Abstract
Purpose
The purpose of this paper is to review the nature of Japanese non-governmental organisations (NGOs) in international disaster response and analyzes their distinctive characteristics.
Design/methodology/approach
A literature review was conducted of secondary English and Japanese sources including peer-reviewed journals, books, and non-academic journals published by government and NGOs.
Findings
First, Japanese disaster response NGOs are relatively young compared to Western ones and they continue to increase in number. Second, the scale of disaster response NGOs is much larger than that of other NGOs in the development field not only because of the availability of government funds but also because of the presence of internationally affiliated NGOs and religious-based organisations with strong fundraising programs. Third, Japanese disaster response NGOs have a long-term engagement with the local community, not only during the emergency phase, but also during the recovery and development phases in various fields. Finally, coordination NGOs play an important role in networking, advocating and supplementing NGOs that often lack financial and human resources.
Research limitations/implications
The limitation of this study is the definition of Japanese NGOs in the context of international disaster response; therefore, this paper adopts MOFA’s definition, which includes NGOs engaged in overseas activities through direct intervention.
Originality/value
There has been little research in English on the scale and nature of Japanese NGOs involved in disaster response activities.

Abstract
Purpose
The purpose of the paper is to problematize the resistance role played by international environmental non-governmental organizations (IENGOs) in the governance debate over genetically modified organisms (GMOs) to sustain that some of them are important actors in global environmental governance due to their resistance to transnational corporations.
Design/methodology/approach
The paper presents a reflection on the literature review focused on civil society and IENGOs. Accordingly, the political role of IENGOs in GMO governance is highlighted grounded on the negotiation process of the Cartagena Protocol. At the end, the authors stress that some IENGOs act as resistance actors to corporations’ practices.
Findings
The investigation of the political role played by the IENGOs in the negotiation process of the Cartagena Protocol highlighted that these actors use information to influence decision-makers and power holders, often providing know-how and material resources to local activists and social movement organizations at the domestic level. As a result, the political role played by IENGOs in GMO governance places these international actors as highly influential on the international business (IB) domain.
Originality/value
This paper highlights the importance of IENGOs as resistant actors in what regards corporations’ practices. The authors also sustain that the relationships between states, corporations and civil society actors at the governance level should be part of IB’s research agenda to advance the understanding of how civil society mobilizes, articulates and produces consent and coercion in the international domain. Therefore, the paper contributes to foster actors and voices from the margins as a relevant IB research topic.

Abstract
Purpose
The purpose of this paper is to improve the role of emergent Korean non-governmental organizations (NGOs) in disaster management by comparing general-goal NGOs and specific-goal NGOs, and ultimately goal provide lessons for international NGOs.
Design/methodology/approach
This study used quantitative research to analyze the issue through an international perspective. The hypothesis drafted was that if general-goal NGOs do not perform as well as specific-goal NGOs under actual conditions, their performance will have international implications. The two types of NGOs were systematically contrasted with reference to their social and political practices or culture through three variables: stakeholders, finance and strategies.
Findings
The main finding or recommendation is that general-goal NGOs have to be transformed into specific-goal NGOs for effective disaster management, not only in Korea but also in the international community.
Originality/value
When reflecting that almost no research has dared to look into the topic on the role or the type of disaster management NGOs in Korea, this paper has potential value as a pioneer study.

The purpose of this paper is to examine the role of non-governmental organizations (NGOs) in home-stay arrangements in Ghana’s cultural city, Kumasi, and further assess NGO intermediation of home-stay from home-stay operators’ and international volunteer tourists’ perspectives.
Design/methodology/approach
A mixture of quantitative and qualitative approaches is used to target three main stakeholders of volunteer tourism including international volunteer tourists, home-stay operators, and local NGOs.
Findings
There are seven major roles played by volunteer NGOs in the home-stay arrangement. However, from operators’ perspective, NGOs may hinder the economic viability of home-stay through inadequate/low payment.
Originality/value
The study highlights the unexplored brokerage role of NGOs in volunteer tourism in home-stay intermediation and its implications for sustainable tourism.

Abstract
Purpose
The purpose of this paper is to better understand agenda setting by international human rights organizations in the online environment and at the same time contribute to agenda‐setting theory. The role of non‐governmental organizations (NGOs) in the area of human rights is clarified, and agenda setting and related concepts are discussed.
Design/methodology/approach
The study focuses on how attention is drawn to human rights issues in online communication by Human Rights Watch (HRW) and Amnesty International. A content analysis of online forums of HRW and Amnesty International was conducted by monitoring their web sites and Facebook and Twitter pages over a period of three months. In addition, two expert interviews with representatives of Amnesty Finland were conducted to better understand how the organization's online communication activities relate to its policies in drawing attention to human rights.
Findings
Based on this study, drawing attention to human rights issues is a goal that leads to active online communication. NGOs aim at attracting attention to their issues online by initiating a dialogue via online forums and motivating the public to participate in activities that may influence the media and the political agenda. The existing agenda‐setting research tends to emphasize the role of journalists in setting the public agenda, and mentions NGOs primarily as a source for journalists and as a political player. The online environment shows, however, that these NGOs mostly aim at setting the public agenda to create social change, while the media and political agenda are also not forgotten.
Research limitations/implications
This study suggests that the interdependence of the media, public and political agendas is more complex than has thus far been considered in agenda‐setting theory, especially in the current online environment. It investigates online agenda setting by two international NGOs, but does not discuss the role of the media or the public at large in their relationship with these NGOs. As this study has a limited time frame, a content analysis over a longer period and interviews with representatives of a wider variety of NGOs could be a next step. Future research could also compare the online communication of NGOs with that of profit organisations.
Practical implications
The findings show how agenda setting is supported by intricate multi‐platform activities in the present‐day online environment by the organizations studied in order to initiate a dialogue on societal issues. This suggests that in the online environment, the media, public and political agendas are becoming increasingly interrelated and within this triangle the public agenda seems to be gaining further in importance.
Originality/value
The impact that NGOs have on today's society is growing, and hence studying their online agenda setting is valuable from the perspective of corporate communication. International NGOs early on recognised the value of online communication.

Abstract
Purpose
The aim of this study is to examine the configuration of project resources in organizations operating in a post-conflict country environment using a Resource-Based View (RBV) perspective.
Design/methodology/approach
Data collection was undertaken using a quantitative survey study of Non-Governmental Organizations (NGOs) involved in development projects in Sri Lanka, which obtained 445 responses. An Exploratory Factor Analysis and subsequent Confirmatory Factor Analysis were performed to identify and confirm the Project Management (PM) resource profile composition of these organizations.
Findings
The study identified resource profiles incorporated items at the team, organizational and collaborative social resource levels and did not differ significantly by organization type. This suggests that the current focus of PM RBV research that implicitly uses a competitive advantage derived framework may need to be adapted for contexts such as post-conflict environments.
Research limitations/implications
For organizations seeking to deliver projects in developing countries, the findings indicate that relational capacity in the form of a collaborative social resource may be required to adapt team and organizational resources to post-conflict environments.
Practical implications
The lessons learnt from NGOs can be of value to other organisations seeking to operate in post-conflict environments. The findings from this research reveal that organizations in Sri Lanka establish resource profiles that meet domestic and external requirements. For the management of these organizations, recognition of the inherent contradictions of this strategy can enable the optimization of resource profiles, improving organizational efficiencies.
Originality/value
The study has used insights from NGOs involved in international and local development projects to extend current knowledge of PM resources. While NGOs are distinctive, the critical PM resources identified here may be of value to private and public organizations seeking to develop project resource profiles adapted to emerging markets.

Abstract
Purpose
This study aims to investigate how non-government organisation (NGO) managers balance accountability to donors and beneficiaries and the role of felt responsibility in this process.
Design/methodology/approach
Using concepts of accountability theory, practices of microenterprise development NGOs are examined in two countries – Bangladesh and Indonesia – through interviews with managers of 20 NGOs and analysis of NGOs’ publicly available data.
Findings
Findings show a shift in emphasis from a vertical view (upward to donors and downward to beneficiaries) to a horizontal view of NGO accountability. Under this view, a selective approach to donors whose mission and approaches to poverty alleviation aligned with those of the NGOs played an essential role in supporting NGOs’ internal accountability. Further, felt a responsibility to beneficiaries is identified as an important mediator balancing both upward and downward accountability. While accountability to donors and beneficiaries was interrelated, accountability to donors was considered a short-term objective and accountability to beneficiaries was considered a long-term and overriding objective.
Originality/value
Findings contribute a further understanding of the role of felt responsibility to beneficiaries as a mediator for balancing upward and downward accountability based on the perspectives of NGO managers. Reframing accountability through a horizontal view helps to balance multiple directions of NGO accountability: to self, donors and beneficiaries.

Abstract
Purpose
This paper aims to examine the collaboration of livestock farming business with other three groups of actors and explore the gap between expectations and reality concerning biogas production as collaborative innovation for the socially responsible development of rural regions in Lithuania.
Design/methodology/approach
This paper is based on the concept of the Quadruple Helix, which focusses on innovation, viewed as a process involving increasingly closer interactions and coordination among the following four groups of actors of the helix: government, academia, industry and civil society. Scientific literature analysis and generalization, expert interview and focus group methods were used to generate data for analysis. Data were collected during the period of July-November 2018 in Lithuania.
Findings
The research results reveal that the greatest gap among expectations and the actual situation in collaboration for socially responsible innovation, biogas production – is observed among non‐governmental organizations as representatives of civil society and all other questioned Quadruple Helix actors, whereas the government had been recognized as a most isolated part of the collaboration for innovation in biogas in Lithuania.
Research limitations/implications
This paper presents empirical findings, based on qualitative data, collected in one EU new member state, i.e. Lithuania. International comparative perspectives are given in other related papers. Research findings are promising for further research in the field of socially responsible development of rural regions using the Quadruple Helix approach to foster collaboration for modern circular economy innovation both from theoretical and empirical points of view.
Practical implications
The methodology might be used for practitioners to research collaboration excellence/gaps in any field of activity.
Social implications
The research takes into account the public interest from a very broad point of view – how to develop rural regions in a socially responsible way by using already established innovations in biogas in livestock farms by giving another dimension of socially responsible collaboration for innovation.
Originality/value
The paper proposes using the original Quadruple Helix approach to foster the socially responsible development of rural regions, thus enlarging the scope of the theory of corporate social responsibility (CSR) with the newly emerged discourse in the field. Socially responsible development of rural regions with the use of collaboration for circular innovations has been absent from theoretical to empirical CSR research.

Purpose
Social entrepreneurship is gradually becoming a potent driving force for economic and social development in developing countries as a result of governance deficits. The purpose of this study is to examine the determinant factors of successful social entrepreneurship in the emerging circular economy of Lebanon. The objective extends to exploring the mediating role of non-governmental organizations (NGOs) in the success of social entrepreneurship in Lebanon.
Design/methodology/approach
Using a cross-sectional survey design, the authors collected primary data from 389 social entrepreneurs through questionnaires in selected locations in Lebanon. The data collected were analyzed using descriptive and inferential statistics. The hypotheses were tested using linear regression and structural equation modeling (SEM) for predicting the impact of independent variable on the dependent variable. The validity, progressive and various models fits were tested using root mean square of approximation, root mean square of residuals, standard root mean square residuals, incremental fit index, fitness of the extracted and non-normal fit index.
Findings
The SEM estimations reveal that three main factors determine the success of social entrepreneurs in Lebanon, namely, environmental factors, psychological factors and prior experience. Moreover, the results reveal that support of NGOs positively moderates the relationships between the success of social entrepreneurship and two different variables (psychological factors and environmental factors), but failed to moderate the relationships between success of social entrepreneurship and four variables (experience, education, leadership and founding team composition).
Originality/value
The study contributes to the entrepreneurship and circular economy literature by explicating empirically the determinant factors of successful social entrepreneurship in Lebanon’s emerging circular economy. It also provides a fact-based social awareness on the role of local and international NGOs in supporting the social entrepreneurs in driving the idea of a circular economy. The study also validates multiple entrepreneurship theories.

Abstract
Purpose
The purpose of this paper is to contribute to the ongoing debate on governance, accountability, transparency and corporate social responsibility (CSR) in the mining sector of a developing country context. It examines the reporting practices of the two largest transnational gold-mining companies in Tanzania in order to draw attention to the role played by local government regulations and advocacy and campaigning by nationally organised non-governmental organisations (NGOs) with respect to promoting corporate social reporting practices.
Design/methodology/approach
The paper takes a political economy perspective to consider the serious implications of the neo-liberal ideologies of the global capitalist economy, as manifested in Tanzania’s regulatory framework and in NGO activism, for the corporate disclosure, accountability and responsibility of transnational companies (TNCs). A qualitative field case study methodology is adopted to locate the largely unfamiliar issues of CSR in the Tanzanian mining sector within a more familiar literature on social accounting. Data for the case study were obtained from interviews and from analysis of documents such as annual reports, social responsibility reports, newspapers, NGO reports and other publicly available documents.
Findings
Analysis of interviews, press clips and NGO reports draws attention to social and environmental problems in the Tanzanian mining sector, which are arguably linked to the manifestation of the broader crisis of neo-liberal agendas. While these issues have serious impacts on local populations in the mining areas, they often remain invisible in mining companies’ social disclosures. Increasing evidence of social and environmental ills raises serious questions about the effectiveness of the regulatory frameworks, as well as the roles played by NGOs and other pressure groups in Tanzania.
Practical implications
By empowering local NGOs through educational, capacity building, technological and other support, NGOs’ advocacy, campaigning and networking with other civil society groups can play a pivotal role in encouraging corporations, especially TNCs, to adopt more socially and environmentally responsible business practices and to adhere to international and local standards, which in turn may help to improve the lives of many poor people living in developing countries in general, and Tanzania in particular.
Originality/value
This paper contributes insights from gold-mining activities in Tanzania to the existing literature on CSR in the mining sector. It also contributes to political economy theory by locating CSR reporting within the socio-political and regulatory context in which mining operations take place in Tanzania. It is argued that, for CSR reporting to be effective, robust regulations and enforcement and stronger political pressure must be put in place.
