Abstract

Purpose

The incidence of disability is increasing globally over the past decades. Despite the increased proportion of disabled individuals, established fire emergency evacuation procedures for disabled in high-rise buildings are lacking attention. Hence, this paper aims to focus on investigating fire emergency evacuation procedures for differently-abled people in high-rise buildings.

Design/methodology/approach

To address the gap, the case study strategy under the qualitative research approach was deployed by focussing 10 high-rise buildings. Data collected through semi-structured interviews and document reviews were analysed using content analysis.

Findings

The study findings revealed that even though a fire disaster is a major area to be considered, there is a noticeable gap in legal requirements related to differently-abled fire evacuation in Sri Lanka compared to the global context. Moreover, it was identified that importance given to differently enabled fire evacuations procedures varied based on the type of high-rise facilities in which hospitals and hotels provided more importance compared to office buildings, apartments and shopping complexes. Further, the study has highlighted the main gaps in the evacuation procedures and improvements required. Lack of imposed regulations for disabled evacuation was identified as a major barrier hindering the development of effective fire evacuation procedures for disabled, which creates a cascading effect. Further, the consideration given to legal, organisational, individual and technological factors would assist in straightening the identified issues.

Originality/value

This research provides a clear insight into the necessity of focussing at disabled individuals when developing fire emergency procedures. Most importantly, this study had exposed the current gaps in fire emergency evacuation procedures for the disabled community. Understanding these gaps is of high value for industry practitioners to ensure disabled safety during a fire emergency.

Abstract

Purpose

Even though Sri Lanka has established Early Warning (EW) mechanisms and Evacuation Procedures (EP) for the communities affected by the coastal disasters, there are several gaps, which hinder effective mechanisms in operation of disaster management practices. These gaps affect both the vulnerable communities and relevant authorities involved in the Disaster Management sector. This paper aims to identify and evaluate those gaps while providing adequate solutions.

Design/methodology/approach

For that, questionnaire surveys were carried out with a sample size of 217 via an online survey (117) among the urban level and interviews and telephone interviews (100) with the village level coastal communities. Data analysis was carried out using statistical analysis of questionnaire surveys and grounded theory was used for in-depth qualitative study.

Findings

Primary and secondary data obtained from the surveys were categorized under five themes, namely, response to early warning systems, evacuation routes, shelters, drills and training, effect of having a family vehicle, relatives and domestic animals, evacuation of people with special needs and cooperation with local government units. This paper analyses these themes in detail.

Originality/value

While critically evaluating the gaps in existing early warning mechanisms and evacuation procedures, this paper identifies correlations between some of the gaps and recommendations as well. Input from the international academics were also obtained at different forums and have strengthen the findings to overcome the barriers, which hinder successful mechanisms.

Abstract

Purpose

The main objective of this study is to develop a tsunami emergency response plan for a coastal community by adopting a community‐based disaster preparedness approach.

Design/methodology/approach

A multi‐strategy research design utilizing both quantitative and qualitative methods was used. The weaknesses and strengths of the different agencies involved in responding to the 2004 tsunami disaster were identified through a focus group discussion. A survey was used to assess the preparedness of the community. Tsunami awareness and education were imparted through lectures, sermons, radio talk shows, informal briefings, workshops and printed materials. Tsunami evacuation routes, safe zones, warning protocols and evacuation plans were finalized through a consultation process with the community. A tsunami evacuation plan was verified during a table‐top exercise and was tested through a drill.

Findings

It is evident from the study that a community‐based approach (where the local community is taken as the primary focus of attention in disaster reduction) to tsunami mitigation and preparedness is viable. This process has provided an opportunity for tapping traditional organizational structures and mechanisms (including formal and informal community leaders) and capability‐building activities with the community disaster committees and volunteers.

Originality/value

Tsunami 2004 is the first ever tsunami disaster experienced in the country and thus the study provides significant lessons learned from the event. The community‐based approach to disaster preparedness is not the current practice in the country. Thus, the study demonstrates that the approach is a viable tool to enhance community preparedness to tsunami and other types of disasters as well.

Facilities to cater for the needs of people with learning difficulties are provided in a range of accommodation which includes new build and adapted buildings. Issues related to the life safety of building occupants with learning difficulties, particularly where there are sleeping risks, have not been given sufficient prominence. To assist facilities managers in the difficult task of prioritising space and resource allocations, a method for development of assessing the evacuation capabilities of residents with learning difficulties is offered for discussion.

Abstract

Purpose

Given the widespread lack of homogeneity, consistency and quality control in emergency planning, this paper sets out to offer some suggestions, guidelines and models for the processes of drawing up, testing, revising and utilising an emergency plan.

Design/methodology/approach

The paper considers some definitions of the term “standard” and discussing the utility of the concept with respect to emergency planning. The subsequent analysis is based on the application of logical and observational criteria to the process of systematically building a framework on which to base a planning standard.

Findings

The paper enumerates 18 principles that can be used to judge the quality of emergency plans. The principles are treated as basic criteria to be used when formulating a standard. Next, the paper reviews existing standards in civil protection, risk management, emergency preparedness and humanitarian relief. After a brief discussion of the consultative process used in preparing an instrument for measuring quality, the paper presents a draft standard for an emergency plan. This is broadly focused on the local authority level and on the generic, “all‐hazards” approach. Finally, the paper describes a category‐based methodology for applying the standard.

Research limitations/implications

Standards may be viewed as unnecessarily restrictive and overly prescriptive. However, they can instead be regarded as a useful means of helping to guarantee the quality, content and relevance of plans.

Practical implications

The application of a standard to the emergency planning process will help to make plans more functional and relevant and will ensure that their content is adequate for the task of predisposing resources during emergencies. It will also guarantee compatibility between plans made for different purposes or jurisdictions.

Originality/value

As few model standards exist in emergency management and planning, this paper offers one of the first attempts to provide a set of generic, comprehensive guidelines for the process of creating, testing, using and revising plans.

Abstract

Purpose

It is significant to assess the societal trust toward the new advancements in multi-hazard early warnings (MHEW) with the focus on disaster risk reduction (DRR). Based on this, the purpose of this paper is to examine the extent of societal trust behavior along with the parameters such as mode of communication and institutions of issuing early warnings (EWs).

Design/methodology/approach

A field questionnaire survey was conducted to identify the extent of societal trust. This was conducted in ten selected Grama Niladari divisions in Sri Lanka based on a developed hazard matrix. The fuzzy logic approach was applied to examine the trust level of collected 323 responses obtained through this. The analysis was done based on the responses on mobile-based platforms in EW and the credibility level of the warnings received through different institutions.

Findings

The analyzed survey responses indicated that society has a higher extent of trust toward the EWs disseminated through mobile-based platforms. Moreover, these represent a strong positive correlation among the societal trust level and the level of importance of EW dissemination through mobile-based platforms. Further, in terms of trusted stakeholders in issuing EW alerts, Disaster Management Center, Sri Lanka Police and Media ranked the highest in the Sri Lankan context. Overall, findings were visually mapped through the causal loop diagrams (CLDs).

Practical implications

In enhancing the effectiveness of the existing MHEW mechanism, the policy implications could be done, based on the results obtained from this research study. These could be altered with the implementation of DRR strategies with a community focus.

Originality/value

The fuzzy logic approach was used in the determination of the societal decision-making on the extent of trust level. Fuzzy triangulation is mainly applied in the interpretation of the results. Further, overall parameters that determine the community trust on MHEW are represented through CLDs through system dynamics application.

Abstract

Purpose

The purpose of this paper is to explore the nature of Singapore Airline's human resource (HR) management practices that enable the company to deliver consistent service excellence in an efficient manner and achieve sustainable competitive advantage.

Design/methodology/approach

The paper presents an in‐depth case study based on primary and secondary data, and especially in‐depth interviews of senior management and senior flight crew.

Findings

The study finds that Singapore Airlines' HR practices involve stringent selection and recruitment processes, extensive training and retraining, successful service delivery teams, empowerment of front‐line staff to control service quality, and motivating staff through rewards and recognition.

Practical implications

This research has implications for organisations that aim to deliver consistent service excellence, by outlining HR practices that assist in this goal; and for senior management, particularly highlighting the importance and contribution of HR to competitive advantage, and the importance of strategic alignment between functional strategies and business‐level strategies.

Originality/value

The paper contributes to the understanding of how HR practices contribute to service excellence and competitive advantage, this being a key dimension of strategic alignment.

Purpose

The impacts and costs of natural disasters on people, properties and environment are often severe when these occur on a large scale and with no warning system in place. The lack of deployment of an early warning system (EWS), low risk and hazard knowledge and impact of natural hazard experienced by some communities in the UAE have emphasised the need for more effective EWSs. This work focuses on developing an integrated framework for EWSs for communities prone to the impact of natural hazards to reduce their vulnerability and improve emergency management arrangements in the UAE.

Design/methodology/approach

The essential elements of effective EWS were identified through literature review to develop an integrated framework for EWS. Semi-structured interviews and questionnaires were also used to identify and confirm hindering factors to deployment of effective EWSs in Abu Dhabi and Fujairah Emirates, while areas that require further development were also identified through this means.

Findings

The outcome of this research revealed that the warning for natural hazards in the UAE lacked the required elements for effective EWS, whereas the elements which are present are insufficient to mitigate the impacts of natural hazards. The information in this work emphasises the need to improve two elements, and to develop the other two essential elements of EWS in the UAE.

Originality/value

Abstract

Purpose

To describe the process of conducting an information audit at the Hobart City Council and to demonstrate how the audit contributed to knowledge management at the Council.

Design/methodology/approach

This paper is a personalised account of a pilot information audit conducted in the area of risk management activities across the organisation. It gives an overview of some relevant knowledge management texts, the methodology of the pilot audit and a summary of the findings and outcomes of the project.

Findings

The Council units have yet to implement all the findings and recommendations of the pilot, but there have already been significant outcomes. Units have used the audit to coordinate risk management initiatives and processes with other areas. This has contributed to breaking down the information silos and to the development of a culture of knowledge sharing.

Research limitations/implications

This paper describes the process used for the Pilot Information Audit – Risk Management project, and what happened as a result.

Practical implications

This paper may provide some useful insights to other librarians in a small special library environment with limited resources who are planning to conduct an information audit.

Originality/value

This is an example of an information audit undertaken in a local government setting.

Abstract

Purpose

The purpose of this paper is to investigate human behaviour during fire evacuations in multi-storey residential buildings through a focus on the challenges and obstacles that occupants face. In addition, the paper aims to study all the various behaviours that are relevant to the evacuation strategies/plans in the UK of multi-storey buildings in large cities.

Design/methodology/approach

A literature review was conducted to identify the factors occupants face and also the decision making of occupants regarding the methods of egress. A mixed methods research was adopted using interviews and a questionnaire survey. The findings from the interviews and survey are benchmarked against the information gathered from the literature review.

Findings

The paper identifies various challenges that occupants face when evacuating a multi-storey residential building. In terms of the decision-making process, the research results evidence that occupants could be given more information on the evacuation procedures within their specific building. The paper also finds that occupants remain reluctant to use a lift during evacuation in fire event, irrespective of any signage clearly stating that is appropriate to do so in the context of modern lift technology.

Originality/value

This paper contributes to the body of knowledge available on the evacuation of multi-storey buildings located in large cities within the UK, outlining the potential areas for future research, focussed on providing an insight of the behavioural decisions made by the occupants make when evacuating a building in the event of a fire.
