Abstract
Purpose – We propose the Information Theory of Segregation, which holds that all measures of segregation and of inequality are united within a single conceptual framework. Accepting this framework implies that all measures of inequality can also be used to measure segregation and that all measures of segregation are fundamentally based on measures of inequality.
Methodology – We state several propositions that follow from the information theory perspective, and show mathematically that many common measures of inequality and segregation satisfy the propositions.
Findings – We show that all common measures of inequality can be used to form measures of segregation and that the resulting measures can be applied to binary, polytomous, and continuous variables. Further, we develop several new measures, including a Gini Segregation Index (GS) for continuous variables and Income Dissimilarity Index (ID), a version of the Index of Dissimilarity suitable for measuring economic segregation. We show that segregation measures can easily be adapted to handle persons of mixed race, and describe the Non-Exclusive Index of Dissimilarity (NED) and the Non-Exclusive Entropy Index of Segregation (NEH). We also develop a correction for structural constraints on the value of segregation measures, comparable to capacity constraints in a communications channel, which prevent them from reaching their theoretical maximum or minimum value.
Originality – Placing inequality and segregation measures in a common framework is useful for several reasons. It highlights a common mathematical structure shared by many different segregation measures, and it suggests certain useful variants of these measures that have not been recognized previously.

Abstract
Purpose
Limited research exists on the role of information access as a key success factor for rural entrepreneurs. The purpose of this study is to examine the importance of information access, among other inequality forms, in shaping entrepreneurial outcomes.
Design/methodology/approach
The authors used a qualitative, inductive research methodology. They conducted interviews with rural entrepreneurs and gained insights into the role of information access and basic tangible resources in shaping their ventures.
Findings
The authors identified two critical factors that impact rural entrepreneurs: inequalities in access to information and basic tangible resources. They found that inequalities in rural entrepreneurship are often interrelated, rather than isolated. The authors demonstrated that the relationship between entrepreneurship and inequality is not solely characterized by a positive or negative correlation but is a dynamic interplay where certain inequality forms may create barriers to opportunities for some individuals while creating opportunities for others.
Practical implications
The authors uncovered key barriers in rural entrepreneurship and constructed a roadmap to effectively address these challenges, providing valuable insights to policymakers and support initiatives and enabling the target of high-impact resources. This research supports efforts to provide rural entrepreneurs with equal opportunities to grow and succeed.
Originality/value
This research significantly contributes to the field by examining the complexities of entrepreneurship in emerging economies, with a particular focus on rural areas. The authors introduced a comprehensive conceptual model linking inequality and entrepreneurship, explored the challenges faced by rural entrepreneurs and offered strategic policy recommendations for development initiatives.

Abstract
Purpose
This research complements the extant literature on poverty and inequality by assessing the role of “virtual social networks” and “internet access in schools” in mitigating the incidence of inequality on poverty.
Design/methodology/approach
Using secondary data, the focus of the study is on developing countries and the empirical evidence is based on Tobit regressions.
Findings
The study shows that inequality unconditionally increases poverty while “virtual social networks” and “internet access in schools” negatively moderate the effect of inequality on poverty. An extended analysis provides thresholds of “virtual social networks” and “internet access in schools” at which, the unconditional positive effect of inequality on poverty is completely dampened and above which, negative incidences on poverty are apparent. These attendant information technology thresholds are below average levels in the sampled countries.
Originality/value
The study complements that extant literature by assessing the role of virtual social networks and internet access in schools in mitigating the incidence of inequality on poverty in developing countries. Policy implications are discussed in the light of Sustainable Development Goals.

Purpose
The purpose of this paper is to examine the multifaceted information disadvantages facing the so‐called information poor in today's society. It has two specific objectives: to identify, from the empirical evidence of individuals' daily and regular information practices, meaningful constructs for defining information inequality; and to investigate how the “information poor” characterise on these constructs in comparison with others.
Design/methodology/approach
The study developed its findings in relation to the above objectives inductively from the interview transcripts of 73 people of different social statuses and occupations regarding their daily and regular information practices.
Findings
Three concepts emerged as meaningful constructs to define information inequality, hence to describe the information poor: individuals' information resource bases, information practices, and information assets. The information poor are found to be disadvantaged in all these aspects. They are first disadvantaged by limited freedom and/or opportunities in claiming society's vast and rapidly increasing information resources into their own information resource bases; then by the constraint of their information practices in developing their information resource bases and obtaining information utilities from these resources; and further more by impoverished information assets to empower themselves in normal and problematic situations.
Practical implications
Understanding of the information poor as sketched above will likely demand further research into a number of issues/areas hitherto ignored by information inequality studies.
Originality/value
This paper is one of the first to address empirically one of the most fundamental questions in information inequality studies; it extends library and information science understanding of the information poor hitherto dominated by the information deficiency thesis.

This paper examines associations of mass media and information and communications technologies (ICTs) with inequality and poverty. It has been found that newspaper circulation has a robust negative association with inequality. Radios and TVs also have a negative association with poverty. ICT expenditures (as a percentage of GDP) have a negative association with poverty. An ICT index is constructed which also has a negative association with poverty. An instrumental variable analysis confirms the robust negative association between newspaper circulation and inequality.

Abstract
Purpose
Following the assumption that studies of information inequality need to be based on precise discrimination between society’s information rich and poor and against the context that a mechanism for such discrimination is still lacking, the purpose of this paper is to explore the possibility of establishing a holistic informational measurement.
Design/methodology/approach
It does so by developing a measurement based on the conceptualization of the individual as an information agent and his/her information world as his/her characterization. The development procedure consists of four steps: operationalization of the theoretical constructs and the initial drafting of the questionnaire instrument; revisions of the questionnaire based on pilot tests with small groups of people; weighing of the questionnaire items for the purpose of calculating index-type variable scores; formal test of validity and reliability.
Findings
The resulting measurement consists of eight variables corresponding to eight theoretical constructs of an individual’s information world, each being measured by a group of questionnaire-based items which, in turn, generate an index-type score as the variable’s value. Validity and reliability tests show that the measurement is, on the whole, able to distinguish the information poor from the information rich and to measure individuals consistently.
Originality/value
The study demonstrates that it is possible to distinguish the information rich and poor by informational measurement in the same way as to distinguish economic groups by income, ethnic groups by race and intelligence groups by IQ; and that such a measurement has arguably multifaceted value for information inequality research.

Abstract
This study investigated four different economic level areas of China (Shanghai, Shandong, Shaanxi, and Guizhou) to analyze the eastern and western urban and rural media service status at different development stages. This set of data comes from the comparison of regional urban and rural areas and indicates the various aspects of differences in the survey area, including the media use habits, media resources, media consumer demand, evaluation of media services, the role of media in public life, public knowledge level, and so on. On analyzing data comprehensively, one thing can be found that there is a positive correlation between the public media contact degree and the public knowledge level. The media plays an extremely important role in public life and regional public knowledge gap between urban and rural areas exists. Furthermore, this gap is positively correlated to the media resources and media exposure. The trend of media using on mobile phone and computer in urban areas increases significantly greater than in rural areas. Then, how to narrow the urban–rural and regional public knowledge gap and reduce the negative impact of the digital divide will be an important urgent task.

Abstract
Purpose
The objective of this study is to present evidence regarding how young people, who are not in education, employment or training (NEET) in South Africa, lack literacy skills and access to enabling resources to actively search and navigate information services systems that are primarily web-based. Information Poverty Theory is adopted to better understand the technological and social strata challenges experienced by young NEET people.
Design/methodology/approach
The study used semi-structured interviews for collecting data over two months in 2018, employing snowball sampling with 24 key participants, representing a diversity of educational backgrounds and previous experience of economic participation.
Findings
The findings of this study suggest that most interviewed young people, who are NEET, lack advanced information literacy and digital skills to access information services. The results also indicate that access to information services that are primed for online information is a challenge for most of these NEET young people residing in underserviced communities. The high cost of an Internet connection means that the Internet is out of reach for most low-income households. In communities that are underserviced with no adequate information and communication technology (ICT) infrastructure, people residing in such areas are subjected to living in circumstances where there is poverty and thus a lack of access to online information.
Research limitations/implications
This paper reports on data collected in 2018 using intense interviews, while acknowledging limitations in terms of the sample size. Hence, it is not fully representative of the whole population of young people, who are NEET, residing in the Gauteng Province of South Africa.
Practical implications
The findings illustrate the need for further collaboration among relevant stakeholders to strengthen existing programmes and for stronger partnerships. The arguments presented herein enhance knowledge and understanding concerning the digital literacy skills divide that exists among young people who are NEET. It includes a discussion to contribute to policy development.
Originality/value
This study focuses on challenges young people who are NEET experience when looking for work and developmental opportunities. This qualitative study adopts Information Poverty Theory and uses prior studies to link the undertaken survey and research. It is expected that this study may serve as a pilot for future studies and may also contribute to the ongoing discussions around the use of ICTs on their use and access, especially the effect on young people when searching for information related to jobs and other developmental opportunities using online services.

Purpose
This paper aims to report the findings from a survey of secondary school students in Chile by exploring their use of social networking services for information-seeking purposes.
Design/methodology/approach
An online survey was distributed via Chile’s Ministry of Education and 12,354 responses were received.
Findings
The results indicate that young people in Chile extensively use SNSs, but there are differences in the ways in which they use these services, specifically for information purposes. When considering school-related activities, there are differences in the use of SNSs by students in different types of schools. Those in academic-focussed institutions are more likely to use SNSs for school-related information purposes and are more likely to publish most types of information on SNSs than their counterparts in vocational schools.
Research limitations/implications
The sample was self-selecting and excluded students without online access to the survey.
Practical implications
The findings indicate more needs to be done in schools serving lower socio-economic communities to support students’ use of SNSs for information-seeking, especially for academic purposes.
Social implications
The findings suggest that school-associated social capital may have a role in shaping students’ use of SNSs for information and learning purposes and, potentially, in exacerbating digital inequalities.
Originality/value
The focus on the use of social media specifically for information-seeking distinguishes this research. The findings challenge possible assumptions about the links between social media use and social class and suggest that differences may be exacerbated by school practices.
