Abstract

The administration of social assistance benefits is devolved to local agencies in Belgium, which raises questions about how much variation in spell lengths of benefit receipt is associated with differences across agencies. We address this issue by analysing the monthly hazard of benefit exit using administrative record data for 14,270 individuals in 574 welfare agencies. Our random-effects model allows for differences in both the observed and unobserved characteristics of beneficiaries and of local agencies. There are large differences in median benefit duration for individuals serviced by different welfare agencies: the range is from two months to more than 24 months. We find strong associations between beneficiary characteristics (sex, age, foreign nationality, citizenship acquisition, work history and being a student) and spell length. The estimates show higher odds of exiting social assistance receipt in bigger municipalities and in agencies which provide more generous supplementary assistance, and also strong evidence of shorter episodes in agencies where active labour market programme participation rates are higher.

Abstract

I study state dependence in social assistance receipt in Germany using annual survey data from the German Socio-Economic Panel for the years 1995–2011. There is considerable observed state dependence, with an average persistence rate in benefits of 68 per cent comparing to an average entry rate of just above 3 per cent. To identify a possible structural component, I estimate a series of dynamic random-effects probit models that control for observed and unobserved heterogeneity and endogeneity of initial conditions. I find evidence of substantial structural state dependence in benefit receipt. Estimates suggest that benefit receipt one year ago is associated with an increase in the likelihood of benefit receipt today by a factor of 3.4. This corresponds to an average partial effect of 13 percentage points. Average predicted entry and persistence rates and the absolute level of structural state dependence are higher in Eastern Germany than in Western Germany. I find only little evidence for time variation in state dependence around the years of the Hartz reforms.

Abstract

This chapter examines the prevalence of justiciable civil justice problems experienced by Canadians, the ways in which people respond to them and the consequences of experiencing these kinds of problems. The results show that experiencing justiciable problems is a nearly normal feature of the everyday lives of a large proportion of the population in a modern society. Particularly, important features of justiciable problems are the prevalence of multiple problems, the clustering of justiciable problems and the linkages between justiciable, health and social problems. The results suggest that justiciable problems may be a part of broader patterns of social exclusion. One implication of this research is that access to justice services may not only address legal problems but, by doing so, may have the effect of forestalling processes of social exclusion of which civil law problems are a part.

The scope of the participation of civil society organizations (CSOs) in providing public services as well as the models and formats of implementing State–CSO partnerships have varied both in sectorial terms and from a historical perspective. The discussion on State–CSO partnerships in service delivery has recently produced many studies, especially related to public management reform agenda, although many ideas based on public governance have appeared in recent years within the Brazilian context. This study features a historical analysis of the State–CSO partnerships in three different areas: AIDS, social assistance, and culture, and seeks to identify the main characteristics of each management model (bureaucratic, managerial, and new public governance), based on an analysis of sectorial norms produced by the federal government to regulate these relationships.

Abstract

This chapter provides an understanding of the state of social protection mechanisms in the Southern African Development Community region and gives reference to two cases from the same region in relation to their social protection response during the COVID-19 pandemic. Secondary data were used to provide an understanding of social responsive measures to mitigate poverty during the COVID-19 pandemic in the region. Existing literature, policies and programmes relative to the social measures to mitigate poverty during the COVID-19 in South Africa and Zimbabwe were reviewed. The study highlighted the importance of preparedness of governments to respond to shocks in order to provide social protection to citizens. It further highlighted the need to adopt more sustainable strategies to help mitigate the effects of pandemics and the need to cushion citizens from the socio-economic effect of future pandemics.

Abstract

The analysis presented in this chapter defines three different synthetic measurements of disincentives for formal work: two standard measurements, namely, the tax wedge and the marginal effective tax rate (METR); and a new, innovative measurement called formalization tax rate (FTR). The novelty of the latter is that it measures disincentives stemming not only from labor taxation but also from benefit withdrawal due to formalization. A descriptive analysis across a large number of OECD and Eastern European countries reveals that the disincentives for formal work – when measured through the FTR – are especially high for low-wage earners. This suggests that formal work might not pay in this segment of the labor market, in particular for the so-called mini-jobs and midi-jobs (low-paying part-time work).

Another novelty of the chapter is its empirical approach. Using EU-SILC 2008 data and OECD Tax and Benefit data for six Eastern European countries (Bulgaria, the Czech Republic, Estonia, Latvia, Poland, and Slovakia), we match disincentives for formal work to individual observations in a large data set. Applying a probit regression, the analysis finds a significant positive correlation between FTR or METR and the incidence of being informal. In other words, controlling for individual and job characteristics, the higher the FTR or the METR that individuals are facing is, the more likely they are to work informally. The tax wedge, on the other hand, yields a negative correlation. This indicates that the tax wedge is not sufficiently capturing disincentives for formal work. We also conclude that in cross-country analysis, it might be more useful to use the tax wedge that applies to low-wage earners as opposed to average wage earners.

As unemployment rises across the European Union (EU), it is important to understand the extent to which the incomes of the new unemployed are protected by tax–benefit systems and to assess the cost pressures on the social protection systems of this increase in unemployment. This chapter uses the EU tax–benefit model EUROMOD to explore these issues, comparing effects in five EU countries. It provides evidence on the differing degrees of resilience of the household incomes of the newly unemployed due to the variations in the protection offered by the tax–benefit systems, according to whether unemployment benefit is payable, the household situation of the unemployed person and across countries.

Purpose – Although many have expressed concern over whether generous welfare policies discourage the employment of single mothers, scholars have rarely exploited cross-national variation in the generosity of social policies to assess this question. This is the case even though much previous scholarship has examined the effects of social policy on women's and mothers' labor force engagement. This chapter evaluates whether generous social policies have a disincentive effect on single-mother employment.

Methodology/approach – Using the Luxembourg Income Study (LIS), we conduct a cross-national, multilevel analysis of the effects of social policy generosity on single-mother employment in 17 affluent democracies.

Findings – We find high rates of single-mother employment – above 60 percent in 15 of the 17 countries and above 70 percent in 5 countries. We find little effect of social policy for employment, as our two measures of social policy are insignificant in almost all models. If there are welfare disincentives, they only appear significant for young single mothers, and this evidence is limited as well. We find contradictory evidence for the employment incentive for low-educated single mothers.

We determine that single-mother employment is largely driven by the same individual characteristics – educational attainment, age, and household composition – that drive employment in the general population, and among women and mothers.

Originality/value of chapter – To the best of our knowledge, this is one of the few cross-national, multilevel tests of the welfare disincentive thesis for single-mother employment. We provide evidence that welfare generosity does not discourage single-mother employment.

Abstract

The focus of the study was to explore the understanding of family among homeless adults in Southeast Texas. We incorporated both qualitative and quantitative methods by interviewing two key groups (short-term homeless, long-term homeless) over a 16-week period. Thirty homeless participants were interviewed using 18 questions designed to explore their understanding of family and the social supports that lead to resiliency. Participant ages ranged from 19 to 56 with an average of 44 years. Twenty-six participants were male and four were female. Half of all homeless participants claimed to lack familial support from either biological family or close friends. Among short-term homeless individuals, five of seventeen identified their biological family as fulfilling the role of a traditional family, while among long-term homeless adults, five of thirteen identified their friends as fulfilling the role of a familial unit. A recurring theme emerged in which participants defined family as those individuals who were consistently accessible for support, whether biological relations or non-related friends and companions. As we seek to improve our programs of assistance and advocacy, these findings become important as a step toward honoring our clients and recognizing the validity of their perceived realities as we reconstruct the models by which we facilitate interaction and intervention.
