Abstract

‘Planned relocation’ has emerged in the international climate policy arena as an ‘adaptation’ solution with the potential to enhance resilience, address underdevelopment and debunk age-old narratives around migration as a risk to peace and security. In 2018, Fiji became one of the first countries to develop Planned Relocation Guidelines, with upwards of 80 villages thought to require relocation over the coming years due to the impact of climate change. Through interviews carried out with representatives from organisations involved in planning for community relocations in Fiji, this chapter explores the creation of planned relocation as a form of climate change adaptation and development. Looking specifically at the value-based challenges of implementation in Fiji, this research provides insight into what happens when dominant international policy narratives play out in practice. Through the presentation of culturally nuanced ways of understanding the problem of climate-induced migration, this chapter invites policymakers to seek out these voices when devising displacement solutions.

Abstract

We analyze and assess new evidence on employment dynamics from a new data source – the National Establishment Time Series (NETS). The NETS offers advantages over existing data sources for studying employment dynamics, including tracking business establishment relocations that can contribute to job creation or destruction on a regional level. Our primary purpose in this paper is to assess the reliability of the NETS data along a number of dimensions, and we conclude that it is a reliable data source although not without limitations. We also illustrate the usefulness of the NETS data by reporting, for California, a full decomposition of employment change into its six constituent processes, including job creation and destruction stemming from business relocation, which has figured prominently in policy debates but on which there has been no systematic evidence.

Abstract

Despite increased interest in headquarters (HQ) and their activities, we still lack a comprehensive understanding of the drivers of HQ relocations and their consequences. We seek to address this gap by examining whether HQ relocations are primarily driven by cost-reduction or value-creation motives, whether these motivations vary by HQ type and how these relocation patterns vary over time. We explore these questions on the basis of a unique hand-collected database of 227 HQ relocations in Europe between 2000 and 2012. Our findings illustrate that different types of HQ units play their orchestrating role in different ways and that their relocations are driven by different motives. Furthermore, our data suggest that although all types of HQ units are increasingly mobile, the implications of relocations for the MNC may differ considerably by HQ type. These findings contribute to a more fine-grained understanding of the drivers of HQ relocations and open up various new avenues for future research on HQ relocation and the role of HQ units in the orchestration of MNCs’ internal networks.

Abstract

Purpose

This study aims to analyze the impact of technology-based corporation relocation on housing price indices during COVID-19 within the metropolitan areas of Austin, Texas and Seattle/Bellevue, Washington.The corporations under observation were Tesla and Amazon, respectively. The analysis intends to understand economic drivers behind the housing market and the radius of its effect while including fixed and random effects.

Design/methodology/approach

This study used a difference-in-difference (DID) method to evaluate changes in housing price index near and further away from Tesla’s and Amazon’s new corporate locations. The DID method allows for the capture of unique regional characteristics, as it requires a treatment and control group: housing price index and 5-mile and 10-mile search radii centered from the new corporate location.

Findings

The results indicated that corporate relocation announcements had a positive effect on housing price index post-pandemic. Specifically, the effect of Tesla’s relocation in Austin on the housing price index was not concentrated near the relocation site, but beyond the 5- and 10-mile radii. For Seattle/Bellevue, the effect of Amazon’s relocation announcement on housing price index was concentrated near the relocation site as well as beyond a 10-mile radius. Interestingly, these findings suggest housing markets incorporate speculation of prospective economic expansion linked with a corporate relocation.

Originality/value

Previous literature assessed COVID-19 housing market conditions and the economic effects of corporate relocation separately, whereas this study analyzed the housing price effects of corporate relocation during COVID-19. The DID method includes spatial and temporal analyses that allow for the impact of housing price to be observed across specified radii rather than a city-wide impact analysis.

Abstract

Purpose

The purpose of this study is to arrive at a conceptual roadmap that may be used to analyze the impacts of post-disaster relocation on a family’s dynamics and how this, in turn, affects their resilience to future disasters. Existing literature shows that the role of the family as a social unit is often overlooked in disaster research. Ultimately, this paper seeks to elevate the place of the family and its internal dynamics as a vital determinant of family resilience in a post-disaster relocation setting.

Design/methodology/approach

The study is a result of a systematic literature review of four interrelated topics, namely, families in disasters; post-disaster relocation; disaster resilience and family resilience.

Findings

The literature review resulted in an exploration of the experiences of families amidst post-disaster relocation. Such findings were linked towards potential impacts on family dynamics, which then resulted in the study’s proposed roadmap.

Originality/value

The study is a novel attempt at coming up with a conceptual framework that may guide future scholars in determining the effects of family dynamics on a family’s overall disaster resilience amid post-disaster relocation. It is hoped that the use of such a framework will guide policymakers in crafting institutional reforms that take into account family cohesion in disaster relocation efforts.

Abstract

Purpose

This study aims to identify research gaps on workplace relocation, through investigating and critiquing the published literature, in the facilities management (FM) and real estate management (REM) domains, over three decades.

Design/methodology/approach

An extensive literature review was conducted, using academic search engines, using qualitative analysis software, in the domains of FM and REM, on workplace relocation, from 1990 to 2020, chronologically. The paper proposes future research directions through a maturity matrix.

Findings

Several gaps in workplace relocation research were identified, including the need for a wide-ranging coverage of workplace relocation lifecycle, a review and assessment of factors affecting workplace relocation over its lifecycle, studies on large organizations mobility, studies of international experiences on workplace relocation, absence of a holistic framework for the workplace relocation process and digital tools and solutions to facilitate the processes. A three levels maturity matrix for future research, proposing the adoption of qualitative, quantitative and applications research approaches, was presented.

Practical implications

This study enlists a chronological comprehension of knowledge obtained from the review of the internationally published literature. The research investigated and identified gaps, gripping for future research efforts.

Originality/value

This study reviews 30 years of published literature on workplace relocation and proposes topics for advancing future research, collectively.

Abstract

Purpose

To avoid sub-optimization in wheat storage centers, one of the most strategic facilities, it is necessary to review and relocate them to be optimized regularly. The present study aims to propose an integrated method using geographic information systems (GISs) and an appropriate weighting algorithm for the relocation of wheat storage facilities.

Design/methodology/approach

To achieve the goal mentioned above, sustainability pillars in facility location and relocation are initially developed; afterward, a set of suitable criteria are obtained from various scientific resources. Then, the weight of each sustainable development pillar and its corresponding sub-criteria were identified through utilizing the best–worst method (BWM). By applying the obtained weights in the ArcGIS software package, various geographical layers were designed, and land-use planning, logistics planning and sustainable logistics planning are carried out in the regions. The regions are ranked based on the scores obtained in the processes, and the best regions are selected for sustainable relocation problem.

Findings

A case study including 430 regions (counties) in Iran is conducted to evaluate the efficiency of the suggested approach. The study results indicate that Iran possesses a superior state for establishing wheat storage centers in terms of infrastructural and social aspects. Also, it is established that 16% of counties are recognized as sustainable locations for relocating the wheat storage facilities.

Research limitations/implications

There is no most suitable analysis of the wheat storage facilities, as well as their strategic position in the supply chain, and there is a lack of considering sustainability in wheat storage facility location, despite the particular importance of it to the supply chain.

Practical implications

This framework is applied in an Iranian wheat-bread supply chain to find the best sustainable facilities. It is noted that this algorithm can be applied in other strategic facilities by minor and some major changes.

Originality/value

Decision-makers can apply the proposed methodology to find the best relocation sites for wheat storage facilities as the main part of wheat-bread supply chain in order to prevent sub-optimization and improve the efficiency of their supply chain.

Abstract

Purpose

This research investigates the literature and perspectives of bilateral domains of experts, the facilities management (FM) and real estate management (REM) professionals. It provides insights towards a comprehensive understanding of office facilities relocation as organizational workplaces.

Design/methodology/approach

An investigation of the literature was conducted, to identify design aspects, drivers, challenges, and technical and functional considerations of the workplace relocation. A structured survey was utilized, as face-to-face interviews with 32 FM and 32 REM professionals, to explore and compare their perspectives and expertise.

Findings

The study identified key aspects for workplace relocation that were rarely focused on, holistically, in the literature. The research led to identifying the drivers, challenges, considerations, scenarios, and design needs pertaining to the implementation, acquisition, and occupation of the workplace in times of relocation. There is a dispersed view on workplace relocation between FM and REM, which requires alignment. FM and REM experts' perspectives were intrinsically discussed to ascertain the identified key areas.

Practical implications

Workplace relocation is a change that disturbs almost every workplace around the globe, at least once in its life cycle. This study enlists comprehension of the knowledge obtained from a review of the international literature, to provide a holistic guide for organizational decision makers, and interlink FM and REM professionals' perspectives, for enhanced decision-making.

Originality/value

This article reviews the literature on workplace relocation, covering FM and REM domains perspectives to advance the organizational workplace relocation practices.

Abstract

Purpose

Corporate relocation is a rare event in the history of an individual company. The choices related to location, building and workplace constitute major long-term strategic decisions that determine the company’s future operating environment. However, business decision-makers often do not evaluate all the aspects of relocation before making relocation decisions. Thus, the purpose of this paper is to systemise the knowledge behind corporate relocation and the strategic qualities and impacts of these choices.

Design/methodology/approach

This conceptual paper is based on a comprehensive literature review of 74 articles on the strategic qualities of short-distance corporate relocation of knowledge-intensive firms. Based on the review insights, a conceptual model of the strategic operational qualities for work environment selection is developed.

Findings

This paper identifies three strategic layers of physical environment change, namely, location, building and physical work environment, which need to be considered when deciding to relocate. Corporate relocation affects a company through five operational qualities, namely, staff productivity, costs, employee retention and availability, operational changes and organisational culture.

Practical implications

Relocation is a complex process for an individual company. Justifying choices based on direct costs can lead to unexpected changes in indirect costs for the company. This paper helps decision-makers understand the strategic importance of corporate relocation, identify relocation goals and plan successful relocation.

Originality/value

This paper uses a strategy and organisation lens to provide a systematic overview and synthesis of the strategic qualities of short-distance corporate relocation of knowledge-intensive firms.
