Abstract

Purpose

The purpose of this paper is to identify the key drivers for adopting electronic bidding (e-bidding) systems in public construction projects located in Saudi Arabia.

Design/methodology/approach

Literature review was undertaken to identify the drivers of e-bidding practices. Nine drivers, classified under four categories, were identified. A questionnaire survey was developed to assess the significance of the identified drivers. Responses were obtained from 20 large contractors, classified as Grade I and II contractors in Saudi Arabia, and 12 governmental authorities, representing owners of construction projects. The drivers were ranked according to their respective significance index (SI) values. Finally, a Spearman’s rank correlation coefficient was employed to ascertain the extent to which the two parties agreed on the significance level of the drivers.

Findings

Analysis of the identified drivers revealed that the most significant driver was “reduction in the physical storage requirements of bidding paperwork.” Further, a consensus was observed with regards to the significance of the drivers. The findings of the present study highlight the strong potential of widespread e-bidding adoption in Saudi Arabia. It demonstrates the key drivers for the implementation of e-bidding through the perspective of professionals within the context of Saudi Arabia.

Originality/value

Prior to this study, no previous research has endeavored to assess the drivers of e-bidding adoption in Saudi Arabia. The adoption of e-bidding will benefit organizations through improved efficiencies, which could potentially lower construction costs, thereby contributing to economic growth and benefitting the society at large.

Abstract

There are Increasing applications of e-procurement by government along with active e-commerce by the private sector in an advanced information society. The Korea e-Procurement System (G2B) is recognized as a successful example of substantially enhancing procurement process efficiency by making it transparent and professional. An analytic work is needed to systematically assess the functionality and role of the system. This paper's purpose is the exploratory study on a mature indicator of evaluation of public e-procurement systems. This paper compares Korea’s case with those of the U.S., Australia, and New Zealand to show that in Australia and New Zealand, which are adopting a as dispersive supply method, the e-procurement system is not developed on a large scale in comparison with the US and Korea that are adopting a central supply method. There are some differences among the four countries according to the trait of their procurement institution and base value in terms of capability of system. Different usefulness for e-procurement depends on the public procurement institution in each country. This paper suggests that eprocurement systems can be used helping purchasing goods and services most reasonably. This paper can help us evaluating substantial value of eprocurement system clearly.

Abstract

This paper examines the results of the first year of the new Russian state procurement law, 94-FZ, through the lens of the 88 regional government web portals created to implement it. Benchmarks are developed and applied to them, comparing results with two contemporaneous Russian studies. Almost all regions have provided core information provision functions, but other missing features and the lack of automation mean that more than half may have done little more than fulfill formal requirements. More website features do seem to correspond to more transparency, but the law and the web portals have done little so far to combat endemic, institutional corruption of the state procurement process.

Abstract

Purpose

Despite the digitalization reforms attempting to enhance public service quality, paper-based tendering is still widely used in a number of developing countries (i.e. Morocco). This has led to many issues including waste of time, higher costs as well as labor-intensive issues. E-tendering has been widely recommended as a key resolution. Still, both scholars and practitioners raised concerns related the readiness of small and medium enterprises (SMEs) to this digitalization process. The current research aims to investigate the key drivers of SMEs intention to adopt electronic tendering in the context of an emerging African market (i.e. Morocco). Specifically, the authors focus on SMEs contributing to the public procurement process and registered in the online portal recently created by the Moroccan government.

Design/methodology/approach

To achieve this goal, the authors proposed a conceptual model combining the unified theory of acceptance and use of technology (UTAUT) and technology acceptance model (TAM). Based on data collected from suppliers participating in Moroccan public tenders, the authors empirically tested the conceptual model using a partial least squares (PLS) estimation.

Findings

Facilitating conditions and social influence had a positive impact on SMEs intention to adopt electronic tendering. The study’s findings also convey a negative impact of effort expectancy on SMEs intent to adopt e-tendering. Unexpectedly, perceived performance had no significant impact on the intention to adopt electronic bidding among Moroccan SMEs.

Originality/value

This research filled the gap in the literature with regards to SMEs e-Tendering readiness in emerging markets. With the recent digitalization reforms of public tendering in many developing economies (i.e. Morocco), the study findings can be used to improve not only government implementation of electronic bidding but also SMEs' user experience.

Abstract

Purpose

The purpose of this paper is to present the prevailing auction and bidding mechanisms in supply chain management. The paper aims to critically examine the implications of these auction mechanisms using the example of the transportation sector.

Design/methodology/approach

A framework is presented to highlight the role of internet and information systems in the transportation sector. The paper discusses the complexities associated with embracing these internet‐enabled auction mechanisms and presents some research propositions.

Findings

In its present state of affairs an electronic marketplace would become nothing but a virtual place where the competing firms would be indulged in price wars to maintain their presence. A prolonged spur of activities in this direction would lead to a stalemate where the winners are losers.

Practical implications

In the long run it is important that the decisions associated with electronic auctions must be based on more than bargain‐basement price tags. The business intangibles focused on developing a strong buyer‐supplier relationship, will determine the quality of the purchase contract.

Research implications

The propositions presented here could provide initial impetus for future empirical research that gleans insights regarding the link between the use of electronic auction mechanisms and the strength of buyer‐supplier relationships.

Originality/value

Provides a comprehensive review and some potential research propositions that could enhance our understanding of supply chain management.

Abstract

Scientific literature reports scarce evidence of whether Internetbased procurement systems improve the efficiency of State purchases. We propose a methodology to estimate savings in: (i) the centralization of administrative tasks, and (ii) price differentials due to a larger number of contractors and suppliers bidding on contracts. We test our methods with ChileCompra, the Chilean e-procurement agency. During 2007, 885 Chilean State agencies used this system to purchase US$4.5 billion in products and services. Our preliminary results show price reductions of 2.65% and administrative cost savings of 0.28%-0.38% between 2006 and 2007.

Abstract

Purpose

This study evaluates the effect of transparency measures on public procurement efficiency, focusing on Thailand’s Infrastructure Transparency Initiative (CoST). This study aims to understand its impact on the country’s public infrastructure procurement practices.

Design/methodology/approach

This paper analyses Thailand’s government construction procurement data, focusing on budgetary savings and CoST process participation. Budgetary savings are this study dependent variable, while the main intervention variable is the adoption of the CoST data disclosure standard. This study uses multiple linear regression, fixed-effects model and propensity score matching with the logit model for a comprehensive analysis.

Findings

This study shows that using the CoST data disclosure leads to notable budget savings in Thai public construction procurement. With CoST’s introduction, the savings rose by Baht 9.6m, and even with added controls, the savings remained significant at around Baht 3.3m. The savings consistently stay near 5% across different models. The propensity score matching method confirms these results, consistent with factors such as open bidding and agency categorisation.

Research limitations/implications

This study might not capture all benefits, especially non-financial ones. Thailand’s unique context and potential biases in data sources also need consideration.

Practical implications

CoST evidence backs Thailand’s procurement transparency. This study recommends broadening CoST, streamlining online platforms and promoting digital public engagement. Training stakeholders and partnering with state-owned enterprises and local agencies is vital to align with CoST and mitigate risks.

Originality/value

This study shows a clear link between transparency from information disclosure and budget efficiency in public procurement, using data from Thailand. It highlights the potential of transparency measures in developing countries.

Abstract

Purpose

The purpose of this paper is to discuss the concept of group signature, first introduced by Chaum and van Heyst, which allows individual members in a group to create signatures on behalf of the group.

Design/methodology/approach

This paper proposes a new English auction scheme based on the concept of group signature using the bulletin board system.

Findings

It is found that the proposed scheme can satisfy the requirements of an ideal of English auction scheme.

Originality/value

Compared with other public auction schemes, it is claimed that the scheme presented in this paper can satisfy all requirements of an ideal auction scheme and is superior to other schemes. The scheme's primary merit is in its simplicity and practicality for implementation under insecure communication links.

Abstract

Purpose

The development of China's foreign exchange market and the reform of Chinese yuan (hereinafter “CNY”) exchange rate are closely linked with each other. Their respective journey through the past 70 years can both be divided into three historical periods; as follows: China's foreign exchange market underwent a difficult exploration period, a formation and development period and an innovative development period; in the meanwhile, the formation mechanism of CNY exchange rate also witnessed three periods marked successively by a single exchange rate system with administrative pricing, an explorative formation mechanism of CNY exchange rate and a reformed, marketized CNY exchange rate mechanism.

Design/methodology/approach

In the present world, the development of almost every country is closely linked to the international community, which is the result of the heterogeneity in system, market, humanity and history, in addition to the differences in natural resource endowments and the diversity in technology, administration, information, experience and diplomacy. International economic exchanges require foreign exchange, which gives rise to the existence and development of the foreign exchange market.

Findings

The 70-year history of China's foreign exchange market has proven the need to continue safeguarding national sovereignty and interests of the people, stick to the general direction of serving economic development, adhere to the strategy of steadily and orderly promoting the construction of the foreign exchange market, keep on making innovation in monetary policy operation and unbendingly stay away from any systemic financial risks.

Originality/value

During the 70-year history of the new China, as an indispensable economic resource in China's economic development, the foreign exchange mechanism bolstered each stage of economic development and was always an important manifestation of China's economic sovereignty. It is argued that during the 30-year planned economy that preceded reform and opening-up, China pursued a closed-door policy with few international economic exchanges. The subtext of such argument is that China did not have (or hardly had much of) a foreign exchange mechanism during this period, which is clearly in conflict with historical evidence. In fact, although China did not have an open foreign exchange market before the reform and opening-up, it had a clear foreign exchange management system and exchange rate system.
