Abstract

Purpose

This paper examines the relationships between: (1) motives for internalization of a quality system, (2) the internalization of a quality system and (3) customer results, employee results and social results in public organizations by means of replication research

Design/methodology/approach

First, the work applies a quantitative study to test hypotheses using structural equations based on the Partial Least Squares (PLS) approach. Then, a qualitative study is carried out to support the quantitative results obtained

Findings

Results show that internal and external motives affect internalization, and that the most important issues for internalization are commitment, communication, training, recognition and follow-up. In addition, continuous improvement is key in order to enhance customer results, employee results and social results

Originality/value

The contribution of this work is that it provides empirical support to prior research on internalization focused on manufacturing and service organizations, and extends these results to the case of public organizations

Propósito

Este trabajo analiza la relación entre: a) los motivos para interiorizar un sistema de calidad, b) la interiorización de un sistema de calidad y c) los resultados de clientes, empleados y sociedad en organizaciones públicas, a través de un estudio que replica los análisis previos sobre interiorización realizados en organizaciones manufactureras y de servicios.

Diseño/metodología/enfoque

Interiorización de la calidad en organizaciones públicasPara conseguir este objetivo se realiza primero un estudio cuantitativo para comprobar las hipótesis a través de un análisis de ecuaciones estructurales desde el enfoque Partial Least Squares (PLS). Posteriormente se realiza otro estudio cualitativo para apoyar los resultados cuantitativos obtenidos.

Resultados

Los resultados muestran que los motivos internos y externos influyen en la interiorización y que los aspectos más importantes para interiorizar un sistema de calidad son la implicación, la comunicación, la formación, el reconocimiento y el seguimiento interno. Además, la mejora continua es clave para mejorar los resultados de clientes, empleados y sociedad.

Originalidad/valor

La contribución del trabajo es que proporciona apoyo empírico a los resultados de trabajos previos sobre interiorización centrados en organizaciones manufactureras y de servicios y extiende estos resultados al caso de organizaciones públicas.

Abstract

Purpose

The purpose of this paper is to analyze the relationship between agile production (flexible production technology) and absorptive capacity.

Design/methodology/approach

We use a database of 1,864 Spanish industrial firms from the Survey of Business Strategies (the largest Spanish database of its kind). Our theoretical approach is based on the resource-based view and the dynamic capabilities perspective. The methodology includes descriptive statistics analysis and lineal regression with moderator effect.

Findings

High-agile firms with greater absorptive capacity are more innovative and better performers than low-agile firms. Absorptive capacity moderates the relationship between flexible production technology and innovation performance.

Research limitations/implications

This is a cross-sectional study, which may limit the establishment of causal relationships. We give evidence to the importance of studying absorptive capacity in the agile production implementation process.

Practical implications

There are several managerial implications. First, agile production systems should be integrated into the firm’s innovation system because the continuous improvement of agile production has to be reinforced by the outputs of external knowledge and in-house innovation activities. Second firms that use external sources of knowledge to improve production processes could leverage that benefit better, not only in Operations but also in innovation performance. The adoption of flexible production technology cannot be kept apart from the firm´s organizational learning processes based on external knowledge. Our results also support the contribution of clusters of collaborative firms to improve their production processes throughout absorptive capacity and thus the implementation of agile production systems.

Originality/value

This is the first study, to the best of our knowledge, has involved the role of absorptive capacity, as an internal capability/competence, to influence the relationship between agility/flexible technology and innovation performance.

Analizar la relación entre producción ágil (tecnología flexible de producción) y capacidad de absorción.

Diseño/metodología/enfoque

Se utiliza una base de datos de 1.864 empresas españolas manufactureras de la Encuesta de Estrategias Empresariales (la mayor base de datos española de este tipo). Nuestro enfoque teórico está basado en la teoría de recursos y capacidades dinámicas. La metodología incluye análisis estadístico descriptivo y regresión lineal con efecto moderador.

Resultados

Las empresas ágiles con mayor capacidad de absorción son más innovadoras y obtienen mejores resultados que las empresas menos ágiles. La capacidad de absorción modera la relación entre tecnología de producción flexible y los resultados de innovación.

Limitaciones de investigación/implicaciones

Es un estudio de corte transversal lo que limita el establecimiento de relaciones causales. Ese evidencia la importancia de estudiar la capacidad de absorción en el proceso de implantación de la producción ágil.

Implicaciones prácticas

Hay varias implicaciones de gestión. La primera es que los sistemas de producción ágil deberían integrarse en el sistema de innovación de la empresa porque la mejora continua de la producción ágil ha de reforzarse con los outputs del conocimiento externo y las actividades internas de innovación. La segunda es que las empresas que utilizan fuentes externas de conocimiento para mejorar los procesos de producción podrían apalancar mejor ese beneficio, no solo en Operaciones sino también en resultados de innovación. La adopción de tecnología de producción flexible no puede mantenerse al margen de los procesos de aprendizaje organizativos basados en el conocimiento externo. Nuestros resultados también apoyan la contribución de los cluster de empresas colaboradoras para mejorar sus procesos de producción mediante la capacidad de absorción y con ello la implantación de sistemas de producción ágil.

Objetivo

Um banco de dados de 1.864 empresas de manufatura espanholas é usado no Business Strategies Survey (o maior banco de dados espanhol desse tipo). Nossa abordagem teórica é baseada na teoria de recursos e capacidades dinâmicas. A metodologia inclui análise estatística descritiva e regressão linear com efeito moderador.

Resultados

Empresas ágeis com maior capacidade de absorção são mais inovadoras e obtêm melhores resultados que empresas menos ágeis. A capacidade de absorção modera a relação entre a tecnologia de produção flexível e os resultados da inovação.

Limitações/implicações da pesquisa

Trata-se de um estudo transversal que limita o estabelecimento de relações causais. Isso mostra a importância de se estudar a capacidade de absorção no processo de implementação da produção ágil.

Implicações práticas

Existem várias implicações de gerenciamento. A primeira é que os sistemas ágeis de produção devem ser integrados ao sistema de inovação da empresa, porque a melhoria contínua da produção ágil deve ser reforçada com os resultados de conhecimento externo e atividades internas de inovação. A segunda é que as empresas que usam fontes externas de conhecimento para melhorar os processos de produção podem aproveitar melhor esse benefício, não apenas nas operações, mas também nos resultados da inovação. A adoção de tecnologia de produção flexível não pode ser mantida fora dos processos de aprendizagem organizacional baseados em conhecimento externo. Nossos resultados também apoiam a contribuição do agrupamento de empresas colaboradoras para melhorar seus processos de produção através da capacidade de absorção e com isso a implementação de sistemas ágeis de produção.

Abstract

Mexico is a large, culturally and linguistically diverse country. More than half of its population lives below the poverty line, a fifth is of indigenous origin, and 5% have a disability. This chapter offers a brief description of the general characteristics of the country and the legislative changes toward inclusion and presents the status and progress toward the 2030 Agenda educational goals toward inclusive education. Although efforts have been made to improve the quality of education and inclusion, the country's complexities: poverty, cultural diversity, and political adjustments, among others, have held back progress, as will be explained in this chapter.

Abstract

Purpose

As organizations become more team oriented, research on teams continues to increase especially involving how teams contribute to organizational performance and effectiveness. Although there has been existing research on Kaizen teams in the private sector, very little research has included Kaizen teams in the public sector. In this paper, we present a method to study Kaizen teams in a local Spanish government that have been using Kaizen teams for more than ten years.

Design/methodology/approach

Quantitative research was adopted for this study. Twenty teams participated in the study by filling out the Team Learning and Development Inventory (TLI) proposed by Lingham (2004). In addition, we interviewed members of the teams in order to clarify and assure our quantitative results.

Findings

Based on the findings, we propose that Kaizen teams should practice both Continuous (CI) and Process Improvements (PI) in their projects. We also propose that Kaizen teams should not be teams skilled only at developing better improvement processes (both CI and PI) for the organization but that such teams should also be skilled at engaging in team development using both CI and PI processes internally – a Kaizen within Kaizen teams approach.

Research limitations

Its based in one case study. However, it is working paper and the research project still is developing.

Practical Implications

Serve as a guide to practitioners (Public managers) who desire to understand how their Kaizen teams involves both internal (conversational spaces) and external (methodology) perspectives that would contribute to both team and organizational effectiveness. In this paper, we focus on the Internal Processes (both CI and PI) using the TLI as an effective method for Kaizen teams to engage in the Kaizen process.

Originality/value

This study is one of the first to look at team’s performance using Team Learning and Development Inventory in Spain’s public sector. It is also the first to mention about the relationship of the team’s performance and the implementation of process improvement methodologies in Spain local government environment.

Abstract

Purpose

The purpose of this paper is to define a general and common construct in order to measure the level of difficulty companies experience when they implement continuous improvement (CI). Additionally, a rank of barriers is obtained together with a rank of companies.

Design/methodology/approach

In order to achieve the objective, first, a literature review is carried out to specify the domain of the construct; second, a sample of items is selected; third a survey is carried out in companies that have already implemented CI initiatives, the results being thus limited to this population; fourth, measures are purified by analysing the reliability and validity of the measurements, and finally results are obtained. The Rasch measurement theory will be used to provide a new perspective on a mature research topic.

Findings

It can be concluded that a new valid construct has been defined together with a rank of CI barriers, being lack of time the main barrier. A rank of companies is also obtained which is a first step in the development of future research studies.

Practical implications

Managers are provided with a better understanding of the barriers that can obstruct CI implementation. Thus, the rank of CI barriers guides managers through the most common and important obstacles so that they will be able to plan better CI strategies. In addition, the rank of companies allows each company to undertake a benchmarking exercise.

Originality/value

This work proposes a new way of analysing the difficulty in implementing CI as a continuum, rather than as independent barriers. From a theoretical point of view, it defines a new construct and offers a rank of CI barriers together with a rank of companies based on their level of difficulty when implementing CI initiatives. This is something new, as previous studies were mainly focussed on the items side. From a practical point of view, this study offers the surveyed companies the opportunity to see how they are positioned with respect to the other companies. Moreover, this rank of companies is the foundation on which to develop further studies with a practical orientation in the future.

Abstract

The study set out to understand how the regional competitiveness index (RCI) in the department of Ancash related to the human development index (HDI) from 2008 to 2021. For a more complete understanding of the findings, each component or dimension of the RCI was analyzed. Ancash's HDI and its competitiveness index over a 14-year period were used as the population for this applied, longitudinal, descriptive-correlational study, which was based on secondary data extracted from the “Instituto Nacional de Estadística e Informática” (INEI) and business school of the Pontificia Universidad Católica del Perú (CENTRUM) statistical databases. Multiple linear regression was used to find the relationship. The research found a strong and positive correlation between regional competitiveness and human development between 2008 and 2021. No correlations were found between the HDI and the health, education, employment, or institutional dimensions of regional competitiveness, but direct and significant correlations were established between the economic environment and the HDI and between the infrastructure dimension and the HDI.

Abstract

Purpose

The purpose of this paper is to know, from a three-dimensional perspective (operational, emotional and behavioral), the process of “putting down roots” related with the implementation of Kaizen until it becomes sustainable. The research aims to know how this “putting down roots” process is carried out, what transformations occur, what elements are involved and what role they represent in achieving sustainability.

Design/methodology/approach

For this purpose, a methodology based on the case study has been used, an interpretive approach to reality has been adopted as a paradigm and the Grounded Theory has been applied as an analytical technique.

Findings

The results suggest the existence of a transformation process that leads to creating new habits, beliefs and feelings, a phenomenon that the authors identify as a three-dimensional learning process (operational, emotional and behavioral).

Practical implications

This type of learning is perceived as a transition toward an organizational culture that ensures the roots of the Kaizen principles, which is essential for its sustainability and which favors the creation of talent and the well-being of employees, two challenges that the Kaizen of the twenty-first century must face.

Originality/value

The document includes innovative contributions to the Kaizen sustainability phenomenon, as it is dealt with from a three-dimensional perspective that underlies the inhibitors and enablers known in the current literature.

Abstract

Purpose

The aim of this paper is to analyse the nature of the facilitators of continuous improvement (CI), proposing a classification of them and identifying the different profiles of companies based on them.

Design/methodology/approach

To achieve this objective, first, a literature review was done in order to identify the main facilitators; second, some of them were included in a survey based on experts' opinions; third, a survey was conducted amongst people responsible for implementing CI; and finally factorial and cluster analysis were applied.

Findings

Based on the results, three main factors were identified: “cultural facilitators”, “tactical facilitators” and “human resources involvement facilitators”. Additionally, five clusters were defined.

Practical implications

As many companies still struggle when implementing CI, the results of this study can help all them to focus on the most important aspects in order to guarantee the sustainability of the CI system.

Originality/value

From a theoretical point of view, this work contributes to the CI field by analysing the nature of the main facilitators companies can find when implementing these initiatives. Thus, not only does this study provide a hierarchy of the most important facilitators, but also classifies them. As far as authors are concerned, this is the first attempt to categorise CI facilitators.
