Abstract

India is described as an emerging donor. Actually India has started providing development assistance to developing countries immediately after independence. The amount of aid was relatively small, but grew over the years to a recognisable size. The chapter reviews the long experience of India in the framework of development assistance which is laid in the foundational principles of South-South Development Cooperation (SSDC). In the process of the review, the special features of the India’s programme, its unique character and overall prospects are highlighted. In the absence of reliable data on total and sector-wise assistance, the chapter concentrates on one major component of assistance, viz., technical cooperation a substantial part of which is devoted to training, that is, to the development of human capital. The analysis shows that given certain unique features of its aid programme, India has a great potential to emerge as a major donor country, and even to rank among big traditional donor countries. It can also influence the global aid architecture. There are many lessons that others can learn from the ‘Indian model of aid’. However, there are certain problems and challenges that India has to address for it to become a major international player in the aid business. One of the most important problems refers to the absence of detailed information. The available details on India’s assistance are sketchy and confusing; there are no detailed and consolidated statements of assistance, and it is only now a proper formal agency to coordinate all external assistance and to provide effective management in a cohesive manner has been set up. The analytical and critical account of India’s aid programme presented here is hoped to provide valuable fresh insights into the whole issue and should be of considerable academic and policy value.

Purpose

India is described as an emerging donor. Actually India has started providing development assistance to developing countries immediately after independence. The amount of aid was relatively small, but grew over the years to a recognisable size. The purpose of this paper is to review the long experience of India in the framework of development assistance which is laid in the foundational principles of South-South Development Cooperation (SSDC).

Design/methodology/approach

Based on secondary data, the paper provides an exhaustive account of India's programme of development assistance, and a critical discussion of issues involved.

Findings

The analysis shows that given certain unique features of its aid programme, India has a great potential to emerge as a major donor country, and even to rank among big traditional donor countries. It can also influence the global aid architecture. There are many lessons that others can learn from the “Indian model of aid”. However, there are certain problems and challenges that India has to address for it to become a major international player in the aid business. Abstract

The promotion of Education for All (EFA) in today's globalized world is an important responsibility to be borne by the international community as a whole. International cooperation in education is being undertaken in many developing countries under collaborative arrangements of “Actors” with varying positions. Essential as the backbone of such cooperation is a mutually complementary partnership between the public (governments and official aid agencies) and private (civil society). Without this, international cooperation in education is exceedingly difficult to implement. Thus, led mainly by international agencies, the mechanisms for global governance for the promotion of international cooperation in education have been created.

This paper sets out to analyze the mechanisms of governance on a global level as led by international agencies. Moreover, it attempts to elucidate the role of civil society, which has gained in importance as a partner of governments and international agencies, leading to a study of public and political dimensions in international cooperation in education. Furthermore, to see how the international community might close the four critical gaps in the areas of “policy, capacity, data and financing” and assist developing countries in promoting EFA, the paper analyzes an example of a recent international initiative called the EFA Fast-Track Initiative (FTI).

Abstract

Since World War II, the United States has played a leading role in development assistance in both volume of funds and role. Though the largest bilateral development agency, USAID is somewhat of an outlier in modes of operation, scope and nature of activities, and place within government. This chapter examines the development and character of U.S. foreign assistance. Like others, the United States provides foreign aid for multiple reasons – to relieve suffering and promote long-term economic and social development, to gain favor with allies, to open markets, to help ensure national security. Security and diplomacy do play a large role in U.S. foreign aid, even in basic education. In the context of U.S. internal politics, both humanitarian/development and diplomatic/security rationales have been necessary to sustain public and government support for foreign aid. Still neither rationale has prevailed; the budget is split nearly in half. The need for a humanitarian rationale may be characteristic of U.S. foreign assistance along with the emphasis on democracy. Yet these programs have sometimes been distorted by the diplomatic rationale and the security needs of the state. Many of these tensions and the constant need to justify foreign aid likely derive from the perennial periodic isolationist thread of U.S. politics, the particular adversarial institutions of U.S. policymaking, and the transparency which leaves these processes open. Even so, U.S. development assistance has played a prominent role in the trajectory of international development post-World War II, and has worked to address many of the great challenges of the times.

Abstract

This chapter highlights the characteristics of Asia through the analysis of policy-related documents by five donor countries, namely Japan, South Korea, China, India and Thailand. It will also examine the roles played by regional bodies such as the Southeast Asian Ministers of Education Organization (SEAMEO) and ASPBAE (the Asia South Pacific Association for Basic and Adult Education) as the horizontal channels influencing aid policies in respective countries. Together with the analysis of the national and organizational policies, the regional process of building consensus on the post-2015 agenda is examined, with a particular focus on the Asia-Pacific Regional Education Conference (APREC) held in August 2014.

The analysis reveals that the region has two faces: one is imaginary and the other is functional. There is a common trend across Asian donors to refer to their historical ties with regions and countries to which they provide assistance and their traditional notions of education and development. They highlight Asian features in contrast to conventional aid principles and approaches based on the Western value system, either apparently or in a muted manner. In this sense, the imagined community of Asia with common cultural roots is perceived by the policymakers across the board.

At the same time, administratively, the importance of the region as a stage between the national and global levels is recognized increasingly in the multilateral global governance structure. With this broadened participatory structure, as discussed in the chapter ‘Post-EFA Global Discourse: The Process of Shaping the Shared View of the ‘Education Community’’, the expected function of the region to transmit the norms and requests from the global level and to collect and summarize national voices has increased.

Abstract

Purpose

The purpose of this chapter is to call for a better cohesion between development cooperation, on the one hand, and inclusive business, on the other. This contributes to the existing post recessionary debate on development cooperation, in which, (i) traditional aid and partnership effectiveness are being revised and, (ii) the role of the private sector in development is being emphasized. It builds on recent discussions that call for a more strategic use of development cooperation to leverage other development-oriented flows, particularly those coming from the private sector.

Methodology/approach

The chapter corresponds to a conceptual chapter. Results were obtained through the study and comparison of secondary sources and a literature review. It first explores donor-private sector relations, paying particular attention to the OECD Development Assistance Committee (DAC), and then moves on to the study of inclusive business in relation to development aid.

Findings

The study first reflects upon shifts perceived in development cooperation since the Great Recession, and analyses how foreign donors have engaged more widely with businesses for addressing global development challenges. The concept of inclusive business is then introduced, describing how although the development community acknowledges the potential of the private sector as a driving force for development, inclusive business have hitherto been developing, to a great extent, aside of broader development efforts. The final section presents a typology that proposes various ways in which donor agencies may integrate inclusive business support into their private sector programs.

Practical implications

The chapter is of use for both academics and practitioners with an interest in development cooperation and/or inclusive business.

Originality/value

Proposing a conceptual study that tends toward a greater cohesion between inclusive business and development cooperation is a contribution to the literature that has emerged on Base of the Pyramid markets since early 2000s. It is argued that such cohesion may prove valuable for the betterment of public-private relations, turning them more responsive to the challenges of sustainable development in the post-2015 world.

Abstract

Capacity development in fragile environments in Africa has often proven to be a complex undertaking. This has largely been because of existing knowledge gaps on what exactly causes fragility of states, the economy and society. The liberal peace development model that generally informs post‐conflict reconstruction and capacity development has a limited conception of fragility by narrowly focusing on the national dimensions of the problem, promoting donor‐driven solutions, emphasizing minimal participation of beneficiary actors in the identification and prioritization of capacity development needs, and by subcontracting the design and management of projects and programs. The resulting capacity development impact has generally been disappointing. In the absence of homegrown strategic plans, stakeholder participation and ownership, international development partners have all too often addressed capacity gaps by financing training, supply of equipment and professional exchanges of parliamentarians and parliamentary staffers. These efforts usually achieved their presumed number targets but tended to ignore addressing the larger issues of political economy within which capacity development take place. However, the recent re‐conceptualization of parliamentary capacity development as a development of nationally owned, coordinated, harmonized, and aligned development activities seems to be gaining growing attention in Africa. As the experience of Rwanda eloquently demonstrates, capacity development is essentially about politics, economics and power, institutions and incentives, habits and attitudes – factors that are only partly susceptible to technical fixes and quantitative specifications. These structural factors have to be negotiated carefully and tactfully.

Abstract

Purpose

This paper aims to highlight the role of the United Nations in the formulation and implementation of the current understanding of “population assistance” and examine some of the arguments for “population assistance” in the form of reproductive health care.

Design/methodology/approach

It presents the data for global population assistance and briefly compares these figures with data for other developmental sectors, recommending certain policy changes if real development is to be achieved.

Findings

During the last decade increasingly large amounts of money have been spent on limiting population growth of underdeveloped countries. Population control is seen as the corner‐stone of development and population activities. Thus, population control has become “population assistance,” and birth control has become “reproductive health services.” Population control is pursued at the expense of women's rights and to the detriment of real economic growth and social improvement.

Originality/value

For more than two decades, John Conway O'Brien has written on the importance of ethics for economic growth. In a recent article, he concluded that “although the illuminated may have been activated by the most altruistic of motives, their search for the good society was doomed from the start.” This paper attests the validity of his remarks.

Abstract

Purpose

The purpose of this paper is to untangle the domestic and international factors that have affected policy making and implementation of the Japanese Overseas Development Assistance (ODA), particularly in education, at different times in its history.

Design/methodology/approach

The study is based on analysis of governmental policy documents and reports, minutes of ODA consultative meetings, and statistical data on Japanese financial and technical developmental assistance. The major methodology was discourse analysis of primary documents; secondary sources supplement this.

Findings

Japan was the first non-western Organisation for Economic Co-operation and Development-Development Assistance Committee (OECD-DAC) member and has always been in the ambivalent position of being both a DAC member and an Asian latecomer. As the Education for All paradigm took the ground, Japanese ODA to the education sector has shifted to the primary education from Technical and Vocational Education and Training and higher education from the mid-1990s until the mid-2000s. While the global trend is clear in Japanese ODA, it has always stressed the importance of establishing and demonstrating the “Japanese model” in ODA policy documents and practices. The sensitive balance between the demand to harmonize with mainstream aid modalities and the drive to demonstrate uniqueness characterize Japanese educational aid.

Originality/value

While many important works examined the decision-making mechanism and philosophies of Japanese educational ODA, this paper contextualizes governmental programs in the intersection between domestic factors – bureaucratic, political, and societal – and international influence. It clarifies the changing relationships between Japan and western and Asian countries in determining its agendas and directions from the 1960s to the present.
