Abstract

Purpose

The integrity of heritage and landscape hinges on protection and restoration policies. Such policies are implemented through the determination of buffer zones that most of them are mainly based on the self-absorbed view, which isolates cultural sites from the community, instead of the more inclusive perception-based view. This study used perceptions as a base in identifying buffer zones in Anahita Temple, in comparison with previous study.

Design/methodology/approach

Accordingly, two parallel and qualitative methods were implemented. First, the site inventory approach was used to determine physical buffer zone, and then historical and temporal perceptions were used to determine a perception-based one. In addition, integrated buffer zone was defined based on two approaches. Finally, the participatory importance and performance analysis were proposed in order to conservation strategies formulation.

Findings

The results indicated that a physical buffer zone isolates the historical site from its landscape, thereby presenting challenges. By contrast, constructing a perception-based one not only maintains the integrity of the landscape but also creates correspondence between the landscape and people's mental map of the site.

Practical implications

Maintaining the site's integrity is expected to encourage participation from the local community and fuel more effective conservation efforts but it also introduces challenges given the need to impose new regulations.

Originality/value

Despite various studies on role of perception in Historical Landscape, less attention has been paid to the role of perception in definition of heritage buffer zone. Therefore, the main goal is to develop a framework to determine the buffer zone of heritage sites by providing a sample.

Abstract

Purpose

The purpose of this paper is to analyze and discuss the application of buffer zones as an urban landscape heritage management tool, using Rio de Janeiro as the main case study, in order to inform urban regulation around the sites inscribed as World Heritage Cultural Landscape and disclose its relevance to link urban planning, cultural heritage management and sustainable development.

Design/methodology/approach

The methodological approach encompasses: conceptual framework – contextualization of heritage protection theory, focusing on landscape protection and buffer zones; discussion: cross-national comparative overview of buffer zones conceptual framework on the international heritage protection policy; historical background and spatial analysis, through GIS mapping, of local heritage protection policy, tracing its evolution through time; examination of prospects and challenges of this management tool, including strengths, weaknesses, opportunities and threats, based on previous international, local experiences on natural and cultural heritage protection; and gathering of strategies for the implementation of buffer zones in local landscape management.

Findings

Core heritage sites and their buffer zones are integrated elements and act together to protect landscape significance and dynamic integrity (DI). In Rio de Janeiro, beyond the function of a caution zone, other important functions of landscape heritage buffer zones are to guarantee spatial and social connections of the protected sites, as well as the visual relationship between them and other significant urban landscape features. Strategies for the implementation of buffer zones in local landscape management should address the articulation of landscape protection governance; the conservation of visual, functional and structural identity quality and legibility and the monitoring of DI.

Research limitations/implications

The methodology approach adopted in this study may also benefit from and foster further investigations, which could include the elaboration of a landscape management plan and an impact assessment inventory, refining the scale of study to the level of local watersheds, and a deeper examination of the popular cultural imprints within the World Heritage property buffer zone.

Practical implications

Strategies to the implementation of the Carioca Landscapes buffer zone include a gradation of protection and control of impacts according to the distance of the core sites (in the form of rings or layers). The buffer zone should help to preserve the character, significance, and DI of the protected sites and guarantee their spatial and social connections, as well as the visual and functional relationship between them and between other significant landscape features of the city. All those management strategies should be founded on the elaboration of a broad urban landscape management plan with the local society involvement.

Social implications

In Rio de Janeiro’s specific case, bridging the vision of culture and nature as opposite poles and, transcending the social segregation through community involvement should certainly be among the main guiding principles to the application of buffer zones for supporting landscape sustainability. Therefore, the establishment of regulation criteria and parameters within the limits of the buffer zone must acknowledge that the (urban) landscape should carefully articulate the different social agent visions and local urban contexts.

Originality/value

The main contribution of this paper is to gather different visions of the role of buffer zones and disclose possibilities of conciliation between theory and practice concerning landscape protection, arguing for gathering natural and cultural heritage policies into the urban planning processes. Harnessed together, the suggested buffer zone implementation strategies may provide a proactive approach to Rio’s urban landscape protection and contribute to foster landscape sustainability and resilience. Although based on a specific case study, the adopted methodological approach may be transferable, with some adjustments, to other World Heritage properties, especially those located in urban areas under development pressures.

Purpose

The purpose of this paper is to demonstrate that there was a non-Eurocentric approach being attempted at Borobudur in the 1970s and 1980s. From the case of Borobudur, this research aims to provide lessons for better management practices by clarifying the development of the buffer zone concept and its potential impact on communities.

Design/methodology/approach

The paper will examine an empirical literature study using topographic maps, contracts between Governments of Indonesia and Japan, documents concerning the Park Project and local newspapers as well as a sequence of one-to-one and group interviews with the key persons who were involved in the Park Project including villagers at Borobudur.

Findings

The development of the Borobudur Archaeological Park began in 1979 and marks an important shift in thinking about buffer zones from a monument-centric approach to the consideration of the wider context and approaches to community participation in the context of international heritage management.

Originality/value

There has not yet been a detailed study concerning the progression of the Borobudur Park establishment and implementation of the buffer zone concept per se, and its impact on local community members. Furthermore, crucial management planning documents for the establishment of the Borobudur Archaeological Park have yet to be analysed by scholars. One of the documents is entitled the Updated Former Plans and Schematic Design for Borobudur and Prambanan National Archaeological Parks Project (Updated Plan). The Updated Plan is in principle not disclosed to the public and can only be viewed with permission of the Indonesian authorities thereby lessening opportunities for research to be undertaken on how the Japan International Cooperation Agency Master Plan was modified and the Park Project was executed in the 1970s and 1980s. The author opportunely received permission to access to the Updated Plan by the authorities on 23 November 2012, which made this study possible to pursue.

Abstract

Purpose

The UNESCO recommendation under the historic urban landscapes (HUL) title and Operational Guidelines (OPG) were used to create dynamic protective boundaries to maintain the integrity and authenticity of Isfahan's heritage waterways. Accordingly, by using GIS and Isfahan urban layers, three protective zones were proposed and evaluated; the central zone, the functional zone and the visual zone.

Design/methodology/approach

Heritage waterways in historic cities are not adequately protected against the negative impacts of urban development, and there is a lack of a dynamic protective system to protect their integrity and authenticity. The problem can be observed in Isfahan, a historic Iranian city, where the boundaries of urban heritage waterways (Madi canals) are usually rigid and arbitrary. This study aims to develop a practicable paradigm for determining protection boundaries for Isfahan's Jolfa Madi, an urban heritage waterway.

Findings

Compared to the current protective boundaries, the authors found that proposed protective boundaries create a greater amount of protection space, which makes a strong connection among the ecological, historical and socio-economic characteristics of the urban context. Furthermore, the protective zones based on the HUL approach give Isfahan's urban planning policy the opportunity to consider participatory tools, financial tools and regulatory systems.

Originality/value

Many studies have emphasized a fixed-width buffer or an arbitrary distance from the urban waterway's axis (urban heritage) or its banks. Although these protections include technical conservation or setting restrictions on the adjacent buildings and blocks, studying crucial concepts such as urban dynamic, urban heritage context and producing a particular technique for protected boundaries has not been investigated. In this article three dynamic boundaries are delineated with various functions in order to provide urban heritage with dynamic preservation and sustainable development for the historic urban landscapes.

Abstract

Purpose

Although heritage sites are numerous, facility management (FM) is maybe the most important process in heritage site management systems. The similarities and differences of the sites should be considered before implementing common FM information systems that support more heritage sites with various area types. The presented classifications are collected and made primarily to support this process. Specialties of heritage sites were also observed from FM point of view. The paper attempts to identify a few groups that can be used well for FM system installations.

Design/methodology/approach

The paper observes the sites from several points of view. The sites are classified by heritage types, by facility planning point of view, by fragmentation and the rate of built‐in area, by human influence, by application. It offers three methods for area classification, later the computerized supporting systems are observed.

Findings

On most heritage sites FM is probably the most important management process. These cultural and natural sites are handled usually by governmental authorities and/or such organizations that can serve more sites permanently.

Research limitations/implications

Since, the heritage sites are various, there might be several exceptional cases that are not collected in this paper.

Practical implications

The paper offers guidelines and ideas to enhance the FM system implementation on different types of heritage sites. Using these groupings, several problems can be identified early in the planning phase of such information systems.

Originality/value

This paper attempts to present the diversity of the objects on the heritage sites, trying to categorize them for FM purposes from more viewpoints. Most of these sites are currently not applied with efficient FM support.

Abstract

Purpose

Small unmanned aircraft systems (sUAS) are becoming increasingly popular among hobbyists, and with this popularity there comes the risk of runway incursion between a commercial aircraft and sUAS around airports. To keep airports safe and secure, the purpose of this paper is to propose a module, called the Airport Secure Perimeter Control System, that can be attached to every hobbyist’s sUAS for the purpose of notification and prevention.

Design/methodology/approach

Upon startup, the module connects to a database containing the central coordinates of every airport in the USA. A five-mile critical radius plus an additional one-mile buffer region is established around each point. The buffer region is created in order to inform the user that he/she is approaching a safe airspace and needs to take corrective action. Once the five-mile zone has been breached, autopilot software takes over the manual controls, and the sUAS is landed in a controlled manner, while the user still has lateral control of the vehicle in order to avoid any potential hazards below it. Then, both operator and airport receive messages about the event.

Findings

To demonstrate the proposed design, a prototype was developed that successfully implemented this system, and was formally tested within a controlled environment.

Originality/value

This solution would drastically reduce the security threat of sUAS breaching the critical regions surrounding airports, and its implementation is relatively simple.

Abstract

Purpose

The paper highlights the process-handling during the Enhanced Movement Control Order (EMCO) in combating pandemic COVID-19 in Malaysia.

Design/methodology/approach

Malaysia first issued an EMCO following a cluster that involved a religious gathering. The EMCO was issued to lockdown the area, undertake screening, treat positive cases and quarantine their close contacts. Active case detection and mass sampling were the main activities involving the population in both zones.

Findings

One hundred ninety-three confirmed COVID-19 cases were identified from the total population of 2,599. Of these cases, 99.5% were Malaysians, 31.7% were aged >60 years and all four deaths (Case Fatality Rate, 2.1%) were elderly people with comorbidities. One hundred and one cases (52.3%) were asymptomatic, of which 77 (77%) were detected during mass sampling. The risk factors contributing to the outbreak were contacts that had attended the religious gathering, regular mosque congregants, wedding ceremony attendees and close household contacts. Malaysia implemented an effective measure in the form of the EMCO to contain the COVID-19 outbreak, where the last cases were reported 16 days before the EMCO was lifted.

Originality/value

The residents’ compliance and inter-agency cooperation were essential elements to the success of the EMCO. A targeted approach using an EMCO should be implemented in a future pandemic.

Abstract

Purpose

This research investigates the effect of accessibility to points of tourist interest (buffer) and direct and indirect spatial spillover effects of agglomeration economies on tourism industry revenues in Spain.

Design/methodology/approach

Data were collected from the Bureau van Dijk's (BvD) Orbis global database. The data were analysed using a spatial econometric model and the Cobb–Douglas production function.

Findings

This study reveals that hotels located inside the buffer zone of points of tourist interest achieve better economic outcomes than hotels located outside the buffer. Furthermore, the results show that there is a direct and indirect spatial spillover effect in the hotel industry.

Practical implications

The results provide valuable information for identifying areas where the agglomeration of hotels will produce a spillover effect on hotel revenue and the area of influence of location characteristics. This information is relevant for hotels already established in a destination or when seeking a location for a new hotel.

Social implications

The results of this study can help city planners in influencing the distribution of hotels to fit desired patterns and improve an area's spatial beauty.

Originality/value

The paper provides insights into how investment, structural characteristics, reputation and location affect hotel revenue.

Abstract

Purpose

This paper aims to report the findings of a study, which analysed the strengths and limitations of two distinct concepts used for post‐disaster housing reconstruction, namely, the donor‐driven and owner‐driven approaches.

Design/methodology/approach

Data were gathered through interviews, questionnaire survey and observations from government, non‐government organizations and the beneficiaries of owner‐driven and donor‐driven programmes in one of the affected districts.

Findings

The paper reveals that beneficiary satisfaction is higher on owner‐driven approach compared to the donor‐driven approach. Further, imposition of the buffer zone, non‐availability of suitable land and capacity constraints of the construction industry are identified as critical factors affecting the success of donor‐driven housing programme.

Research limitations/implications

It was assumed that the quickest and most effective way to rebuild houses after a disaster is to employ the “donor‐driven” approach, where the government or an external funding agency leads the reconstruction process with the help of consultants and contractors procured for the project. Contrary to this popular view, this paper finds that there are limitations in this approach and that it may lead to housing that does not respond to needs of victims.

Originality/value

This paper examines the strengths and weaknesses of the two strategies used in housing reconstruction and highlights the need for building regulations and technical assistance as key to overcome limitations of the owner‐driven approach.

Abstract

Purpose

The purpose of this paper is to propose a measurable terrestrial ecosystem boundary to answer the question: what extent of landscapes, bioregions, continents, and the global Earth System must remain as connected and intact core ecological areas and agro-ecological buffers to sustain local and regional ecosystem services as well as the biosphere commons?

Design/methodology/approach

This observational study reviews planetary boundary, biosphere, climate, ecosystems, and ecological tipping point science. It presents a refinement to planetary boundary science to include a measurable terrestrial ecosystem boundary based on landscape ecology and percolation theory. The paper concludes with discussion of the urgency posed by ecosystem collapse.

Findings

A new planetary boundary threshold is proposed based on ecology's percolation theory: that across scales 60 percent of terrestrial ecosystems must remain, setting the boundary at 66 percent as a precaution, to maintain key biogeochemical processes that sustain the biosphere and for ecosystems to remain the context for human endeavors. Strict protection is proposed for 44 percent of global land, 22 percent as agro-ecological buffers, and 33 percent as zones of sustainable human use.

Research limitations/implications

It is not possible to carry out controlled experiments on Earth's one biosphere, removing landscape connectivity to see long-term effects results upon ecological well-being.

Practical implications

Spatially explicit goals for the amount and connectivity of natural and agro-ecological ecosystems to maintain ecological connectivity across scales may help in planning land use, including protection and placement of ecological restoration activities.

Originality/value

This paper proposes the first measureable and spatially explicit terrestrial ecosystem loss threshold as part of planetary boundary science.
