Abstract

India launched Smart City Mission in 2015 with an objective of development of 100 smart cities with a completion deadline in 2019 that was extended till June 2023. Smart City Mission is an important mission in the backdrop that urban population in India is projected to be 67.55 crore in 2035 from 48.30 crore in 2020. Further, by 2035, the percentage of population in India at mid-year residing in ‘urban area’ will be 43.2% as per the United Nations – Habitat's World Cities Report 2022 and it will be just next to China's urban population in 2035 that is projected at 1.05 billion. A recent World Bank report (2022) estimated that India will need to invest US (United States) $840 billion over the next 15 years, i.e. US $55 billion per annum – into urban infrastructure if it has to effectively meet the needs of its fast-growing urban population.

This chapter focuses on financing of sustainable smart cities in India. This chapter summarises financing options explored by the government in the beginning, challenges faced in financing of Smart City Mission in India over a period due to various developments such as pandemic, delay in execution of projects under the Smart City Mission, among others. Finally, suggestions have been given for making financing means effective and sustainable. These suggestions are based on the gaps between the ‘financing means thought of’ in the beginning and ‘financing means actually applied’ while executing Smart City Mission in India. Financing part is worth exploring in the background that India had the fiscal deficit at 3.9% of Gross Domestic Product (GDP) in 2015–2016 and most recently, the country had the fiscal deficit at 6.71% of GDP in FY22. And the country also dealt with the pandemic like other economies and provided COVID-19 vaccine free of cost to all citizens. Insights are useful for any other economy with a similar sustainable and smart city mission while facing resource constraints.

Abstract

Purpose

The purpose of this paper is to outline the generic concepts and learning about smart cities and capture the varied perspectives of winning case examples in India. An attempt is made in the paper to study the available literature about smart cities and structure them into a synoptic framework of planning, design and implementation.

Design/methodology/approach

This paper has followed a case study approach and complied multi-facet 18 features of 99 winners of “100 Smart Cities Mission” in India to showcase trends and developments of tomorrow. These multi-facet features collectively provide a heterogeneous view of the future potentials of smart cities in India.

Findings

Findings of this research can contribute to shaping a number significant learning of different aspects of policy formation in India with respect to smart cities in view of the sensitivity of citizen participation in the individualized society of information age.

Research limitations/implications

The results and learning of this study have not been verified empirically through a survey and they are based on qualitative incidences in the submitted proposal. Further, the state of this paper is generic and there is a lack of city-specific context specification except for some illustrations of success stories and upcoming innovative projects.

Practical implications

This paper provides a better understanding of current practices fulfilling featured requirements of smart cities to identify opportunities for improvement based on the current state of the debate.

Social implications

The development of smart cities in India is expected to play an outstanding role in shaping the world of tomorrow. Although the focus of this development is on the actual needs and requirements of today; however, some trends and predictions of the future society can also be identified.

Originality/value

This paper is the original attempt to set the definition of developing and replicating smart cities in India based on decisive parameters and it contributes to meet challenges of urban planning.

Further, the case may also be useful to teach sub-topics such as fit between external opportunities and internal strengths (resources and capabilities) and new business model challenges.

Case overview

Robert Bosch Engineering and Business Solutions (hereafter referred as RBEI) had been chosen by the Management of Bosch in India to engage in the Government of India (GoI) Smart City Business Opportunity. Dhiraj Wali, Vice President RBEI and the present head of RBEI Smart City Projects (RBEI/SCP) over the past few years had been prospecting the non-Bosch clients especially the GoI clients for RBEI. He understood the implications of this big-ticket business opportunity for RBEI. At the same time, he was worried about the complications involved in such large projects, how should RBEI position itself to make the most of this significant business opportunity?

Expected learning outcomes

The dynamics and internal challenges of an established captive division of a multinational (i.e. Bosch) venturing into business transactions with non-captive (i.e. non-Bosch) especially government sector clients. The new business opportunities facing a multinational in emerging markets such as India. Understanding the GoI Smart City Mission and its big-ticket business opportunity. To show how the captive units of MNC evolve over the years of operation leveraging, the competencies gained to succeed in the marketplace. The reasons for this range from internal needs to increase the gains from the past investments to exploiting the external business prospects available resulting in both new opportunities for specialization and customers.

Purpose

Smart cities are an attempt to recognize the pioneering projects designed to make the cities livable, sustainable, functional and viable. The purpose of this paper is to evaluate funding released by the government city wise and sources available for finance for the development of the smart cities. The impact of fund released by the government for the development of smart cities (Chandigarh, Karnal, Faridabad, Pune, Chennai, Ahmedabad, Kanpur, Delhi, Lucknow and Agra) in India has been studied in detail. Urbanization is a continuous process, which is taking place throughout the globe, especially in developing countries like India.

Design/methodology/approach

The research is descriptive in nature. The sources of funding for smart cities in India have been taken into consideration, and χ2 test of independence has been employed to study the impact of fund released by the government for smart city development in India by using IBM SPSS.

Findings

The total investment, area-based projects, pan-city initiatives and O&M costs for smart cities ranged between Rs 133,368 and Rs 203,979 lakh crores, Rs 105,621 and Rs 163,138 lakh crores, Rs 26,141 and Rs 38,840 lakh crores, and Rs 1,604 and Rs 1,999 lakh crores, respectively, in the year 2016 (for 60 smart cities) to 2017 (for 99 smart cities), which shows an increasing trend. The investment in retrofitting projects, redevelopment projects, greenfield projects and area-based projects ranged between Rs 94,419 and Rs 131,003 lakh crores, Rs 8,247 and Rs 23,119 lakh crores, Rs 2,955 and Rs 8,986 lakh crores, and Rs 105,621 and Rs 163,138 lakh crores, respectively, in the year 2016 (60 smart cities) to 2017 (99 smart cities), which shows the division of projects funding for smart city development in India. The funding released for smart city development such as other sources, loans from the financial institution, private investment, convergence, state government share funding and Central Government Funding ranged between Rs 14,828 and Rs 15,930 lakh crores, Rs 7,775 and Rs 9,795 lakh crores, Rs 30,858 and Rs 43,622 lakh crores, Rs 25,726 and Rs 43,088 lakh crores, Rs 27,260 and Rs 45,695 lakh crores, and Rs 29,207 and Rs 47,858 lakh crores, respectively, in the year 2016 (60 smart cities) to 2017 (99 smart cities), which reflects the different sources of funding for the development of smart cities in India. The χ2 test of independence has been applied, which shows that there is no impact of fund released by the government on cities for smart city development in India as the p-values of Chandigarh (0.213), Karnal (0.199), Faridabad (0.213), Pune (0.199), Chennai (0.213), Ahmadabad (0.199), Kanpur (0.199), Delhi (0.199), Kolkata, Lucknow (0.213) and Agra (0.199) are greater than 0.05.

Research limitations/implications

For the Smart Cities Mission to be financially sustainable, the right policy and institutional framework should be implemented for modernization and aggregation of government landholding. Consolidation of all the landholdings under the smart city project should be properly implemented, and the role of private sectors should be encouraged for public‒private partnership projects to make Smart City Mission more successful.

Practical implications

The benefits of smart cities development will help provide affordable, cleaner and greener housing infrastructure for all, especially the inclusive group of developers belonging to the lower middle-income strata of India, and the benefits will be replicated when adopted on a smaller scale in the rural part of the country.

Originality/value

The research paper is original and χ2 test has been used to study the impact of fund released by the government for smart city development in India.

Abstract

Purpose

The COVID-19 pandemic has affected around 216 countries and territories worldwide and more than 2000 cities in India, alone. The smart cities mission (SCM) in India started in 2015 and 100 smart cities were selected to be initiated with a total project cost of INR 2031.72 billion. Smart city strategies play an important role in implementing the measures adopted by the government such as the issuance of social distancing regulations and other COVID-19 mitigation strategies. However, there is no research reported on the role of smart cities strategies in managing the COVID-19 outbreak in developing countries.

Design/methodology/approach

This paper aims to address the research gap in smart cities, technology and healthcare management through a review of the literature and primary data collected using semi-structured interviews.

Findings

Each city is unique and has different challenges, the study revealed six key findings on how smart cities in India managed the COVID-19 outbreak. They used: Integrated Command and Control Centres, Artificial Intelligence and Innovative Application-based Solutions, Smart Waste Management Solutions, Smart Healthcare Management, Smart Data Management and Smart Surveillance.

Originality/value

This paper contributes to informing policymakers of key lessons learnt from the management of COVID-19 in developing countries like India from a smart cities’ perspective. This paper draws on the six Cs for the implications directed to leaders and decision-makers to rethink and act on COVID-19. The six Cs are: Crisis management leadership, Credible communication, Collaboration, Creative governance, Capturing knowledge and Capacity building.

Abstract

The purpose of this chapter is to develop academic answers to the key rural areas and smart villages and digital agriculture. This chapter analyses the National level initiatives of Government of India Mission to convert rural areas into smart cities. The Union Ministry of urban development collaborates with State Government and nominate a particular city or cities in their state. Financial incentives or benefits will be provided to enhance the quality of the city. Coimbatore being a cosmopolitan city it is also a combination of rural villages and urban township. The main objective of this chapter is to identify and explore the initiatives of SMART CITIES MISSION a joint venture activity initiated by Government of India and State Government of Tamil Nadu. The results clearly indicate how digital technologies play a pivotal role to enhance the quality of eco-friendly initiatives and to improve the smart villages and agriculture. The key recommendations are the lessons learnt from other smart cities initiatives in other states and how Coimbatore can be an example and adopt key takeaways from other states and cities around the world.

Abstract

The notion of sustainability broadly builds upon the development of the present without hampering the needs of the future generation. Accordingly, the contemporary development programmes, in general, emphasise on minimising the adverse bearings of climate change and arresting the irreversible ecological degradation following the implementation of the growth-oriented economic models. While such idea of sustainable development is expected to be applied across different sectors, the traditional urban development projects such as the Integrated Development of Small and Medium Towns (IDSMT) (1979), the Mega-City Scheme (1993), and the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) (2005) focussed mainly on physical infrastructure with inadequate emphasis on the ecological aspects and sustainability. However, with the experiences of globalisation and the negative impact of changing climate, the recent urban development initiatives across the world have gone through considerable redesigning, and the idea of eco-city, compact city, sustainable city, etc., have taken the central place in the project proposals. In this connection, the Smart City Mission (SCM) (2015) of the Government of India has emerged as an important initiative to facilitate improvement in the standard of living along with economic growth through the development of urban infrastructure and integration with intelligent technologies. This chapter attempts to understand how the projects under the SCM have incorporated various ecological aspects to transform the cities into liveable and sustainable ones for the future generation. Using secondary data and carrying out a comparative analysis of selected smart city proposals, this chapter finds that there is still a lack of adequate emphasis on ecological sustainability in many smart city proposals. This chapter suggests revisiting the smart city proposals, and initiatives should be made towards the development of urban areas in a sustainable way.

Abstract

This chapter works with Lefebvre’s “Right to the City” (1996b) to understand how a Smart City initiative was being implemented and as a consequence who benefitted. While a model of citizenship is offered in smart cities, the “actually existing” smart city in fact reconfigures models of citizenship in ways that instrumentalize technology and data that can reinforce the patterns of exclusion for marginalized groups. Therefore, this chapter aims to understand how citizens participate in smart city projects and whether they can in fact lead to the exacerbation of existing urban historical, material, and social inequalities. The chapter focuses on some of those excluded by smart city projects: the urban poor, street traders, and those who live in informal settlements and explores the way in which they access and participate in the city. In the Global South context, India is a key actor in implementing a national-level smart city program, and research was undertaken in the city of Chennai to investigate the way that the India Smart Cities Mission was being planned and implemented and the corresponding implications for marginalized communities. The chapter argues that there is a need to recognize the value of a range of everyday, small-scale ways in which citizens employ technologies and data that meet their needs in a social and spatially embedded context. In this way, marginalized people may be empowered to have what Lefebvre describes as “the right to the oeuvre, to participation and appropriation” (1996, p. 173) in urban space.
