Abstract

Purpose

–The purpose of this paper is to determine strategies in controlling over the function of paddy field in Central Java.

Design/methodology/approach

Purposive sampling was employed by having 12 people interviewed. Analytical hierarchy process was used to determine a strategy related to policy control toward agricultural land conversion.

Findings

The results indicated priorities which are recommended to include in the policy toward the function of the land conversion in Central Java. They are: first, the application of laws that regulate land conversion mechanism; second, tightening or restricting and prohibiting rules for anyone who wants to change the function of agricultural land; and finally, zoning or clustering region based on urban spatial and land use.

Research limitations/implications

This study suggests that the government is expected to invest directly for agriculture and plantation by avoiding the use of existing rice field.

Practical implications

It is also advisable for government to utilize the available unused land.

Originality/value

This paper captures factual condition of the decrease of the land use for agriculture which has been very critical issues in any agrarian countries. This is essential to know the core of the problem and possible solutions for similar case in other typical nations.

Abstract

Purpose

When Japan's asset bubble burst, the office vacancy rate soared sharply. This study seeks to target the office market in Tokyo's 23 special wards during Japan's bubble burst period. It aims to define economic conditions for the redevelopment/conversion of offices into housing and estimate the redevelopment/conversion probability under the conditions.

Design/methodology/approach

The precondition for land‐use conversion is that subsequent profit excluding destruction and reconstruction costs is estimated to increase from the present level for existing buildings. Regarding hedonic functions for offices and housing and computed profit gaps for approximately 40,000 buildings used for offices in 1991, it was projected how the profit gaps would influence the land‐use conversion probability. Specifically, panel data for two time points in the 1990s were used to examine the significance of redevelopment/conversion conditions.

Findings

It was found that, if random effects are used to control for individual characteristics of buildings, the redevelopment probability rises significantly when profit from land after redevelopment is expected to exceed that from present land uses. This increase is larger in the central part of a city.

Research limitations/implications

Limitations stem from the nature of Japanese data limited to the conversion of offices into housing. In the future, a model may be developed to generalize land‐use conversion conditions.

Originality/value

This is the first study to specify the process of land‐use adjustments that emerged during the bubble burst. This is also the first empirical study using panel data to analyze conditions for redevelopment.

Abstract

Purpose

There are some environmentally critical areas (ECAs) in cities such as flood flow areas, agricultural land, canals, rivers, water bodies, forests and hills that need to be conserved from land transformation. The purpose of this paper is to review the compliance, challenges and significance of urban planning, and to develop a contextual framework of urban planning for environmental area conservation to improve the urban environment in case study city Dhaka, the capital of Bangladesh.

Design/methodology/approach

This research is based on a qualitative thematic analysis of the available relevant literature.

Findings

This research identified non-compliance of the contemporary urban plans such as indiscriminate land conversion activities in the ECAs. Conflicting interests between the urban plans concerning protection of the conservation areas and business interests of the community people and the real estate development companies are identified as the major challenges. Dhaka faces several environmental problems such as loss of biodiversity and ecosystem, waterlogging, flooding, pollution, reduction of vegetation, groundwater depletion, temperature increase and a reduction in agriculture and fishing because of land conversion in the ECAs.

Practical implications

Urban planning with effective conservation area management, conflict resolution through communication and participation, creation of economic opportunity to generate income from the ECAs and assessment of the conservation strategies and interventions might ensure environmental conservation in Dhaka.

Originality/value

The conceptual framework of urban planning for environmental conservation is innovative as this could be a basis for other cities in Bangladesh and in other developing countries.

Abstract

Purpose

This paper aims to assess the rate and land category contributing to the changes in seven land-uses in the Kintampo North Municipality of Ghana and the effect of the decisions of land users on future landscapes.

Design/methodology/approach

LANDSAT images were classified to generate land use/cover maps to detect changes that had occurred between 1986 and 2014. In total, 120 farmers were also interviewed to determine their perceptions on land use changes. Interval, category and transition levels of changes were determined. Savanna woodland, settlement and forest were mostly converted to farmland in both intervals (1986-2001 and 2001-2014).

Findings

Results showed that rock outcrop, plantation, cropland and savanna woodland increased at an annual rate of 13.86, 1.57, 0.82 and 0.33 per cent, respectively, whilst forest, settlement and water body decreased at 4.90, 1.84 and 1.17 per cent annual rate of change, respectively. Approximately, 74 per cent of farmers will not change land use in the future, while 84.2 per cent plan to increase farm sizes.

Research limitations/implications

The study shows that more land cover will be targeted for conversion as farmers expand their farmlands. There is the need for strict implementation of appropriate land use/cover policies to sustain food production in the region in this era of changing climate and population increase.

Originality/value

This research assessed the land use changes in the Kintampo North Municipality and its impacts on agriculture and carbon stocks release via land use changes. It identified how the decisions of the local farmers on land management will affect future landscape.

Abstract

Purpose

The purpose of this paper is to analyze the structure and changes of China’s land system. To achieve this aim, the paper is divided into four parts. The first part gives a brief introduction to the structural characteristics of the Chinese land institutional arrangements; the second part analyzes the reform process of the land system in the past 40 years and its path of change; the third part engages the discussion about the historic contribution made by the land institutional change to rapid economic growth and structural changes; and the final part is conclusion and some policy implications.

Design/methodology/approach

After 40 years of reforms and opening up, China has not only created a growth miracle unparalleled for any major country in human history, but also transformed itself from a rural to an urban society. Behind this great transformation is a systemic reform in land institutions. Rural land institutions went from collectively owned to household responsibility system, thereby protecting farmers’ land rights. This process resulted in long-term sustainable growth in China’s agriculture, a massive rural-urban migration and a historical agricultural transformation. The conversion of agricultural land to non-agricultural uses and the introduction of market mechanisms made land a policy tool in driving high economic growth, industrialization and urbanization.

Findings

Research shows that the role of land and its relationship with the economy will inevitably change as China’s economy enters a new stage of medium-to-high speed growth. With economic restructuring, low-cost industrial land will be less effective. Urbanization is also shifting from rapid expansion to endogenous growth so that returns on land capitalization will decrease and risks will increase. Therefore, China must abandon land-dependent growth model through deepening land reforms and adapt a new pattern of economic development.

Originality/value

This paper gives a brief introduction to the structural characteristics of the Chinese land institutional arrangements, analyzes the reform process of the land system in the past 40 years and its path of change, and evaluates the historic contribution made by the land institutional change to rapid economic growth and structural changes.

Abstract

Purpose

Varanasi, an ancient city has witnessed the conversion of forest into agricultural lands. The high urbanization rate along with affluent lifestyle is adding another category of land use, i.e. landfill. Such land use changes significantly affect the fluxes of greenhouse gases (GHGs) from soil thus contributing to global warming. The purpose of this paper is to quantify the global warming potential (GWP) of the three land uses in Varanasi city taking into consideration CH4 and CO2.The paper also highlights the land use pattern of Varanasi.

Design/methodology/approach

Sites representing land uses under forest, agriculture and landfill were identified in and around the city and measurements of GHG fluxes were conducted periodically using closed static chambers. The GWP from each land use was calculated using the standard formula of IPCC (2007).

Findings

Landfill was found to be the land use with the highest GWP followed by agriculture. GWP from forest was negative. The study indicated that conversion of natural ecosystems into man made ecosystems contributed significantly to GHGs emissions.

Research limitations/implications

The present research is a seasonal study with inherent uncertainties. To reduce the uncertainties long-term monitoring covering wider spatial area is required.

Practical implications

The sustainable use of land along with the increment of forest cover will not only reduce the contribution in GHGs emission, but will also increase the carbon sequestrations thus limiting the implication of climate change.

Originality/value

This study is the first of its kind comparing the soil borne emissions from three different land uses in a rapidly urbanizing ancient city, suggesting if there is rapid conversion of forested land into other two land uses there will be considerable increase in global warming. No similar studies could be found in the literature.

Abstract

Purpose

The purpose of this paper is to construct option pricing models for real estate development by considering and incorporating institutional arrangements, direct interactions and financial constraints in the model. It extends the application of real option theory from the framework borrowed from financial option pricing, and considers the case where a development company has restrictions from outside environment and financial constraint. It explores the effects of these additional practical factors on real asset project value and development timing. This paper makes contributions to bridge the theoretical models and practical applications.

Design/methodology/approach

Real estate development is modelled in the binomial option pricing framework with the considerations of time‐to‐build, foregone rent if delaying, institutional environment and capital budgeting. The investment timings are derived from the models and sensitivity analysis is conducted to explore the effects of these factors.

Findings

Apart from the factors in traditional option pricing theory, this paper confirms that the contractual covenants, positive synergies between properties and financial status of the firm, which enhance or restrict real flexibility embedded in the development land, influence project value and investment timing. Numerical examples illustrate the effects of these factors. It is argued that the valuation of real options should place emphasis on industry‐specific characteristics and start from the perspective of the firm rather than individual options.

Practical implications

The models constructed in this paper and the results can be directly used in the practical real estate development.

Originality/value

This paper incorporates many practical factors in real estate development which are not investigated in previous studies. It values the option project from the firm perspective rather than project perspective as previous studies. It also shows the effects of institutional arrangement and firm factors on project value and development timing.

Abstract

Purpose

This study aims to provide descriptive analysis on urbanization pattern in Sukoharjo Regency and also its correlation to land use and cover change (LUCC) issue. This becomes more relevant because the authors find that there are few studies conducted regarding the topic. Consider again the importance role of Sukoharjo Regency as an area that provides supporting food supply, LUCC particularly in agriculture land became even more crucial.

Design/methodology/approach

This study uses literature reviews and descriptive analysis. Data for this study are obtained from previous studies and statistical data from Central Statistical Bureau.

Findings

Sukoharjo Regency proved as an interesting migration destination for some group of population. The population group particularly come from Surakarta city (growth core) as a form of urban sprawl or urban expansion. Migrant population live in Sukoharjo Regency are mostly a population group with a productive age range and generally with high-school or vocational school level. Moreover, their main reason to migrate is the availability of job opportunities. Regarding LUCC, migrant populations that come to Sukoharjo Regency apparently have property with ownership certification. Housing area development, particularly concentrated in the district, was located close to the borderline Surakarta city.

Originality/value

This research contributes to the analysis of land use change trends in peri-urban areas caused by migration. The results of this study can be used for further policy making to overcome the dilemma of land use change, especially those that occur on agricultural land.

Abstract

Purpose

The objective of this paper is to discuss some scientific challenges related to the production and use of biomass for transport, heat and electricity.

Design/methodology/approach

Specific attention is paid to the environmental assessment of liquid bio‐fuels for transport and to the discussion of causes of uncertainties in the assessment. Three main topics are taken as examples, in order to illustrate the complexity of environmental assessment of bio‐fuels and the difficulty in reducing uncertainties: agro‐environmental impact of bio‐ethanol (from sugar cane) in Brazil and bio‐diesel (from palm oil) in Malaysia. These two tropical countries were selected because of their role as leaders at world level and their strong export potential to the European Union), N2O (Nitrous Oxide) emissions related to crop cultivation for bio‐fuels and land use change; and GHG emissions and Life Cycle Assessment (LCA) of bio‐diesel from palm oil in Malaysia. These three topics are discussed and complemented by considerations about biomass conversion issues.

Findings

The quantification of the degree of the sustainability of the production and use of bio‐fuels for transport is to a large extent related to the choice of farming practices during the feedstock production and their corresponding environmental impact.

Practical implications

Recommendations are formulated so as to reduce scientific uncertainty, for example through the development of internationally‐agreed sustainability certification systems with corresponding verification measures, or further research on emissions and indirect land‐use change.

Originality/value

The value of the paper on bio‐energy research challenges is related to the combined analysis of European and tropical constraints in the field of biomass.
