Abstract

This chapter provides an overview of the history of deliberative theory and practice, starting with an early focus on rational consensus models and moving toward contemporary treatments of deliberation in pluralistic, contentious systems consisting of multiple, overlapping, and at times adversarial stakeholder groups. It summarizes major theories related to analytic and social/relational aspects of deliberation, communication across differences, and design and facilitation processes. Finally, it reviews group communication research on deliberative processes and outcomes, notes key critiques of deliberative theory, and explores future directions for group deliberation research and practice.

Abstract

Purpose

The purpose of this paper is twofold. First, to examine the impact on mental health social work of integrated care; and second, to explore the effectiveness of the use of deliberative research, a methodology which is new to mental health social work research.

Design/methodology/approach

Developed to enable examination of policy, deliberative research is underpinned by a desire to permit choice and change brought about through an iterative dialogue. This communication is based on informed and respectful equality between policy makers or implementers and those subject to that implementation. In order to achieve this equality, participation in debate by participants is viewed as essential, including as part of the process, participants becoming better informed about the phenomenon in question.

Findings

The findings show that effective mental health social work underpins successful integrated care which, in turn, is viewed as relevant. In addition, people who access services identified that mental health social workers are well positioned as facilitators and explainers in integrated care. The issue to be further explored by research, therefore, is not whether services should be delivered separately or in an integrated way, but how to keep improving and developing integrated care and especially the impact of ongoing power differentials.

Research limitations/implications

The use of deliberative research worked reasonably well as an underpinning methodology for this study in that it sought to achieve the opinions of the public, in this instance consumers who provided or accessed mental health social work. The ethical need to ensure no harm came to this particular group meant that their opinions were not debated with the whole. This limitation to iterative dialogue is undoubtedly a consideration when undertaking deliberative research on such populations. This study offered just this, a one-off event, as in reality the commitment from participants to attend more than this one session would have been prohibitive.

Practical implications

The test, practically, comes with the events for data collection. This is not just the debate as to whether these, as one-off events, bring about agreement and not deliberation, but also whether researchers can, with a group that has particular needs, effectively integrate them into the deliberation. Given that it is an ethical priority to ensure that the participants are not harmed, this is not always going to be possible where the “public” includes those who may be vulnerable.

Originality/value

Deliberative research methodology is a new approach in mental health social work research. The influential finding is activism: people who access services recognise and suggest a challenge to the normative power differential in integrated care, as embodied in mental health social workers, and it is this aspect that warrants further investigation.

Abstract

Purpose

Healthcare innovation, exemplified by genomic medicine, requires increasingly sophisticated understanding of the interdisciplinary-organizational context in which new innovations are implemented. Deliberative stakeholder consultations are public engagement tools that are gaining increasing traction in health care, as a means of maximizing the diversity of roles and interests vested in a particular policy or practice issue. They engage participants from different knowledge systems (“cultures”) in mutually respectful debate to enable group consensus on implementation strategies. Current deliberation analytic methods tend to overlook the cultural contexts of the deliberative process. The paper aims to discuss this issue.

Design/methodology/approach

This conceptual paper proposes adding ethnographic participant observation to provide a more comprehensive account of the process that gives rise to deliberative outputs. To underpin this conceptual paper, the authors draw on the authors’ experience engaging healthcare professionals during implementation of genomics in the care for pediatric oncology patients with treatment-resistant glioblastoma at two tertiary care hospitals.

Findings

Ethnography enabled a deeper understanding of deliberative outcomes by combining rhetorical and non-rhetorical analysis to identify the implementation and coordination of care barriers across professional cultures.

Originality/value

This paper highlights the value of ethnographic methods in enabling a more comprehensive assessment of the quality of engagement across professional cultures in implementation studies.

Abstract

Purpose

Given that prisoners have significant health needs across most areas, the paucity of prisoner health research, and the difficulties involved in the conduct of research in this setting, there is a need to develop research priorities that align with key stakeholder groups. One such group are those responsible for health service provision in prisons – prison health service directors. The paper aims to discuss these issues.

Design/methodology/approach

Prison health service directors in each Australian state and territory were invited to participate in a national (deliberative) roundtable where the consensus building nominal group technique was utilized. This involved the identification of research priorities and organizational issues in conducting research with prisoners, and ranking research priorities. A thematic analysis was conducted on organizational issues.

Findings

In total, 13 participants attended the roundtable. Participants identified 28 research priorities and 12 organizational issues. Top ranked research priorities were mental health, cognitive and intellectual disability, post-release health maintenance, ageing prisoners, chronic health conditions and Aboriginal and Torres Strait Islander health. Themes identified from the organizational issues included prisoner access to research participation, health and research literacy of custodial staff, and institutional protectionism in response to research that may discover negative information about the custodial setting.

Research limitations/implications

These findings should inform future efforts to improve research infrastructures to undertake research to improve the health of people in Australian prisons, and help to align researchers’ efforts with those of a key organizational stakeholder.

Originality/value

This is the first paper to determine the research priorities and organizational issues in conducting research in prisons of prison health service directors.

Abstract

Purpose

Healthcare providers’ perceptions of management's effectiveness in achieving safety culture improvements are low, and there is little information in the literature on the subject. Objective: The overall aim of this study was to examine the patient safety culture within an interprofessional team – physicians, nurses, nurse technicians, speech therapist, psychologist, social worker, administrative support – practicing in an advanced neurology and neurosurgery center in Southern Brazil.

Design/methodology/approach

The authors applied the safety attitudes questionnaire (SAQ) in a mixed methods study, with a quan→QUAL sequential explanatory approach.

Findings

In the quantitative phase, the authors found a negative safety climate through the SAQ. In the qualitative phase, the approach enabled participants to identify specific safety problems. For that, participants proposed improvements that were directly and quickly implemented in the workplace during the study. The joint analysis of the quantitative and qualitative data inferred that the information and reflections of the focus group participants supported and validated the SAQ statistical analysis results. This integrated approach illustrated the importance of various safety culture aspects as a multifaceted phenomenon related to healthcare quality.

Originality/value

This study provides explanations for why management is associated negatively with safety climate in healthcare institutions. In addition, the study provides a novel contribution adding value to mixed methods research methodology.

Abstract

Deliberative procedures can be useful when researchers need (a) an informed opinion that is difficult to obtain using other methods, (b) individual opinions that will benefit from group discussion and insight, and/or (c) group judgments because the issue at hand affects groups, communities, or citizens qua citizens. Deliberations generally gather non-professional members of the public to discuss, deliberate, and learn about a topic, often forming a policy recommendation or casting an informed vote. Researchers can collect data on these recommendations, and/or individuals’ preexisting or post hoc knowledge or opinions. This chapter presents examples of deliberative methods and how they may inform bioethical perspectives and reviews methodological issues deserving special attention.

Abstract

Purpose

The purpose of the paper is to examine the financial management behavior (FMB) mediation mechanism in self-control, optimism, deliberative thinking and investment decisions in the Tanzanian stock market.

Design/methodology/approach

A sample of 268 individual investors in the Tanzanian stock market was obtained through questionnaires. The data were analyzed using structural equation modeling.

Findings

The findings show that self-control, optimism and deliberative thinking are significantly and positively related to FMB and investment decisions. The findings also confirmed the mediating role of FMB in the influence of self-control, optimism and deliberative thinking on investment decisions among Tanzanian individual investors. These findings imply that people with good self-control, optimistic and deliberative thinking are more likely to save money, have better FMB and prefer to make investment decisions.

Research limitations/implications

The study deals with individual investors. Future research could examine the effects of psychological traits on investment decisions by adding or modifying the items of particular constructs and studying institutional investors.

Practical implications

Individual investors can use the information to study and evaluate their financial behavior and stock investment decisions. This research can be used by security firms to better understand investor behavior, forecast future market trends and advice investors. Individual investors require psychological features to manage their behavior in various aspects, ranging from affective behavior to cognition, which are relevant for investing decisions.

Originality/value

Few studies have examined the influence of self-control, optimism and deliberative thinking on the investment decisions of individual investors. The unique empirical analysis developed in this paper is that it examines the mediation mechanisms of FMB with respect to self-control, optimism and deliberative thinking and investment decisions among individual investors in the Tanzanian stock market.

Abstract

Purpose

Extant literature shows that employee voice has ambiguous effects on organizational outcome. Especially because employee voice challenges the status quo, it can attract retaliation and lead to silencing of the employee. Thus, rather than producing change, employee voice can lead to increase in workplace tensions. On the other hand, employee voice also has positive consequences such as building a partnership-based culture between supervisors and employees. The purpose of this article is to reconcile these contradictory findings by reinforcing voice as having a deliberative dimension which fosters a harmonious dialogue around workplace issues.

Design/methodology/approach

We surveyed 628 managers working in organizations across different industrial relations contexts in India. Managers working in different sectors were chosen so that we could examine the consequences of employee voice across contexts with differing trade union strengths. We adopted a Structural Equation Modeling (SEM) approach to test the effect of employee voice on environment for innovation.

Findings

We find that trust in senior management and relationship between employees and their supervising managers mediate the relationship between employee voice and environment for innovation. The findings in the article do reconcile an important dilemma about employee voice. Earlier studies have argued that employee voice is a mechanism for engaging with the dissatisfaction that employees may have in their workplaces. Our study indicates that when deliberative elements are incorporated into employee voice it is no longer merely a means for addressing dissatisfaction but constructively contributes to positive organizational outcomes such as environment for innovation.

Research limitations/implications

The effects of employee voice on environment for innovation can be understood more clearly by adopting a longitudinal research design. The findings of this article are limited by the cross-sectional frame of research design adopted. The scale that is developed for employee voice needs more validation in other international contexts.

Practical implications

This study provides a framework through which employee voice can be shifted from adversarial frames of reference to harmonious and partnership-based forms of engagement. This also has the potential to transform the role of trade unions inside organizations and build a more collaborative edifice between multiple stakeholders. Another implication is that when voice is seen in a deliberative fashion it can lead to improved environment for innovation.

Originality/value

The purpose of this study is to contribute to reconceptualization of employee voice by contending that deliberative issues are an important part of transforming the status quo. Consequently, the patterns of deliberation structure constructive partnerships between different organizational stakeholders who may be perceived as having hostile relationships with each other. This study reconciles previous findings which suggested that employee voice can have negative consequences such as retaliation by suggesting that positive consequences of employee voice are contingent on its deliberative component.

Abstract

Everyday conversation has not yet been assigned its full role in public discussion of citizen’s issues, despite the growing number of studies about it. Casual conversations are not usually regarded as a particularly privileged place for political discussions mainly because of its apparent lack of organization following the principles and rules of the deliberative tradition in Political Studies. However, due to its closeness, informality, and personal proximity, it is particularly adequate to rise political aspects of everyday lives that otherwise would not be publicly disclosed. But how to grasp the spontaneity of everyday conversation? This chapter argues that focus groups, as a research method, are fit to observe and understand real-time ordinary conversation on political issues. In what follows, the argument goes threefold: (1) it contrasts “conversation” with “deliberation” from a micro-point of view; (2) all conversation, as a discourse embroiled in power relations, is political in a broad sense (3) as it brings forward personal views and experiences, casual conversations defies the borders between public and private issues.
