Abstract
Purpose
The purpose of this paper is to weigh up the effect of index-based livestock insurance (IBLI) on loan take up behavior of the pastoral households in the Borena zone of Southern Ethiopia. Although the insurance was introduced over the last decade and it appears to have promising welfare benefit, there is a lack of pragmatic evidence on its effect in leveraging the household’s future wealth for the hope of better productivity in the present.
Design/methodology/approach
The authors analyze household-level unique panel data collected in three rounds using descriptive statistics and the fixed effect model estimated by least squares dummy variable analysis.
Findings
The authors found that the IBLI appears to have a positive and significant effect on the loan uptake behavior of the herding households.
Social implications
This increased likelihood of loan uptake suggests that the insurance can reduce the cognitive cost of loan default that would occur due to weather shocks and build-up of the household’s confidence to uptake loan. Consequently, this likelihood can promote the creditworthiness of the insured and reduce his/her fear and worry regarding the possibility of loan delinquency.

Abstract
Purpose
Climate variability and extremes adversely affect the livestock sector directly and indirectly by aggravating the prevalence of livestock diseases, distorting production system and the sector profitability. This paper aims to examine climate variability and its impact on livestock system and livestock disease among pastoralists in Borana, Southern Ethiopia.
Design/methodology/approach
Data were collected through a combination of quantitative and qualitative methods using household questionnaire, field observations, focus group discussions and key informant interviews. Areal grid dikadal rainfall and temperatures data from 1985 to 2014 were collected from national meteorological agency. The quantitative and qualitative data were analyzed and interpreted using appropriate analytical tools and procedures.
Findings
The result revealed that the study area is hard hit by moisture stress, due to the late onset of rainy seasons, decrease in the number of rainy days and volume of rainfall. The rainfall distribution behavior coupled with the parallel increase in minimum and maximum temperature exacerbated the impact on livestock system and livestock health. Majority of the pastoralists are found to have rightly perceived the very occurrence and manifestations of climate variability and its consequences. Pastoralists are hardly coping with the challenges of climate variability, mainly due to cultural prejudice, poor service delivery and the socio-economic and demographic challenges.
Research limitations/implications
Pastoralists are vulnerable to the adverse impact of climate variability and extreme events.
Practical implications
The finding of the study provides baseline information for practitioners, researchers and policymakers.
Originality/value
This paper provided detailed insights about the rainfall and temperature trend and variability for the past three decades. The finding pointed that pastoralists’ livelihood is under climate variability stress, and it has implications to food insecurity.

Abstract
Purpose
The purpose of this study is to explore and prioritize the barriers that affect weather index-insurance (WII) adoption among customers by utilizing interpretive structural modelling (ISM) and fuzzy-MICMAC.
Design/methodology/approach
This paper utilized the combined approach in two phases. In first phase comprehensive literature study and expert mining method have been performed to identify and validate WII adoption barriers. In second phase, ISM has been utilized to examine the direct relationships among WII adoption barriers in order to develop a structural model. Further, fuzzy-MICMAC method has been utilized to analyse indirect relationships among barriers to explore dependence and driver power.
Findings
This study has identified 15 key barriers of WII adoption among customers and developed a structural model based on binary direct relationship using ISM. Later, the outcomes of ISM model have been utilized for analysing the dependence and driver power of each WII adoption barriers in cluster form using fuzzy-MICMAC. The customer awareness related WII adoption barrier are mainly at the top level, WII demand related barriers are in the centre and WII supply related barriers at the bottom level in ISM model.
Practical implications
The findings offered important insights for WII insurers to understand mutual relationships amongst WII adoption barriers and assists in developing strategy to eliminate dominant key barriers in order to enhance their customer base.
Originality/value
Based on best of author's knowledge this paper firstly integrates the ISM fuzzy-MICMAC method into identification and prioritization of barriers that affects WII adoption among customers.

Purpose
The authors determine the effectiveness of the Rainfall Index Annual Forage Program (RIAFP) in offsetting yield risk of winter annual forage growers. The authors also evaluate the effectiveness in reducing risk of potential alternative weather indices.
Design/methodology/approach
The RIAFP is designed to compensate forage producers when yield losses occur. Prior research found weak correlation between the rainfall index and actual winter annual forage yields. The authors use long-term small-plot variety trials of rye, ryegrass, wheat, triticale and oats with rainfall recorded on site and measure the correlation of the index with actual rainfall and actual yields. The alternative indices include frequency of precipitation events and of days with temperature below freezing.
Findings
The correlation between actual rainfall and the current RMA index was strongly positive as in previous research. Correlations between forage yields and monthly intervals of the current RMA index were mostly statistically insignificant, and many had an unexpected sign. All indices had some correlations that were inconsistent across time intervals and forage variety. The inconsistent signs suggest a nonlinear relationship with weather and forage yield, indicating that rainfall can be too much or too little. The number of days below freezing has the most potential of the three measures examined.
Practical implications
Producers should view the winter forage RIAFP as a risk-increasing income-transfer farm program. A product to reduce the risk for forage producers may need to use a crop growth simulation model or another approach that can capture the nonlinearity.
Originality/value
Considerably more data were considered than in past research. Past research did not consider alternative weather indices. The program should be continued if its goal is to serve as disguised income transfer, but it should be discontinued if its goal is to reduce risk.

Abstract
Purpose
The purpose of this paper is to critically investigate the Ethiopia’s climate change adaptation and mitigation regulatory frameworks and their congruency with the guiding principles under the United Nations (UN) Climate Convention, to show the alignment of the regulatory frameworks with the UN Climate Change rules. Rising temperatures, erratic rainfall distribution, recurrent droughts and floods require robust climate change mitigation and adaptation policies and effective implementation in the country.
Design/methodology/approach
Through the doctrinal legal research method, the author has used a detailed analysis of primary sources, both national and international legislative enactments. Besides, the research has benefitted from secondary sources like research reports, online publications, scientific journals, international reports, books and journal articles.
Findings
The findings reveal that in Ethiopia, there is no national climate change-specific policy and legislation. Although there are scattered sectoral climate-related policies and strategies, they are not consistent with the principles of the United Nations Framework Convention on Climate Change (UNFCCC).
Originality/value
This study argues that having comprehensive specific climate change policy and legislative frameworks consistent with UNFCCC guiding principles could help to mitigate and adapt to the adverse effects of climate change in the country.

Purpose
The purpose of this study is to explore indigenous conflict resolution mechanisms for resolving ethnic-based conflicts between the Awi and Gumuz communities in Ethiopia.
Design/methodology/approach
This study followed a qualitative research approach and it has a case study design that is appropriate to collect in-depth information about indigenous mechanisms of resolving conflicts that arise between Awi and Gumuz ethnic groups. Data were collected through in-depth interviews and document review.
Findings
The results revealed that the Awi and Gumuz ethnic groups resolve conflict through the elder council or shimigilina. This indigenous mechanism conflict resolution mechanism is well recognized, accepted and respected both by the Awi and Gumuz ethnic groups. Shimiglina has different phases and rituals which are finally concluded by kale-mehala (oath) or promising not to take revenge and harm. The Awi and Gumuz ethnic groups view shimigilina as a vital and effective conflict resolution mechanism.
Practical implications
This study clearly indicated important implications for policy, practice and future research. The Awi and Gumuz communities have used the elders’ council (shimiglina) to solve ethnic-based conflicts for a long time. Therefore, there should be policy frameworks at different levels (national, regional and local) for the integration of the elders’ council with the formal justice system. Put in other words, this indigenous conflict resolution mechanism should be properly organized and institutionalized. However, a comprehensive study should be conducted to understand how to organize and institutionalize this indigenous conflict resolution mechanism.
Originality/value
This is an original study that contributes to peacebuilding by discovering the role of indigenous knowledge in conflict resolution and peacebuilding.

Purpose
Ecotourism has emerged as a new hope of the tourism sector and is expected to overcome past pitfalls of mass tourism. Therefore, the purpose of this paper is to assess the potentials and challenges of ecotourism development in the historic and sacred sites of North Shewa Zone, Ethiopia.
Design/methodology/approach
Data were collected through interview, household questionnaire, field observation and focused group discussion. The collected data were analyzed using Statistical Package for Social Science (SPSS version 23) and Excel.
Findings
Based on household’s perception, churches and monasteries were mentioned as the main (17.58%) ecotourism attractions that have crucial role in ecotourism development in the area followed by biodiversity resources (17.23%) and Holy Water (16.01%). These existing ecotourism potentials and opportunities were discussed on the basis of five dimensions, i.e. historical and sacred attractions, biological attractions, cultural attractions, infrastructures and institutional potentials. The mean score values of a five-point Likert scale level of agreement or disagreement of respondents were between 2 and 4.5, implying overall responses of respondents spread between agree and strongly agree.
Originality/value
The findings reveal that although the historic and sacred sites of the area have potential ecotourism opportunities, different anthropogenic activities are affecting its development. The researchers recommended awareness creation programs, promotion of sites, development of infrastructures, employments of well-trained professionals and allocation of sufficient budgets as a mechanism to use the ecotourism potential and solving the existing challenges.

Abstract
Purpose
This research seeks to assess the impact of a credit-linked insurance bundle in Zambia, in terms of the inputs used and the amount of maize subsequently produced and sold.
Design/methodology/approach
To estimate the impact of a credit-linked insurance bundle, this research relies on a natural field experiment. A cross-sectional survey, conducted among 409 households that enrolled in a credit-linked insurance program prior to a drought and adverse market conditions, revealed that 252 households dropped out of the program. Of these, 113 households left for an exogenous, involuntary reason (i.e. group loan was not repaid on time).
Findings
A comparison of households that used the program and those that dropped out reveals that smallholders who lost the credit-linked insurance bundle purchased less fertilizer (−36%), and this input restriction resulted in diminished harvests (−27%) and less quantity sold (−31%).
Research limitations/implications
Risk-exposed smallholders tend to be severely credit constrained, so they cannot invest in sufficient inputs to increase their yields. A credit-linked insurance scheme provides such risk-exposed smallholders, who lack or have only limited collateral, with commercial agricultural credit services and greater access to input. The current analysis cannot specifically attribute the impact of individual components of the bundle (i.e. credit, insurance and input supply), but the overall impact is substantial. The implication of this research is that policy initiatives which support a credit-linked insurance system should not only encourage upscaling but also resilience of the scheme.
Practical implications
Aligning government and public support programs with private initiatives suggests opportunities for greater benefits.
Social implications
African farmers are mainly smallholders, so they face inherent production risks. They also tend to be severely credit constrained, with few means to mitigate these risks, so they suffer from a limited capacity to invest in improved farm technology systems that might increase their productivity. Insured input bundles could help farmers to cope better with adverse risks and facilitate increase productivity.
Originality/value
This research design exploits the peculiarity of the data, including group liability and a strict time window for loan repayments to remain eligible in a forthcoming growing season. This impact assessment approach is rigorous in controlling for self-selection bias and thus offers opportunities to establish how households in each sub-sample (eligible or not) are (un)able to ride out a lean season, following a drought and adverse market conditions.

Purpose
The purpose of this paper is to investigate the patterns and trends of drought incidence in north east highlands of Ethiopia using monthly rainfall record for the period 1984-2014.
Design/methodology/approach
Standard precipitation index and Mann – Kendal test were used to analyze drought incident and trends of drought occurrences, respectively. The spatial extent of droughts in the study area has been interpolated by inverse distance weighted method using the spatial analyst tool of ArcGIS.
Findings
Most of the studied stations experienced drought episodes in 1984, 1987/1988, 1992/1993, 1999, 2003/2004 and 2007/2008 which were among the worst drought years in the history of Ethiopia. The year 1984 was the most drastic and distinct-wide extreme drought episode in all studied stations. The Mann–Kendal test shows an increasing tendencies of drought at three-month (spring) timescale at all stations though significant (p < 0.05) only at Mekaneselam and decreasing tendencies at three-month (summer) and 12-month timescales at all stations. The frequency of total drought was the highest in central and north parts of the region in all study seasons.
Originality/value
This detail drought characterization can be used as bench mark to take comprehensive drought management measures such as early warning system, preparation and contingency planning, climate change adaptation programs.

Purpose
Using COVID-19 pandemic as a more immediate empirical reference, this paper aims to understand the biosecurity risks arising from tourist activities and, through a more prospective analysis, to consider the relevance of public health issues in the context of tourism-sustainability nexuses.
Design/methodology/approach
The text assumes a hybrid format, incorporating elements resulting from empirical research and essayistic viewpoints. The collection of empirical elements was based on documental research in several sources, such as newspapers, international institutions of an intergovernmental nature and the discussion forum of the travel platform TripAdvisor.
Findings
By assuming mobility and large agglomerations of people from different origins, mass tourism has fostered multiple outbreaks of COVID-19 and the rapid global spread of contagion chains. The pandemic clearly exemplified the responsibility of tourism in the dispersion of biotic agents with severe ecological, economic, social and public health repercussions. It is, therefore, urgent to rethink the tourism growth trajectory and more effectively consider the biosecurity risks associated with mobility in discussions on tourism and sustainability. At the same time, tourism must be delineated in terms of the great aims of sustainability, and this transversal purpose to which it contributes should be considered an intrinsic condition of its own sectorial sustainability as an economic activity.
Originality/value
The biosecurity challenges posed by mass tourism are a very topical issue, still little considered in sustainability policies and on which there is a marked deficit in scientific research.
