Abstract

Purpose

Based on the brief historical review, the purpose of this paper is to expound the target and bottom line for the farmland institutional reform of in China, analyze the “Chinese scenes” and historical heritage of farmland institutional arrangement, evaluate the policies and their effects over the last four decades and outline the keynotes and possible direction of the future reform.

Design/methodology/approach

The paper builds the analytical clue of “institutional target – institutional heritage – policy effort – realistic dilemma – future direction” and review and forecast the Chinese farmland institutional reform.

Findings

The farmland institution is an important issue with Chinese characteristics. Over the last four decades, the farmland institutional reform in China has focused on “stabilizing the land property rights” and “promote the farmland transfer.” As the study indicates, the promotion of farmland transfer has not effectively improved the scale economy of agriculture and stabilizing land property rights by titling may restrain the development of farmland transfer market because farmland transfer is of special market logic.

Originality/value

It depends on the revitalization of farmland management rights to resolve the transaction constraint of personal property and its endowment effect in farmland transfer. And, classifying the land management property to involve farmers into the economy of division can be reference for the reform of traditional agriculture worldwide.

Abstract

Purpose

–The purpose of this paper is to determine strategies in controlling over the function of paddy field in Central Java.

Design/methodology/approach

Purposive sampling was employed by having 12 people interviewed. Analytical hierarchy process was used to determine a strategy related to policy control toward agricultural land conversion.

Findings

The results indicated priorities which are recommended to include in the policy toward the function of the land conversion in Central Java. They are: first, the application of laws that regulate land conversion mechanism; second, tightening or restricting and prohibiting rules for anyone who wants to change the function of agricultural land; and finally, zoning or clustering region based on urban spatial and land use.

Research limitations/implications

This study suggests that the government is expected to invest directly for agriculture and plantation by avoiding the use of existing rice field.

Practical implications

It is also advisable for government to utilize the available unused land.

Originality/value

This paper captures factual condition of the decrease of the land use for agriculture which has been very critical issues in any agrarian countries. This is essential to know the core of the problem and possible solutions for similar case in other typical nations.

Abstract

Purpose

A tax based on land value is in many ways ideal, but many economists dismiss it by assuming it could not raise enough revenue. Standard sources of data omit much of the potential tax base, and undervalue what they do measure. The purpose of this paper is to present more comprehensive and accurate measures of land rents and values, and several modes of raising revenues from them besides the conventional property tax.

Design/methodology/approach

The paper identifies 16 elements of land's taxable capacity that received authorities either trivialize or omit. These 16 elements come in four groups.

Findings

In Group A, Elements 1‐4 correct for the downward bias in standard sources. In Group B, Elements 5‐10 broaden the concepts of land and rent beyond the conventional narrow perception, while Elements 11‐12 estimate rents to be gained by abating other kinds of taxes. In Group C, Elements 13‐14 explain how using the land tax, since it has no excess burden, uncaps feasible tax rates. In Group D, Elements 15‐16 define some moot possibilities that may warrant further exploration.

Originality/value

This paper shows how previous estimates of rent and land values have been narrowly limited to a fraction of the whole, thus giving a false impression that the tax capacity is low. The paper adds 14 elements to the traditional narrow “single tax” base, plus two moot elements advanced for future consideration. Any one of these 16 elements indicates a much higher land tax base than economists commonly recognize today. Taken together they are overwhelming, and cast an entirely new light on this subject.

Abstract

Purpose

The multidimensional effects of farmland transfer in China have been profoundly unstudied. The purpose of this paper is to provide insights on the effects of the intermediary role of agricultural total factor productivity (TFP) of farmland transfer on agricultural economic growth in China.

Design/methodology/approach

Based on the agricultural data of 30 provinces in China over the period 2005–2018, this paper uses the intermediary effect model to test the relationship between farmland transfer, agricultural TFP and agricultural economic growth. This paper employed an intermediary effect test model to investigate the intermediary role of agricultural TFP in the influence of farmland transfer on agricultural economic growth.

Findings

The findings indicated that farmland transfer has a significant effect on promoting agricultural economic growth. There is a significant “inverted U-shaped” relationship between farmland transfer and agricultural TFP. The sample value of 84.3% of farmland transfers in China is still within the TFP promoting effect range. In addition, farmland transfer has an indirect impact on agricultural economic growth through the channel of agricultural TFP. Agricultural TFP plays a significant intermediary role, but the effect is relatively low

Originality/value

This paper is the first to provide fundamental evidence on the impact of farmland transfers on agricultural economic growth in China, driven by agricultural TFP as an intermediary factor. Agricultural TFP can reduce the involution effect of farmland transfer and promote an indirect effect on agricultural economic growth.

Abstract

Purpose

The farm size-productivity relationship has long been the subject of debate among development economists. Few studies address this issue for China, and those that do only with outdated data sets poorly representing the current situation after the past decade of rapid change, which includes the rapid development of land rental markets, village labor out-migration and use of farm machines. Meanwhile, many studies have researched this relationship for Indian, which is undergoing similar changes except for the development of active land rental markets. The purpose of this paper is to measure the farm size-productivity relationship under the situations of rapid transformation in China and India.

Design/methodology/approach

Based on the data of 325 Jiangxi and 400 Allahabad rice farmers in 2011, the survey covered multiple plots of each household in one/multiple growing season(s). The authors use the production function approach and the yield approach, and control for farmland quality, imperfect factor markets, and farm size measurement error, to identify the farm size-productivity relationship.

Findings

The regressions show that land yields increase with plot size both by season and over the year in China. This may be one of the reasons that farm sizes are growing in some areas. In India, however, the inverse farm size-productivity relationship is observed by the study, despite recent changes. Moreover, land yields increase with farm machine use in both China and India. This result contributes to the debate over whether mechanization improves yields or just expands the land frontier.

Originality/value

The paper empirically estimates the farm size-productivity relationship under rapid agrarian transformation in both China and India based on a unique data set collected by the authors in a detailed primary survey. The paper considers measurement error in the analysis, which adds values to this type of analysis.

In Switzerland farm succession is predominantly patrilinear and controlled by a patriarchal system of succession. A postal survey on farm succession in Switzerland in 2004 elucidated the gender patterns of conditions of succession: the current share of female farm operators stands at 6%. There are no trends towards change. The number of potential female successors ready to take over the farm in the next generation cited by the present operator is again 6% (Rossier & Wyss, 2006). In Switzerland by law women and men are considered equal in all ambits of life. The Act on Gender Equality came into force in 1996. Since then all federal laws that treated women differently from men have been amended.

Abstract

This study identifies key strategies employed by Illinois grain farms to prevent the erosion of their equity positions due to significant downturns in commodity prices during the implementation of the 1996 farm bill. The econometric results emphasize the collective importance of revenue enhancement, cost reduction, and capital management strategies. Nonfarm‐related strategies aimed at minimizing equity withdrawals through regulated family living expenditures, as well as supplementing low farm incomes with receipts from nonfarm employment and investments, significantly affect cost value equity growth rates. Moreover, significant financial and asset management strategies include those that minimize the costs of borrowing and maintain high asset productivity levels through elimination of excess farm capacity.

Abstract

This study utilizes an expected utility framework to conceptualize the risk‐adjusted valuation of cash versus share leases for farmers and landowners. Farm‐level data then are used to empirically estimate the rental spread between these leases in Illinois, and to econometrically evaluate how these spreads are related to risks and other farm characteristics. The results indicate that non‐risk factors likely are the primary determinants of the magnitude and sign of the rental spread. In particular, high cash rent may be a bidding strategy to control additional leased acreage and thus expand farm size.

Abstract

Logistic regression techniques for panel data are used to identify factors affecting farm credit transition probabilities. Results indicate that most farm‐specific factors do not have adequate explanatory influence on the probability of farm credit risk transition. Class upgrade probabilities are more significantly affected by changes in certain macroeconomic factors, such as economic growth signals (from changes in stock price indexes and farm real estate values) and larger money supply that relax the credit constraint. Increases in interest rates, on the other hand, negatively affect such probabilities.

Abstract

Purpose

Globally, rapid urbanisation characterised by increasing demand for housing and infrastructure needs has resulted in sand mining. In Ghana, sand mining can create or destroy the livelihoods of people in urban and rural areas. This paper examines the interaction between sand mining and land-based livelihood security in Awutu Senya District (ASD) and Awutu Senya East Municipality (ASEM).

Design/methodology/approach

Based on pragmatism philosophy, the study used a mixed methods approach to collect quantitative data and qualitative data from 431 household heads, ten core staff of the Assemblies, five traditional leaders, two tipper truck drivers' associations and ten farmer groups. Statistical Product and Service Solutions, version 21 and NVivo 12 facilitated quantitative data analysis and qualitative data analysis, respectively.

Findings

The study revealed that sand mining had different consequences on land-based livelihood security. Some block makers and truck drivers acknowledged positive effects of sand mining on their livelihoods while the majority of the household respondents and other key informants claimed that sand mining had negative effects on their livelihoods.

Research limitations/implications

This paper focuses on two selected local government areas in Ghana. Therefore, the results may be generalised on the country with caution because local government areas have different characteristics. Further research is needed to contact the customers of sand in Accra.

Originality/value

This study provides new insight into the connections between sand mining and people's livelihood security in two local government areas. It also introduces a novel idea of collaboration among stakeholders to address negative effects associated with unsustainable sand mining.
