Abstract

The ongoing economic impact of the global COVID-19 pandemic upon national and international economies has provided a novel set of challenges and barriers for organisations; particularly for small and medium enterprises (SMEs). This has led to an increased focus on sustainable decision-making and long-term survival and growth strategies, such as internationalisation opportunities, for SMEs during obscure times and fluctuating economies. Thus, examining how SMEs within ambiguous economies are adopting innovative decision-making to continue to sustain and grow their enterprises provides a vital perspective and understanding of not only enterprise survival but enterprise growth during times of economic uncertainty. This chapter proposes a conceptual framework that explores internationalisation opportunities through an intersectional lens. The framework depicts that intersectionality as an enabler during ambiguous times for Maldivian women entrepreneurs generates innovative decision-making towards internationalisation as part of sustainable growth practices. The conceptual framework offers theoretical implications for empirical studies of an inductive or deductive nature and offers pragmatic importance for women entrepreneurs considering internationalisation through sustainable growth during obscure times and fluctuating economies. This chapter contributes to the growing body of knowledge in the field of international entrepreneurship, particularly innovative decision-making, and sustainable growth through internationalisation opportunities of women entrepreneurs, whilst advancing our understanding of gender and entrepreneurship studies. Studying innovative decision-making and sustainable growth practices of women entrepreneurs additionally provides a new perspective on intersectional works within entrepreneurial growth during uncertain times.

Abstract

Purpose

In the construction sector, the knowledge-based process outgrows its emphasis on technological aspects. Yet, there is a lack of applied studies showing how a procurement system (PS) could be selected in the digital age. In particular, there is a radical need to establish an innovative process to visualise novel PS decision. Therefore, this paper aims to present a knowledge visualised framework for aiding construction PS decision-making.

Design/methodology/approach

This paper describes the construction of process innovation. The framework (process) is supported by four influential decision supporting methods (mean utility values, analytic hierarchy process, fuzzy set theory and Delphi method) and computer programming (Matlab).

Findings

There are four stages of this framework: (1) uniform rating for decision alternatives; (2) group decision for determining the decision attribute; (3) determining the final choice; (4) reporting the cognitive computing process. Supported by individual and groups decision dynamics, this framework emphasises how the dashboard aided innovative approach enables the induction of understanding, cognitive computing for decision-making and how the information would precisely be represented, which are vital requirements of modern construction.

Originality/value

The contribution of this paper presents two leverage points that support the modern PS decision. Firstly, this paper provides a holistic view of the decision supporting methods on the basis of how a suitable PS would be systematically sought. Based on the existing studies, this paper upgrades into a visualised knowledge decision supporting process. It helps the participants understand and improve their cognitive learning. Secondly, this framework allows the participants to have a view of the individual and group decisions. It sheds light on the development of the collaborative decision-making process.

Abstract

Purpose

This research study investigated the relationship between participative decision-making and innovative work behavior by considering the moderating role of power distance orientation of individuals. Grounded in the approach-inhibition theory of power, the authors proposed that participative decision-making could mitigate perceived power gap and motivate individuals with high power distance orientation to engage more in innovative work behavior.

Design/methodology/approach

Survey data were collected from 243 faculty members from 2 universities located at Dhaka, Bangladesh. The partial least squares structural equation modeling (PLS-SEM) was used for data analysis.

Findings

The results from the model estimation showed that the positive relationship between participative decision-making and innovative work behavior was stronger among faculty members with high power distance orientation than those with low power distance orientation. The simple slope analysis also clarified the fact that faculty members with high power distance orientation could increase their innovative work behavior to be at the same level as that of faculty members with low power distance orientation when the members were involved highly in participative decision-making.

Practical implications

Participative decision-making is a management practice that should be implemented in order to motivate faculty members to actively engage in innovative work behavior. Particularly for faculty members who are sensitive towards the power status of other members in the workplace, this management practice is highly recommended to lessen the perceived social barrier that discourages these faculty members from engaging in innovative work behavior.

Originality/value

The authors' research advanced knowledge from prior studies by offering new theoretical insight into the role of empowerment practice that could motivate individuals with high power distance orientation to engage more in innovative practices.

Abstract

This paper builds on a long-lasting research program on the micro-foundations of innovative decision making, founded on a development of a neglected epistemic aspect of Simon's work, and on contributions in epistemology, in which heuristics are not procedures that are uncertaintyavoiding, economizing on cognitive and search effort, and problem-space reducing, but procedures that are uncertainty-modeling, investing in research effort, and problem-expanding. The paper offers a summary of the main effective heuristics of that kind so far identified, as applied to real processes of innovative decision making under epistemic uncertainty, such as judging and investing in novel entrepreneurial projects. It argues and shows that, in contrast to the common view, a wide range of those procedures, usually thought to belong to different and rival models, can be fruitfully combined.

Abstract

Purpose

This study aims to examine the application of design thinking to complex decision-making processes in local government and to link the design thinking to the theoretical work of leading thinkers in decision-making.

Design/methodology/approach

This study uses multiple case studies, including non-participant observation, group discussions, semi-structured interviews, presentations and questionnaires.

Findings

For complex decisions, design thinking can contribute to more effective decision-making by expanding the range of solutions considered, people consulted and involved, sources of data/information and decision tools as well as in achieving buy-in to the eventual decision.

Research limitations/implications

The principal limitations include that this is one study in one country and in the public sector. There were some practical problems with external factors disrupting two of the cases, but these do not affect the findings. The principal implication is that by adopting a design thinking approach to complex decision-making, the quality of decision-making and decisions can be significantly improved.

Practical implications

When it comes to complex decisions, organisations can improve the quality of both their decision-making processes and their decisions by adopting and implementing ideas and insights from design thinking.

Social implications

For local authorities, a design approach can enhance the quality of the services provided by local authorities to citizens in particular in better meeting the needs of users and other stakeholders and in opening up better lines of communications between officials and citizens.

Originality/value

This research was based on an initiative in Swedish local government and its first implementation in practice. The authors are not aware of any similar study done elsewhere.

Abstract

Purpose

Within the theoretical framework of Regional Innovation Systems, the purpose of the paper is to introduce an innovative methodological scheme for strategic planning decisions in public administrations, based on foresight, roadmapping and large participation processes.

Design/methodology/approach

Starting from the main literature contribution on Regional Innovation Systems, foresight and decision-making processes, an innovative methodology has been elaborated for strategic planning, based on innovation and large participation processes. A practical application is also described with regards to strategic planning in Tuscany (IT) for Smart Specialisation Strategy (S3).

Findings

On a practitioner perspective, the methodology elaborated addresses strategic planning uncertainties, both when problem setting and in solution finding; a detailed application is provided, easily to be adapted to other regions, and main findings are related to regional innovation governance enforcement.

Research limitations/implications

Being the Tuscany S3 in the implementation phase, it is not possible to verify the adequacy of alternatives selected. Only mid-term evaluations will allow a deeper insight on the effectiveness of the methodology adopted.

Practical implications

The methodology represents a useful tool for public administrations in charge of strategic planning and in particular for S3, as an ex ante requirement for European Structural and Investment Funds. The description of the case of Tuscany provides practical hints for the methodology application.

Social implications

The methodology presents interesting social implications related to the large involvement of stakeholders and quadruple helix within regional strategic planning.

Originality/value

Within the framework of Regional Innovation Systems, strategic planning decisions are addressed with a scheme based on foresight and large participation processes. European Commission requirements are fully taken into consideration by the methodology. The methodology is easy to be adopted and customised to specific needs of other regions.

Abstract

This paper focuses on individuals' improvisation in organizations. The extant literature in this area examines improvisation as either a predictor or an outcome variable. However, there is still considerable confusion about the essence of improvisation and its individual-level determinants. To address these deficiencies, we discuss the differences between improvisation, creativity, and intuition, integrating insights and theories from those fields. Then, we propose a comprehensive model describing a process that includes contextual and individual level variables, which leads to improvisation. Finally, we discuss the theoretical and practical implications of our model and suggest avenues for future research.

Abstract

Purpose

The literature mainly concentrates on the relationships between externally oriented digital transformation (ExtDT), big data analytics capability (BDAC) and business model innovation (BMI) from an intra-organizational perspective. However, it is acknowledged that the external environment shapes the firm's strategy and affects innovation outcomes. Embracing an external environment perspective, the authors aim to fill this gap. The authors develop and test a moderated mediation model linking ExtDT to BMI. Drawing on the dynamic capabilities view, the authors' model posits that the effect of ExtDT on BMI is mediated by BDAC, while environmental hostility (EH) moderates these relationships.

Design/methodology/approach

The authors adopt a quantitative approach based on bootstrapped partial least square-path modeling (PLS-PM) to analyze a sample of 200 Italian data-driven SMEs.

Findings

The results highlight that ExtDT and BDAC positively affect BMI. The findings also indicate that ExtDT is an antecedent of BMI that is less disruptive than BDAC. The authors also obtain that ExtDT solely does not lead to BDAC. Interestingly, the effect of BDAC on BMI increases when EH moderates the relationship.

Originality/value

Analyzing the relationships between ExtDT, BDAC and BMI from an external environment perspective is an underexplored area of research. The authors contribute to this topic by evaluating how EH interacts with ExtDT and BDAC toward BMI.

This chapter focuses on the competitive outcomes of present-day smart cities. It explores how cities can leverage economic and internal advancements to gain a competitive edge over other cities, and attract and retain both internal and external users. In the 21st century, cities engage in a global competition to attract citizens and businesses alike. The attractiveness and competitiveness of cities are directly linked to their ability to offer essential services that support growth opportunities, build economic value, and establish a competitive differentiation. Cities with advanced and innovative environments are more likely to maintain leading positions in an increasingly globalized world. Building upon the previous discussions on urban and economic outcomes, this chapter sheds light on the competitive outcomes of smart cities and the implications of global competition and city attractiveness for internal and external users. This chapter begins by examining the role of marketing innovation and internationalization in driving smart city development and how urban ecosystems and digital technologies can enhance city attractiveness. It emphasizes the importance of being a smart destination for both internal and external users and how it can empower and shape interactions with citizens, talent, companies, and tourists. Additionally, this chapter analyzes the geographical differences in smart city strategies and explores the competitive landscape of smart cities within and across nations. Finally, it discusses the limitations of competitive urbanism, along with the challenges and future prospects of smart city development. This analysis is supported by data and published works from international journals. Abstract

Contemporary organizations with multinational business activities must strive to achieve strategic responsiveness to thrive and survive as they operate across a highly dynamic and complex global business environment. Here we emphasize the importance of combining the slow analytical strategy processes at headquarters with the fast autonomous responses taken by frontline agents in the subsidiaries in view of the changing conditions. New business developments are observed first in the fast activities around the multinational periphery where updated experiences from ongoing responses create useful insights that can be used strategically if management at headquarters is cognizant about its existence and able to collect this information. We introduce the notion of democratizing the strategic engagement of managers and employees at all levels and locations of the multinational corporation (MNC) as an essential leadership paradigm. The implied interaction between slow central analytical reasoning at headquarters and updated insights from fast decentralized initiatives in local subsidiaries constitutes an effective dynamic responsive mechanism. This dynamic interaction implies that critical strategic decisions made in the MNC must be informed by the diverse updated insights of managers and employees operating on the corporate frontlines tapping into the crowd wisdom readily available in and around the organization.
