Abstract

Purpose

The purpose of this paper is to analyze and summarize the development of science and technology (S & T) policies in China from a government-driven perspective in chronological order. To develop knowledge-based economy, China enacts a range of S & T policies since “Reform and Open Policy” started in 1978. Furthermore, it investigates the overall effects of these S & T policies on university-industry linkages (UILs).

Design/methodology/approach

This paper conducts an analysis framework of S & T policies in historical sequence to explain how government drives UILs to stimulate technological progress and economic growth in China.

Findings

More than a site for high-quality workforce education and knowledge spread, universities as an important part of national innovation are required to participate in economic activities. Considering that most Chinese universities are national, S & T policies with particular regard to university technology transfer would be more important and essential. This research finds that S & T policies enacted by government have made critical contributions to UILs in economic transition period, such as improving academic faculty, enhancing university–industry collaborations and supporting university spin-off formation. The experiences of China suggest that government should enact more effective S & T policies in the knowledge-based economy era.

Practical implications

First, universities need to educate high-level human resources that are important for economic growth and social development. Second, universities need to engage in R & D activities and enhance their collaboration with industries, such as consulting services, research contracts with industry, patent licensing and other general knowledge commercial mechanisms. Third, universities also can directly transfer commercial knowledge to start up new businesses by itself or in partnership with industrial sectors. Without doubt, a series of S & T policies or programs enacted by China’s government to drive entrepreneurship continuously played critical role in the UILs over the past 26 years.

Originality/value

This paper is a pioneering work on how S & T policies enacted by government drive UILs to stimulate technological progress in transitional China.

Abstract

Purpose

This paper aims to explore various factors associated with radio frequency identification (RFID) adoption with quantitative meta-analysis. More specifically, this paper attempts to measure key variables of RFID adoption derived from Rogers’ innovation theory and further examines how state intervention influences the process of RFID adoption. First, this paper compares, relying on a meta-analysis, various mean effect sizes among technological, organizational and environmental factors (i.e. government-driven policies) that Rogers suggested in his innovation model.

Design/methodology/approach

In mean effect size analysis, this paper finds that the technological factor is the most powerful factor that affects the RFID adoption. The technological factor is statistically significant across all regions, including North America, Europe and Asia. The organizational factor is significant only in developing countries like Southeast Asian countries and East Asian countries. Environmental factors like government intervention for facilitating RFID adoption are strong enough only in Southeast Asia and Europe.

Findings

This paper finds that government’s supportive policy is more effective in Europe but not in America, while external pressure is still more effective in Southeast Asia. These results implicate that developmentalism or government-driven policy can be effective not only in developing countries but also in the case of developed countries. In addition, this paper conducts a seemingly unrelated regression (SUR) analysis based on Fisher’s standardized score.

Originality/value

In SUR analysis, this paper finds that the correlations between RFID adoption intention and three innovation factors vary across industrial areas. More specifically, the manufacturing area shows negative moderating effect on all three equations where correlations between Rogers’ innovation factors and RFID adoption intention are meta-dependent variables. Also, RFID adoption is accelerated when the size of the firm is large or the location of the firm is in Southeast Asia. This result implicates that the aspect of technology adoption can be changed by region and type of industry.

Abstract

Purpose

This study aims to investigate the motivations for the adoption of Industry 4.0 technologies among manufacturing firms in developing economies. Specifically, the effects of relative advantage of the technologies, competitive pressure, and government support on the adoption are explored. Moreover, the mediating role of top management support between environmental factors (government support and competitive pressure) and the adoption of Industry 4.0 technologies is examined.

Design/methodology/approach

A research model is developed based on the technology-organization-environment (TOE) framework strengthened by institutional theory. Structural equation modeling (SEM) approach is employed to evaluate the model using data obtained from 215 manufacturing firms through a cross-industry survey. Additionally, a post-hoc analysis is conducted using cluster analysis and ANOVA.

Findings

The results show that competitive pressure and government support significantly promote top management support, which in turn contributes to the adoption of Industry 4.0 technologies. Relative advantage of the technologies is not significantly related to the adoption.

Research limitations/implications

This study does not explore the relationship between technology type and the specific needs of manufacturing firms. Future researchers can conduct a more comprehensive analysis by examining how different technology types align with the unique needs of individual companies.

Practical implications

The findings of this study have implications for both policymakers and managers. Policymakers can leverage these insights to understand the underlying motivations behind manufacturing firms' adoption of Industry 4.0 technologies and develop promoting policies. In turn, managers should keep an eye on government policies and utilize government support to facilitate technology adoption.

Originality/value

This study uncovers the underlying motivations—government support and competitive pressure—for the adoption of Industry 4.0 technologies among manufacturing firms in developing economies. Meanwhile, it complements previous research by showing the mediating role of top management support between environmental factors (government support and competitive pressure) and the adoption of Industry 4.0 technologies.

Abstract

Purpose

The government plays a critical role in driving building information modeling (BIM) implementation. The purpose of this study is to investigate the government efforts for driving BIM implementation in three benchmark countries, namely, Singapore, the UK and the US, so as to develop appropriate roadmaps for increasing BIM implementations in other countries.

Design/methodology/approach

This study performs a review on the government efforts and roles in BIM implementation in three benchmark countries, namely, Singapore, the UK and the US.

Findings

Through cross comparison with existing literature, it is found that Singapore and the UK adopt a government-driven approach and a phase-by-phase development pattern is observed. The first phase focuses on the building sector to rapidly increase the use of BIM and the government generally plays the role of an initiator. In the second phase, BIM is expanded to other implementation areas, e.g. smart city. The importance of the initiator role decreases and more attention is paid to supporting roles such as researcher, educator and regulator. In contrast, an industry-driven approach is adopted in the US. The main role of the government is that of a regulator, with research institutions actively supporting the BIM implementation.

Research limitations/implications

General roadmaps of the two mandating approaches are presented. The results can provide a useful reference for countries and regions that intend to develop roadmaps to increase their BIM maturity level and enhance readiness to accept and implement BIM.

Originality/value

This study is one of the first studies that investigate the step-by-step roadmaps for implementing BIM from the perspective of changing government roles.

Abstract

Purpose

The purpose of this paper is to understand the under life of Indonesian academics during ongoing implementation of government-driven policy enacted in higher education instititutions in Indonesia. The attention was specifically focused on the new programme of accountability and quality assurance moderated by the implementation of online assessment system to monitor and evaluate the perfromance of lecturers directly and how this system impacted upon the meaning of academic identity perceived by them.

Design/methodology/approach

This study was drawn from a qualitative research of case study approach. Semi-structured interviews were utilised to collect data and conducted with 30 academics from three state universities.

Findings

This study revealed that academics were grappling to balance their schism between keeping their existing identity tenable and excercising new prescribed roles from external environment. However, academics were still able to practice their preceived identity through their principled personal project that legitimate them to become academics and pursue their success rather than use instrumental means.

Practical implications

The results of this study will be expected to contribute to a better understanding on the dynamics of academics’ world as it is encountered against government-driven policy, and provide indications for policy makers to take into account this issue in the formulation and enactment of their policy.

Originality/value

A new aspect of identity in academic profession was found, that is to say religion.

Abstract

Purpose

This viewpoint aims to discuss some potential problems of institutional approaches such as social value creation in India and China.

Design/methodology/approach

In this viewpoint, institutional approaches as social value creation in India and China have been discussed and compared.

Findings

Government-driven institutional approaches may not be efficient because the involvement of political interests would prevail in countries with low institutional quality, firms focusing on international markets need to adopt global guidelines and regulatory guidelines set by governments and private sectors could ignore the differences and needs of various stakeholders.

Originality/value

This viewpoint argues the importance of communications and collaborations among governments, private sectors and other stakeholders in creating social values.

In the context of Saudi Arabia, this chapter investigates how clustering promotes knowledge sharing and transfer in an emerging, government-directed industry cluster. It is determined that lateral actors play a key facilitating role, and formal and informal mechanisms and interpersonal links among actors support that cluster knowledge exchange. Limited social capital strength and depth and a lack of trust that prevents knowledge sharing are partially explained by the cluster's limited vertical and horizontal actors.

Abstract

This chapter examines the development of accounting thought and practices in China with the purpose of illustrating its relevance to current accounting policies and practices. The review indicates that changes in accounting in China did not usually occur completely and easily. Over the past three decades, while Chinese accounting has gradually moved toward the Anglo-American model, convergence has presented unique features in China. For example, the review suggests that the accounting reforms in China have been heavily government-driven and that uniform accounting systems still remain. Chinese regulators maintain a cautious attitude toward the application of fair value and professional judgment, which are essentially the center of the Anglo-American accounting system. Furthermore, Chinese accounting regulators have a different view of business combinations from the IASB and have developed alternative accounting methods for those transactions. China’s departure from IFRS reflects its politico-economic context and essentially challenges the IASB’s goal of achieving international accounting convergence. China’s approach to internationally acceptable practices is likely to have implications for the effectiveness of the imported ideas.

Abstract

Purpose

To create the expected value and benefits through open data, appropriate provision and usage of data are required simultaneously. However, the level of provision and usage of open data differs from country to country. Moreover, previous research on open data has only focused on either open data provision or usage. To fill the research gap, the purpose of this paper is threefold: first, to understand the current status of the provision and usage of open data; second, to identify patterns in the provision and usage of open data; and third, to provide appropriate future directions and guidelines for the transformation paths of each pattern.

Design/methodology/approach

The authors analyzed the data collected from open data portals of 13 countries that provide information on the provision and usage of open data together.

Findings

The authors identified four patterns of the provision and usage of open data, namely, availability-driven, government-driven, market-driven and interaction-driven patterns. Furthermore, three strategic paths of transformation reach a high level of open data provision and usage, namely, data provision-focused, data usage-focused and balanced transformation paths.

Originality/value

This study provides a foundation that enables researchers to build a holistic theory that can integrate fragmented and incomplete knowledge of open data and usage, particularly in the context of government.

Abstract

Purpose

This paper reflects on the evolution of China's drug distribution industry from the planned economy era to the most recent dramatic shift, with a major focus on the analysis of the government's efforts of centralizing the drug distribution channel through adoption of e‐bidding platforms. In a broader sense, the Chinese government's effort is a showcase of the so‐called “Chinese model” of implementing institutional change: the government initiates a project and counts on its fiat to gain compliance and support from the involved stakeholders. The purpose of this paper is to analyse the limitations and problems of this mode of implementing institutional change.

Design/methodology/approach

The analytical framework draws upon Williamson's theory of the mechanism of governance and insights from new institutional economics on institutional changes. The information used in this study is based on the authors' more than 40 interviews with a variety of pharmaceutical industry stakeholders, including government agencies, hospitals, pharmaceutical manufacturers, distributors, and electronic bidding platforms providers.

Findings

The failure of implementing third party electronic platforms based drug procurement practices shows the importance of aligning the mode of governing transactions with the macro level institutional environment and the micro level individual behavioral traits, and the government's decision of taking over the ownership of transaction platforms has further corroborated this logic.

Originality/value

This paper is an effort to analyze the logic behind the Chinese model of implementing institutional change: the government initiates a project and counts on its fiat to gain compliance and support from the involved stakeholders. From the academic perspective, this paper contributes to literature on the analysis of the interaction of technology adoption and institutional change.
