Abstract

This chapter employs the shared leadership model in exploring how leaders of higher education institutions (HEIs) can partner with Public Policy Groups (PPGs) within the Global South, a region characterized by complex challenges such as underdeveloped economies, corrupt leadership, limited financial and human resources, and political instability in some cases. The driving forces for collaboration include interconnected national policies, shared goals, responsibility, and accountability for resources. The Zambian Higher Education Policy (HE policy) draws on national, regional, and global aspirations for education and skills development, making it a suitable tool for advancing a common agenda for social, economic, and environmental sustainability. HEIs can use their collective leadership competencies to understand the multidimensional context in which they must exercise their varied roles. HEIs require relational and dynamic processes, practices, and narratives to negotiate the ups and downs of the complex terrain for sustainable development and drive a more transformative and complementary agenda for change.

Abstract

Scholars have pointed out the need for improvement and refinement in public management research, also depending on the role of public administration for sustainable development. Because government organizations employ a substantial portion of the workforce, management practices in the public sector are critical areas for designing, implementing and delivering policies that can achieve the goals set forth in the 2030 Agenda for Sustainable Development. For these purposes, and in implementation of the Next Generation EU (NGEU) programme, Italy recently launched an ambitious National Recovery and Resilience Plan (NRRP) which includes, among other things, upskilling goals for staff employed, following the modernization process that has involved the Italian public sector in the last decades, with the Decree n. 150/2009. Aiming both to understand the extent of the application of the reform and to answer some basic questions (why, what and how) concerning Individual Performance Appraisal Systems (IPAS), we conducted a content analysis on the 220 documents already produced by the Italian Ministries. The study has been conducted in two different steps of the reform process and provides solid evidence of the reforms' effects on designing and implementing individual performance systems. The analyzed documents reveal no longer-term vision in implementing the IPAS that involves some critical performance management utilities such as training, development, fair pay and deployment of employees, raising new questions about a sustainable approach to the individual performance management process even in public organizations.

Abstract

Purpose

The purpose of this paper is to examine a recent comprehensive corporate real estate (CRE) alignment model which was derived from previous CRE alignment models. This study proposes several modifications and additions based on business and decision-making literature to increase the framework’s multidisciplinary strength and extend its implementation phase.

Design/methodology/approach

Literature from various fields is reviewed and “lessons” incorporated into the framework. The business literature review began with corporate strategy theories cited in CRE alignment theory and extended to critiques of those and more recent theories. Likewise, decision-making and implementation both began with material cited in CRE literature and “rippled” out to encompass pertinent material.

Findings

The model used provides a robust framework, and this study has identified several areas that would appear to improve that model from a theoretical and practical perspective. Areas of further research are identified that appear to offer opportunities to further develop the framework.

Originality/value

Historically, there has been a tendency for new CRE alignment models to be created rather than existing ones being developed further. Here, a framework derived from a meta-study of CRE alignment models is reviewed, and improvements are proposed to further develop CRE alignment theory and its application in practice through the addition of viewpoints from the business field and more focus on the implementation phase of the model.

Abstract

This chapter investigates the issue of tattoos and examines whether the presence of visible tattoos still influences front line workers' employment chances. It finds that irrespective of a general societal shift towards greater tattoo acceptance and integration into modern society, negative stereotypes about tattoos still exist. Acceptance of tattoos in the workplace was dependent on the nature, size and location of the tattoo, as well as the occupation in question, and individual customer characteristics. Respondents were generally more accepting of tattoos on people nowadays. However, there was concern that employees with visible tattoos may still face stigma in the workplace. The findings revealed that most people will cover up a tattoo during an interview out of fear of negative discrimination by the interviewer.

Abstract

Purpose

Combustion of fuel with oxidizer inside a combustion chamber of an internal combustion engine forms inevitable oxides of nitrogen (NOx) due to high temperature at different locations of the combustion chamber. This study aims to quantify NOx formed inside the combustion chamber using two fuels, a conventional diesel (n-heptane) and a biodiesel (methyl oleate).

Design/methodology/approach

This research uses a computational fluid dynamics simulation of chemically reacting fluid flow to quantify and compare oxides of nitrogen (NOx) in a compression ignition (CI) engine. The study expends species transport model of ANSYS FLUENT. The simulation model has provided the temperature profile inside the combustion chamber, which is subsequently used to calculate NOx using the NOx model. The simulation uses a single component hydrocarbon and oxygenated hydrocarbon to represent fuels; for instance, it uses n-heptane (C7H16) for diesel and methyl-oleate (C19H36O2) for biodiesel. A stoichiometric air–fuel mixture is used for both fuels. The simulation runs a single cylinder CI engine of 650 cm3 swept volume with inlet and exhaust valves closed.

Findings

The pattern for variation of velocity, an important flow parameter, which affects combustion and subsequently oxides of nitrogen (NOx) formation at different piston locations, is similar for the two fuels. The variations of in-cylinder temperature and NOx formation with crank angles have similar patterns for the fuels, diesel and biodiesel. However, the numerical values of in-cylinder temperature and mass fraction of NOx are different. The volume averaged static peak temperatures are 1,013 K in case of diesel and 1,121 K in case of biodiesel, while the mass averaged mass fractions of NOx are 15 ppm for diesel and 141 ppm for biodiesel. The temperature rise after combustion is more in case of biodiesel, which augments the oxides of nitrogen formation. A new parameter, relative mass fraction of NOx, yields 28% lower value for biodiesel than for diesel.

Originality/value

This work uses a new concept of simulating simple chemical reacting system model to quantify oxides of NOx using single component fuels. Simplification has captured required fluid flow data to analyse NOx emission from CI engine while reducing computational time and expensive experimental tests.

Abstract

Purpose

This study aims to enrich our understanding of the characteristics of non-urban coworking spaces (CSs) that focus on corporate users, as well as the benefits that companies expect to gain from incorporating those CSs into their corporate real estate (CRE) portfolios.

Design/methodology/approach

This study leverages a series of in-depth interviews with owners and managers of CSs in non-urban locales that focus on serving corporate clients.

Findings

The research reveals various CS characteristics and forms within non-urban areas, focusing on corporate clients. It suggests that implementing a CS in corporate premises is perceived to enhance CRE use-value strategies with a focus on the employee's well-being, innovation and the attraction of talents. Moreover, exchange-value strategies with a focus on portfolio flexibility may benefit from the implementation of a CS. However, strategies related to life-cycle cost optimization or gains are not perceived to be supported. Social events for the surrounding neighborhood and the choice of location emerge as critical success factors for non-urban CSs. Besides infrastructure and connectivity, non-urban corporate-centric CSs built their location decisions rather on a personal connection to the location and place of residence of potential users than on lower rental prices.

Originality/value

This research pioneers in providing a comprehensive understanding of non-urban CSs, particularly in the context of their perceived implications for corporate real estate management. The nuanced perspectives it offers are invaluable for stakeholders looking to leverage CSs as part of their corporate strategies.

Abstract

Purpose

Meetings with colleagues are an essential activity in workplace collaboration. The iterative nature of collaborative work demands spaces that team members can access quickly and easily. Creating suitable meeting spaces will become more critical if the hybrid work model continues and the workplace environment becomes the hub for face-to-face collaborative time, learning and training. Workspace and fit-out is expensive so it is crucial that the investment in meeting spaces supports employees’ collaboration activities.

Design/methodology/approach

This paper presents a case study of a corporate organisation undertaken in New Zealand to investigate how employees from two business units use their workspace to collaborate within their own team and across other teams in their organisation. The study uses ethnographic techniques, including participant observation and in-depth face-to-face interviews.

Findings

The findings show that the frequency and nature of small group work in collaboration was underestimated in the initial planning of the new workspace. Although participants found the design and fit-out of the formal meeting rooms supportive of collaborative work, the meeting rooms were in high demand, and it was difficult to find a room at short notice. The breakout spaces were confusing because they lacked key design attributes identified by the participants as conducive to small group work. Design shortfalls together with fit-out features perceived as supportive of collaborative work are identified.

Originality/value

The research reports on employees’ perceptions and experiences across two functionally diverse business units, reflecting their different needs and concerns.

Abstract

Purpose

German (corporate-) real estate management departments have been facing the challenge of poor data quality for years. This holds them back from generating efficiency potentials via the use of new methods from the field of digitalisation and from coping with the increasing requirements from the ESG context. The purpose of this paper is to explore why German (corporate-) real estate managements (do not) share data with their real estate service providers to address the data quality challenge and identify possible solutions.

Design/methodology/approach

To answer the research question, the reasoned action approach, an established theory from psychology for predicting human behaviour, is used. The relationships between the constructs are determined using linear regression. The study participants are almost exclusively from Germany.

Findings

The organisational milieu (perceived behavioural control) has a significant impact on the behaviour of sharing data with real estate service providers. Especially the change of contractual arrangements (data-driven contracts) seems to be crucial for the improvement of information logistics.

Originality/value

To the best of the author’s knowledge, for the first time, the reasoned action approach is used within the German real estate industry to predict organisational behaviour in the context of digitalisation.

Abstract

Purpose

Deterioration of integrity is featured in public service across the globe, including Tanzania. Local government authorities (LGAs) are among the areas where such practices have been reported. However, factors compromising integrity in LGAs receives less attention from the literature. Citing 19 LGAs from Tanzania, this study aims to examine contributes to this debate.

Design/methodology/approach

A sequential explanatory research design was applied. Data were collected from 54 respondents through survey questionnaires, interviews and a documentary review. The study was guided by Hoekstra theoretical framework for assessing integrity practices in LGAs.

Findings

The findings revealed that maintaining integrity in Tanzania's LGAs is still challenging. Poor institutionalization processes, institutional unpreparedness, insufficient integrity policy execution and being less informed of moral development of recruited public servants are said to compromise integrity in Tanzania LGAs. This qualifies to conclude that institutional pathologies and moral history of public servants are the major factors contributing to integrity deterioration in Tanzania LGAs. This has resulted in subpar service delivery and the waste of public funds.

Research limitations/implications

This study confined itself to Tanzania LGAs. More studies could be conducted to LGAs in other countries struggling with the same problem. On the same ground, moral development should be studied more to ensure that the public service receives ethical public servants in the future.

Practical implications

The theoretical framework for assessing integrity systems in LGAs as proposed by Hoekstra (2022) could be applied by other countries struggling with the same challenge.

Originality/value

LGAs must implement an integrity-based self-reflection technique that will allow them to assess their current condition and come up with solutions. Furthermore, institutional policies must be strengthened to govern ethical behavior in LGAs.
