this chapter, we characterise and evaluate the evolving impact of the global COVID-19 crisis on traffic patterns and loads and the impact of those on Internet performance from multiple perspectives. While we place a particular focus on deriving insights into how we can better respond to crises and better plan for the post-COVID-19 ‘new normal’, we analyse the impact on and the responses by different actors of the Internet ecosystem across different jurisdictions. With a focus on the USA and Europe, we examine the responses of both public and private actors, with the latter including content and cloud providers, content delivery networks, and Internet service providers (ISPs). This chapter makes two contributions: first, we derive lessons learned for a future post-COVID-19 world to inform non-networking spheres and policy-making; second, the insights gained assist the networking community in better planning for the future.

This chapter explores collective information processing among black-hat hackers during their crises events. The chapter presents a preliminary study on one of Tor-based darknet market forums, during the shutdowns of two cryptomarkets. Content and network analysis of forum conversations showed that black-hat users mostly engaged with rational information processing and were adept at reaching collective solutions by sharing security advices, new market information, and alternative routes for economic activities. At the same time, the study also found that anti-social and distrustful interactions were aggravated during the marketplace shutdowns. Communication network analysis showed that not all members were affected by the crisis events, alluding to a fragmented network structure of black-hat markets. The chapter concludes that, while darknet forums may constitute resilient, solution-oriented users, market crises potentially make the community vulnerable by engendering internal distrust.
