Abstract

Purpose

The integrity of heritage and landscape hinges on protection and restoration policies. Such policies are implemented through the determination of buffer zones that most of them are mainly based on the self-absorbed view, which isolates cultural sites from the community, instead of the more inclusive perception-based view. This study used perceptions as a base in identifying buffer zones in Anahita Temple, in comparison with previous study.

Design/methodology/approach

Accordingly, two parallel and qualitative methods were implemented. First, the site inventory approach was used to determine physical buffer zone, and then historical and temporal perceptions were used to determine a perception-based one. In addition, integrated buffer zone was defined based on two approaches. Finally, the participatory importance and performance analysis were proposed in order to conservation strategies formulation.

Findings

The results indicated that a physical buffer zone isolates the historical site from its landscape, thereby presenting challenges. By contrast, constructing a perception-based one not only maintains the integrity of the landscape but also creates correspondence between the landscape and people's mental map of the site.

Practical implications

Maintaining the site's integrity is expected to encourage participation from the local community and fuel more effective conservation efforts but it also introduces challenges given the need to impose new regulations.

Originality/value

Despite various studies on role of perception in Historical Landscape, less attention has been paid to the role of perception in definition of heritage buffer zone. Therefore, the main goal is to develop a framework to determine the buffer zone of heritage sites by providing a sample.

Abstract

Purpose

This paper aims to check if destinations with powerful similarities also show similar tourism/overtourism effects that differentiate them from other destinations. This paper gathers and compares data on overtourism in European historic cities already presented in the existing literature and points out features and problems typical for these destinations.

Design/methodology/approach

This paper was based on the systematic literature review method, which allowed the author to indicate the most commonly studied European historic cities and the characteristics of overtourism problems.

Findings

The results of this study reveal that several European historic cities share similar tourism development patterns and the overtourism problems manifest numerous similarities. Significantly, these problems are characteristic of historic cities only and partially different from those observed in European urban destinations such as metropolises.

Research limitations/implications

This study enhances a proper understanding of overtourism and the contradictory results published in the existing literature. This study is the first step in building a more situational approach to overtourism and adjusting the theory to particular destinations' features.

Practical implications

The outcome of this study offers local policymakers several hints regarding effectively facing the overtourism problems. Historic cities require special attention when actions toward lowering extreme tourism pressure in monumental zones are implemented and residents' concerns about the spread of tourism, including short-term listings, to residential quarters need to be addressed.

Originality/value

To the best of the author’s knowledge, this is the first study based on a comparison of similar destinations aimed to develop theory and practical implications devoted purely to a limited number of destinations sharing numerous similarities. The set of coherent theoretical and practical implications designed for a narrow group of cities is to be an essential contribution to the development of research and practice in urban tourism.

Abstract

Purpose

The UNESCO recommendation under the historic urban landscapes (HUL) title and Operational Guidelines (OPG) were used to create dynamic protective boundaries to maintain the integrity and authenticity of Isfahan's heritage waterways. Accordingly, by using GIS and Isfahan urban layers, three protective zones were proposed and evaluated; the central zone, the functional zone and the visual zone.

Design/methodology/approach

Heritage waterways in historic cities are not adequately protected against the negative impacts of urban development, and there is a lack of a dynamic protective system to protect their integrity and authenticity. The problem can be observed in Isfahan, a historic Iranian city, where the boundaries of urban heritage waterways (Madi canals) are usually rigid and arbitrary. This study aims to develop a practicable paradigm for determining protection boundaries for Isfahan's Jolfa Madi, an urban heritage waterway.

Findings

Compared to the current protective boundaries, the authors found that proposed protective boundaries create a greater amount of protection space, which makes a strong connection among the ecological, historical and socio-economic characteristics of the urban context. Furthermore, the protective zones based on the HUL approach give Isfahan's urban planning policy the opportunity to consider participatory tools, financial tools and regulatory systems.

Originality/value

Many studies have emphasized a fixed-width buffer or an arbitrary distance from the urban waterway's axis (urban heritage) or its banks. Although these protections include technical conservation or setting restrictions on the adjacent buildings and blocks, studying crucial concepts such as urban dynamic, urban heritage context and producing a particular technique for protected boundaries has not been investigated. In this article three dynamic boundaries are delineated with various functions in order to provide urban heritage with dynamic preservation and sustainable development for the historic urban landscapes.

Demand for goods/services has increased in Latin America due to urbanization, leading to a complex delivery system and increased logistical activities. In Quito, the Historic Center and La Mariscal are two zones that face logistical challenges. The objective of this chapter is to analyze the commercial logistic activities related to loading and unloading goods in these zones. To address this urban freight problem, this chapter proposes a solution through the calculation of the optimal number and location of loading and unloading bays in each zone based on actual commercial activity data. First, a delivery survey was completed in each zone regarding frequency and amount of deliveries. Then, based on the data obtained, an optimization model is proposed to determine the optimal number and location of loading and unloading bays. Finally, a simulation model of the delivery process is performed to readjust the bay’s optimal number. A total number of 75 and 98 bays were calculated to serve the total shopping district of a representative square kilometer (km2) of the Historic Center and La Mariscal. This solution aims to minimize the delivery time and the distance for deliveries, improve urban freight transportation, and reduce traffic. This study could be used as a baseline and guide for further research in urban logistics, especially in Latin America, where urban logistics is still under study. This chapter is part of a Research Project of Urban Logistics in Quito, led by Universidad San Francisco de Quito (USFQ), in association with the Megacity Logistics Lab of MIT.

Abstract

Purpose

The purpose of this paper is to illustrate the impact of zoning and pooling on brands, something not covered in depth in the historical literature. Also, the paper is intended to present research into how brands in the food, drink and confectionery industries during the Second World War used advertising in response to the government control of the market.

Design/methodology/approach

This paper is based on a close reading and interpretation of food, drink and confectionery brands advertisements from the Daily Express and Daily Mirror newspapers across the Second World War. Building on the work by Burridge (2008), it explores different message strategies used by brands in response to shortages, zoning and pooling.

Findings

While rationing has been discussed at length in the historical literature, zoning and pooling have not been. While brands provided information to their customers about rationing, shortages, zoning and pooling, the latter three also caused brands to apologise, look to the future and urge patience.

Research limitations/implications

This study is based on the Daily Express and Daily Mirror from August 1939 to September 1945. Further research could explore other publications or the period after the war as control continued. Exploration of brand and agency archives could also provide more background into brands’ objectives and decision-making.

Originality/value

This is the first research to explore the impact of forms of control other than rationing on advertising during the Second World War.

Abstract

Purpose

Climatic extreme events are predicted to occur more frequently and intensely and will significantly threat the living of residents in arid and semi-arid regions. Therefore, this study aims to assess climatic extremes’ response to the emerging climate change mitigation strategy using a marine cloud brightening (MCB) scheme.

Design/methodology/approach

Based on Hadley Centre Global Environmental Model version 2-Earth System model simulations of a MCB scheme, this study used six climatic extreme indices [i.e. the hottest days (TXx), the coolest nights (TNn), the warm spell duration (WSDI), the cold spell duration (CSDI), the consecutive dry days (CDD) and wettest consecutive five days (RX5day)] to analyze spatiotemporal evolution of climate extreme events in the arid Sahara-Sahel-Arabian Peninsula Zone with and without MCB implementation.

Findings

Compared with a Representative Concentration Pathways 4.5 scenario, from 2030 to 2059, implementation of MCB is predicted to decrease the mean annual TXx and TNn indices by 0.4–1.7 and 0.3–2.1°C, respectively, for most of the Sahara-Sahel-Arabian Peninsula zone. It would also shorten the mean annual WSDI index by 118–183 days and the mean annual CSDI index by only 1–3 days, especially in the southern Sahara-Sahel-Arabian Peninsula zone. In terms of extreme precipitation, MCB could also decrease the mean annual CDD index by 5–25 days in the whole Sahara and Sahel belt and increase the mean annual RX5day index by approximately 10 mm in the east part of the Sahel belt during 2030–2059.

Originality/value

The results provide the first insights into the impacts of MCB on extreme climate in the arid Sahara-Sahel-Arabian Peninsula zone.

Abstract

Purpose

The purpose of this paper is to examine the feasibility of adopting a market‐based land use model, Transfer of Development Rights (TDR), which is very popular in America and other countries as a positive land use control mechanism for conservation, in an evolving socialist land economy, namely China.

Design/methodology/approach

This paper utilizes a case study approach, supplemented by a cost‐benefit model, to estimate the feasibility of establishing a TDR model in Chongqing, China.

Findings

From the analysis, it is found that a market‐based land use mechanism can serve to maximize the benefits of all parties and can balance the interests between development pressures and conservation needs. However, this is based on a number of conditions, including: that a well‐developed legal framework should be set up, to clearly delineate property rights; that a good and enforceable planning system should be in place; and that a mature land market mechanism should be developed that allows open market prices to be realized in the trading of development rights.

Research limitations/implications

This case study is based on a hypothetical situation of one case. More data are needed to support the argument in the future.

Practical implications

Conservation is a major concern for the local governments in China, given the recent high speed economic growth. A model that can balance development pressure, while allowing the market to compensate fully for the infringement of property rights in the process of urban regeneration, is worthy of the authority's attention in future policy formulation.

Social implications

This paper shows that the society as a whole can strike a balance between the need for economic development and conservation of historic sites, provided some conditions can be met.

Originality/value

This paper fulfills an identified need to study the establishment of a market‐based land use model in the conservation policy of land in China.

Abstract

Purpose

Understanding farmers’ perceptions of how the climate is changing is vital to anticipating its impacts. Farmers are known to take appropriate steps to adapt only when they perceive change to be taking place. This study aims to analyse how African indigenous vegetable (AIV) farmers perceive climate change in three different agro-climatic zones (ACZs) in Kenya, identify the main differences in historical seasonal and annual rainfall and temperature trends between the zones, discuss differences in farmers’ perceptions and historical trends and analyse the impact of these perceived changes and trends on yields, weeds, pests and disease infestation of AIVs.

Design/methodology/approach

Data collection was undertaken in focus group discussions (FGD) (N = 211) and during interviews with individual farmers (N = 269). The Mann–Kendall test and regression were applied for trend analysis of time series data (1980-2014). Analysis of variance and least significant difference were used to test for differences in mean rainfall data, while a chi-square test examined the association between farmer perceptions and ACZs. Coefficient of variation expressed as a percentage was used to show variability in mean annual and seasonal rainfall between the zones.

Findings

Farmers perceived that higher temperatures, decreased rainfall, late onset and early retreat of rain, erratic rainfall patterns and frequent dry spells were increasing the incidences of droughts and floods. The chi-square results showed a significant relationship between some of these perceptions and ACZs. Meteorological data provided some evidence to support farmers’ perceptions of changing rainfall. No trend was detected in mean annual rainfall, but a significant increase was recorded in the semi-humid zone. A decreasing maximum temperature was noted in the semi-humid zone, but otherwise, an overall increase was detected. There were highly significant differences in mean annual rainfall between the zones. Farmers perceived reduced yields and changes in pest infestation and diseases in some AIVs to be prevalent in the dry season. This study’s findings provide a basis for local and timely institutional changes, which could certainly help in reducing the adverse effects of climate change.

Originality/value

This is an original research paper and the historical trends, farmers’ perceptions and effects of climate change on AIV production documented in this paper may also be representative of other ACZs in Kenya.

Abstract

Purpose

According to the International Council on Monuments and Sites (ICOMOS) report of heritage at risk for 2011–2013, Cairo is facing serious conservation challenges after the revolution of 2011, witnessing aggressive cultural heritage vandalism. A marginalized inaccessible heritage site is considered one of the most vulnerable cultural assets. Existing studies focused on safeguarding accessible historical centers while insufficient attention is given to marginalized inaccessible heritage sites. The paper questions: how far the reaccess is preventive conservation action acting against possible encroachments? And if accessibility could stand as the key player promoting networks of marginal heritage landscapes, facilitating documentation and rehabilitation programs.

Design/methodology/approach

The research adopts both analytical and experimental approaches. The former departs from cartographic studies and systematic contextual surveys carried out in March 2017 and was updated in July 2019 concerning the delimitation of historic Cairo. It concludes by mapping marginal heritage besides classifying their value significance, urban risks and causes of inaccessibility. The latter phase structures a framework guiding accessibility interventions of marginal heritage and examines its applicability through a cross-case comparison between four sites while proposing accessibility interventions strategies.

Findings

Finally, the study offers a comprehensive assessment model for the new interventions measuring the contextual, economic, social and administrative influences of accessibility.

Practical implications

The framework is considered a decision-making tool defining marginalized heritage areas with the highest priorities of enactments. The study aims to facilitate the mission of governors, policymakers and experts in conserving problematic urban heritage through soft transformations.

Social implications

Both the framework and the assessment model are based on social empowerment and involvement within different phases of design, management and monitoring plans.

Originality/value

It aims to perform new urban codification representing the contemporary identity of marginal heritage landscape in developing countries challenging heritage vandalism. It enables reconfiguring the delimitation of historic Cairo through proposing new parameters and guidelines.

Abstract

Purpose

Sustainability is one of the major factors in the way of creating new structures in historical contexts. The economic principle plays a very significant role in sustainability besides the environmental and social components. Tabriz Historic Bazaar that has been inscribed on the World Heritage list has witnessed various developments in its surrounding area over recent years. The purpose of this study is to analyze the infill structure indicators in this region in terms of economic sustainability.

Design/methodology/approach

First, based on related literature reviews and approaches, the indicators that should be considered in the creation of infill structures in historical contexts were collected. Later, by considering the vicinity zone of Tabriz Historic Bazaar, the effect of each indicator on the economic sustainability of the building was gathered by means of AHP questionnaires and in-person interviews with experts and analyzed by the Expert Choice software.

Findings

The findings present a guideline which indicates that the type of materials being used is the most important factor in order to create an economically sustainable infill structure in this setting. Accordance with the Climate of the region ranks second place and the Cultural land-use as the Suitable land use for this site goes for the third. The mentioned guideline includes 25 indicators and can help designers with a clear path.

Originality/value

This paper clarifies the order of indicators' importance for enhancing the design and consequently function of infill structures, being built in this historic context, with the aim of economic sustainability. The prioritization of indicators in this research depends mainly on their relevance to the conditions of the study area, but the methodology can be used helpfully in similar cases.
