Abstract
Purpose
Islamic attributes and activities need to be developed in compliance with the halal concept to attract potential Muslim tourists and ensure the success of halal tourism. Although the literature shows that many factors can influence the success of halal tourism, a complete picture of the success factors of halal tourism in a city is still very limited. As such, this explorative study aims to examine stakeholders’ perspectives regarding the antecedents of halal tourism success and the benefits of halal tourism for the city.
Design/methodology/approach
Qualitative system dynamics modeling was used for this study, and Makassar (a successful halal tourism city) was considered as the basis for the study. A causal loop diagram (CLD) of halal tourism was developed using the group model building technique to elicit stakeholders’ knowledge and assumptions. Network analysis and feedback loop analysis were used to identify the driving factors of successful halal tourism.
Findings
Two factors need to be taken into account by halal tourism stakeholders in the city: support from the central and local government and improving and maintaining potential tourists’ perceptions of the city. There are four benefits of halal tourism success for the city: an increase in the number of micro-, small- and medium-sized halal businesses in the city, increased support from the central and local government to further develop halal tourism infrastructure in the city, increased word-of-mouth promotion of Makassar as a tourism destination and a decrease in the price of halal tourism components (e.g. food and accommodation).
Originality/value
The resulting CLD shows the interlinkage between political, societal and economical factors that could influence the success of halal tourism development. In particular, the findings show how governments and tourism stakeholders need to promote halal tourism socialization in the community and improve the public perception of this type of tourism. Therefore, the findings can help destination stakeholders and tourism developers in other cities develop halal tourism potential.

Abstract
Purpose
This study aims to investigate the effects of financial literacy, financial behaviour and financial stress on awareness of investment scams among retirees.
Design/methodology/approach
Using a questionnaire survey, data was distributed to 200 retirees. A total of 53 responses were obtained. The data was subsequently analysed using PLS-SEM version 3 software.
Findings
Findings indicated that while financial literacy has a significant influence on awareness, there is no conclusive evidence to support the relationship between financial behaviour and financial stress on awareness. These results highlighted the critical need to strengthen financial literacy among retirees as a prevention mechanism for them to avoid from being scammed.
Research limitations/implications
The finding from this study is relevant to regulators and law enforcement agencies to aid potential and actual retirees by educating them on the danger of investment scams.
Originality/value
As there are relatively few studies conducted on investment scams specifically among retirees, this study extends the investment scam literature by examining the underlying factors that affect their awareness towards the fraudulent activities.

Abstract
Purpose
This study departed from the aim to progress Malaysia as a high-income nation in 2025 via decent work and economic growth (Sustainable Development Goal 8). Thus, this study aims to examine the effects of demographic, experience and organisational factors on the ethical integrity of local enforcement officers from self-proclaim and colleague perception perspectives.
Design/methodology/approach
The data of this study was collected from Pusat Latihan Penguatkuasa Selangor (PULAPES), a training centre for local enforcement officers in Selangor. Based on a survey in 2019, this study used primary data based on a scenario-based questionnaire survey with a total sample of 535 respondents.
Findings
From a self-proclaim perspective, the results show that secondment and training factors have a positive relationship with the ethical integrity of local enforcement officers. From a colleague perception perspective, the results indicate that the secondment factor has a positive relationship with ethical integrity. In contrast, the officer rank factor has a negative relationship with the ethical integrity of local enforcement officers.
Practical implications
This research seeks to develop new theories or refine existing ones to explain how diverse circumstances affect law enforcement ethics. Learning people’s habits through observation and consequences like rewards or punishments impact behaviour recurrence are suggested. Law enforcement ethics can be examined by examining how peers, supervisors and organisational culture shape officers’ ethics.
Social implications
The finding of this study could serve to evaluate training programmes or rewards and punishments for ethical behaviour including how accountability and community involvement aid to promote law enforcement ethics.
Originality/value
The survey results of this study are based on local enforcement officers’ ethics that serve to aid in illuminating the elements which affect ethical behaviour among law enforcement personnel and identify the tactics for fostering ethical behaviour.

Abstract
Purpose
The current study investigates perceptions of street harassment from a linguistic perspective. With regard to the theory of speech acts, some may deem street remarks as compliments instead of catcalls. There is a lack of linguistic research regarding the issue conducted with a Bruneian demographic. This study recognises the difference in the use of language by men and women and aims to find whether there is a difference in their perceptions of street remarks.
Design/methodology/approach
A method of triangulation between questionnaire surveys and focus group interviews was carried out to actualise these aims. Thirty-two female and thirty-two male respondents from the survey were used to conclude quantitative findings, whereas three male and three female participants were recruited for the focus group interview. Data were analysed through a t-test and discourse analysis consecutively.
Findings
Quantitative data (p = 0.398) reveal that both men and women perceive street remarks almost equally as a form of street harassment. However, qualitative data reveal that male language and behaviour portray a more positive and tolerant attitude.
Practical implications
This study provides evidence of the difference in perceptions between men and women towards street harassment.
Originality/value
This study explores a relatively unexplored area, that is investigating street remarks in a non-Western context, where the demographic could have different perceptions towards street remarks.

Abstract
Purpose
This study aims to formulate a strategy for optimizing zakat governance in zakat institutions in East Java Province by identifying priority problems, creating solutions and developing strategies.
Design/methodology/approach
This qualitative research uses the analytical network process method. Ten respondents representing practitioners, academics, associations and regulators were selected for their expertise in zakat governance. The data were processed using Super Decision software program and Excel.
Findings
Priority issues in optimizing zakat governance found in this study are lack of information on Mustahik’s needs and development to Muzakki and the low motivation and ability of Mustahik to develop. Improving the quality and capacity of Amil’s, especially in the technological aspect, is a priority solution. The priority strategy considers intensification (by developing Amil’s ability to use technology) and extensification (by increasing Amil’s numbers who master technology).
Practical implications
The results highlight the urgency of increasing Amil’s capacity and capability in technology-based zakat management. Zakat institutions need to prepare for management’s transformation toward zakat technology as one of the priorities in optimizing zakat governance.
Originality/value
Problems, solutions and strategies for optimizing zakat governance are collected by connecting it to the Zakat Core Principles, namely, the ninth principle of collection management and the tenth principle of distribution management. Further, for identifying problems, solutions and strategies, four aspects must be considered of Amil, Muzakki, Mustahiq and other supporting elements to present better policies to optimize zakat governance.

Abstract
Purpose
Women with deafness are one of the vulnerable groups who experience sexual harassment. As a result, they experience psychological disorders such as stress, anxiety, fear and trauma. This problem is made worse because women with deafness have language and speech disorders. This paper aims to explore sexual harassment of women with deafness and develop Bisindo-based rational emotive behaviour therapy (REBT) to deal with sexual harassment against women with deafness.
Design/methodology/approach
Using the Analysis, Design, Development, Implementation and Evaluation model of the R&D approach, this preliminary research study was carried out in four stages. The research respondents for the need assessment were 166 people with ten professional backgrounds spread throughout Indonesia. Respondents for model validation tests are ten people: REBT experts, psychologists, Bisindo experts, teachers, lecturers, Head of Women's Organization (WCC) and Head of the Deaf Community (Gerkatin) in West Sumatra. Data were collected by questionnaire.
Findings
The results showed that many women with deafness experienced sexual harassment. The handling model using REBT mediated by Bisindo is needed in further research to test its effectiveness. The validity test results show that the Bisindo-based REBT model has been declared feasible, helpful, accurate and practical to be used as a response model for sexual harassment in women with deafness.
Originality/value
The results of this study imply the need for the application of therapies that follow the characteristics of victims, such as Bisindo-based REBT for female sexual victims.

Industrial credit providers in developing countries have been experiencing serious financial distress since the late 1970s due to persistent industrial loan default. Despite the application of a number of remedial measures, loan default problem continued to haunt them. This paper advances this argument that one of the prime reasons for loan default is the morally indefensible behaviour of borrowers and lenders in developing countries. The author has provided evidences from Bangladesh in support of such contention and recommends for changes in lenders and borrowers behaviour to create deterrent against moral hazard problems in order to reduce incidents loan default.

Abstract
Purpose
This study aims to formulate an index formula for mosque empowerment based on Maqashid Syariah as a measuring tool for the level of mosque empowerment.
Design/methodology/approach
This study uses a qualitative and quantitative approach (mixed method). Data collection techniques are carried out by in-depth interviews with experts consisting of academics, practitioners, scholars and regulators. The data analysis technique uses the Analytical Network Process (ANP) with Super Decision 2.10 software to construct the index model structure.
Findings
The results indicate that the mosque has a multi-field role, including in the fields of worship, social, education, politics, economy and culture. This study produces an index of mosque empowerment based on Maqashid Syariah, composed of sic criteria, namely, elements of Maqashid Syariah; protect religion, soul, mind, lineage, property and environment. The weighting results of the criteria indicate that maintaining religion is the main criterion with a weighted value of 0.209. Each of these criteria consists of five indicators. Of all indicators, environmental safety is the top priority, with a weighted value of 0.056.
Originality/value
This study is the first comprehensive study that discusses the mosque empowerment index by weighting the ANP method to produce an index of mosque empowerment based on Maqashid Syariah.

Abstract
Purpose
This study aims to examine the association between national culture and corporate carbon emissions. Specifically, the research explores how firm-level carbon emissions are associated with Hofstede’s four cultural dimensions: power distance, individualism/collectivism, masculinity/femininity and uncertainty avoidance.
Design/methodology/approach
The study examines 36,945 firm-year observations across 39 countries and uses panel regressions to assess the association between firm-level carbon emissions and national culture. This research also uses instrumental variable regression to address the potential endogeneity issues. Alternative proxies for culture are used to test the sensitivity of the findings.
Findings
The findings of this study reveal that power distance and uncertainty avoidance are negatively while individualism and masculinity are positively associated with corporate carbon emissions. The results are robust to the instrumental regressions and alternative measures of culture.
Practical implications
For policymakers, this research highlights the importance of national culture in assessing the efficacy of potential emissions reduction policies, identifying the possible challenges posed by the cultural differences of the targeted groups and designing policy adjustments accordingly. The local culture in which the branches of multinational corporations operate should be considered when the management implements emissions reduction policies for the business units in diverse cultural settings.
Social implications
Aligning emissions reduction policies with regional cultural dimensions has the potential to enhance the effectiveness of corporate and national emissions reduction policies, which can contribute to mitigating global climate change adversities.
Originality/value
This study provides insights into firm-level carbon emissions and Hofstede’s four cultural dimensions in a global setting.
