Abstract

Purpose

This study aims to identify the regions with a high risk of natural disaster, estimate the proportion of households potentially participating in natural disaster insurance and analyze the relationship between disaster risk index and proportion of household potentially participating in natural disaster insurance.

Design/methodology/approach

Descriptive and quadrant analysis was applied on the 2019 Indonesia Disaster Risk Index (IRBI) scores and the 2019 National Socio-Economic Survey data.

Findings

The results showed there are only two categories of disaster risks in Indonesia based on IRBI categorization: “Medium” and “High.” Some districts in Aceh Province such as Simeuleu, Pidie Jaya and Banda Aceh City were observed to have a high proportion of households potentially participating in the natural disaster insurance while some in Jawa Tengah provinces have fairly low level even though they were categorized as high disaster-prone areas. Moreover, the quadrant analysis showed that 43 districts have high IRBI scores but low insurance participation rates with most discovered to be in Jawa Barat and Sumatera Selatan provinces.

Originality/value

Indonesia does not have a financial mitigation program up to the present time because almost all disaster resolutions are formulated based on emergency funds from the state budget even though it is important to use insurance schemes in all stages of disaster management. To the best of the authors’ knowledge, this study is the first attempt to identify households potentially participating in natural disaster insurance through the National Socio-Economic Survey in Indonesia.

Abstract

Purpose

Policy coherence is a complex and tough task for many developing nations because their capacity to examine and deliver evidence-based inputs to policymaking is limited, and policy dialogue platforms need to be effectively used. Resolving these difficulties is a critical requirement for policy consistency. As a result, the study focuses on the level of policy coherence for climate change adaptation (CCA), disaster risk reduction (DRR) and sustainable development goals (SDG) in Sri Lanka and suggests routes for policy coherence for Resilience. This study aims to investigate the coherent approach of CCA, DRR and SDG; to identify concerns in policy documents addressing the coherence of CCA, DRR and SDG in local context; and to propose policy coherence suggestions for resilience in Sri Lanka.

Design/methodology/approach

Methodology comprises a review and content analysis of 17 policy and legal documents in Sri Lanka and a qualitative study. The qualitative approach consists of semistructured interviews that obtained deep and broad expertise knowledge with ten government representatives and stakeholders. Both content analysis and interview data were analyzed by using NVivo.

Findings

It was discovered that there are several issues with the coherence of policies in Sri Lanka, including the fragmented approach, lack of integration, inadequate coordination, limited resources and lack of monitoring and evaluation. The policies are inspired by international frameworks, and local implementations are not focused, leading to inadequate implementation of policies. The lack of development cooperation for the use of innovative approaches, such as climate-resilient infrastructure and environmentally friendly solutions for CCA and DRR, further aggravates the situation. Another concern is the lack of land use management and responsibility for the development of physical infrastructure for DRR integration with CCA. It is found that there is a limited community involvement which is vital for the implementation of policies. Local implementations are encouraged to fill the gaps in existing policies/acts. The analytical framework of the study is based on a preliminary examination of policy documents, a review of the literature and discussions with practitioners. The framework reflects the current situation of policy integration which addresses strategic, conceptual, institutional, operational and financial coherence. The research suggests pathways for achieving policy coherence in CCA, DRR and SDG in Sri Lanka, such as enhancing the strategic coherence by improving goals to increase the coherence within CCA, DRR and SDG; improving the credibility of the unified approach for developing DRR and CCA risk assessments; intensifying institutional cooperation and stakeholder management; improving the common monitoring and evaluation; establishing implementation strategies; and increasing the community involvement.

Research limitations/implications

The study on policy coherence in Sri Lanka recommends increasing community and professional involvement, conducting more research, developing a national strategy, increasing capacity building, strengthening international collaboration and fostering multisectoral collaboration. These recommendations can help improve policy coherence between CCA, DRR and SDGs, align policies with national goals and priorities and improve implementation effectiveness. By implementing these recommendations, Sri Lanka can address the challenges of climate change and natural disasters and achieve SDGs.

Practical implications

The study on policy coherence for resilience in Sri Lanka has practical implications, including improved coordination and resource allocation, increased capacity building, improved reputation and sustainability. By integrating CCA, DRR and SDGs, this study can help Sri Lanka become more resilient to climate change and natural disasters, achieve SDGs and become a responsible actor in the international community. These implications can contribute to a more sustainable future and ensure that development goals are achieved in a way that is resilient to climate change and natural disasters.

Social implications

Increased community participation: the study emphasizes the importance of community involvement in the policy development process. This can help build trust between communities and government agencies, improve transparency and ensure that policies are developed in a way that is responsive to local needs and priorities.

Originality/value

Based on the identified existing loopholes in the policies and pathways to policy coherence, the issues in policymaking could be overcome. It could be used to establish strong linkages between policies based on CCA, DRR and SDGs to achieve long-term resilience.

Abstract

Purpose

Home insurance is widely recognised as a tool for mitigating economic risk associated with natural disasters. This study aims to analyse the influence of homeowners’ home insurance knowledge (both objective and subjective types), perceived benefits (PB) and perceived vulnerability towards disaster loss (PVUL) on their intention to purchase (ITP).

Design/methodology/approach

This research makes use of survey data collected from 394 respondents (the homeowners) residing in various parts of India. The structural equation modelling is used to verify 11 hypotheses proposed in the study.

Findings

The findings indicate that both objective knowledge (OK) and subjective knowledge (SK) of home insurance have significant influence on homeowners’ benefit perception and PVUL. The homeowners’ PB of home insurance negatively affect PVUL. The OK of home insurance has a stronger influence on homeowners’ ITP home insurance than SK while the homeowners benefit perceptions and PVUL significantly affects homeowners’ ITP home insurance. These findings confirms that if homeowners are knowledgeable about home insurance, they perceive the plans as more beneficial and feel less vulnerable about catastrophic events, resulting in positive intentions towards purchasing them.

Originality/value

To the best of the authors’ knowledge, this is the first comprehensive research that assesses the Indian homeowners’ knowledge, PB and PVUL in influencing their ITP home insurance. The finding of this paper will assist both public and private insurance companies in India and similar markets in designing and implementing effective strategies to sell home insurance policies.

Abstract

Purpose

Infrastructures become critical with the emerging threats triggering through disasters. Sri Lanka is a country with a higher risk of disaster impacts, in which the eye-opening has widened towards mitigating the damages towards critical infrastructures. Based on this, the purpose of this paper is to develop an index that identifies the significance of critical infrastructure resilience.

Design/methodology/approach

From the initial literature survey, disaster resilience is defined as capacity of three stages, absorptive, adaptive and restorative along with ten indicators to measure capacities. Selected indicators were then checked for suitability for scope of the research based on opinions of seven experts. Subsequently, the critical infrastructure resilience index (CIRI) was introduced such that the numerical values for each indicator are aggregated using the Z score method. Statistical relations between the actual impact against disasters and CIRI calculated for administrative regions in Sri Lanka were used as the final step to validate the developed index.

Findings

Resilience index development is presented in this paper with a comprehensive methodology of developing and validation. Further, the case study results imply the weakness and strengths in each resilience capacities, which are important in decision-making.

Research limitations/implications

Unavailability of disaster impact data and centralized data repository were main constrains in the validation process of this research. Hence proxy data was used to validate resilience index in this research.

Originality/value

This research identified and validated a novel approach of defining disaster resilience index for regional decision-making.

Abstract

Purpose

The overall objective of this study is envisaged to provide decision makers with actionable insights and access to multi-risk maps for the most in-danger stave churches (SCs) among the existing 28 churches at high spatial resolution to better understand, reduce and mitigate single- and multi-risk. In addition, the present contribution aims to provide decision makers with some information to face the exacerbation of the risk caused by the expected climate change.

Design/methodology/approach

Material and data collection started with the consultation of the available literature related to: (1) SCs' conservation status, (2) available methodologies suitable in multi-hazard approach and (3) vulnerability leading indicators to consider when dealing with the impact of natural hazards specifically on immovable cultural heritage.

Findings

The paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. The results highlight the danger at which the SCs of Røldal, in case of floods, and of Ringebu, Torpo and Øye, in case of landslide, may face and stress the urgency of increasing awareness and preparedness on these potential hazards.

Originality/value

The contribution for the first time aims to homogeneously collect and report all together existing spread information on architectural features, conservation status and geographical attributes for the whole group of SCs by accompanying this information with as much as possible complete 2D sections collection from existing drawings and novel 3D drawn sketches created for this contribution. Then the paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. Then it highlights the danger of floods and landslides at which the 28 SCs are subjected. Finally it reports how these risks will change under the ongoing impact of climate change.

Abstract

Purpose

This study aims to explain the existing adaptation practices in an urbanized sub-region in the lower Chao Phraya River basin (CPRB) across different scales and dimensions. It offers an overview of water hazards in urban areas along the river basin to discover ways to deal with and recover from hazards via understanding the implications of existing and potential practice for the mitigation of hydrological hazards.

Design/methodology/approach

First, this study collected current adaptation strategies and measures from interview, focus group discussion, workshop organization, etc. to get the current adaptation strategies/measures for the whole CPRB and each specific area. Second, this study identified a set of criteria for evaluation from review of current publications and official reports. Then, the current adaptation strategies/measures were examined through a set of criteria to obtain the current situation of existing practices. Finally, analysis of key challenges and opportunities was done to propose supporting guidelines to reduce hydrological risks and incorporate further adaptation measures needed to boost resilience in the area.

Findings

Adaptation methods should focus on mixed adaptation, which integrates structural, social, organizational and natural adaptation, and to develop multi-dimensional collaboration. The adaption strategy has restricted the usage of some technologies and technical know-how, particularly in the area of climate change. As a result, intentional adaptation to become more inventive is required, to reduce hazards and improve disaster-response capacity. The various adaptation measures should be more integrated or more adaptive and to achieve greater cohesion and mutual benefit of individual measures, such as community-based adaptation or community-driven slum upgrading.

Originality/value

Hydrological risks are wreaking havoc on social, economic and environmental elements, particularly river flood, flash flood and drought in the Asia-Pacific region. Twenty-two existing adaptation options were evaluated with evaluation criteria such as scales of risks/impacts reduction, benefits of environmental and socio-economic and institutional aspects. The findings highlight the current situation of existing practices, key challenges and opportunities, which emphasized on natural-based solutions, raising knowledge and awareness and lessons learned on adaptation of hydrological risks. The existing adaptation measures will be suggested as supporting guidelines and master plans to minimize the hydrological risks.

Abstract

Purpose

In the event of a disaster, educational institutions like schools serve as lifeline buildings. Hence, it is crucial to safeguard these buildings for the communities that may depend on the school as a disaster shelter and aid center. Thus, this paper aims to conduct a multihazard risk assessment survey at 50 schools (with 246 building blocks) in Dehradun.

Design methodology approach

The past few decades have witnessed the impact of multihazard frequency in Uttarakhand, India, due to the geographical features of the Himalayas and its neo-tectonic mountain-building process. Dehradun is the capital of Uttarakhand state and comes under seismic zone IV, which is highly prone to earthquakes.

Findings

The hazard assessment is divided into two types of surveys: first, building-level surveys that include rapid visual screening, nonstructural risk assessment and fire safety audit, and second, campus-level surveys that include vulnerability analysis for earthquake, flood, industrial hazard, landslide and wind.

Social implications

This paper will list several gaps and unrecognized practices in the region that increase the schools’ multihazard risk. The study’s outcome will help prioritize the planning of disaster awareness, retrofitting execution, future construction practices and decision-making to minimize the risk and prepare the school for the upcoming disasters.

Originality value

Physical data were collected by the author to determine the multihazard risk analysis in 50 schools in the Dehradun District of Uttarakhand, India. The building- and campus-level surveys have been used to generate a database for the retrofit and renovation process for each individual school to use their budget fruitfully and in a planned way. The survey conducted is more effort and a more detailed risk evaluation which necessitates effectively mitigating and ensuring the potential safety of the region’s schools.

Abstract

Purpose

The study, within the Increasing Resilience of Cultural Heritage (ResCult) project, aims to support civil protection to prevent, lessen and mitigate disasters impacts on cultural heritage using a unique standardised-3D geographical information system (GIS), including both heritage and risk and hazard information.

Design/methodology/approach

A top-down approach, starting from existing standards (an INSPIRE extension integrated with other parts from the standardised and shared structure), was completed with a bottom-up integration according to current requirements for disaster prevention procedures and risk analyses. The results were validated and tested in case studies (differentiated concerning the hazard and type of protected heritage) and refined during user forums.

Findings

Besides the ensuing reusable database structure, the filling with case studies data underlined the tough challenges and allowed proposing a sample of workflows and possible guidelines. The interfaces are provided to use the obtained knowledge base.

Originality/value

The increasing number of natural disasters could severely damage the cultural heritage, causing permanent damage to movable and immovable assets and tangible and intangible heritage. The study provides an original tool properly relating the (spatial) information regarding cultural heritage and the risk factors in a unique archive as a standard-based European tool to cope with these frequent losses, preventing risk.

Abstract

Purpose

The purpose of this study is to review the role of knowledge management (KM) in disaster management and crisis. Disaster causes many detrimental impacts on human lives through loss of life and damage to properties. KM has been shown to dampen the impact of the disaster on the utilization of knowledge among agencies involved and the local communities impacted by disasters.

Design/methodology/approach

Through a bibliometric methodology (co-citation, bibliographic coupling and co-word analysis), this study presents significant themes in the past, current and future predictions on the role of KM in disaster management. In this review paper, 437 publications were retrieved from the Web of Science and analyzed through VOSviewer software to visualize and explore the knowledge map on the subject domain.

Findings

Findings suggest that the significant themes derived are centralized to disaster preparedness during disaster and disaster postrecovery. This review presents a state-of-art bibliometric analysis of the crucial role of KM in building networks and interconnection among relevant players and stakeholders involved in disaster management.

Research limitations/implications

The main implication of this study is how the authorities, stakeholders and local community can integrate the KM system within the three stages of disasters and the crucial role of technologies and social media in facilitating disaster management.

Originality/value

To the best of the authors’ knowledge, this is the first study to present a bibliometric analysis in mapping KM’s past, present and future trends in disaster management.

Abstract

Purpose

This study aims to review the features and challenges of the flood relief chain, identifies administrative measures during and after the flood occurrence and prioritizes them using two machine learning (ML) and analytic hierarchy process (AHP) methods. This paper aims to provide a prioritization program based on flood conditions that optimize flood management and improves society’s resilience against flood occurrence.

Design/methodology/approach

The collected database in this paper has been trained by using ML algorithms, including support vector machine (SVM), Naive Bayes (NB) and k-nearest neighbors (kNN), to create a prioritization program. Furthermore, the administrative measures in two phases of during and after the flood are prioritized by using the AHP method and questionnaires completed by experts and relief workers in flood management.

Findings

Among the ML algorithms, the SVM method was selected with 91.37% accuracy. The prioritization program provided by the model, which distinguishes it from other existing models, considers five conditions of the flood occurrence to prioritize actions (season, population affected, area affected, damage to houses and human lives lost). Therefore, the model presents a specific plan for each flood with different occurrence conditions.

Research limitations/implications

The main limitation is the lack of a comprehensive data set to determine the effect of all flood conditions on the prioritization program and the relief activities that have been done in previous flood disasters.

Originality/value

The originality of this paper is the use of ML methods to prioritize administrative measures during and after the flood and presents a prioritization program based on each flood’s conditions. Therefore, through this program, the authority and society can control the adverse impacts of flood more effectively and help to reduce human and financial losses as much as possible.
