Abstract
Purpose
The Nordic narrative on local government highlights municipalities’ role in social consumption, a model, which is often considered a success story. The purpose of this paper is to apply Gerry Stoker’s (2011) theory on local government roles in society to critically analyse the sustainability of the Nordic model.
Design/methodology/approach
Drawing on literature review, documents and statistics of Nordic public authorities’, the author formulates exploratory theoretical propositions on the sustainability of the Nordic model of local government.
Findings
The emphasis placed on welfare task has made Nordic local government overloaded and vulnerable to central government intervention and reforms, resulting in a cumulative process towards an ever narrowing conception of local government.
Research limitations/implications
The research results are exploratory. Comparative empirical research is needed to verify the idea.
Social implications
The legitimacy of Nordic local government may be challenged because of municipalities’ weakening possibilities to discharge their welfare role in a manner that would satisfy citizens’ growing needs.
Originality/value
The paper is a critical analyses of the sustainability of local government system in Nordic countries. It discusses the possible negative consequences of the overemphasis of the welfare role of local government.

Abstract
In the twenty-first century, societies around the world are facing a wide range of daunting global mega-challenges: poverty, unemployment, income inequality, unequal distribution of political power, ageing populations, uncontrolled migration, segregated urbanisation, increasing greenhouse gas emissions and a massive decrease in biodiversity. In recent years, politicians, journalists and academic observers have singled out the Nordic countries, Denmark in particular, as model societies of trusting and happy people that have handled many of these challenges with remarkable effectiveness. And yet others warn against ‘becoming Denmark,’ painting a picture of a dysfunctional, socialist nightmare with high taxes, low job motivation and a general lack of private initiative. In this introductory chapter, the editors cut through the noise of the international debate and set the scene for the nuanced analyses presented here of contemporary public governance in Demark and its capacity to tackle some of the most pressing problems of our time. Specifically, the chapter discusses various conceptualisations of the Danish welfare state, delineates some of its most important historical and structural traits and outlines the main empirical features of contemporary Danish public governance. Finally, it outlines the structure of the book and briefly introduces each of its subsequent chapters.

Abstract
Purpose
The aim of the article is to discuss the challenges from immigration to Nordic (gender) politics, theories and research. The research question is to what extent Nordic welfare and gender equality politics is based on exclusive solidarity biased towards the native majorities. A key issue is how Nordic gender theory and research has addressed multiple inequalities. The article briefly revisits the academic debates about gender equality, diversity and multiculturalism, which arguably represent two different paradigms: multicultural approaches have addressed the accommodation of minorities with diversity as the key concept, while feminist approaches have focused on gender (in)equality with gender as the key concept.
Design/methodology/approach
The intersectional approach suggests that increased migration and mobility present similar challenges for the two bodies of thought to address complex and multiple inequalities within and beyond the nation state. The main part explores “the multicultural dilemma” in greater detail focusing on the intersections between gender and etho‐national minorities in Denmark, Norway and Sweden.
Findings
Perceptions of diversity and gender equality/women's rights are contextual and dynamic as intersecting diversities and inequalities are embedded in national histories, institutions and policies. Scholars have demonstrated that the discourse about women's rights and gender equality has become an intrinsic part of Nordic identities and belongings. The article suggests that the new forms of inequalities among women can be interpreted as a Nordic gender equality paradox between the relative inclusion of the native majority women and the relative marginalization of women from diverse ethnic minorities in society.
Originality/value
The intersectionality approach to gender and ethnicity in Scandinavia is in this article combined with a transnational approach to gender, diversity and migration.

Abstract
Purpose
The purpose of this paper is to analyse the changes that have taken place in the central regulation of social care in Finland since the 1970s. The changes in vertical central‐local relations are discussed in the context of economic and welfare state development.
Design/methodology/approach
The paper is a case study, applying the concept of “the Nordic welfare municipality” to the case of Finland. With this concept, the author refers to the inherently contradictory character of the Nordic model of welfare governance: to a system that emphasises local self‐government but that, at the same time, perceives regional harmonisation as imperative.
Findings
After strong central control during the most intensive construction period of the Finnish welfare state in the 1970s and 1980s, a radical decentralisation reform was implemented in 1993. However, since the early 2000s pressure for centralisation has increased again as emerging regional inequalities in care service provisions came under criticism.
Originality/value
The paper identifies a cycle of decentralisation and recentralisation that reflects the fundamental discrepancy between the maxims of local autonomy and regional equality that are both formative elements of local governance within the Nordic welfare model.

Abstract
The Nordic welfare model is known in the literature for its explicit support of the equal treatment of men and women in both family and gender equality policies as well as its achievements in these policy areas. Policy arguments have to promote gender equality and act in the best interest of the child, ensuring that the child access to care from both parents as well as to early childhood education and care. However, the knowledge of how the Nordic welfare states frame and promote active fatherhood remains fragmented.
The chapter asks whether the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden) have developed similar policies on fatherhood or have taken different paths. Hence, the chapter examines three main policy areas affecting fatherhood: family law, family cash benefits and paid parental leave. Comparative perspective is applied and the chapter asks how the policies frame and promote active fatherhood while also looking into how fatherhood is shaped in interaction between policies, cultures and the daily practices of fathers.
Results show that while all Nordic governments promote a dual-earner/dual-carer social democratic welfare state model emphasizing the active participation of fathers in the care of their children, variations exist in policy and practices. Care policies and entitlements to a father quota of paid parental leave are a defining factor for enhancing fathers’ role in care of their children and the findings show that Nordic fathers are making use of their quota and gradually increasing their share in taking leave for the care of young children.

Abstract
Purpose
The welfare states of Scandinavia have been regarded as forerunners of gender equality, but structural barriers to women's participation in the labour market may discriminate against women and create opportunity costs delimiting women's career choices. Family policies are defined to include maternity/paternity leave, benefits, childcare and leave to take care of sick children. The aim of this paper is to increase awareness and elucidate the impact of welfare policies on women's entrepreneurship because it may impact on women's entrepreneurial behaviour. Hence, it seeks to investigate the reasons underlying this apparent anomaly so that future policies in Scandinavia and Europe may be tailored to suit the needs of female entrepreneurs.
Design/methodology/approach
The study uses publicly available statistical data combined with unique survey data from a sample of 1,000 sole proprietors (men and women), all members of the Danish Association for the Self‐employed, to identify the problems encountered by female entrepreneurs. The survey findings are illustrated with three interviews with female entrepreneurs that have been published in the Danish newspapers discussing the problems encountered by self‐employed female entrepreneurs.
Findings
Even though the various Scandinavian models provide for ample maternity leave, benefits and childcare, on the whole, the Nordic Welfare Model is too heavily grounded in the ideals of employment favouring employment over entrepreneurship. For example, in Denmark, a sole proprietor is not allowed to work whilst on maternity leave. If she does so, her maternity allowance is reduced. This may be tantamount to closing the business down if you have a child, and may account for the fact that women are generally much older than men when starting a business. The majority of women in the survey are critical of the maternity leave system and 30 percent perceive the childcare system as a significant barrier to starting a business.
Research limitations/implications
Future research needs to compare the Danish evidence with that from other Nordic countries to establish whether the problem is restricted to Denmark. Additionally, research should focus on identifying whether child‐bearing and ‐rearing influences on the age at which women start a business.
Originality/value
So far, it has been taken for granted that the initiation of public childcare would facilitate increased entrepreneurship among women. This study shows that this is not necessarily so, and that there is a schism between welfare models that facilitate employment and those that facilitate entrepreneurship.

Abstract
Immigration represents one of the most contentious and complicated issues for social democracy in many national contexts. In Scandinavia, the social democratic parties have been particularly tormented, being split internally on central concerns related to immigration policy. Social democratic parties in Scandinavia have had a basically ambiguous relationship to the issue from the initiation of the era of ‘new immigration’. This chapter argues that this can be explained by the specifically strong attachment and ‘ownership’ of these parties to the Scandinavian welfare model, with its particular claims on a strong tax base and an orderly labour market. ‘Social democracy’ is dealt with mainly as an institutional and political entity, close to what goes as ‘The Nordic Model’ in the international literature. The chapter describes and analyses similarities and differences between the three Scandinavian countries, through a historical exposé of the period after the early 1970s; on the one hand, the institutional and normative prerequisites for social democracies in handling migration, and on the other hand, the way in which recent flows of migrants have influenced the very same social democracies. Theoretically, the chapter is drawing on conceptual tools from political economy, citizenship discourse and institutional theory.

Abstract
Purpose
The paper presents a study on whether citizens’ immigration attitudes shape their attitudes towards social welfare in three Nordic countries.
Design/methodology/approach
The main analysis was performed using linear regression analysis. Data were retrieved from the eighth round of the European Social Survey (2016). The data cover the Finnish, Norwegian and Swedish respondents (N = 5,021).
Findings
The analyses indicate that citizens’ immigration attitudes are associated with their social welfare attitudes. The more positive the attitudes towards immigration are, the more positive the attitudes toward social welfare will be. Further, people in the political Left have more positive attitudes towards social welfare compared to those in the political Right; but, the immigration issue is more divisive of the political Left’s opinion than that of the Right.
Research limitations/implications
Public opinion research has its limitations because behind an individual’s opinion there are many hidden factors. An individual may also have different opinions depending on the dimensions of the welfare state.
Social implications
If the immigration issue reduces the support for social welfare among the political Left, it may reduce the legitimacy of the Nordic social policy because the support of the political Left has traditionally been in favour of the universal principles of the welfare state.
Originality/value
The association of the immigration issue and social welfare attitudes has been broadly studied; but, the interaction of the immigration issue and political opinion on social welfare attitudes is less studied.

Today, the need for renewable energy is rising steadily. Various steps are being taken by nations to address the rising need. The developments occurring in proportion to the industrial structures and economic levels of the countries, these efforts, the political structure of the country, some established patterns from the past, and many other external factors affect the use of renewable energy and therefore sustainable development, which has been one of the most important agendas since the early 1990s. In this study, it is examined whether certain characteristics of the Scandinavian Welfare Model affect the background of this successful image of Finland, Denmark, and Sweden, which rank in the top three positions in both the Global Energy Innovation Index and the Sustainable Development Report. As a result, although the use of fossil fuels increases the ecological footprint in the Scandinavian countries, which are evaluated as in the rest of the world, continuing the principles of innovation, trust, equality, openness, and sustainability with determination, the Nordic approach has not departed from the welfare state principle compatible with its own codes, unlike the transformations experienced by other welfare regimes, and has become a distinctive factor.

In Michael Lipsky’s intriguing analysis of the performance of public bureaucracy – in his classic Street-level Bureaucracy (1980) – he shows, for example, the professional discretion they apply may not only involve adapting policy to the individual case, meet real needs in the population, prevent patients, clients, students or users from getting access, etc., but at the same time both have profound policy implications and take very ‘political’ forms. In this chapter, I argue that it is regrettable that Lipsky did not establish a comparative framework for his study. Based on my own ethnographic research in local politics and bureaucratic practice in the municipal world in Norway, I look more closely at the relative autonomy of street-level bureaucracy within the context of universalism – a hallmark of the Nordic welfare state model (Esping-Andersen 1998, 2009) – and explore how it is utilised. The Nordic welfare states are among the most ‘service intense’ states in the Western world, and the personnel working directly with patients, students, clients, etc., play a major role in linking ‘the state’ to the population (Papakostas, 2001, Vike et al., 2002). Thus, the role of the Nordic welfare state’s street-level bureaucracy as a key interface between the state and the population is hard to overestimate (Leira & Sainsbury, 1994). Moreover, as universalism also tends to stimulate what we may call a culture of strong claims (to services) among the population at large, street-level bureaucrats may be able to form strong alliances with other actors, and thus play an important part of the dynamics of power in local politics – where fundamental policy principles such as universalism is at stake.
