Abstract

Purpose

The purpose of this paper is to identify the initial emergency response time of fire fighting teams in Malaysia.

Design/methodology/approach

In an emergency incident time is of the essence, and the basic philosophy of an emergency response agency is to respond as quickly as possible to minimize the loss of life and property damage. In the current study, emergency response performance refers to team members' speed in responding to emergency situations, which was measured as the time taken for the team members to get to the fire truck from the waiting room in selected fire stations in Malaysia. The data collection period lasted for five months.

Findings

This study found that the overall average initial emergency response time was 84 seconds, while the overall average weighted initial emergency response time was 3.71 seconds per meter. The current study has demonstrated that the average initial emergency response performed by fire fighting teams in Malaysia is apparently better than that reported by previous studies by other emergency responders.

Originality/value

This paper presents empirical evidence of the initial emergency response time of fire fighters in Malaysia, by taking into account the distance traveled by the responders. As such, the performance measure obtained gives a meaningful indicator. The finding of the current study is then compared to emergency response performance by other emergency response agencies in other countries.

Abstract

Purpose

The incidence of disability is increasing globally over the past decades. Despite the increased proportion of disabled individuals, established fire emergency evacuation procedures for disabled in high-rise buildings are lacking attention. Hence, this paper aims to focus on investigating fire emergency evacuation procedures for differently-abled people in high-rise buildings.

Design/methodology/approach

To address the gap, the case study strategy under the qualitative research approach was deployed by focussing 10 high-rise buildings. Data collected through semi-structured interviews and document reviews were analysed using content analysis.

Findings

The study findings revealed that even though a fire disaster is a major area to be considered, there is a noticeable gap in legal requirements related to differently-abled fire evacuation in Sri Lanka compared to the global context. Moreover, it was identified that importance given to differently enabled fire evacuations procedures varied based on the type of high-rise facilities in which hospitals and hotels provided more importance compared to office buildings, apartments and shopping complexes. Further, the study has highlighted the main gaps in the evacuation procedures and improvements required. Lack of imposed regulations for disabled evacuation was identified as a major barrier hindering the development of effective fire evacuation procedures for disabled, which creates a cascading effect. Further, the consideration given to legal, organisational, individual and technological factors would assist in straightening the identified issues.

Originality/value

This research provides a clear insight into the necessity of focussing at disabled individuals when developing fire emergency procedures. Most importantly, this study had exposed the current gaps in fire emergency evacuation procedures for the disabled community. Understanding these gaps is of high value for industry practitioners to ensure disabled safety during a fire emergency.

Abstract

Purpose

This study reports on a survey of experienced emergency management personnel in Australia and New Zealand to identify the influence of organisational features in perceived emergency management performance. The purpose of this paper is to analyse the influence of organisational features in emergency response performance and to discuss how this knowledge can be used to enhance the response capacity of emergency services organisations.

Design/methodology/approach

Based on a review of the literature, a conceptual theoretical model for organisational performance is first developed based on four organisational features found to be previously important in emergency management organisation. These are, adaptability, leadership, stability (mission and direction) and stakeholder communication. An organisational survey was distributed to all 25 fire and emergency services agencies in Australia and New Zealand which included indicators of these elements. Responses were received from experienced emergency management personnel from fire and emergency services agencies. The sample was stratified into the three main organisational types, namely, established, expanding and extending organisations.

Findings

The findings reveal that the predictive significance of organisational features in emergency response performance vary among established, expanding and extending organisations. The predictive significance of stability, adaptability and leadership for perceived success is strong in all organisational types. It is interesting to note that the predictive significance of communication with external stakeholders is low in all organisation types. This indicates the preference of emergency services agencies to look internally within their own operations than externally to build relationships with different specialism.

Originality/value

The theoretical model in this study makes a first attempt to understand the role of organisational features in emergency response performance of organisations in Australia and New Zealand. This work contributes to theorizing emergency operations by highlighting how organisations need to manage two orientations simultaneously: their own internal as well as external orientations, together with their processes for managing both mission and direction and the need for change and flexibility.

Abstract

Purpose

This study aims to improve the reliability of emergency safety barriers by using the subjective safety analysis based on evidential reasoning theory in order to develop on a framework for optimizing the reliability of emergency safety barriers.

Design/methodology/approach

The emergency event tree analysis is combined with an interval type-2 fuzzy-set and analytic hierarchy process (AHP) method. In order to the quantitative data is not available, this study based on interval type2 fuzzy set theory, trapezoidal fuzzy numbers describe the expert's imprecise uncertainty about the fuzzy failure probability of emergency safety barriers related to the liquefied petroleum gas storage prevent. Fuzzy fault tree analysis and fuzzy ordered weighted average aggregation are used to address uncertainties in emergency safety barrier reliability assessment. In addition, a critical analysis and some corrective actions are suggested to identify weak points in emergency safety barriers. Therefore, a framework decisions are proposed to optimize and improve safety barrier reliability. Decision-making in this framework uses evidential reasoning theory to identify corrective actions that can optimize reliability based on subjective safety analysis.

Findings

A real case study of a liquefied petroleum gas storage in Algeria is presented to demonstrate the effectiveness of the proposed methodology. The results show that the proposed methodology provides the possibility to evaluate the values of the fuzzy failure probability of emergency safety barriers. In addition, the fuzzy failure probabilities using the fuzzy type-2 AHP method are the most reliable and accurate. As a result, the improved fault tree analysis can estimate uncertain expert opinion weights, identify and evaluate failure probability values for critical basic event. Therefore, suggestions for corrective measures to reduce the failure probability of the fire-fighting system are provided. The obtained results show that of the ten proposed corrective actions, the corrective action “use of periodic maintenance tests” prioritizes reliability, optimization and improvement of safety procedures.

Research limitations/implications

This study helps to determine the safest and most reliable corrective measures to improve the reliability of safety barriers. In addition, it also helps to protect people inside and outside the company from all kinds of major industrial accidents. Among the limitations of this study is that the cost of corrective actions is not taken into account.

Originality/value

Our contribution is to propose an integrated approach that uses interval type-2 fuzzy sets and AHP method and emergency event tree analysis to handle uncertainty in the failure probability assessment of emergency safety barriers. In addition, the integration of fault tree analysis and fuzzy ordered averaging aggregation helps to improve the reliability of the fire-fighting system and optimize the corrective actions that can improve the safety practices in liquefied petroleum gas storage tanks.

Abstract

Purpose

This paper explores how fire and rescue services in England responded to the challenges and opportunities presented by the COVID-19 pandemic. It examines the form and nature of fire and rescue services’ collaborations with the ambulance, police and other services and how effective their emergency planning arrangements prepared them for the pandemic.

Design/methodology/approach

The authors briefly set out the background to the emergency services response to recent events of national significance in the UK and North America, focussing on the collaborative aspects of the emergency services response. The authors then examine three sets of secondary sources, namely documents specifically related to Fire and Rescue Services’ response to the COVID-19 pandemic in the UK.

Findings

All three investigations found that the pandemic had provided an opportunity for issues relating to planning and collaboration to be re-examined and for the emergence of new innovations (both technological and organisational) to provide new responses and solutions. Although the Inspectorate found that the services had generally responded well, it controversially criticised the role of the Fire Brigades Union in the national and local response to the pandemic.

Research limitations/implications

The research is situationally bound to England although there may be transferable lessons to other services and jurisdictions.

Practical implications

Potential future improvements are identified at national and local levels for policy and for the operational response to widespread and long-term emergencies.

Originality/value

England has had very few contemporary public health emergencies on the scale of the COVID-19 pandemic; this research presents an important opportunity for seeking to understand what is working well and where improvements are required to improve both the local and national response in relation to such a complex and dynamic environment.

Abstract

Purpose

The purpose of this paper is twofold: first, to identify occupational groups who can act as semi-professional first responders, in order to shorten the response times to frequent emergencies, and second, to identify related opportunities, challenges and needs of training, emergency supplies and information technology (IT) support.

Design/methodology/approach

A case study approach was taken, combining future workshops, focus groups and an exercise. Network governance was used as an analytical lens.

Findings

The identified potential groups are security guards, home care personnel, fire services day personnel and facility service personnel. The results show that semi-professionals have a large potential to complement professional resources by carrying out first response or supportive actions vital to the emergency, partly by using already existing cars and equipment. The identified needs include additional basic equipment such as fire extinguishers and first-aid kits, training in basic firefighting, first aid and risk assessment, as well as mobile phone application-based IT support to manage alarms. The major challenges are organisational, economic and juridical, including ambiguities in responsibilities and related insurances. The analysis recognises the new collaboration as a hybrid form of hierarchical government and network governance.

Social implications

The study suggests that using semi-professional resources can be one of many innovative solutions to recent public sector challenges that have put a huge strain on professional emergency response organisations.

Originality/value

The study provides a novel view of using semi-professional resources in emergency response, based on the joint perspectives of various occupational groups, and the fire services.

Abstract

Purpose

This paper aims to present a systematic review of the published literature on building information model (BIM)-based simulation tools used for occupant evacuation over the past 23 years.

Design/methodology/approach

A literature review was conducted on BIM-based simulation tools used for occupant evacuation over the past 23 years. The search identified a total of 37 relevant papers, which were reviewed. The paper describes the use of BIM-based simulation tools over the years and identifies the research gaps.

Findings

BIM-based simulation tools have undergone progressive development, with constant improvements through the integration of advanced tools and collection of more data. These tools can assist in identifying faults in the building design. The outcomes of the simulation were not entirely accurate, as real-life scenarios vary depending on the various building types and the behavior of their occupants.

Research limitations/implications

This study contributes to the literature through reviewing the capabilities of BIM-based simulation tools and the different simulation methods along with their limitations.

Practical implications

Fire safety engineers and architects can comprehend the utilization of BIM-based simulation tools to enhance the fire evacuation in light of their shortcomings and flaws.

Originality/value

BIM-based simulation tools are becoming more advanced and widely used. There has not been a comprehensive evaluation of the capabilities of the integration of BIM tools and simulation modeling for occupant evacuation. This study guides researchers on the capabilities and efficiencies of integrated solutions for occupant evacuations and their inherent shortcomings. The study identifies future research areas in BIM-based tools for occupant evacuation.

Purpose

Emergency service departments face changing mission requirements, budget constraints and a demanding work environment. This study examined the perceptions of fire chiefs, officers and firefighters who attended the National Professional Development Symposium on the use of a tiered approach when responding to calls, the continued increase in medical calls and mental health services available to fire service personnel.

Design/methodology/approach

This study examined the perceptions of fire chiefs, officers and firefighters who attended the National Professional Development Symposium on the use of a tiered approach when responding to calls, the continued increase in medical calls and mental health services available to fire service personnel.

Findings

Survey respondents indicated that they either are currently or would consider using a tiered approach to sending a fire engine and crew or a lighter vehicle to medical or other calls based requirements identified using a tiered approach.

Research limitations/implications

This idea has future implications regarding the vehicle mix of fire stations as administrators seek to meet the needs of the public most effectively. Survey responses also noted the need for mental health services arguing that care seeking firefighters should have the option of getting mental health services within the station or at an external location. Calls involving babies or young children were overwhelming cited as the most difficult. Additionally, 95% of respondents indicated a belief that most firefighters suffer from PTSD.

Practical implications

Recommendations include: A larger scale survey and analysis of first responder perceptions based on this study. Identifying “best practices” of the most effective “tiered response” approaches to deploying emergency services resources to calls. Studying Mental Health services combating PTSD to identify best practices. Lastly, emergency services administrators should consider changes to the “vehicle mix” when equipping or reequipping stations.

Social implications

Social implications include use of a “tiered response” approach to emergency calls and focusing how best to support the mental health needs of firefighters.

Originality/value

Fire Departments are only beginning to explore the idea of using a tiered response to respond to emergencies. This study identifies both short and long term implications of using a tired approach. A secondary emphasis of this study explores difficult calls and PTSD issues faced by firefighters.

Abstract

A review of research, interviews and experiments at an IKEA building are presented with results that could affect the planning and real time management. Subjects had to choose between a normal exit and an emergency exit in different conditions. The results show that the majority of subjects choose the normal exit even if the distance is double compared to the emergency exit. The only exception is when the emergency exit is open and it is possible to see the daylight outside. Findings show that a ring signal is often misunderstood but a spoken message is understandable.

Abstract

Purpose

The purpose of this study is to reveal and analyse dominant learning processes in emergency response work from the fire‐fighters' point of view, and how fire‐fighters develop their competence.

Design/methodology/approach

This study adopted an explorative approach using participant observation. The objective of this open‐minded approach was to discover how, when and where learning took place.

Findings

There are several areas for learning that contribute to fire‐fighters' development of competence: training, exercises, responses to incidents, storytelling, discussions, lectures, courses, introduction of new technology/knowledge and reading of articles/literature. However, learning to act appropriately in emergency situations is mainly a result of the embodiment of skills and knowledge (getting the feel of it, or “getting it in the finger” as the Norwegian idiom puts it), personal experience and interpersonal sharing of stories.

Research limitations/implications

The study concludes that learning amongst fire‐fighters follows a process of legitimate peripheral participation, as well as learning being a personal development for the individual fire‐fighter. A combination of a socio‐cultural approach to learning and an individual cognitive approach is thus needed to fully understand learning processes.

Practical implications

Learning can be improved by actors becoming more reflexive practitioners, where responses are critically evaluated and established knowledge and practice are questioned. Efforts to improve learning amongst fire‐fighters should accordingly include systematic sharing of experiences and development of more challenging exercises which will help to enhance bodily experience of new knowledge.

Originality/value

This study extends current understanding of learning and competence development in emergency work. It presents essential learning activities, in addition to the dominant learning mechanism in personal development. The study clarifies the potential for learning through planned learning processes as opposed to the contribution from informal, ad hoc, socio‐cultural means of learning.
