Abstract
Purpose
The government plays a critical role in driving building information modeling (BIM) implementation. The purpose of this study is to investigate the government efforts for driving BIM implementation in three benchmark countries, namely, Singapore, the UK and the US, so as to develop appropriate roadmaps for increasing BIM implementations in other countries.
Design/methodology/approach
This study performs a review on the government efforts and roles in BIM implementation in three benchmark countries, namely, Singapore, the UK and the US.
Findings
Through cross comparison with existing literature, it is found that Singapore and the UK adopt a government-driven approach and a phase-by-phase development pattern is observed. The first phase focuses on the building sector to rapidly increase the use of BIM and the government generally plays the role of an initiator. In the second phase, BIM is expanded to other implementation areas, e.g. smart city. The importance of the initiator role decreases and more attention is paid to supporting roles such as researcher, educator and regulator. In contrast, an industry-driven approach is adopted in the US. The main role of the government is that of a regulator, with research institutions actively supporting the BIM implementation.
Research limitations/implications
General roadmaps of the two mandating approaches are presented. The results can provide a useful reference for countries and regions that intend to develop roadmaps to increase their BIM maturity level and enhance readiness to accept and implement BIM.
Originality/value
This study is one of the first studies that investigate the step-by-step roadmaps for implementing BIM from the perspective of changing government roles.

Abstract
Purpose
How organisations interact with and respond to environmental pressures has been a long-term interest of organisational scholars. Still, it remains an under-theorised phenomenon from a project perspective. So far, there is limited understanding of how projects, which are composed by a constellation of organisations, “respond” to institutional pressures that are exerted on them. This research takes the perspective of projects as adopters/implementers of institutional pressures and analyses how they interact with, and respond to, such pressures. More specifically, this research explores how construction projects respond to the pressure of a Building Information Modelling (BIM) mandate.
Design/methodology/approach
Multiple in-depth case studies were conducted to explore the practical implementation of a BIM mandate in the UK and understand how the construction projects responded to the coercive pressures to implement a new policy mandate for process digitalisation. Multiple sources were employed for data collection and the data were analysed inductively. The findings identify a hybrid response comprising four distinct ways that projects might respond to an institutional pressure.
Findings
We find that projects decouple both from the content and from the intended purpose of a policy, i.e. there are two variance of a policy-practice decoupling phenomenon in projects. The findings also reveal the underlying conditions leading to decoupling.
Originality/value
We advance decoupling literature so that it better applies to the temporary, distributed and interdependent work conducted via projects. Second, we define decoupling in projects as a provisional and fragmented process of wayfinding through heterogeneous institutional spaces, and discuss the potential policy-practice assemblages in projects, influenced by how, if and when project members' activities decouple from the many and often contradicting institutional pressures they face. Third, we discuss how the qualitatively different forms of decoupling that we identified in our work may act as part of a legitimation process in ambiguous situations whereby projects might share a resemblance of conformity with institutional pressures when they are de facto only partially conforming to them.

Purpose
The current understanding of building information modelling (BIM) adoption often neglects the industry context in which BIM is deployed. This is particularly problematic when policymakers are planning to enact top-down policies to promote BIM adoption in public-funded construction. Therefore, the aim of this study is to establish the industry-level factors that constraint or enable actors' intention to adopt BIM.
Design/methodology/approach
Using institutional theory with an emphasis on the cultural-cognitive elements, the authors aim to complement the understanding of BIM adoption by incorporating institutional elements into the unified theory of acceptance and use of technology (UTAUT). The cultural-cognitive elements were extracted from focus groups and interviews with architecture, construction and engineering (AEC) professionals in Peru. A modified UTAUT was empirically tested using confirmatory factor analysis (CFA) and structural equation modelling (SEM) with a dataset from 171 questionnaire responses.
Findings
The industry characteristics, standardisation, affordability and technology/methodology definition of BIM were found to be the cultural-cognitive elements having direct effects on individual reactions to BIM. These findings suggest that BIM adoption policies should focus on designing incentives schemes, training/educating professionals on BIM collaborative processes and developing/adapting applicable standards. However, a BIM adoption mandate would require policymakers to create collaborative procurement environments in tandem with information management and process standards.
Practical implications
Findings can be used by policymakers to significantly promote BIM adoption in contexts without a government mandate for public sector construction.
Originality/value
The study of institutional elements on BIM adoption is still limited. This study provides empirical evidence on how the cultural-cognitive elements of the industry context are associated with actors' intention to adopt BIM. Therefore, this study bridges industry and individual levels of analysis. Furthermore, this study enables policymakers to initiate actions that significantly encourage BIM adoption.

Purpose
This research aims to explore the perspectives of the key actors in the New Zealand construction industry towards BIM adoption. Specifically, four themes are examined, including what BIM is; BIM knowledge and understanding; benefits of BIM adoption; and challenges/barriers to BIM adoption.
Design/methodology/approach
A qualitative approach using 21 semi-structured interviews with industry experts was adopted.
Findings
The results raise a question concerning whether the New Zealand construction industry needs a unique definition of BIM to achieve a clear and consistent understanding amongst construction practitioners. It was found out that most of the construction practitioners in New Zealand are not well aware of BIM, especially the contractors, QSs, supply chain companies and the SMEs. Fourteen potential benefits and ten barriers/challenges to BIM adoption were identified. Individually, time-saving was considered as the most benefit of BIM adoption while BIM understanding was suggested as the most significant barrier by all the interviewees.
Originality/value
The research provides valuable insights into BIM understanding as well as recommendations regarding BIM adoption in New Zealand. The results could be considered baseline information for the companies and government to have effective strategies towards BIM adoption. Furthermore, it confirms that characteristics such as benefits and barriers to BIM adoption amongst different countries could be similar. Therefore, it could be useful to analyse the studies, strategies and practices of the pioneer countries in BIM adoption for the implementation.

Purpose
In the architecture, engineering and construction (AEC) industry, a “digital divide” exists in technology adoption because SMEs (who often form the bulk of AEC organisations in most countries) are thought to be “Late Majority” and “Laggards” in the adoption of Building information modelling (BIM) technology. Larger organisations not saddled with financial and socio-technical constraints might be considered as being among the “Early Majority” or “Innovators”. It is crucial to understand how these organisations differ in their speed of BIM technology adoption and the rationale for this difference. The purpose of this paper is to investigate the potential causes of the digital divide and suggest solutions for bridging the gap.
Design/methodology/approach
Using mixed research method, data were collected through online questionnaire survey of over 240 global respondents as well as a semi-structured interview with nine experts for which statistical and thematic analyses were used, respectively.
Findings
Organisations can be zoned into “layers” and “levels” of BIM technology adoption and their size is not always significant in terms of the speed at which they adopt BIM. The digital divide is unequal across layers/levels and large organisations utilise technologies across the BIM maturity levels depending on project circumstances. A conceptual model for BIM technology was developed to aid identification of the “Laggards” and “Late Majority” from the “Innovators” through which change agents can customise adoption strategies for each group.
Originality/value
The developed model could serve as a tool for engagement and policy making and it contributes to the body of knowledge in the field of BIM technology adoption.

Purpose
Building information modeling (BIM) is a prominent concept to digitalize data collection and analysis processes. Small and medium-sized enterprises (SMEs) account for a considerable percentage of the works performed in the construction industry. The adoption rate of BIM by SMEs is still, however, not at the desired level in the New Zealand construction industry. This study aims to evaluate barriers to BIM implementation for SMEs in the New Zealand construction industry.
Design/methodology/approach
This study adopted four-step methodology to evaluate barriers to BIM adoption for SMEs. First, a comprehensive literature review, followed by a focus group discussion was performed to identify barriers to BIM adoption. Then, analytical hierarchy process (AHP) was used to assess identified barriers. Finally, experts’ agreements (both internal and external) were ensured by consistency analysis and Kendall’s coefficient of concordance (Kendall’s W) tests.
Findings
The findings indicate that (1) interoperability between software platforms, (2) lack of government mandate on BIM usage at project level, (3) high cost of acquiring the software and licensing required to use BIM and (4) lack of client demand for adopting BIM were the most significant barriers in terms of technological, governmental, resource and cultural categories, respectively. Further investigation of the expert evaluation showed strong consistencies (each expert separately) and agreements (among experts) in each AHP matrix.
Practical implications
Primary focus should be training of local market (particularly SMEs) professionals as the shortage in qualified professionals makes the country-wide adoption challenging. The publicity in the local market can help SMEs understand how BIM is leveraged for further improvements in project performance.
Originality/value
Overall, this research not only provides a roadmap for the widespread adoption of BIM within SMEs in New Zealand through analysis of the barriers encountered but also highlights the power that policymakers hold over the mass adoption of BIM within SMEs.

Abstract
Purpose
The purpose of this paper is to identify critical non-value adding (NVA) building information modeling (BIM) implementation activities in current building project delivery process, develop a BIM implementation readiness (BIMIR) evaluation model, and assess BIMIR statuses in building projects in Singapore.
Design/methodology/approach
A questionnaire survey and four post-survey interviews were conducted in Singapore. A fuzzy synthetic evaluation approach was adopted in the model development.
Findings
In total, 38 out of 44 NVA BIM implementation activities were deemed critical and used in the proposed model, among which “lack of involvement by contractors to contribute site knowledge” in the design development phase was ranked top. This model was validated in five projects. It was found that most of 73 surveyed building projects were in a low BIMIR status and the assessment results were consistent with current industry practices of BIM implementation in Singapore.
Research limitations/implications
There may be geographical limitation on the identification of the critical NVA BIM implementation activities. However, because BIM mandate spreads globally, the findings can help overseas project teams customize their own NVA activities and evaluation models.
Practical implications
As BIM implementation is mandated in Singapore, BIMIR evaluation helps local project teams identify weak areas of their BIM implementation activities and prioritize resources to enhance those areas.
Originality/value
No tool has been developed for evaluating BIMIR at the project level in the construction industry in Singapore or at large in Asia. Four BIMIR statuses are defined, which are consistent with Singapore’s BIM guidelines and standards.

Purpose
Although there has been a surge in the adoption of building information modelling (BIM) in the construction industry, the small and medium-sized enterprises (SMEs) are still struggling and perceive its adoption as risky. The SMEs in developing economies are especially on the disadvantaged side of the digital divide. Extant studies have focused on large firms and there are scanty studies on the influence of the external environments on BIM adoption in SMEs. Thus, this study espouses institutional theory (INT) to examine the influence of coercive, mimetic, and normative pressures on BIM awareness and adoption in SMEs.
Design/methodology/approach
A quantitative approach was employed, and data were collected from the Nigerian construction SMEs via an empirical questionnaire survey using a sequential stratified and convenient sampling method. Hypothesized relationships between the coercive, mimetic, and normative pressure and BIM in SMEs were empirically tested using the partial least squares structural equation modelling (PLS-SEM) technique and the model was validated with the “PLSpredict” procedure.
Findings
The results revealed that coercive and mimetic pressures significantly influence BIM adoption in SMEs while normative pressures have the strongest influence on BIM in SMEs. Also, BIM awareness is an important predictor of BIM adoption. The findings also shed light on the influence of firmographics on BIM awareness and adoption in Nigerian SMEs.
Originality/value
The study empirically validates the applicability of INT and highlights that BIM adoption is not only influenced by internal responses to the need for efficiency but also by external pressures. It implies a clear need for intentional isomorphic pressures in driving BIM adoption in SMEs. The study employs the INT to explain a phenomenon that has not been theoretically explored in the context of SMEs in developing economies. Lastly, the study provided valuable insights into driving BIM adoption, together with the effective practical implications for implementation and potential research areas for further studies.

Purpose
Despite the SMEs representing a large percentage of firms in the construction industry, there has been an under-representation of SMEs’ perspective in BIM research studies. This paper aims to systematically review the few extant studies with a view of synthesizing the findings.
Design/methodology/approach
Hermeneutic philosophy using the interpretivist epistemology approach with a touch of metasynthesis was adopted to critically review and analyse extant studies published over the last decade.
Findings
The findings revealed a scarcity of BIM studies in SMEs, the status of adoption, identified barriers, benefits and drivers. A conceptual model was then developed based on the literature review and theoretical lenses of innovation diffusion model, technology–organization–environment framework and institutional theory. The paper presents pertinent propositions to drive BIM in the SMEs.
Originality/value
This paper holistically reviews extant BIM studies from the perspective of SMEs that are the backbone of the construction industry. It synthesizes extant studies and sets scenes for further studies.

Purpose
This study aims to focus on the four user characteristics of innovation diffusion (availability, observability and trialability [AOT], simplicity, relative advantage [RA] and interoperability) to observe their influence on building information modelling (BIM) usage. This study focuses on the Kenyan construction industry, specifically the building contractors.
Design/methodology/approach
This study uses purposive sampling and specifically focusses on active construction sites that met requirements needed for BIM usage to thrive. Data was collected manually using questionnaires (N = 62).
Findings
This paper contributes to the analysis of the current state of BIM usage by the Kenyan construction industry specifically among building contractors and confirms that Kenya is at the early majority adopters’ stage of diffusion characterised by low BIM usage. In terms of correlation, this study found out that AOT had a strong positive correlation with usage, RA had a moderate positive correlation with usage, simplicity had a weak positive correlation with usage and interoperability had no correlation with usage.
Practical implications
This study gives a clear trend on BIM usage among building contractors to assist potential BIM users make informed decision. The recommendations in this study can be adopted by any late adopter jurisdiction whose structure of the construction industry is similar to Kenya’s.
Originality/value
This paper highlights variables that enable or subdue BIM usage. It goes further to localise and contextualise the barriers for deeper understanding of what makes these barriers be major hindrances towards BIM usage and giving practical solutions to these barriers.
