Abstract
Purpose – This study analyses the potential of cash waqf for the socio-economic development of Kelantan state. A cash waqf scheme was established by the Kelantan Islamic Religious Council (Majlis Agama Islam Kelantan or MAIK) in an effort to contribute to the socio-economic development of the Muslim community in that state.
Methodology/approach – A qualitative method of data acquisition through interviews. Among the informants interviewed were persons well versed with waqf and Islamic affairs, and several relevant public persons in Kelantan.
Findings – The results indicate that the people of Kelantan are optimistic about the success of cash waqf, although the implementation of this instrument is still in its infancy there. The socio-economic development factors of the economy, education, well-being, agriculture, health and religious affairs can be improved with the implementation of cash waqf.
Originality/value – This chapter is the first attempt to discuss the potential of cash waqf in Kelantan.

Abstract
Purpose – This chapter analyses the socio-economic development of the Muslim community in Kelantan through the establishment of the Bazar Wakaf Rakyat (People’s Waqf Bazar).
Methodology/approach – A qualitative method of data acquisition through interviews. Among the informants interviewed were the authority of waqf matter, the tenants of Bazar Wakaf Rakyat X, the tenants of Bazar Wakaf Y, the committee members of mosque X and local people in Kelantan.
Findings – The research indicates that the Bazar Wakaf Rakyat plays a role in enhancing the economic and spiritual development of the Kelantanese people. Economic development occurs through affordable rental rates, job opportunities, the construction of Bazar Wakaf Rakyat in strategic locations and the types of products being sold. The Bazar Wakaf Rakyat built inside the mosque compound also plays a part in spiritual development.
Originality/value – This chapter is the first to discuss issues relating to Bazar Wakaf Rakyat in Kelantan.

Abstract
This paper investigates the interrelationship between the poor people's perception of poverty and its implication on Islamic development strategy based on a research in Kelantan, Malaysia. The findings of the survey reveal that there are three dominant perceptions of the poor individuals (respondents) in the study: perceptions toward poverty; perceptions toward the implementation of Zakat; and perceptions toward the local rich. Given the nature of the respondents who are homogeneously poor, this paper will address the implications of the above mentioned perceptions on Islamic development strategy, particularly in Kelantan supposedly the only Islamic state in the Federation of Malaysia, ruled by Pan‐Malaysian Islamic Party (PAS). This paper concludes that imposing an Islamic development strategy will become an almost impossible task in Kelantan considering the existence of the following situations: 1) the ‘top‐down approach’ to Islamic development adopted by Kelantan government itself is not effective enough to be realized, and 2) there is no ‘rigorous’ effort to disseminate information and Islamic values to the general population leading to a true practice of Islam.

Abstract
Purpose
The purpose of this study is to examine the effect of entrepreneurial competencies on competitive advantage and to investigate the effect of competitive advantage on the performance of informal microenterprises owned and managed by women micro-entrepreneurs in Kelantan, Malaysia.
Design/methodology/approach
This study used a cross-sectional design and collected quantitative data from 384 informal women micro-entrepreneurs operating in “night markets” in Kelantan, Malaysia.
Findings
The finding of the analysis using variance-based structural equation modeling indicated that commitment competency, conceptual competency, organizing competency and opportunity recognition competency have a significant positive effect on competitive advantages, and competitive advantages have a significant positive effect on the performance of microenterprises owned and managed by women micro-entrepreneurs in Kelantan, Malaysia.
Research limitations/implications
The development programs and policies should focus on improving the competencies, i.e. commitment competency, conceptual competency, organizing competency and opportunity recognition competency to improve the socioeconomic condition of low-income households in Malaysia. Informal women micro-entrepreneurs should, therefore, focus on value creating strategies to avoid potential competitors from duplicating the benefits of their strategy. This will result in a sustainable competitive advantage of microenterprises in Malaysia.
Originality/value
This study puts forward and tests the effect of entrepreneurial competencies on competitive advantages and performance of informal women micro-entrepreneurs in Kelantan, Malaysia, which provides a foundation for the design and implementation of development programs and policies that promote entrepreneurial activities in Malaysia.

Abstract
Purpose
The present study aims to evaluate the effect of climate change on the flood hazard potential in the Kelantan River Basin using current and future scenarios.
Design/methodology/approach
The intensity-duration-frequency (IDF) was used to estimate the current 50- and 100-year return period 24-h design rainfall, and the climate change factor (CCF) was used to compute the future design rainfall. The CCF was calculated from the rainfall projections of two global climate models, CGCM1 and CCSM3, with different pre-processing steps applied to each. The IDF data were used in the rainfall-runoff-inundation model to simulate current and future flood inundation scenarios.
Findings
The estimated CCF values demonstrate a contrast, whereby each station had a CCF value greater than one for CGCM1, while some stations had a CCF value of less than one for CCSM3. Therefore, CGCM1 projected an aggravation and CCSM3 a reduction of flood hazard for future scenarios. The study reveals that topography plays an essential role in calculating the CCF.
Originality/value
To the best of the author’s knowledge, this is the first study to examine flood projections in the Kelantan River Basin. It is, therefore, hoped that these results could benefit local managers and authorities by enabling them to make informed decisions regarding flood risk mitigation in a climate change scenario.

Abstract
Purpose
As recycling is associated with various environmental benefits, it is important that it is encouraged in Malaysia. Taking the disappointingly low recycling rate in Malaysia as its backdrop, the purpose of this paper is to examine recycling intentions and behaviors among micro-entrepreneurs in Kelantan, Malaysia, drawing on the theory of planned behavior.
Design/methodology/approach
The study adopted a cross-sectional design and stratified random sampling method to select 200 informal micro-entrepreneurs from Kota Bharu, Kelantan; then, quantitative data were collected through structured interviews. For data analysis, this study adopted variance-based structural equation modeling, i.e. PLS–SEM.
Findings
The findings indicated that environmental awareness had a significant positive effect on micro-entrepreneurs’ attitudes toward the environment. They also confirmed a positive and significant effect of attitude and perceived behavioral control on intention toward recycling and the effect of intention toward recycling on recycling behavior among the study sample.
Practical implications
Policies and programs focused on environmental awareness could nurture a positive attitude toward the environment, which, together with the capacities and resources available, could significantly influence the adoption of recycling behavior among informal entrepreneurs.
Originality/value
It is recommended that both public and private environmental protection and socio-economic development organizations combine their efforts to formulate and enforce policies and programs to promote recycling behavior among Malaysian entrepreneurs, which could spread the recycling spirit among all Malaysians.

Abstract
Purpose
This study aims to examine the effect of creativity and innovativeness, risk taking propensity, proactiveness and autonomy on entrepreneurial competency and performance among micro-enterprises in Kelantan, Malaysia.
Design/methodology/approach
Adopting a cross-sectional design, the authors collected data from 403 micro-entrepreneurs who were registered under “Majlis Amanah Rakyat” and “Majlis Agama Islam dan Adat Istiadat”. Quantitative data were collected through structured interviews from September 2017 to December 2017.
Findings
The findings revealed that creativity and innovativeness, proactiveness and autonomy had a positive influence on entrepreneurial competencies. In addition, autonomy and entrepreneurial competencies had a positive effect on micro-enterprise performance. Then, entrepreneurial competencies showed a mediating effect on the relationships between creativity, innovativeness, autonomy and micro-enterprise performance.
Originality/value
The findings contributed to resource-based view and enriched the entrepreneurship literature, particularly in the context of small businesses in emerging economies. This study recommended underlying organizations to pay attention to the improvement of creativity and innovativeness, proactiveness, autonomy and entrepreneurial competencies among low-income entrepreneurs through useful policies and training programs, which were expected to improve micro-enterprise performance and encourage poor households to perform entrepreneurial activities for better socio-economic conditions.

Abstract
Although there have been extensive studies on the hydrological and erosional impacts of logging, relatively little is known about the impacts of conversion into agricultural plantation (namely rubber and oil palm). Furthermore, studies on morphological impacts, sediment-bound chemistry and forensic attribution of deposited sediment to their respective sources are scarcer. This chapter introduces the potential for using the multi-proxy sediment fingerprinting technique in this context. Featuring pilot projects in two major flood-prone river systems in Malaysia, the studies explore application of geochemistry-based sediment source ascription. The geochemical signatures of sediment mixtures on floodplains were compared to sediments from upstream source tributaries. The tributaries were hypothesised to have different geochemical signatures in response to dominant land management. The first case study took place in the Segama River system (4,023 km2) of Sabah, Malaysian Borneo where a mixture of primary forest, logged-forests and oil palm plantations were predominant. The second case study was in the Kelantan River Basin (13,100 km2) with two major tributaries (Galas River and Lebir River) where logged-forests and rubber and oil palm plantations are dominant land-uses. Both case studies demonstrated the applicability of this method in ascribing floodplain deposited sediment to their respective upstream sources. Preliminary results showed that trace elements associated with fertilisers (e.g. copper and vanadium) contribute to agricultural catchment signatures. Alkaline and alkaline-earth elements were linked to recently established oil palm plantations due to soil turnover. Mixing model outputs showed that contributions from smaller, more severely disturbed catchment are higher than those from larger but milder disturbed catchments. This method capitalises on flood events to counter its adverse impacts by identifying high-priority sediment source areas for efficient and effective management.

Findings
The findings reveal that entrepreneurial skills, market orientation and networking have a positive effect on entrepreneurial competency. Then, entrepreneurial competency, entrepreneurial skills and networking have a positive effect on enterprise performance. The findings show a significant mediation effect of entrepreneurial competency on the relationships between entrepreneurial skills, market orientation and networking and enterprise performance.
Originality/value
Addressing the understudied “human factor” in entrepreneurship, this paper extends the resource-based view and enriches the existing entrepreneurship literature in Malaysia. It provides useful insights into the improvement of micro-enterprise performance, which is crucial for promoting entrepreneurial activities and for enhancing socio-economic conditions among low-income households in Malaysia. Thus, the government and developmental organizations should focus on the development of entrepreneurial skills, market-oriented approach, networking traits and entrepreneurial competencies and subsequently encourage poor households to perform entrepreneurial activities.

Abstract
Purpose
The purpose of this paper is to develop government and community-level critical thinking, planning, and action for improving community disaster resilience by reporting a study that sought to evaluate the possibility of using the Torrens Resilience Institute Australian Community Disaster Resilience (CDR) Scorecard in the Malaysian context.
Design/methodology/approach
A participatory action research approach (done in 2015) encouraged key people involved in managing the 2014 Kelantan floods in Malaysia’s north-east to participate in discussions about, and self-testing of, the CDR Scorecard to measure and improve their communities’ disaster resilience.
Findings
The CDR Scorecard can be useful in the Malaysian community context, with some modifications. Self-testing revealed that participating communities need to strengthen their disaster resilience through better communication, cross-community cooperation, maximizing opportunities to compare their plans, actions and reactions with those reported in research publications, and aligning their community disaster management with reported best practice internationally while acknowledging the need to adapt such practice to local contexts.
Research limitations/implications
There is a need for a Malaysia-wide, simple-to-use, standardized disaster resilience scorecard to improve communities’ quality, self-efficacy, and capability to facilitate improved disaster resilience.
Practical implications
The adaptation of Australian CDR Scorecard for used in the country.
Social implications
Awareness of CDR level will enhance community and government preparedness, mitigation, and responses to flood disaster.
Originality/value
This project is the first of its kind in Malaysia. It provides an example of the possibilities of using the CDR Scorecard globally in the form of a context-specific toolkit. The engagement of key people in the community in self-testing the Scorecard provides genuine, on-the-ground, real life data, giving others an understanding of local assessment of each community’s resilience level.
