Abstract

Purpose

This paper aims to propose the practice of urban resilience to flooding in a vulnerable Asian city, Taipei. It conducts Geographic Information System (GIS)-based simulations to assess Taipei’s vulnerability under a set of varying flooding scenarios and likelihoods. This research concludes by proposing remedies to fill the gaps these flood simulations reveal and, in doing so, promotes urban resilience in Taipei. This paper provides an example of urban resilience to flooding for other cities in Asia.

Design/methodology/approach

The paper undertakes a case study of Taipei to survey current practices and historic analyses as a tool to evaluate a chronology of policies implemented to make Taipei resilient to flooding. It also conducts flood simulation and scenario analysis through the technology of GIS by using ArcMap 10.2.2 software to gauge the vulnerabilities in Taipei. These GIS-based data sets are collected from Taiwan’s central and local governments. This paper analyzes the vulnerability of population, land value, residential properties, GDP and critical facilities, such as major subway stations, medical centers, public schools, major public buildings, electric power substations and gas/oil stations. Additionally, it analyzes the likelihood and cost and benefit of different flooding scenarios based on typhoon and rainfall data sets in 1975-2014 period. After a thorough analysis of vulnerability, likelihood of flooding and cost–benefit analyses, this research develops Taipei resilience policies to address the vulnerabilities.

Findings

The findings indicate that Taipei case study, a chronology of policies implemented to prevent flooding, explains that costly engineering structures, rebuilding and fortification against floods eventually created a false sense of security, which has encouraged more intensive residential and commercial developments in flood-prone areas, and led to a higher level of vulnerability. Additionally, flooding simulations indicate that 40 per cent of Taipei City is located in flood risk areas in an extreme weather scenario. This percentage is higher than other global cities such as London’s 15 per cent, Tokyo’s 10 per cent and New York City’s 25 per cent. Based on the 10 per cent of total flooding areas above 0.5 m, the vulnerable population is estimated at 200,000 people, or 7 per cent of the total population. The GDP impact will be more than $28bn. More than $67bn of land value is vulnerable. A least one million subway passengers will be affected each day. Further, there is little evidence that the urban poor are particularly vulnerable to floods. On the contrary, some neighborhoods with high-income households face a higher risk of floods. Very few medical centers, oil and gas stations and electrical power substations are located in flood-prone areas, but a large number of public schools, administrative buildings and major subway stations are susceptible. Additionally, the likelihood analysis of flooding in an extreme rainfall scenario concludes that the possibility will be five times that of the existing assumption with a flood in every 200 years. Thus, Taipei City’s infrequent once-in-two-century floods are likely to occur more frequently.

Originality/value

This paper provides a thorough analysis of vulnerability, likelihood of flooding and cost–benefit analyses in Taipei. It also develops Taipei resilience policies to address the vulnerabilities. In the future, rather than strengthening and rebuilding costly structures, Taipei should focus on land-use and environmental planning for resilience. Urban policies should include environmentally responsible development in the face of continued population and economic growth, and being resilient regarding natural disasters. Most important is the need for a strong political commitment and leadership to initiate and implement urban policies toward resilience.

Abstract

Purpose

The purpose of this paper is to evaluate local vulnerability and organisational resilience including coping/adaptive capacity to climate risks, specifically frequent flooding in Northern Cameroon.

Design/methodology/approach

The research is exploratory/deductive and draws upon qualitative methods, secondary and empirical techniques supplemented by semi-structured qualitative interviews with senior disaster managers. Secondary information sources, which include peer review articles, government reports/plans, newspaper articles and other grey literature, enhanced the analysis.

Findings

The research findings have unveiled the physical and social vulnerability of Northern Cameroon to frequent flooding. Results also show that institutional performance for flood management in Cameroon is ineffective, and adaptive capacity is highly deficient. Cameroon’s legislative framework for flood management is weak, and this exacerbates the poor implementation of structural and non-structural flood management measures. Results also indicate issues with relief, evacuation and foreign assistance in flood management. Recommendations that focus on enhancing capacity of response to frequent flooding via reducing vulnerabilities, managing resilience and enhancing adaptive capacity are provided.

Originality/value

Using Gallopin’s (2006) model of vulnerability, this paper makes a distinct contribution by offering insights into the role of adaptive capacity in disaster management systems in developing (African) countries via an evaluation of vulnerabilities and organisational resilience to repeated flooding in Northern Cameroon.

Abstract

Purpose

The purpose of the research is to develop a conceptual framework to anticipate the vulnerability of value of commercial properties towards changing risk of flooding. The existing patterns, themes, and issues associated with property value and their vulnerability towards flooding were identified and used to inform the development of the conceptual model.

Design/ methodology/approach

Literature review is performed to identify the factors affecting vulnerability of commercial property values to the impact of flood risk in the UK. The review approach was based on related literature contributing to identified themes and sub-themes. The extant literature is summarized into two distinct themes of “vulnerability” and “value” contributing to changing risk of flooding. The synthesised literature is then utilized in developing the conceptual map which further paved the way towards designing the conceptual framework.

Findings

The generic conceptual framework presented explores the interaction between different internal and external influencing factors affecting the vulnerability of value of commercial property system. The framework highlighted the importance of space and time within the system. An extensive review of previous studies in both the residential and commercial sectors for different disaster studies reveals that the main research challenge in assessing the vulnerability of property values are the intensive data requirements. The need for data is considered to be the main restrictive factor resulting in lack of empirical studies in this field.

Originality/value

This study brings together two existing research domains of flood vulnerability and property value. Practitioners and researchers will find this study useful in developing an improved understanding of the vulnerability of commercial properties to flooding. The conceptual framework is an important outcome of the research which will encourage further research in this considerably neglected field.

Abstract

Purpose

Flooding is an emerging problem in Ho Chi Minh City (HCMC), Vietnam, and is fast becoming a major barrier to its ongoing development. While flooding is presently of nuisance value, there is a growing concern that a combination of rapid urban expansion and climate changes will significantly exacerbate the problem. There has been a trend of population being rapidly accommodated in new urban areas, which are considered highly vulnerable to floods, while the development strategy by the local government still attracts more property investments into the three new districts on the right side of Saigon River. This paper aims to discuss the increase in the number of residences vulnerable to flooding, to underline the need for more appropriate future spatial development. For the vision, an application of compact and resilient theories to strategic planning and management of this city is proposed to reduce vulnerability. This paper also highlights the need to better understand growing vulnerability to floods related to urban expansion over low-lying former wetlands and the more important role of planning spatial development accompanied with transportation investment which can contribute to flooding resilience.

Design/methodology/approach

This research uses combined-methods geographical information system (GIS) analysis based on secondary data of flood records, population distributions, property development (with the details of 270 housing projects compiled as part of this research) and flooding simulation. This allows an integrated approach to the theories of urban resilience and compactness to discuss the implication of spatial planning and management in relevance to flooding vulnerability.

Findings

The flooding situation in HCMC is an evidence of inappropriate urban expansion leading to increase in flooding vulnerability. Although climate change impacts are obvious, the rapid population growth and associated accommodation development are believed to be the key cause which has not been solved. It was found that the three new emerging districts (District 2, 9 and ThuDuc) are highly vulnerable to floods, but the local government still implements the plan for attracted investments in housing without an integrated flooding management. This is also in line with the development pattern of many coastal cities in Southeast Asia, as economic development can be seen as a driving factor.

Research limitations/implications

The data of property development are diversified from different sources which have been compiled by this research from the basic map of housing investments from a governmental body, the Department of Construction. The number of projects was limited to 270 per over 500 projects, but this still sufficiently supports the evidence of increasing accommodation in new development districts.

Practical implications

HCMC needs neater strategies for planning and management of spatial development to minimize the areas vulnerable to floods: creating more compact spaces in the central areas (Zone 1) protected by the current flooding management system, and offering more resilient spaces for new development areas (Zone 2), by improving the resilience of transportation system. Nevertheless, a similar combination of compact spaces and resilient spaces in emerging districts could also be incorporated into the existing developments, and sustainable drainage systems or underground water storage in buildings could also be included in the design to compensate for the former wetlands lost.

Social implications

This paper highlights the need to better understand growing vulnerability to floods related to urban expansion over low-lying former wetlands and emphasizes the more important role of planning spatial development accompanied with transportation investment which can contribute to flooding resilience. Coastal cities in southeast countries need to utilize the former-land, whereas feasibility of new land for urban expansion needs to be thoroughly considered under risk of natural disasters.

Originality/value

A combination of compact spaces with improved urban resilience is an alternative approach to decrease the flooding risk beyond that of traditional resistant systems and underlines the increasingly important role of urban planning and management to combat the future impacts of floods.

Abstract

Purpose – Flooding has become a recurring phenomenal in most cities in Nigeria. The 26 August 2011 flooding disaster which occurred in Ibadan is only an indication of magnitude of flooding problem in Nigerian cities. This chapter examines the impacts, vulnerability factors and disaster risk management framework in Ibadan metropolis.

Methodology/Approach – The survey design was used for the study and covers eleven local government areas (LGAs) affected by the flood. The study utilized both primary and secondary data. The primary data were obtained by physical observation and in-depth interview of affected households. In-depth interview was also carried out with key officials of State Ministry of Environment and Housing. The study also relies on the data from the Oyo State Government Task Force on Flood Prevention and Management report.

Findings – The chapter shows that the 26 August 2011 flood disaster in Ibadan metropolis caused monumental destructions in the city. The continuous construction on flood plains, indiscriminate dumping of refuse, excessive rainfall and deforestation were identified as the main vulnerability factors. The chapter shows that there is no adequate framework for disaster risk management in the city.

Research limitations – About 250 affected households in 11 LGAs were interviewed for the study due to time and budget constraints. This figure is considered meagre considering the number of affected households by the flood disaster. However, the random selection of affected households and key government officials helped to address this limitation.

Originality/value of chapter – The simultaneous identification of impacts, vulnerability factors and disaster risk management framework in the city provides an opportunity for the development of a holistic and proactive disaster risk management strategy in Ibadan metropolis.

Purpose

Vulnerability studies are commonly used to inform planning, as cities and regions seek to build resilience to environmental hazards. In Shelby County, Tennessee, socioeconomic census tract data were mapped to identify the socially vulnerable population and places to underpin strategies in the Mid-South Regional Resilience Master Plan (RRMP). While this is an important step in identifying vulnerability in the county, this paper aims to enhance the local analysis through an integrated approach that considers both social factors and environmental hazards in assessing vulnerability.

Design/methodology/approach

This paper conducts a social vulnerability assessment by integrating a social vulnerability index with risk exposure analysis at the census tract level to identify the population and places vulnerable to riverine flooding in Shelby County.

Findings

The analysis reveals that social vulnerability assessments that do not relate socioeconomic factors to specific environmental hazards such as riverine flooding underestimate the population and places that are vulnerable. For Shelby County, this has the tendency to undermine the prioritization and effectiveness of strategies to build resilience to riverine flooding and can worsen preexisting marginalization.

Practical implications

This paper recommends integrated vulnerability assessments for each of the environmental hazards identified in the Mid-South RRMP to augment existing resilience efforts in the county.

Originality/value

This paper enhances the understanding of social vulnerability assessments by consolidating the need for integrated assessment frameworks as basis for resiliency planning.

Abstract

Purpose

The purpose of this paper is to examine the role of high intensity precipitation events in increasing the vulnerability to floods in Mediterranean Spain. Precipitation intensity in this area appears to have augmented in the last two decades in association with warming trends of the Mediterranean Sea. At the same time, intense urbanization processes, occupying and transforming flood prone land, have produced an important increase in exposure. The main objective is to assess whether higher intensity precipitation and changing patterns in exposure aggravate vulnerability to floods.

Design/methodology/approach

In this paper, vulnerability is understood as the result of the interrelationships between exposure, sensitivity, impacts and adaptive capacity. Consequently, methods used involved the compilation and analysis of published and unpublished precipitation data, population and land use data, data on insurance claims, and media sources related to those variables.

Findings

Changes toward episodes of more intense precipitation in the expanding urban areas of Mediterranean Spain increase exposure but not necessarily vulnerability, at least in terms of human deaths. However, adaptative capacity needs to be formulated. Actions that attempt to absorb and eventually reuse flood flows (as the flood park in Alicante) appear to be more effective than traditional hydraulic solutions (as in Majorca).

Originality/value

The paper provides a systematic and coherent approach to vulnerability analysis taking into account the changing dynamics of its components. Especially, it signals the limits of current adaptive approaches to flooding and advocates for changes toward a more circular and less linear approach to urban drainage.

Purpose

Nowadays, under climate change contexts, natural disasters are becoming stronger in intensity and probability. The impacts of natural disasters on people and the environment are also getting worse. The purpose of this study was conducted to provide a method of assessing disaster risks, in particular, floods for human life in Mid Central Vietnam.

Design/methodology/approach

The pre-disaster assessment method was used based on the analysis of hazard factors (Hazard-H), exposure to hazards (Exposure-E) and vulnerability (Vulnerability-V).

Findings

Flood disaster risks in the area are assessed and displayed on spatial maps. The districts in coastal plains of Quang Ngai and Thua Thien Hue provinces have the highest levels of risk. These assessments will play an important role in supporting flood prevention and mitigation in the region.

Originality/value

According to the authors, this is the first study assessing the flood risk in Vietnam on the pre-disaster perspective. The assessment provides a plain point of view on natural disaster impacts that supporting disaster prevention services.

Abstract

Purpose

This paper aims to explore the preparedness of a UK Registered Social Landlord (RSL) for current and future flooding. It examines the understanding of vulnerability, resilience and adaptive capacity amongst senior managers responsible for approximately 4,000 homes and tests the organisation's contingency planning against a range of flood scenarios. The paper then examines the problems of integrating future adaptation plans into built asset management strategies.

Design/methodology/approach

Analysis of existing datasets, field surveys, workshops, formal meetings, document analysis and semi-structured interviews were used to develop and test the impact of a series of flooding scenarios on the physical performance of the organisation's domestic properties and on the effectiveness of their contingency/adaptation plans.

Findings

Whilst individuals within the RSL had a broad understanding of vulnerability and resilience to flooding; and the organisation possessed the management attributes normally associated with enhanced adaptive capacity, they had misunderstood the potential flooding threats and had a false sense of security in their level of preparedness. The RSL also lacked the data to develop effective adaptation plans as part of their built asset management strategy.

Originality/value

This paper seeks to examine the vulnerability, resilience and adaptive capacity of UK social housing to climate change at the portfolio level. The paper should inform landlords, policy makers and researchers.

Abstract

Purpose

The purpose of this paper is to examine vulnerability conditions to flood disasters in Tokwe-Mukorsi community, Zimbabwe and identifies the barriers that constrained the community from relocating to safe sites.

Design/methodology/approach

Using a questionnaire survey, field observations and interviews, the paper examines the biophysical and social vulnerability of the Tokwe-Mukorsi community, Zimbabwe, as well as the barriers that prevented it from relocating to safe sites. A thematic analysis of the large volumes of qualitative data from interviews and walk-through analyses was conducted. Descriptive statistics were used in analysing quantitative data from questionnaires.

Findings

Results reveal that households living upstream and downstream of the dam were highly vulnerable to floods. Their biophysical vulnerability was partly induced by the construction of the dam whose basin encroached into the farming and settlement area. The extremely vulnerable group were households living below level of 660 m where five saddle dams had been constructed. The built environment of the community exhibited ignorance of standard building codes. The poor socio-economic conditions of the community and the incessant rains experienced over two weeks contributed to the flood disaster in early 2014. The Tokwe-Mukorsi community failed to relocate to safe places partly due to lack of compensation, absence of basic infrastructure and drought occurrence in relocation sites.

Research limitations/implications

The calculation of social vulnerability indices is beyond the scope of this study due to non-availability of quantitative data at community level.

Originality/value

This paper provides a comprehensive understanding of why some communities may fail to relocate despite being highly vulnerable to flood disasters.
