Abstract

Purpose

The purpose of this paper is twofold: first, to identify occupational groups who can act as semi-professional first responders, in order to shorten the response times to frequent emergencies, and second, to identify related opportunities, challenges and needs of training, emergency supplies and information technology (IT) support.

Design/methodology/approach

A case study approach was taken, combining future workshops, focus groups and an exercise. Network governance was used as an analytical lens.

Findings

The identified potential groups are security guards, home care personnel, fire services day personnel and facility service personnel. The results show that semi-professionals have a large potential to complement professional resources by carrying out first response or supportive actions vital to the emergency, partly by using already existing cars and equipment. The identified needs include additional basic equipment such as fire extinguishers and first-aid kits, training in basic firefighting, first aid and risk assessment, as well as mobile phone application-based IT support to manage alarms. The major challenges are organisational, economic and juridical, including ambiguities in responsibilities and related insurances. The analysis recognises the new collaboration as a hybrid form of hierarchical government and network governance.

Social implications

The study suggests that using semi-professional resources can be one of many innovative solutions to recent public sector challenges that have put a huge strain on professional emergency response organisations.

Originality/value

The study provides a novel view of using semi-professional resources in emergency response, based on the joint perspectives of various occupational groups, and the fire services.

Abstract

Purpose

The purpose of this paper is to examine how the levels of athletic identity influenced the relationships among college experiences, career self-efficacy, and the career barriers faced by semi-professional student-athletes in Taiwan.

Design/methodology/approach

Survey data of athletic identity, college experiences (involvement in social, academic, career orientation activities, etc.), career self-efficacy, and career barriers (inherent difficulties in career exploration in a dual student-professional role) were collected from 345 varsity student-athletes in Taiwan sport universities. The conditional process analysis was conducted to test whether the mediating role of career self-efficacy in the association between college experiences and career barriers was dependent on athletic identity levels.

Findings

The results indicated that enriching college experiences contributed to fewer barriers regarding career exploration post graduation through high levels of career self-efficacy. Particularly for assorted and social experiences, the indirect effect reduced as the levels of athletic identity increased.

Practical implications

These findings may be applied to athletes who pursue early specialization and students who engage heavily in a specific sport or other co-curricular activities while neglecting the importance of scholastic learning and career exploration. Career counseling practitioners and sport psychologists are advised to take account of athletic identity and contextual specificity while providing career interventions to student-athletes.

Originality/value

This study extends the understanding of the impacts of athletic identity on college student-athletes’ career explorations within a specific sport context.

Abstract

Purpose

This paper aims to argue for a conception of information literacy (IL) that goes beyond the abilities of finding information as it includes communication skills. An important issue in this is that abstractors exercise IL on a professional level.

Design/methodology/approach

By stressing the importance of the fact that information literacy extends towards verbal communication the paper takes an interdisciplinary approach, the main component of which is linguistics.

Findings

It is found that verbal communication and especially analytic‐synthetic writing activities play an important role in information literacy at the level of everyday language use, semi‐professional and professional summarising of information. The latter level characterises abstracting.

Originality/value

The paper adds to the body of knowledge about information literacy in general and in connection with communication and abstracting.

Abstract

LIBRARY Association elections occur shortly and this impels us to repeat the somewhat musty axiom that men, and women now, get the government they deserve. Such axioms, however, apply perhaps more to political and other public elections in a democracy than to those of professional bodies, or semi‐professional ones like our own. Libraries should have their policies framed and pursued by the best minds available to them. It may be that these come to us through the Branches and Sections for, clearly, the candidates who leap to the mind as having national status, and compel our votes, must be a limited number. Our voting is not much assisted in many cases by the bare list of candidates' names and those of their nominators—even when the latter are known names—which are issued officially but it is not clear how this can be bettered. The A.A.L. usually issues a sort of Who's Who of its candidates and other sections might well do the same. There is still a danger that one type of librarianship may dominate the L.A. merely because it attracts a large number of the votes of junior members. It is not so great as it was; the University and Research Section, for example, commands about one thousand votes we are told, enough, if cast for their chosen candidates, to make their election probable. The Section, we note, invites its members to consider individually whether he or she could be a candidate and adds, “It is not compulsory to cast all the votes available … members who do not know enough candidates may still make effective use of their votes by supporting the candidates they do know.” In any case what is rather depressing in past experience is that not more than 12% of voters use their votes for any candidate; no elected candidate for some years past has represented the L.A. at large. We hope librarians will alter this state of affairs.

Abstract

Purpose

Finnish libraries are using different integrated library systems. Higher education libraries funded by the Ministry of Education and Culture are using the same ILS in three different installations on the same hardware. Special and public libraries are using several different systems. Many of these library systems are reaching their end-of-life phase. During the spring and summer of 2011 all the Finnish library sectors together with the National Library of Finland formed a joint committee in order to assess the feasibility of a library system entirety, possibly an open source solution that would suit the needs of all the different types of libraries. The purpose of this paper is to describe and analyse the planning for the acquisition of a new library system initiated in year 2012; the concept is to try to establish a joint system with common databases for all the libraries in all sectors willing to collaborate in this effort.

Design/methodology/approach

The paper describes the evolution of the Finnish library systems and evaluates the methods used in the planning of the new library automation system.

Findings

The broad model of group working was useful in policy making and committing the libraries to the joint project. Using social web-technologies were efficient in project communication and marketing. This type of semi-professional planning was not able to produce accurate specification for programming thus a need for follow-up project became evident.

Research limitations/implications

The paper is based on Finnish experiences.

Social implications

The paper presents a case about the usage of group working in the planning of a library automation system with an evaluation of the possibilities and restraints on this type of approach.

Originality/value

The paper provides an analysis on the usability of broad group working type of approach to the policy making and planning of library automation systems.
