Abstract

Digital resources such as smart applications reviews and online feedback information are important sources to seek customers’ feedback and input. This paper aims to help government entities gain insights on the needs and expectations of their customers. Towards this end, we propose an aspect-based sentiment analysis hybrid approach that integrates domain lexicons and rules to analyse the entities smart apps reviews. The proposed model aims to extract the important aspects from the reviews and classify the corresponding sentiments. This approach adopts language processing techniques, rules, and lexicons to address several sentiment analysis challenges, and produce summarized results. According to the reported results, the aspect extraction accuracy improves significantly when the implicit aspects are considered. Also, the integrated classification model outperforms the lexicon-based baseline and the other rules combinations by 5% in terms of Accuracy on average. Also, when using the same dataset, the proposed approach outperforms machine learning approaches that uses support vector machine (SVM). However, using these lexicons and rules as input features to the SVM model has achieved higher accuracy than other SVM models.

Abstract

Purpose

In smart cities pervasive systems are deployed by enterprises and stakeholders in municipalities to provide digital services to citizens. But cities are faced with the challenge of achieving system pluggability, mainly service integration due to numerous actors and systems needed for smart urban transformation. Hence, there is need to employ a comprehensive and holistic approach to help achieve service integration of pervasive platforms. Therefore, this study presents an Enterprise Architecture Framework (EAF) to support smart urban transformation.

Design/methodology/approach

In this study the design science research methodology is adopted based on a multi-case studies of two organizations and data is collected using semi-structured interview from an organizations and municipality in Norway to validate how service integration can be achieved by the developed EAF to address pluggability challenges faced in urban environment.

Findings

Findings suggest that the presented EAF provides the structure to manage changes and maintain urban transformation and aims to align the business with the underlying information systems from the perspective of the stakeholders. Additionally, findings from the case studies modelled in ArchiMate language depict how service integration of different pervasive platforms provide digital services for smart urban transformation.

Research limitations/implications

This research only employed semi-structured interviews to validate service integration of digital platforms, other identified dimensions of pluggability were not fully addressed in this study.

Practical implications

Findings from the case studies provides insights on how pervasive platforms can be integrated to achieve a pluggable digital service from different stakeholders and data sources in practice. The developed EAF presented in this study provide a model that supports collection and exchange of data from different data sources in smart urban environment to enable the provision and consumption of digital services.

Social implications

The developed EAF aids system pluggability of actors and systems in providing digital service such as smart urban transformation that contributes to sustainable use of electric mobility in cities.

Originality/value

As cities increasingly deploy pervasive platforms to support urban innovation, researchers are seeking to explore how these platforms shape urban transformation. Presently, prior studies do not offer important insights into pervasive platform management from urban perspective. Against this backdrop, this study employs the information systems perspective of digital platforms literature roots in software development and physical product development to depict how the EAF can be employed to describe specific cases that integrate different pervasive platforms deployed by different stakeholders communicating to co-create collective digital services to citizens.

Abstract

Purpose

This paper aims to investigate the use of m-government applications for public services providing in Brazil. As a secondary objective, the paper aims to analyze the relationship between the use of m-government applications and development.

Design/methodology/approach

To achieve the objective of this research, the 100 smartest cities of Brazil were selected and the mobile apps provided by their local governments were identified. Both qualitative and quantitative methods were adopted, including content analysis technique, chi-square test and regression analysis.

Findings

The results show that mobile apps developed by local governments of Brazilian smart cities include information and public services access, health, education, security, tourism, water supply system, environment, among others. The results also show a positive relationship between apps downloads and development indexes.

Social implications

This paper emphasizes the social side of information technology, showing that it can contribute to the implementation of more inclusive cities that respond to the needs and interests of their citizens.

Originality/value

This paper presents empirical evidences of the potential benefits of m-government technologies for development in an emerging country. Moreover, it highlights how mobile applications developed by local governments may lead to a better quality of life of the population, considering a comprehensive approach of development that involves its economic, social and human dimensions.

Abstract

Purpose

This purpose of this article is to suggest that it is possible and desirable to use iPads as a teaching tool in a dedicated classroom in the stacks at an academic library. It examines recent research on smart device use among college students and outlines a pilot program that was developed at Southern Oregon University in the Government Information Department.

Design/methodology/approach

The article includes a literature review of recent research that has been done about smart technology usage in the library and highlights information gained by a hands-on approach in a pilot program.

Findings

The use of smart technology in a classroom in the stacks is an effective way to engage students in the research process. Using free government apps is a no cost solution to covering a variety of topics and disciplines. Students can gain new insights in how to make their smart technology work for them while conducting research. A supplemental iPad check-out program can enable students to have new meaningful interactions with the library. However, technology does present its own set of problems that can derail the experience in unexpected ways.

Originality/value

Free government apps are useful learning tools for college students. These tools can be applied in any classroom where students and professor are equipped with smart devices. The classroom described is unique in that it combines the hard copy materials of the library and the use of the technology to immerse students in a total experience of searching for specific government information resources in the stacks area where the physical documents are housed.

Abstract

Purpose

The purpose of this paper is to understand citizens' perceptions of smartphone-based city management apps and to identify facilitators and barriers that influence app adoption and use. An aim is to identify how current technology adoption theories might be expanded and enriched for studying citizen adoption of city apps in the US.

Design/methodology/approach

This paper presents a qualitative exploratory case study of citizen perceptions of city management apps in Tallahassee, a top-ranked digital city in the southeastern United States. The authors derive empirical data from focus group discussions with citizens using thematic analysis.

Findings

Overall, the findings suggest that city management apps are primarily perceived and used by citizens as handy and efficient tools for the provision of information and public services. The findings suggest that current technology adoption and use models applied to citizen adoption of m-government may benefit by being expanded for the US context.

Originality/value

This paper highlights what factors of m-government technology are effective, useful or inhibiting in citizens' lives from the perspective of a group of citizens in the southeastern US. Implications that might be learned for researchers and practitioners are discussed.

Abstract

Purpose

This study aims to investigate tourists’ impressions of the smart destinations model from the socio-technical systems and the technology–organization–environment (TOE) perspectives. Specifically, it aims to explore how information source credibility and cloud infrastructure influence tourists’ use of intelligent technology.

Design/methodology/approach

This measurement development is based on prior literature; after being evaluated for face and content validity, the authors used random sampling to collect data and conducted a field survey of tourists through Taoyuan Airport and using the airport MRT between December 2022 and March 2023. After confirming that tourists knew the destination information and had experience using travel-related mobile applications to plan their itinerary, the authors further invited tourists to participate in the survey, and 512 valid questionnaires were analyzed by the structural equation modeling approach.

Findings

The finding pointed out that source credibility and intelligent technology were innovative technologies that benefitted tourists, as were mobile travel planning apps, which created a relational context based on interests and activities from the socio-technical and TOE perspectives.

Originality/value

Technological innovation is closely related to the development of smart cities; tourists who used travel itineraries successfully understood travel-related actions and significantly had more positive affective images of the city.

Abstract

This article discusses issues related to the use of new technologies in local communication on the example of selected Polish cities. It will discuss the tools used by local authorities in the process of local communication with residents and entrepreneurs, aimed at increasing their participation in the local decision-making process. The study will focus on tools for empowering residents and increasing civic participation in cities. Based on an analysis of documents, interviews with representatives of city authorities (officials, councilors) and residents, using the IDI method, an attempt will be made to analyze the effectiveness of particular tools used by officials. On this basis, the authors formulate conclusions and recommendations for the future on the selection of the most effective tools used in local communication with residents. The aim of this paper is not only to diagnose the current use of the smart city concept in Poland, but also to create a forecast of its use in the coming years.
