Abstract

Purpose

This paper aims to develop the tentative hypothesis that common effective dynamics generate asymmetry volatility and unpredictability in the business, military and humanitarian logistics sectors.

Design/methodology/approach

The paper examines collaborative supply chain management (CSCM) concepts which integrate practical comparator cases to develop and justify the theoretical framework.

Findings

The humanitarian logistics sector can take “best practice” from business and military LSCM developments, but has specific problems of potential instability which require sector‐specific attention.

Research limitations/implications

Humanitarian logistics' “present state” is a zero sum model because of the fragmented nature and number of disparate actors, which generate the logistics system volatility, unpredictability and asymmetry common to unstable operations, and which formed the research rationale for this paper.

Practical implications

The development gap identified can be resolved, and synthesis achieved, with the application of an intelligent system infrastructure.

Originality/value

This paper provides a development framework for a comprehensive set of universal techniques and a commonality in humanitarian logistics and supply chain management.

Abstract

Purpose

In this study, the authors explore how novel and relevant technologies can change the overall design of systems, and which factors influence the design of resilient systems in particular. After evaluating the effects of these factors, the authors describe the potential role of AM-supported maintenance operations in military logistics and draw broader conclusions regarding designing for resilience.

Design/methodology/approach

The authors build a simulation model of the AM-supported maintenance capability of a mechanised battalion to analyse factors affecting its resilience. AM production capacity specifically refers to metal printing and was verified by data generated from 3D printing of the actual APC parts.

Findings

The current AM speed is not able to increase resilience at the depot level, so at present, increasing the spare parts inventory is a better way to improve resilience. However, with future improvements in speed the AM may become feasible in battlefield maintenance.

Practical implications

AM holds great promise in increasing resilience of especially the spare part logistics. At present technology, it is not yet fully realised in the case.

Originality/value

The authors suggest a concrete system performance measure, where reaching a concrete limit, system resilience is lost. The authors present arguments for a definition of resilience where pre-disruption activities are not part of resilience. The authors maintain that simulation, with its ability to include detail, is well-suited in design-for-resilience because supply chains are context dependent and disruptions unexpected.

Abstract

Purpose

Both the military and non-military organizations (NMO) bring assets, skills, and capabilities to a humanitarian crisis, however, their capabilities and competencies are very diverse. Identification of the specific competencies and capabilities that are core to these types of organizations can enable better planning by both military and NMOs, allowing them to achieve greater effectiveness and efficiency in the humanitarian response. The purpose of this paper is to explore the core capabilities of the military and NMOs engaged in humanitarian operations.

Design/methodology/approach

The work builds on existing literature on the core competency of the corporation. The authors extend the concept of the ability to identify, cultivate, and exploit the core capabilities in the private sector to the organizations that want to respond efficiently and effectively to disasters. The authors develop a core competencies test for such organizations.

Findings

The research identifies the competencies and capabilities that are core to the US military and NMOs for humanitarian assistance and disaster relief. By identifying such abilities the authors establish a vein of research for exploring the role of such organizations to facilitate greater understanding among academics, policy makers, and decision makers in public administration, public health, and international aid.

Originality/value

Existing literature in humanitarian logistics does not adequately address identification of those competencies and capabilities that are core to the military organizations and NMOs and are most needed during the operational life cycle of a humanitarian crisis. In addition to identifying them, the authors compare the core capabilities of the military and NMO.

Abstract

Purpose

Defence supply chains (SCs) aim at operational outcomes, and armed forces depend on them to provide availability and preparedness in peace and sustainability in war. Previous research has focussed on strategies for SCs aiming at financial outcomes. This raises the question of how suitable commercial supply chain strategies (SCSs) are for supply chain design (SCD) in defence. The purpose of this paper is to explain the constructs of SCSs that satisfy military operational requirements and to propose SCSs that are appropriate in defence.

Design/methodology/approach

This paper reports on a Delphi study with 20 experts from Swedish defence authorities. Through three Delphi rounds, two workshops and a validation round, these experts contributed to the reported findings.

Findings

The findings demonstrate that commercial SC constructs are acceptable and applicable in defence but not sufficient. An additional strategy is required to satisfy requirements on availability, preparedness and sustainability. The paper shows that different requirements in peace and war make it challenging to design suitable defence SCs and proposes eight SCSs that satisfy these requirements.

Research limitations/implications

The results emanate from the Swedish defence context and further research is required for generalisation.

Originality/value

This paper extends theory by investigating SCs aiming at operational outcomes. For managers in companies and defence authorities, it explicates how the unique issues in defence must influence SCD to satisfy operational requirements.

Purpose

The purpose of this research is to assess the current level of systems literacy of air force logisticians in Nigeria.

Design/methodology/approach

This research undertook an assessment of the knowledge of air force logistics officers on systems thinking with the aid of a qualitative questionnaire. The questionnaire featured questions on the level of literacy and application of systems thinking by air force logisticians in Nigeria.

Findings

The research finds that the majority of the air force logistics officers have very low levels of knowledge and training in systems thinking.

Originality/value

The research is a unique effort to ascertain the level of systems thinking literacy and training in air force logistics in Nigeria. The study presents a baseline and justification for intervention through an improvement of the logistics curricula used in air force training institutions in Nigeria.

Abstract

Purpose

Conflict and violence are the main drivers of globally escalating humanitarian needs. Local grassroots initiatives are pivotal in distributing humanitarian supplies in the acute response phase until more established humanitarian aid organizations can enter. Nevertheless, scant research exists regarding the role of grassroots associations in providing humanitarian assistance during a military conflict. The purpose of this paper is to understand the role of grassroots associations and identify important themes for effective operations.

Design/methodology/approach

This paper adopts a case-study approach of three Ukrainian grassroots associations that began operating in the immediate days of the full-scale invasion of Ukraine. The findings are based on analyzing primary sources, including interviews with Ukrainian volunteers, and are supported by secondary sources.

Findings

Grassroots associations have local contacts and a contextual understanding of population needs and can respond more rapidly and effectively than large intergovernmental agencies. Four critical themes regarding the operations of grassroots associations emerged: information management, inventory management, coordination and performance measurement. Grassroots humanitarian response operations during conflict are challenged by personal security risks, the unpredictability of unsolicited supplies, emerging volunteer roles, dynamic transportation routes and shifting demands.

Originality/value

Grassroots responses are central to humanitarian responses during the acute phase of a military conflict. By examining the operations of grassroots associations in the early months of the 2022 war in Ukraine, the authors provide a unique perspective on humanitarian logistics. Nonetheless, more inclusive models of humanitarian responses are needed to harness the capacities and resilience of grassroots operations in practice.

Purpose

When deploying a frigate to the Gulf of Aden as a part of the Operation Atalanta, the Norwegian Defence outsourced logistics to a TPL provider. The purpose of this paper is to explore the cooperation between the Defence and the TPL provider during the operation.

Design/methodology/approach

A qualitative design was chosen. Semi‐structured interviews were combined with relevant secondary sources. A theoretical framework formed the basis for the interviews.

Findings

No long‐term history existed between the parties before the cooperation, and no psychological contracts between individuals at tactical levels were made beforehand. Yet the cooperation was a success. It seems that this to a large degree depended on the individuals assigned to the project.

Research limitations/implications

The research highlights the need to address not only how to design physical supply structures but also how to ensure adequate levels of collaborative competence within civil‐military project groups. Further research is needed to investigate how to embed key suppliers in Defence logistics structures and how supply chains for short‐term, limited deployments impact on logistics arrangements for the permanent structure of the Defence.

Practical implications

This research gives the Norwegian Defence valuable knowledge about how to collaborate with commercial logistics providers.

Originality/value

This research highlights challenges when embedding suppliers into military supply chains. This is of importance not just when supplying deployed forces but also when considering supplier integration, e.g. through PPP and PBL.
